A Message from the CEO Advanced Training for Queensland’s Welders Together with the Queensland State Government and TAFE Queensland SkillsTech, Weld Australia is set to revolutionise welder training in Queensland. With the implementation of advanced technology and coursework, Queenslanders will be trained faster, safer and more effectively in the welding qualifications that are in high demand by the state’s defence and manufacturing industries. In September, I attended an announcement at Parliament House in Brisbane. During the announcement, Minister for State Development, Manufacturing, Infrastructure and Planning Cameron Dick and Minister for Training and Skills Development Shannon Fentiman pledged $800,000 of funding to the project. This funding will enable the purchase of 10 state-of-the-art Soldamatic augmented reality welding simulators—the most advanced of their kind anywhere in the world. Five of these welding simulator units will be based at SkillsTech in Acacia Ridge, with the remaining five to be based in regional areas such as North and
Far North Queensland. Queensland as a whole faces a significant shortage of qualified and certified welders. Without action, the state will be unable to meet future demand for defence, rolling stock, infrastructure and resources projects. In particular, Queensland’s welders must be properly trained and ready to deliver the $5 billion LAND 400 project. This landmark project is an economic gamechanger that is expected to create over 450 advanced manufacturing and engineering jobs across the state. With global defence giant Rheinmetall set to establish its Australian headquarters in southeast Queensland, local welders must be trained and qualified according to global best-practice to ensure they can reap the benefits of this huge defence industry program. The combination of a welding curriculum based on global best practice delivered via advanced training technology will help ensure a strong supply of capable welders, ready to deliver the $5 billion worth of defence industry work already awarded to Queensland. We look forward to working with Queensland SkillsTech on this important project.

A Message from the CEO Australian Steel Convention In late September, I attended the 2018 Australian Steel Convention in Melbourne. With the theme of Future Steel, the Convention explored current developments and emerging trends in Australian industry and economy. Discussions delved into steel industry capability, future skills, technology and innovation, and sustainability. The event featured an impressive line-up of speakers, including Weld Australia Deputy President Doug Hawkes, Sanjeev Gupta (Executive Chairman, GFG Alliance), and Mark Vassella (CEO, BlueScope). Fabricator of the Year Award Nominations are now open for the Weld Australia Fabricator of the Year Award, which celebrates the success of an Australian fabricator who has demonstrated outstanding performance in 2018. Nominations must be submitted via the Weld Australia website, by 5pm on Thursday 18 October. This award acknowledges the success of an Australian fabricator who has demonstrated outstanding performance during the twelve months preceding the close of nominations in various aspects including commercial success, delivery of innovation and continuous improvements, project success and community engagement. Criteria for the judgement of the award include market success (Australian and export), health and safety record, quality record, community involvement, evidence of innovation and commitment to the training and development of employees. Conditions • Eligible fabricators must have a majority Australian share-holding or ownership and an operational facility in Australia • Nominations will be adjudicated by a specially selected Awards Committee, with recommendation on the winner forwarded to Weld Australia Council. Course Overview
The course includes a review and critical analysis of available thermal analysis models, including the original Battelle model, the heat sink capacity method and the PRCI thermal model for Hot Tap Welding. Course attendees will learn why these models, while useful as planning tools, should not be regarded as ‘magic bullets’ against hydrogen cracking in hot tap welding by utilising comparative examples. This course will give an unbiased analysis of the best strategies for avoiding burn through and the development of crack susceptible weld microstructures. It will also cover the latest defect assessment methods for pipeline engineers and managers, from simple, quick assessments through to more detailed ‘fitness for purpose’ analysis.

New South Wales Division News This month, the New South Wales Division brings you news about some exciting developments in the Hunter region. With innovative developments in the defence industry, as well as STEM education opportunities, it is an exciting time to be a part of New South Wales’ industrial sector. Newcastle Aerospace Precinct Gets $11.7m Boost from NSW Government Deputy Premier John Barilaro recently announced $11.7 million in funding to create a transformational defence, aviation, aerospace and technology precinct set to generate over 5,500 jobs in the Hunter region. Barilaro said the new ‘Astra Aerolab’ will house maintenance and support services for Australian fighter jets and drive $246 million into the NSW economy. “This investment will capitalise on the existing economic strengths of the region, securing 76 hectares of special purpose land committed to defence and aviation-related industry and employment,” Barilaro said. “Over its lifetime, this new precinct will create thousands of direct and indirect jobs including roles for aviation IT and avionic specialists, mechanics and engineers, in the Hunter. This is an exciting announcement in one of the state’s most exciting industries and regions.” Australia’s combat aircraft, like the F-35 Joint Strike Fighter and Hawk 127 require significant long-term maintenance and upkeep and the new precinct will create an opening for businesses to address that demand.

STEM Support for Hunter Workforce The New South Wales Government is investing a further $400,000 over two years into a program that trains young people with the essential skills needed for the defence industry in regional NSW. Minister for Trade and Industry Niall Blair said the funding for the STEMship Program, would give students practical industry experience and prepare them for exciting future careers. “This program is helping the NSW defence industry get the best people it needs to capitalise on the Commonwealth’s once in a generation defence spend on future technologies,” Blair said. “It’s also providing a key pathway for students to move into highly technical apprenticeships and traineeships. STEMship has been successfully rolled out in the Hunter since 2016, with 65% of participants gaining related employment immediately following the program.”

Victoria Division News A number of Weld Australia employees attended the 2018 Australian Steel Convention in late September. Held in Melbourne, the Convention explored current developments and emerging trends in Australian industry and economy. Focused on equipping Australian steel with the information and the tools needed to navigate a changing landscape, qualify, differentiate, compete and win business, the Convention program was designed to deliver tangible value to all in attendance. Just some of the speakers included Structural Integrity Engineering Managing Director and Weld Australia Deputy President Doug Hawkes, who presented on why design has a role and responsibility in compliance. Doug told delegates that every one has a role to play when it comes to compliance.

Des remarked that it is now hard to remember how they undertook complex structure fabrication without it. Des and his team have embraced innovative technology and made themselves competitive both in Australia and overseas.

South Australia Division News In September, Weld Australia attended Land Forces 2018 at the Adelaide Convention Centre. Presented in collaboration with the Australian Army, Land Forces 2018 was an international industry exposition to showcase equipment, technology and services for the armies of Australia and the Indo Asia Pacific. Michael Pitt (National Business Development Manager, Weld Australia) was part of a panel entitled ‘Using Simulation to Train Leadership, Team Communication and Compliance’. Michael was joined by Dr David Foley (Lecturer, Faculty of Health Sciences at the University of Adelaide) and Lieutenant Colonel Jason Mildon (Acting Director Land Simulation, Army Headquarters) on the panel. The session brought together presenters from health, defence and manufacturing to share how different industries use simulation applications and methodologies to train teams or individuals across leadership, team communication and compliance. Michael provided an overview of augmented reality welding training simulators, as well as the benefits that this type of training has to offer both students and apprentices, and training institutions. Just some of these benefits include reduce costs, faster and more efficient training times, and a safer, more environmentally friendly training environment. Michael also outlined Weld Australia’s plans that will see Advanced Welder Training Centres established across Australia. The panel was part of the Land Forces’ Simulation Conference, which delved into simulation, virtual and augmented reality, immersive environments, human, robotic and artificial intelligence interactions and how these technologies are rapidly converging in the defence domain. With innovative developments in defence and digital, it is an exciting time to be a Queensland manufacturer. Skills for Queensland The Queensland Government has released a discussion paper Skills for Queensland for public consultation. The discussion paper invites feedback from stakeholders to inform a new Queensland VET strategy. Stakeholder views are sought on key questions related to: • Meeting the need for skills through industry advice and market settings • The role of providers in delivering VET services • Encouraging all Queenslanders to participate in VET Feedback will contribute to the development of a VET Strategy to build a Queensland VET sector that is flexible and responsive and provides pathways to job outcomes for students as well as delivering the skills employers need now and into the future. Predicting Queensland’s Digital Future A report from CSIRO’s Data61 examines the risks and opportunities for Queensland over the next two decades, a period of expected rapid change fuelled by technological disruption and other social and economic driving forces, and identifies the pathways to best position the State for the future.
The Innovation Imperative is the first report from the Q-Foresight program, a joint research initiative between the Queensland Government and Data61 to inform long-term strategy and planning. Technology, emerging global markets, demographics, digitisation, cultural change and other megatrends are all reshaping the landscape for Queensland businesses, governments and communities. The reports estimates the Queensland economy is projected to add an extra one million new jobs by 2038. These jobs may be in fields which complement new technology, or in roles with a distinctly human focus such as caring or customer service, and some will be in currently unforeseen occupations. Construction of New Joint Strike Fighter Maintenance Facility in Queensland TAE Aerospace will develop a Turbine Engine Maintenance Facility (TEMF) in Bundamba, south-east Queensland, which will
support in-country sustainment of Australia’s fifth-generation F-35 Joint Strike fighter jets. The TEMF will enable deeper-level maintenance, where JSF F135 engine modules are disassembled, repaired and reassembled for testing. The Minister for Defence, the Hon Christopher Pyne MP, said the new facility is a testament to the strength of Australia’s defence industry and the contribution we make to the global F-35 Program. “TAE Aerospace’s new facility will support maintenance, repair, overhaul and upgrade (MRO&U) activities for not only Australian F135 engines but also engines from around the Asia Pacific region and the world,” Minister Pyne said. “TAE Aerospace is 100% Australianowned with 237 employees at several sites across Australia, with contracts to support Classic Hornet, Super Hornet, Growler and M1 Abram tank engines. The addition of the F135 engine MRO&U activities will add a minimum of 15 aerospace technician jobs to its workforce and up to 85 additional jobs as part of the future F-35 Global Support Solution.”

Western Australia Division News Presentation on AS/NZS ISO 9606 Weld Australia recently facilitated a presentation on AS/NZS ISO 9606-1 Qualification testing of welders — Fusion welding — Part 1: Steels. The presentation was delivered by Louise Petrick (Technology Manager, Weld Australia). AS/NZS ISO 9606-1 is an identical adoption of the international standard ISO 9606-1 of the same name. Originating from European practices, it provides for a standardised method of testing a welder’s skill utilising welding processes, materials, consumables and procedures likely to be encountered during the fabrication of steelwork. Consistent with most welder qualification Standards, it not only qualifies the welder for the conditions of test but also for all other conditions considered easier to weld in accordance with the Standard. Whilst the Standard provides a method of testing consistent with many other national application standards, it likewise also assumes that the welder has suitable industrial experience or training with the relevant welding process. Unlike welder qualification standards used in Australia, AS/NZS ISO 9606-1 is not specifically limited or linked to any specific industry sector. As such, it provides for a broad range of application without complexity or compromising quality. This affords fabricators and welders alike the opportunity to work

across industry sectors without the costs associated with requalifying welders welding on similar joints and materials. Benefits of AS/NZS ISO 9606-1 Qualifying welders to AS/NZS ISO 9606-1 presents a number of benefit, including: • Welder qualifications are not specific to any one industry (or application standard) • Welder qualifications valid for two or three years are transportable across worksites and employers, avoiding the need to requalify welders where there is evidence of maintenance of qualification • Limited non-transferrable welder qualification option available for fabricators with a weld quality program that has been verified as compliant with AS/NZS ISO 3834 to qualify their welders for an indefinite period provided that other specific criteria are met • Options available for welders to simultaneously qualify for both butt welds and fillet welds • Welder qualifications are based on the welding consumable used in the test (such as the ability to qualify welders using cheaper carbon steels in lieu of alloy parent steels) • Welder qualifications utilises a six monthly confirmation process to ensure maintenance of welder skills without the need for additional testing • Multiple test assessment methods available to suit

About the APGA Convention The APGA Annual Convention and Exhibition is one of the most significant industry events for pipelines and gas. Its value as an opportunity for information exchange, learning and networking is well-known. The APGA Convention and Exhibition is a genuine reflection of the Association’s commitment to the industry, to its membership and as an opportunity for those members to shine. This year’s Convention
was held from 8 to 11 September at the Darwin Convention Centre. To mark APGA’s 50th anniversary, the theme of the 2018 Convention is Australia’s Pipelines: 50 years of safe and reliable delivery of energy and water. The program included presentations about proposed and completed pipelines, gas policy and gas markets, regulation, safety and the environment, skills and training, as well as pipeline research. In this time of challenge to the domestic gas industry, the transmission pipeline industry must maintain the focus on gas availability and on gas supply, while continuing to provide efficient, effective and safe transportation.

Alternative Route
If you held Australian qualifications prior to 2008 and are a practising welding inspector, engineer, technologist, supervisor or welder, you may be eligible for the award of internationally recognised qualifications through the International Institute of Welding (IIW) without further training or examination.
The alternative route is for you if you already have relevant knowledge and experience at a particular level but don’t currently have the appropriate qualifications, or you gained Australian qualifications after 2007.
Qualifications you can obtain through this pathway, known as the Transition Route, are available for: • International Welding Inspector • International Welding Engineer • International Welding Technologist • International Welding Specialist • Practitioner Diploma/s. You can apply to sit the examinations without first completing an approved training course. The application involves assessing your experience, education, training, and practical work experience in welding at the relevant qualification level. The assessment process includes a paper assessment, completion of a case study project, presentation to a panel of examiners and an oral interview.

Training & Certification News International Welding Engineer and Technologist Course 2018 Weld Australia will again conduct the International Welding Engineer Course at the University of Wollongong, commencing on 10 December 2018. Successful completion of this course will see graduates obtain the globally recognised qualification, International Institute of Welding (IIW) – International Welding Engineer (IWE) or International Welding Technologist (IWT), depending on the applicant’s prerequisites. IWE certification will take on a greater importance over the coming years with the requirement for companies to become AS/NZS ISO 3834 certified to work with some of the prime contractors on the large Defence projects starting in Australia. This will require the certified companies to have a nominated Responsible Welding Coordinator with the IWE
and IWT qualifications amongst the recommended education requirements. Other areas in Australia that will be looking for competent Welding Engineers are companies looking for certification to EN 15085 Railway Applications - Welding of Railway Vehicles and Components. This requires the company to have an IWE or IWT as the nominated Responsible Welding Coordinator within their organisation. Early enrolment will put you ahead of the curve, boost your career and earning potential, and make you the preferred candidate for largescale projects around the globe. Migration to WeldQ is Now Complete Weld Australia is happy to announce that the migration of data into the WeldQ platform is now complete. A profile has been created for all people who gained qualifications or certifications from 2000 onwards both through Weld Australia (formerly known as the WTIA) and the IIW (issued in Australia). Please note that not all qualifications issued prior to 2000 have been migrated across to WeldQ. To check if you have a WeldQ profile, simply send an email to qnc@weldaustralia.com.au or contact us on (02) 8748 0100 and dial 1. If you’d like to apply for an examination or a certification, you must now submit all applications through the Australian Welder Certification Register (AWCR) WeldQ program. You can also access your digital records via their mobile phone by using the WeldQ app. The WeldQ app is available to download from both the Apple App Store and the Android Play Store.
