Letter from the President & Chair We hope that your holidays were restful and that 2016 brings growth and prosperity to your business. We have a lot planned for 2016 and are excited to share with you. The Windsor-Essex Regional Chamber of Commerce has been busy advocating on provincial issues for the local business community. In December, we held a roundtable with the Ontario Chamber of Commerce and the Independent Electricity System Operator (IESO) to discuss ideas on how to reduce the cost of power—a huge issue identified by Chamber members.

In November, we partnered with the Ontario Chamber of Commerce to call on local MPs to fulfill their election promise to make the Ontario economy a top priority. We identified three near-term priorities for the federal government: focusing on manufacturing and agriculture, getting infrastructure dollars out the door, and moving forward with tax relief measures for small businesses. Matt was invited by the Government of Canada to attend the Speech from the Throne in Ottawa on December 4. Coming up for the Chamber is the 26th Annual Business Excellence Awards, April 20 at Caesars Windsor. Tickets are on sale online. You don’t want to miss one of the biggest events of the year and the chance to celebrate business excellence in Windsor-Essex. Ontario Chamber of Commerce and the Windsor-Essex Regional Chamber Call on Local MPs to Prioritize Economy The Ontario Chamber of Commerce (OCC) and the Windsor-Essex Regional Chamber of Commerce (WERCC) are calling on the newly elected federal government and local MPs to fulfill their election promise to make Ontario’s economy a top priority. The WERCC congratulates Brian Masse, Cheryl Hardcastle and Tracey Ramsey on their election victory and calls for immediate attention to address local and Ontario economic challenges. The OCC and the WERCC have identified three near-term priorities for the federal government: focusing on manufacturing and agriculture, getting infrastructure dollars out the door and moving forward with tax relief measures for small businesses.
The WERCC and the OCC also encourages the new federal government to address the gap between what Ontarians pay to the federal government and what they receive back – currently estimated at $11 billion. For too long, says the OCC and the WERCC, Ontario’s economic challenges have not been adequately addressed by the federal government. The WERCC will also work with its network colleagues, local MPs, labour and other stakeholders to get Single Sports Betting passed through Parliament and the Senate. Bill C-290, which would have amended the criminal code to allow for Single Sports Betting, was passed by the House of Commons but languished in the Senate for nearly three years.
“It is important that the newly elected government deliver on its commitments to Ontario,” said Matt Marchand, President and CEO, Windsor-Essex Regional Chamber of Commerce. “We want to see increased federal investments in trade-enabling and productivity-boosting infrastructure. The federal government should also adopt a reciprocal market access strategy in trade negotiations as well as currency manipulation restrictions in trade agreements”.
The WERCC will also build on momentum from our successful Canadian Chamber AGM to help ensure we get commitments on PACA type legislation for our agriculture community.
Additionally, the OCC and the WERCC are calling on the federal government to move forward with tax relief measures for small businesses. The new federal government has committed to reducing the small business tax rate from 11 percent to 9 percent. The OCC and the WERCC are urging the new federal government to work with the business community as it designs and implements the tax cut.
“This is a pivotal time for our region and our province,” said Marchand. “We look forward to continuing to engage with our local representatives as we work together to strengthen our business climate.”

Windsor-Essex’s Economic Prospects Steadily Improving: Ontario Economic Update 2016 The most wide-reaching provincial economic forecast of the year, the Ontario Economic Update 2016, was released by the Ontario Chamber of Commerce and the Credit Unions of Ontario, with support from the WindsorEssex Regional Chamber of Commerce.
in part by an uptick in exports, the result of a stronger U.S. economy and a low Canadian dollar. Government fiscal policy will also be a key driver, as federal and provincial infrastructure commitments will stimulate growth across a variety of sectors.
Employment in the Windsor-Essex region is projected to grow by 1.5 percent in 2015, and will continue to grow at a similar rate for the next two years. Meanwhile, the unemployment rate will decline to 9.1 percent by 2017.

The Chamber will also continue to advocate its concerns on the TPP as it relates to auto.”
The manufacturing industry will help drive economic growth, as companies continue to invest in production capacity. Fiat Chrysler Automobiles, for example, is spending $2 billion re-tooling its Windsor plant. Auto parts company TRW Automotive will open a second location in Windsor in January 2016. Additionally, there have been a number of job fairs held locally to fill key manufacturing jobs. This includes companies such as Hiram Walker & Sons, Radix Inc. and Integram. According to the province-wide data, most areas of Ontario will enjoy improving economic conditions in the coming year. Growth will be driven

New Certification Training 4 Need-to-Know Changes
Requirements:
• Self-paced training via print based workbooks and e-courses will NOT be available after January 31, 2016 due to requirements set out in the new standards.
Ontario’s Ministry of Labour announced new certification training requirements for joint health and safety committee (JHSC) members that come into effect March 1, 2016. If your business has 20 or more employees, here are four changes that most impact you.
• Workplaces cannot conduct their own in-house Certification Training unless they apply through the MOL to become an approved training provider of an approved JHSC Certification Training program.

How can you meet current and future certification training requirements?
Under the revised standards, 1. JHSC members who achieve certification status after March 1, 2016 will require refresher training every 3 years to maintain their status 2. Parts One and Two, as well as refresher training, must be taken from a MOL approved trainer 3. Both parts must be completed within 6 months of each other 4. Training must include interaction with an instructor, and consist of a minimum of 5 days: 3 for Part One; 2 for Part 2. Refresher training is an additional day

After March 1, 2016, WSPS will continue to offer certification training in classrooms throughout Ontario and can accommodate busy schedules with flexible onsite sessions — any shift, 24-7— an ideal option for group training. Ministry inspectors will continue checking on compliance during workplaces visits and inspections. • Any JHSC members certified before March 1, 2016 are certified for life. They won’t need retraining unless they switch industry sectors. They also won’t need refresher training.*
