“Tomorrows Technology Today” POUR DECISION? WINE TRIUMPHS AT THE COST OF WIND TOWERS With the Albanese Government seemingly sacrificing wind towers for wine, Weld Australia is calling on the Federal Government to mandate: a minimum of 60% local content by kilogram of steel for every wind tower erected in Australia; and that every wind tower erected in Australia is constructed, erected and inspected according to Australian Standards.

China has agreed to review its tariffs on Australian wine after a breakthrough in negotiations over the weekend. Prime Minister Albanese announced that Australia and China had agreed to suspend their long-running World Trade Organization dispute while Beijing undertakes an “expedited review” of duties, which is expected to take five months. Beijing slapped trade sanctions on $20 billion worth of Australian products at the height of a diplomatic feud in 2020, including tariffs of between 107% and 212% on Australian wine. However, at the same time, the Anti-Dumping Commission quietly released a report recommending that tariffs on Chinese wind towers expire on 16 April 2024—the Federal Government appears to be sacrificing wind towers for wine. The lifting of China’s tariffs on Australian wine is most certainly welcome news for our economy; Australian wine exports to China were valued at more than $1 billion before the tariffs were put in place. That figure has plunged to just $12 million over the last two years. However, the success of Australia’s local wine industry cannot come at the cost of manufacturing. The Albanese Government has repeatedly confirmed that Australia’s transition to renewable energy is a prime opportunity to revitalise manufacturing. The Federal Government has confirmed that sovereign manufacturing capability is strategically important,

to environmental studies. This is why we are calling specifically for a minimum of 60% local content by kilogram of steel for every wind tower erected in Australia. Given the huge scale of demand, local content need not be 100%. With this long-term demand a reality, local manufacturers will have the confidence to invest in their businesses, improving production efficiencies and competitiveness.
and that Australia cannot continue to rely on overseas supply chains. And yet, suspending the tariffs on Chinese wind tower imports demonstrates just how heavily the Federal Government is willing to compromise. Weld Australia is calling on the Albanese Government to mandate: • a minimum of 60% local content by kilogram of steel for every wind tower erected in Australia • that every wind tower erected in Australia is constructed, erected and inspected according to Australian Standards
The Federal Government must also mandate that all wind towers are constructed, erected and inspected according to Australian Standards. The quality of Chinese wind towers dumped in Australia is extremely suspect. Any imported wind towers must be properly inspected at the port of departure—not landing. Weld Australia is well aware of several hundred wind towers in Australia that do not comply with Australian Standards and are unsafe.
The Federal Government must commit to building sovereign manufacturing capability for renewable energy and, through the national cabinet, get agreement from the states to legislate local content policy—in a real, effective way. This will create a capacity mechanism that generates a clear, longterm signal for investment by private equity and local manufacturers.
CONGRATULATIONS TO THE WINNERS OF WELD AUSTRALIA’S 2023 WELDING EXCELLENCE AWARDS Craftsmanship, quality and professionalism have been front and centre over the last month, with the winners of the Weld Australia 2023 Welding Excellence Awards announced. So far, we’ve had three highly successful award ceremonies—all attended by over 100 people—to celebrate the winners of the Western Australia, New South Wales and ACT, and South Australian awards.
For example, the Victorian Renewable Energy Target legislation required 64% local content. However, the definition of local content was far too broad to generate tangible benefits for local manufacturers—it encompassed everything from marketing through

ATCO AND BOC LINDE TO BUILD WORLD FIRST HYDROGEN POWER STATION ATCO and global gas giant BOC Linde have been selected by the South Australian government to construct a world-first hydrogen power station at Port Bonython, near the industrial city of Whyalla on Spencer Gulf. BOC Linde was seen by many as the front runner among the 29 companies competing to build the plant which is the centrepiece of the Port Bonython Hydrogen Hub. The company already delivers green hydrogen produced at a small electrolyser located at the Tonsley Innovation Precinct in Adelaide to the Liberty OneSteel steelworks at Whyalla. Beaten to the project were companies including Fortescue Future Industries, Origin Energy, Santos and H2U, and international companies such as Eneos, Chiyoda, Mitsubishi and AMP Energy Premier Peter Malinauskas named the companies to build a 250 MW electrolyser and 200 MW hydrogen gas generator on the weekend. Pipeline company Epic Energy will build associated hydrogen gas storage facilities bringing the government’s total investment in the project to a planned $593 million. Just as the state’s first big battery revolutionised energy storage worldwide, the government plans for the electrolyser and associated hydrogen storage to be another green energy game changer. Along with private sector funding, the redeveloped port which houses an existing petrochemical complex is expected to host green hydrogen related projects worth up to $13 billion and projected to generate as much as 1.8 million tonnes of hydrogen by 2030. Minister for Planning and Public Spaces Paul Scully spoke about why the government was so eager to approve the planning permit. “This planning approval signifies another step in the right direction for supporting increased housing supply and economic growth,” he said. “The project is a major $320 million investment into the future of domestic steelmaking and will play an important role in supporting housing and infrastructure projects.” “It’s a vote of confidence in NSW, helping to meet current and future demand for the sector, providing the locally sourced materials we need to build homes, hospitals, renewable energy and transport infrastructure. The demand will be met with a higher volume of materials able to be sent from Port Kembla to the new factory, which is being built on the existing BlueScope site.” With construction completion slated for 2025, the facility is expected to produce approximately 240,000 new Colorbond steel rooftops per year, or 80,000 new steel house frames. BlueScope’s Chief Executive Australian Steel Products Tania Archibald spoke to the announcement. “The NSW Planning Minister’s decision to provide planning approval for this State Significant Project will allow BlueScope to progress the construction of a new, state-of-the-art, metal coating line, the first to be built in over 30 years,” she said. “Construction of the manufacturing facility will allow BlueScope to better meet the growing demand for steel building and construction products. “Our plan is to have the plant commissioned and operational by the end of 2025,” she said.

VICTORIA SEEKS INPUT ON ADVANCING WOMEN IN MANUFACTURING AND ENERGY SECTORS Businesses and individuals throughout Victoria are encouraged to provide their input on strategies to enhance the involvement and progression of women in the manufacturing and energy sectors, the state government announced. Minister for Women Natalie Hutchins recently welcomed the release of a discussion paper, a vital component of the government’s response to the Inquiry into Economic Equity for Victorian Women. The discussion paper outlines the factors contributing to the underrepresentation of women in industries such as manufacturing, where women currently constitute only 31% of the workforce, and underscores the need for industry-specific strategies to address this gender disparity. The paper also seeks input on how workplaces can offer greater support and create safe environments for women from diverse backgrounds. This initiative follows the Victorian Government’s recent announcement of $840,000 in funding for four organisations. These organisations, including the Australian Manufacturing Workers’ Union, the National Association of Women in Operations, the Victorian Trades Hall Council, and Australian Women in Solar Energy, will focus on helping women progress into senior positions, promoting respectful workplace cultures, and encouraging students to consider careers in the energy and manufacturing sectors. This investment, totalling $2.7 million, aims to increase women’s representation in these historically maledominated fields. Written submissions for the discussion paper are invited and can be submitted online until Thursday 30 November. Australia’s transition to conventionally-armed, nuclear-powered submarines is underpinned by the ongoing availability of the Collins class submarine capability throughout this transition period. This will require the life of the Collins class submarines to be extended. Minister for Defence Industry, Pat Conroy said, “The Collins class submarines remain one of the most capable conventionally powered submarines in the world. The life-of-type extension of the Collins class is essential to the maintenance of Australia’s submarine capability as we transition from conventional to nuclear-powered submarines. This independent assurance activity seeks to ensure the life-of-type extension is delivered in the most effective and efficient manner, guaranteeing Australia retains an enduring, potent and agile submarine capability,” Collins continued. This assurance activity will provide the Government with advice on Defence and industry’s current preparedness to deliver the Collins class submarine life-of-type extension. This assurance activity will not delay any of the vital work that Defence and industry are continuing to deliver to sustain and extend the life of the Collins class fleet. The independent assurance activity is being led by Gloria Valdez, a member of the Naval Shipbuilding Expert Advisory Panel. A classified report will be delivered to the Australian Government in the second quarter of 2024. Source: https://www.manmonthly.com.au
