Letter from the President & Chair
MATT MARCHAND PRESIDENT & CEO
JOHN CLARK
As the Chamber year comes to a close, we’d like to formally recognize the work of our 2016-2017 Chair, Jeff MacKinnon. We look forward to continuing to work with Jeff in a Past Chair role. John Clark, Partner, Clarks LLP, Barristers & Solicitors, takes over from Jeff as the Chair of the Board. In May 2017, the WERCC attended the Ontario Chamber of Commerce (OCC) AGM in Sarnia, Ontario, where we received Ontario-wide Chamber support for the suspension of Cap & Trade. We also received successfully passed resolutions on protecting Canadian business by keeping the De Minimis threshold low and creating a strong and proactive plan to improve Ontario’s trade performance. The WERCC and Chamber members in the sector met with Officials from Global Affairs Canada on May 24 to discuss barriers to trade in relation to exploratory discussions to assess the potential of a Free Trade Agreement between Canada and China. Along with the Hamilton and Sault Ste. Marie Chambers of Commerce, we participated in the All-Party Parliamentary Steel Caucus in Ottawa on May 31 in advance of meetings between Canada and the U.S. on steel to speak on the steel industry, local communities, and trade relationships between Canada and the U.S. We also spoke at the Workforce WindsorEssex Skills Summit, addressing the issue of the region’s skills shortage. The WERCC released a report with the OCC on the skills gap, Talent in Transition: Addressing the Skills Mismatch in Ontario, available at www.windsoressexchamber. org. Our Regional After Business Tradeshow in May was a huge success, with over 200 in attendance! We also had an exciting Wake Up Windsor Essex networking event in May and our After Business at Wolfhead Distillery in June. Also in June was our fun day of networking and golf at our 81st Annual Golf Tournament Presented by WFCU Credit Union at Pointe West Golf Club. Finally, we closed out the Chamber year with Chamber 141 – A Celebration at Augustus 27, a celebration of the work of the Chamber over the past 141 years and the excitement generated by our community with businesses working together to build a strong network. At the event, we honoured our outgoing chair and presented the Lifetime Achievement Award to Marty Beneteau for his business and community contribution to Windsor-Essex. Thank you to all our Chamber Members, Supporters, Volunteers and Staff for an amazing Chamber year! Visit www.windsoressexchamber.org for all the up-to-date news and events.

Chamber News
Windsor-Essex Regional Chamber Secures Ontario-Wide Chamber Support for Suspension of Cap & Trade, Other Successes at Ontario Chamber AGM Windsor-Essex Regional Chamber Secures Ontario-Wide Chamber Support for Suspension of Cap & Trade, Other Successes at Ontario Chamber AGM At the Ontario Chamber of Commerce (OCC) Annual General Meeting (AGM), in Sarnia, ON from May 4-7, Chambers across Ontario passed a resolution to suspend the cap and trade program at this time. The WindsorEssex Regional Chamber of Commerce (WERCC) has been one of the most aggressive Chambers in Ontario calling for the deferral and the suspension of cap and trade due to its costly impact on agri-food, greenhouses and business in general on top of a nearly 400% increase in electricity prices. The WERCC along with the Greater Kingston, Greater Kitchener Waterloo, Greater Sudbury, Sault Ste. Marie, Thunder Bay, North Bay & District, Newmarket and Timmins Chambers of Commerce co-sponsored the resolution to suspend cap and trade.
Other successes at the OCC AGM include: Protect Canadian Business by Keeping the De Minimis Threshold Low. Raising the De Minimis threshold (DMT) for Canada would give an unfair tax advantage to foreign online retailers over Canadian retail businesses. It would provide generous exemptions at the border placing domestic firms at a disadvantage vis-à-vis foreign sellers, since domestic firms may have to charge sales or value-added taxes even for small items while foreign sellers are exempted. The WERCC urges the Federal Government to maintain the current Canadian De Minimis level of $20 to prevent granting an unfair advantage to foreign online retail sellers operating in the Canadian marketplace. Thank you to our resolution co-sponsors: Sarnia Lambton, Greater Niagara and Thunder Bay Chambers of Commerce.
Chambers across Ontario urge the Government of Ontario to suspend cap and trade at this time, with appropriate cost mitigation to affected businesses. Should suspension not occur, the Chambers encourage the mitigation of risk of the cap and trade system on industry to ensure competitiveness.
Canada’s Trade Policy Harmful to Ontario Business. Canada is experiencing high levels of trade deficits with China and Mexico. In order to restore trade balance, Canada and Ontario need a new proactive international trade policy that works for businesses. For example, Canada’s trade deficit with China is approximately $46 billion.
“Exporting jobs and investment to coal-using jurisdictions, such as Ohio, and getting coal pollution in return was not viewed as an effective policy,” said WERCC President & CEO Matt Marchand.
The WERCC urges the Government of Ontario to create a strong and proactive plan to improve Ontario’s trade performance. This includes of course addressing dumping of steel.
“This is a big win for the community. We’re very happy with the results,” said Marchand. “The WERCC thanks our co-sponsoring Chambers for coming together on what is the one of the top issues facing our business community across Ontario,” Marchand continued.
Thank you to our resolution co-sponsors: Greater Kitchener Waterloo, London, Hamilton and Greater Kingston Chambers of Commerce.
Windsor-Essex Regional, Hamilton, Sault Ste. Marie Chambers Attend All-Party Parliamentary Steel Caucus Meetings The Windsor-Essex Regional, Hamilton, and Sault Ste. Marie Chambers of Commerce participated in the All-Party Parliamentary Steel Caucus in Ottawa on Wednesday, May 31 from 6:00 p.m. - 7:30 p.m. in advance of meetings between Canada and the U.S. on steel.
Previously, the three Chambers appeared before the House of Commons’ Standing Committee on International Trade in Ottawa on March 21, 2017 to give testimony of the Canadian Steel Industry’s ability to compete internationally in the context of some countries not playing by the rules.
The Chambers discussed the steel industry, local communities and their importance to Ontario’s economy, and trade relationships between Canada and the U.S. in respect to steel. Also raised were the issues of China’s steel dumping and displacing high-paying jobs from Ontario’s middle class.
Additionally, the three Chambers secured support for a National Steel Strategy at the Canadian Chamber of Commerce AGM in September 2016 and in August 2016 teamed up to write a letter to Prime Minister Justin Trudeau, requesting that the Government of Canada address the issue of China dumping steel into Canada.
Representatives from the Canadian Steel Producers Association and the United Steel Workers were also in attendance.

Tech Corner/Workplace Safety Tech Corner: Artificial Intelligence for Business
By Atif Malik, ITIL, Sr. Account Manager, AlphaKOR Group
When we think of Artificial Intelligence (AI) our imaginations tend to conjure thoughts of sophisticated humanoid robots that have a level of sentient intelligence to them. Although we are not too far off from this, AI is already a factor in our personal and professional lives.
consuming, and leaves room for human error resulting in lost revenue. The automation processes we develop are usually in the form of a customized application that streamlines all of the above.
Here’s how AI is changing the business landscape. Chat Bots Let’s say you’re an airline with a high volume of customer service requests. Now imagine how these customer service requests multiply during peak seasons. You’re now left with a challenge: Hire more customer service reps. The challenge with this is that peak season is temporary and the airline will face overhead costs beyond salary for these temporary CSRs such as sourcing and training. Also, they will have to account for the cost of taking key resources to focus on accommodating and managing these reps when they could be focusing on areas that may be more productive to the airline. The solution is simple. Implement a Chat Bot (think Apple’s Siri) to assist with customer service inquiries during peak season or throughout the year. One such airline using this technology to their advantage is KLM Royal Dutch Airlines. KLM’s chat bot integrates with Facebook Messenger so when a customer purchases a ticket online, they can ask the chat bot questions about booking information, check-ins, flight status, and boarding passes. The chat bot responds seamlessly to the customer with the requested information. This provides a more streamlined service to customers for simple requests while allowing CSRs to focus on more complicated matters. Business Process Automation Business leaders are looking to make their operation faster and more efficient. An example of this efficiency is creating software that can automate the estimation process for manufacturers based on labour and material costs. When done manually, these processes can be very complicated, time
There is still a human element involved in this process which does not make it fully autonomous. Enter the world of Predictive Analytics. The demand forecast that manufacturers rely on to determine which products, materials, and labour resources are needed to fulfill market requirements is moving toward full autonomy with the help of Artificial Intelligence. Using Big Data and Predictive Analytics, manufacturers will have the analysis tools to make decisions based on reoccurring trends and inconsistencies in relation to materials, labour, and their respective costs. A 2013 document by German tech publisher Versita titled Advances in Manufacturing Science and Technology helped define manufacturing AI in two categories: 1. Advisory System: The user enters a problem and all relevant data about this problem into the system. The system then evaluates and presents the user with multiple solutions so the user can choose the most adequate option. 2. Dictatorial System: The system analyzes and acts on the most adequate solution without human consultation or intervention. This is a fully autonomous system that has the capability of running a manufacturing operation from demand forecast to machinery. There will come a time, very shortly, where manufacturing AI will not be considered cutting edge anymore. It will be a standardized tool required by any manufacturing operation in order to remain competitive. How they implement this tool (Advisory vs. Dictatorial) will be up to them.
Prepare for the heat — You know it’s coming! The cold, rainy spring is turning into a blistering hot summer. These heat waves may last only a week or two, but in this time workers can suffer debilitating effects and even death. A few simple steps taken now can keep your people thriving and productive even in the hottest weather. Here is a 10-step plan of action. Steps for employers 1. Put a policy and procedures in place, based on a risk assessment. 2. Train all employees during orientation on the policy and procedures. Steps for supervisors 1. Acclimatize workers to hot conditions, and watch out for deacclimatization. Workers can lose their tolerance in only four days. 2. Schedule work in the hottest locations for cooler times of day. 3. Get to know your workplace and your workers 4. Ensure ready access to cool water in convenient, visible locations.
8 I WINDSORESSEXCHAMBER.ORG
5. Supply protective equipment and clothing as needed, such as waterdampened cotton whole-body suits, cooling vests with pockets that hold cold packs, and water-cooled suits. 6. Monitor weather forecasts. If you know super hot weather is coming, ask yourself, “Who will be working then? What will they be doing? Who should I watch out for?” 7. Be extra vigilant in extreme conditions. Check on workers frequently or assign a temporary pair of eyes to do it for you. Steps for workers 1. Watch out for each other and speak up.
