Letter from the President & Chair We’re in full swing here at the Windsor-Essex Regional Chamber of Commerce, the leading voice of business in Windsor-Essex. The Windsor-Essex Regional Chamber of Commerce has been busy collaborating with our Chamber network and community partners to advocate on local and provincial issues for our members. The fifth and final instalment of Emerging Stronger was released in January and we were successful in putting our concerns about TPP, Auto Strategy, SR&ED and Agri-Food on the Ontario Chamber agenda. Additionally, our concerns about skills mismatch were incorporated into Emerging Stronger and we have challenged this region to close the skills gap. The Chamber had a great meeting with Navdeep Bains, Minister of Innovation, Science and Economic Development to discuss innovation in the Windsor-Essex region.

Windsor-Essex Regional Chamber and Ontario Chamber Deliver Landmark Agenda to Grow Economy and Spur Job Creation The Windsor-Essex Regional Chamber of Commerce (WERCC), Ontario Chamber of Commerce (OCC) and other chambers across the province in partnership with the Mowat Centre, released its fifth and final iteration of Emerging Stronger, which identifies the immediate steps that government and the private sector must take to enhance Ontario’s economic competitiveness and spur job creation in the province.

Emerging Stronger points out that the TPP gives a marked advantage to low wage Asian suppliers of auto parts and calls for a targeted investment strategy for the Ontario-based manufacturing sector. “This is part of our comprehensive advocacy on the auto sector,” said Marchand. The WERCC has been raising concerns about the impacts of the TPP on the auto sector for a number of months.

Ontario businesses are increasingly unsure about the direction of the provincial economy, according to a new survey from the OCC and Leger. The annual Ontario Business Confidence Index, featured in Emerging Stronger 2016, shows that business confidence in the Ontario economy is at a five-year low.

Another key parameter of Emerging Stronger is to meet the challenge by Premier Kathleen Wynne to double exports by 2020 in our agriculture sector, one of the key economic drivers in Windsor-Essex.

The Index shows that only 30 percent of businesses are confident in Ontario’s economy, compared to 47 percent in 2012. It also shows that 62 percent of businesses are confident in their own organization’s outlook, down from a high of 74 percent in 2014. “The WERCC and its community partners will continue to work together to boost confidence and drive investment. The 25 detailed recommendations in Emerging Stronger 2016 are focused on these initiatives,” said Matt Marchand, President & CEO, WERCC. The detailed policy recommendations in Emerging Stronger 2016 focus on increasing economic stability, supporting investment and fostering business growth across the province by improving the way government works, taking advantage of new opportunities in the global economy, and strategically investing in our competitive advantages.

Also included in Emerging Stronger are recommendations to address the skills gap, which is a significant issue in the Windsor-Essex region and beyond. “We need to challenge ourselves collectively to get this major economic impediment reduced,” added Marchand. And finally, Emerging Stronger recommends that the main Research and Development vehicle for Canadian firms, called the Scientific Research and Experimental Development (or SR&ED), be restored to 20%. It was reduced to 15% in 2014. “Windsor-Essex has a large usage of SR&ED to position for our future and we need to encourage research and development,” said Marchand. The Dr. Fouad Tayfour Charitable Foundation will match the funds raised by the Canadian Mental Health Association, Windsor-Essex County Branch (CMHA-WECB)’s Light the Way campaign. Funds raised support the Bereavement program and the newly established Client Assistance Fund. Annually 600 adults and children use the Bereavement program. This program relies on community support to provide a breadth of services to families. The Client Assistance fund was established to assist some of CMHA’s most vulnerable clients. They can access this fund to alleviate short-term hardships they are experiencing. The year 2015 was an extremely successful one for the EPICentre! The EPIC Founders program was launched in March and formally educated students about entrepreneurship. The EPICentre has organized over 70 workshops and events this year attended by over 1,700 students, and now 10 classrooms have entrepreneurship in their curriculum. The EPICentre has created over 30 local jobs and continuously provides entrepreneurial advice/funding for current students and University of Windsor Alumni. Health & Safety for Your Small Businesses: Let’s Make This Easier What the law says Mandatory training under the Occupational Health and Safety Act (OHSA) depends on your type of business and includes: •

Ministry of Labour Health and Safety Awareness Training for Workers and Supervisors (available at no cost at www.labour.gov.on.ca), which must include instruction on these elements, under the OHSA: •

the duties and rights of workers and supervisors under the OHSA

•

common workplace hazards and occupational illnesses, and how to identify, assess and manage them

•

the role of joint health and safety committees (JHSCs) and of health and safety representatives

•

the roles of the MOL, Workplace Safety and Insurance Board (WSIB), and Health and Safety Associations

•

information and instruction requirements set out in the Workplace Hazardous Materials Information System (WHMIS) Regulation

•

sources of information on occupational health and safety.

•

First Aid for a minimum of one worker per shift.

•

Use of required personal protective equipment.

Never assume: The single most damaging mistake small (and large) business owners and managers make is assuming people already know what to do. “There's a perception that this task is common sense or that they should already know how to do it from previous jobs or training, and therefore I shouldn't need to train on it,” says Paul Mansfield, Account Manager at WSPS. “Never assume your life experience is remotely close to another person's. Instead, assume this person has never done this before. Especially if you're training a young and vulnerable worker.” Close all training gaps: Assess your workers' knowledge and skills within the context of any newly assigned job responsibilities. Make sure they understand the hazards and are trained on every task they are expected to perform (don't neglect to document these activities). Put extra effort into training new and young workers, who are four times more likely to be injured in the first 28 days on the job: they are often eager to prove themselves, oblivious to risks, and convinced they are invincible. They may not know it, but they depend on you to keep them safe. Make your training stick: Help employees remember what they've learned by explaining how the training will affect their well-being and success on the job. Connect the training to the organization's health and safety goals. Be clear about expectations and conditions of employment. Banish distractions like cell phones from training venues. In the days and weeks after the training, ask workers to recall and demonstrate what they learned.

Under the law, organizations with 20 or more employees must have an active JHSC and certify at least two members (one worker and one manager). Workplaces with six to 19 staff must select a health and safety representative: an individual committed to improving prevention in the workplace, and capable of fulfilling the same responsibilities and powers assigned to JHSCs in larger organizations. Certification requires the completion of Part One (basic training) and Part Two (workplace-specific hazard training) of Ontario's certification training standard under the OHSA.
