Letter from the President & Chair The Chamber year is coming to a close, but that doesn’t mean we’ve slowed down. The WERCC’s advocacy efforts were recognized by the Ontario Chamber of Commerce (OCC) at their AGM in May where we won the 2016 Advocacy Award for our work for an Auto Strategy. This is the fifth award that the WERCC has received from the OCC since 2012 for Advocacy excellence and community leadership. More on page 4. Also at the OCC AGM, we secured provincial support for key issues for Windsor-Essex: for the government of Canada to defer TPP until after the U.S. federal election, closing the skills gap, encouraging the use of domestic steel for federal and provincial government projects, transparency for development charges and $30 million for the Connecting Link Program.

In partnership with the OCC, we launched Small Business Too Big to Ignore, a six-month campaign highlighting the most important contributions of small businesses to our communities and investigating the top barriers to small business growth, such as rising electricity prices. Matt Marchand was asked to appear before the House of Commons’ International Trade Committee in Windsor on May 12 in view of its TransPacific Partnership Agreement (TPP) Public Consultation. The WERCC was one of the first Chambers to express concern over the TPP and to ask for the full documents. Our Events Department has been busy putting together more fabulous events. The Second Bi-Annual Policy & Solutions Forum took place on May 11, bringing together business, labour and academia to give Auto Advisor Ray Tanguay advice. Our 80th Annual Golf Tournament at Essex Golf and Country Club on June 20 was a wonderful success and on June 24 we celebrated outgoing Chair of the Board Dr. Janice Forsyth and Lifetime Achievement Award Recipient Peter Hrastovec at the Chamber Gala. We’d like to thank Dr. Forsyth for her excellent work with the Chamber this year and look forward to continuing to work with her in a Past Chair role. Windsor-Essex Regional Chamber of Commerce Wins Prestigious Ontario Chamber of Commerce Award for Work on Auto Strategy The Windsor-Essex Regional Chamber of Commerce (WERCC) won the 2016 Ontario Chamber of Commerce (OCC) Advocacy Award at the OCC’s Annual General Meeting in Oakville, Ontario. This was for the WERCC’s work for an Auto Strategy. This is the fifth award that the WERCC has received from the OCC since 2012 for Advocacy excellence and community leadership. The Advocacy Award is presented annually for extraordinary efforts within the Chamber network by recognizing excellence in advocacy and community leadership. The Advocacy Award recognizes extraordinary policy-related efforts. Over the past two years, the WERCC succeeded in assembling a large non-partisan coalition and launched it into a successful advocacy campaign to help put an auto strategy and advisor on the government’s agenda. In May 2014, the WERCC partnered with the University of Windsor and Unifor to hold its first ever Policy & Solutions Forum to discuss key issues – such as having an automotive czar and strategy – impacting our region and our province. The WERCC followed up on this with a second Policy & Solutions Forum centered on automotive strategy that took place in Windsor on May 11, 2016.

“We are honoured that the OCC has acknowledged the exceptional advocacy efforts of the WERCC. This Provincial recognition underscores the value that our Chamber staff and volunteers deliver to our members each and every day,” said WERCC Chair of the Board Dr. Janice Forsyth. “The automotive strategy is about much more than our current situation in which we have over 100,000 people in Ontario that depend directly on the automotive sector employment, but it is not uniquely about their future, it is about Ontario’s future and the future of the next generations to come,” said WERCC President & CEO Matt Marchand. “We are pleased that our non-partisan, inclusive approach led into a national issue by building the widest possible coalition to accomplish our goal of building a better community and a better province. The Chamber thanks our partners: Unifor, University of Windsor and St. Clair College for their leadership and support because without them, we would have not had the level of success we collectively have achieved,” Marchand added. Leverage the Private Sector to Put Patients First: Chamber Report The Windsor-Essex Regional Chamber of Commerce (WERCC), in partnership with the Ontario Chamber of Commerce (OCC) released its second in a series of reports on the Health Care Sector in Ontario. The previous report, released in March 2016, indicated that 77% of Ontarians are concerned about the future of our health system and 80% agree that Ontario needs broad reform to meet the future. This new report, Prescription for Partnership, points to the need for health care stakeholders, both public and private, to put patients first. This report takes a closer look at the role commissioning can play in re-orienting a system that too often operates in response to budgetary pressure. Commissioning allows public and private sector perspectives to be in conversation much earlier in the decision-making process. The WERCC cites commissioning as a way of focusing our system on outcomes for patients rather than inputs from providers. This kind of collaboration is a key enabler of innovations in access, quality, and cost. “The provincial government needs more collaboration with the private sector in order to meet its goal of putting patients first,” said Matt Marchand, WERCC President & CEO. “We need the public and private sectors to problem-solve together and leverage one another's expertise.” “We have excellent leadership in our health care sector and at our two hospitals that can execute this, but are often limited by existing rules and often inflexible guidelines,” added Marchand.

“From the Windsor-Essex region perspective, if we want to maximize the opportunity of the new Mega Hospital, including the potential to drive research and innovation, we’re going to have to continue building a culture of private sector participation. This could open up a larger opportunity to collaborate with the health care sector in Michigan and beyond,” said Marchand. The private sector has long been an active participant in Ontario’s health care system. In fact, the level of private sector involvement in Canadian health care is slightly above the Organization for Economic Co-operation and Development (OECD) average – 12th highest overall, and greater than 22 other countries in the OECD. However, the current relationship between the public sector and private health vendors (both for-profit and non-profit) lacks a co-operative structure and culture. Farrow donated $20,000 to the Rotary Club of Windsor (1918) to assist with two projects in the Jirapa District in North Eastern Ghana, Africa. Federal Budget Tax Changes May Affect You and Your Business The last Federal Budget contained a number of changes that will affect business owners and professionals in the coming months. The tax rules for life insurance and annuities are changing on January 1, 2017. The new rules will especially impact corporately owned policies and capital dividend accounts. Hôtel-Dieu Grace Healthcare has become a leading provider of healthcare in the Windsor-Essex community.
