NOW in the Garden As winter approaches, I shake off the blues by reaching for my spade and thinking of spring. November is the best time to plant tulip bulbs, and if you pop them in a pot or in the ground now, you’ll be rewarded with a blaze of colour in April and May next year. Tulips are easy to grow if you have light, sandy soil and a sunny spot, where they will flower well. If your soil is sticky clay and difficult to dig, either work in a bag or two of horticultural grit before planting or plant in containers. For the best results, plant the bulbs about 20cm (8in) beneath the soil surface in bold groups. If you’re planting in the garden, dig a large, deep hole, and then space the bulbs, pointed end facing up, about 10cm (4in) apart at the bottom. Carefully replace the soil, and firm gently to remove any air pockets. Pots are just as easy to plant up. Select large containers and plant the bulbs in John Innes No 2 compost mixed with some horticultural grit. After planting, place your containers on ‘pot feet’ so that water drains through easily, because if there’s one thing tulips hate it’s waterlogged soil! Here are my top 5 favourite tulips for you to try: Angélique The peony-like blooms resemble bowls of raspberry ice cream. Flowers in May. Artist A confection of pink and green blooms with pointed petals. Flowers in April/May. Ballerina Try these richly coloured lily-flowered tulips en masse in a border. Flowers in May Queen of Night Partner these elegant dark purple blooms with forget-me-nots. Flowers in May. Turkestanica Use these tiny tulips in an alpine or gravel garden. Morocco a feast for all the senses In the vast bay of Mogador, a quaint blue and white town looks down on fine tingling sands, its ancient gates and minarets nestling inside the ramparts like a pearl in an oyster shell. Lapped by the Atlantic Ocean on the sunny Moroccan coast, Essaouira is an enticing alternative to the modern resort of Agadir. Film producers and stars have long discovered the secret, following the likes of Jimmy Hendrix, Orson Wells and Alfred Hitchcock. Both exotic and unspoilt, this has proved the perfect spot to shoot box office hits, such as Alexander the Great. Most visitors are day trippers from Marrakech, keen to chill out on the beach, though there is plenty of scope for the active sort, surfing, exploring the dunes on a camel, cruising to the Purple Islands (home to thousands of birds) or horse riding along the sugar cane river. Others head for the former hippie village of Diabat to gaze at the old sultan’s palace half buried in the sand or just walk for miles along the beach where the scent of white broom fills the air. Briefly settled by the Portuguese in the early 1500s, Essaouira came into its own in the 18th century when a French architect built the fortress and redesign the medina. Further improvements followed and before long, this was Morocco’s most important port, the place where goods from the caravan trade could access the rest of the

world. It became known as the ‘port of Timbuktu’. Trade dwindled over time but today you can see trawlers unload their catch while nets dry on the quay among screaming gulls, crates full of fish and little blue boats bobbing in the dazzling sun. From there it’s only a few steps to the al fresco restaurants serving royal mint tea and grilled sardines, couscous, lentil and tomato soup flavoured with ginger, cinnamon and pepper, or tagine, a fragrant fish, meat or vegetable stew which simply melts in your mouth. Meanwhile, beyond the Sea Gate, the old town beckons with bustling alleyways, mosques and holy shrines, stalls brimming with spices and fruit, rooftop restaurants and shaded squares and courtyards. It’s a World Heritage Site and a feast for all the senses, echoing with the tapping and chiselling of artisans who carve ornaments from precious thuya wood. It’s also a great place to bargain for carpets and rugs, silver jewellery, brightly-painted pottery and Argan beauty products. Protected by UNESCO in south west Morocco, Argan trees yield the world’s rarest oil and the women’s cooperatives around Essaouira produce some of the most sought after natural cosmetics. Late afternoon is a lovely time to stroll along the bastions, still lined with 200 year old cannons. Enjoy the breeze, the glorious views over the town and harbour, the great sweep of the beach, the islands, the dramatic rocks to the north, battered by the waves, and the fabulous sunset. But hurry before the crowds arrive to see this little gem at its best, colourful, pristine and truly authentic.

It’s never too early to think about Christmas volunteering Centre 33 provides a warm, dry and welcoming environment for people who are homeless or socially disadvantaged. We achieve this by providing: Hot meals and drinks Showers with complimentary towels and toiletries Second hand clothes as and when available Blankets and sleeping bags for those who are sleeping rough Christmas can be a challenging time for our visitors who may have few possessions, little or no money and limited family or support. It also becomes hard for some of our regular volunteers to carry out their usual slots due to family commitments or difficulty in getting to the Centre in snowy weather. So we are now looking for more volunteers over the Christmas and New Year period. We have a great team of volunteers who provide hot meals at the Centre: 10 - 12 weekday mornings / 7.30 - 9.30 weekday evenings / 12 - 2 Saturday afternoons

Over Christmas and New Year, we will generally continue to open at those times except on Christmas Day when we will open from 4pm - 8pm and on Christmas Eve and New Year’s Eve 12 noon - 2pm. Volunteers work in teams of three and prepare a hot meal using the resources provided within the kitchen; the kitchen is then cleared in readiness for the next volunteer team. Fire! Fire! With thatched roofs and timber frame buildings fire was a real hazard in the past. The Clock Tower in St Albans rang a curfew bell at 8pm in winter and 9pm in summer. This was the signal to couvre feu, or ‘put out the fire’ - the origin of the word curfew. Just how people dealt with fires can be seen in Welwyn village. On the side of Church House is what looks like a large crochet hook. In fact it is a fire hook designed to pull burning thatch from a roof to prevent it spreading. A spate of ‘sudden fires’ in 1655 prompted the Corporation in St Albans to spend £40 purchasing two ‘substantial engines of brass and their carriage for the purpose of beating and drowning of fires’. The Corporation records contain instructions for operating the engines. They were to stand half full of water, unless it was frosty weather. Four or five men were needed at each end to lift up the handles as high as possible and then push them down as low as they could, presumably to pump the water. There is no mention of where it was kept, but an entry in 1738 states that the engines were kept in the stable under the Town Hall (WH Smiths). All the Aldermen were given a key to the engine house. A few years later Alderman Nicholl had one of the engines at his house, for his benefit and the rest of the inhabitants. He was, however, expected to keep the engine in good repair. There were insurance companies and their fire marks can be still be seen on many of the old buildings in the city. By the early nineteenth century the insurance companies were contributing to the cost of maintaining the fire engines. But it was not until 1853 that St Albans finally had a Borough Fire Brigade of 24 “efficient men” presumably before this, it would have been quite literally all hands to the pump! Time for Tax Returns HM Revenue & Customs (HMRC) are in the process of writing to taxpayers to remind them they need to file their 2013 tax return by 31st January 2014 (or 31st October 2013 if submitting a hardcopy). But despite HMRC’s best endeavours, taxpayers often put off preparing their tax return until the festive winter period. This really doesn’t leave very long to file and pay any tax before the January deadline and it’s easy to get distracted by the celebrations. Here are a few good reasons to do it early.
Tax payments aren’t accelerated If you file your tax return early, you are only obliged to pay any tax liability by the normal due dates: • 31st January 2014 (balance and the first payment on account- if applicable); • And 31st July 2014 (second payment on account- if applicable).
...But refunds are accelerated If you file your tax return before the filing deadline, you should receive any tax refund you are due fairly soon after it’s submitted; HMRC do not wait until 31st January to pay you.
Accountants If you plan to use an accountant be aware that some firms charge you a premium if you deliver your records to them close to the deadline.
Contacting HM Revenue & Customs Trying to get hold of HMRC can be difficult around the tax return deadline. Avoid leaving your tax affairs until December or later; just in case you need to speak with them and can’t get through. If you are due a tax refund, you’re also likely to experience a longer turnaround time if you file your return during their peak times.
Penalties
HMRC have changed the penalty regime for late tax returns, and they are now significantly more than they used to be. For example, the initial £100 penalty used to be reduced if you paid the tax on time or was capped to your tax liability. Cash flow management But the penalty is automatic.
