Letter from the President & Chair It has been a busy spring here at the Windsor-Essex Regional Chamber of Commerce, the leading voice of business in Windsor-Essex. In March, we partnered with the Ontario Chamber of Commerce (OCC) to outline an opportunity to bring real and meaningful change to Ontario’s health care system with a new report: Transformation through Value and Innovation: Revitalizing Health Care in Ontario. Expect more on healthcare over the next year. Later in March, we again partnered with the OCC to release our 2016 Pre-Budget Submission, highlighting key priorities the federal government must address in its upcoming budget—such as TPP, small business tax credit and skills gap.

In April, the WERCC, along with other Chambers across Ontario, participated in a Queen’s Park Advocacy Day in Toronto where we met with senior government officials, leaders of the opposition and deputy ministers of industry to advocate on several Windsor-Essex region issues. You can read more on the President’s Blog at www.WindsorEssexChamber.org. We then teamed up once more with the OCC on a report entitled Passport to Prosperity: Ontario’s Priorities for Immigration Reform, which presents a series of recommendations designed to reduce Ontario’s costly skills gap and improve the labour outcomes of immigrants in the province. Stay tuned for one of our larger initiatives, Small Business: Too Big to Ignore, in partnership with the OCC and Chambers across the province. On April 20, we celebrated business excellence in Windsor-Essex at the 26th Annual Business Excellence Awards at Caesars Windsor! Congratulations to all finalists and award recipients! For more on this, please see page 10. Finally, we have lots of great events coming up, from networking and luncheons, to our golf tournament and Policy Forum. We’re ending the Chamber year with our Chamber Gala featuring Lifetime Achievement Award on June 24. Prioritize Ontario’s Economy in the Federal Budget The Windsor-Essex Regional Chamber of Commerce (WERCC) in partnership with the Ontario Chamber of Commerce (OCC) released its 2016 Federal Pre-Budget Submission, highlighting key priorities the federal government must address in its upcoming budget. This includes using TPP to drive a manufacturing and auto strategy, bridging the skills gap, keeping infrastructure commitments, fixing the broadband gap, address the current inequality in federal spending for economic development, eliminating Ontario’s federal fiscal gap and clarifying the small business tax credit. One of the key recommendations in the report is to use the discussion around the potential ratification of the TPP as an opportunity to develop a targeted and coherent intergovernmental strategy for Ontario’s manufacturing sector. “Only 41 percent of Ontario businesses believe that the TPP will have a positive impact on Canada. This is in part why the WERCC has called for the delay of the TPP parliamentary debate in Canada until after the U.S. federal election. If the TPP does get ratified, we want to have an automotive/ manufacturing strategy for Ontario,” said WERCC President & CEO Matt Marchand. In terms of skills mismatch, the report calls on the federal government to revisit the rules around the Labour Market Impact Assessment mechanism to ensure the program fills labour market gaps and the Temporary Foreign Workers Program. “We would also like to see an increase of employer

uptake of the Express Entry system,” Marchand added. It is estimated that the skills gap costs the Windsor-Essex region approximately $600 million per year. The Ontario Chamber Network is also calling on the federal government to address the province’s infrastructure deficits through targeted, tradeenabling investment in infrastructure projects that help Ontario firms do business and grow the economy. “The entire Chamber Network has been active in supporting the Gordie Howe International Bridge and will continue to do so,” said Marchand. Broadband access and quality is not just a rural or remote issue – suburban companies report similar issues with connectivity, and 30 percent of all businesses say that telecommunications is a critical infrastructure need in their region. “The WERCC would like to see broadband infrastructure, something that Warden Tom Bain of Essex County has been advocating for through SWIFT (Southwestern Integrated Fibre Technology), be realized sooner rather than later as it plays a vital role in economic development for our colleagues in the county,” said Marchand. Ontario’s Skills Gaps Worsening: Windsor-Essex Regional Chamber Report Points to Immigration Reform as Part of the Solution The Windsor-Essex Regional Chamber of Commerce (WERCC) in partnership with the Ontario Chamber of Commerce (OCC) released a report, Passport to Prosperity: Ontario’s Priorities for Immigration Reform, which presents a series of recommendations designed to reduce Ontario’s costly skills gap and improve the labour outcomes of immigrants in the province. According to a 2016 OCC membership survey, the skills gap in Ontario is worsening. In fact, the survey found that 39 percent of employers experienced difficulty filling a job opening over the last 12 to 18 months because they could not find someone with the right qualifications. This represents a 9 percent increase from 2014 survey data on the same question. “Addressing the skills gap has been a key priority of our membership over the past number of years,” said Matt Marchand, President & CEO, WERCC. “We recognize that there is a good opportunity for employers and government to work together to ensure that our province’s employers have access to the best and the brightest talent in the world and, similarly, that new market entrants in Ontario have access to opportunities that align with their unique skillsets.” The Conference Board of Canada estimates that the skills gap costs the Ontario economy up to $24.3 billion in foregone GDP, or approximately $600 million in the Windsor-Essex region, and $3.7 billion in provincial tax revenues annually. Demographic trends suggest that over the next 25

years, immigration will be a main source of future labour market growth. It is critical that Ontario continues to attract and retain highly-skilled immigrants to meet our labour market needs. At the same time, the evidence suggests that Ontario can do a better job of leveraging the skills and global connections of new Ontarians. Immigrants to Ontario experience poor labour market outcomes relative to their Canadian-born peers. Only 57 percent of recently arrived, post-secondary educated immigrants to Ontario are actually working in high-skill jobs. To improve the labour market outcomes of immigrants and to ensure that Ontario businesses are able to effectively leverage the talents and global connections of its workforce, the WERCC recommends that the Government of Canada take action in accordance to the following three priority areas: 1. Remove the Labour Market Impact Assessment (LMIA) requirement from the Express Entry system and increase awareness of the Express Entry system 2. Prioritize the attraction and retention of international students; and 3. Improve the coordination of labour market integration and settlement services. Essex Energy Corporation is pleased to announce a partnership with SunEdison Inc. to develop a unique energy project in Southwestern Ontario. In December 2015, Ontario’s Independent Electricity System Operator (IESO), who manages the power across the province’s electricity transmission system, signed a 10-year agreement with SunEdison to develop 5 megawatts of grid-tied battery storage. Essex Energy is hosting 3 megawatts of those batteries through an affiliate on its properties in Southwestern Ontario. Why traditional antivirus isn’t enough anymore— and how to think beyond it. In 2013, Chinese hackers conducted a four-month cyberattack on the New York Times. Despite having an antivirus system on its network, the newspaper missed 44 out of the 45 pieces of custom malware installed by the attackers. Here we are in 2016, and the incidents of security breaches are steadily on the rise for companies and organizations large and small. CNN Money estimates that nearly 1 million new malware are issued every day, and cybercriminals are becoming more sophisticated and cagier than ever. What was true three years ago is even truer today: While antivirus technology is still an important basic precaution, it’s just that—basic protection. It’s simply not sufficient to prevent hackers from infiltrating your network.

When an attack happens, you need to be ready. So what exactly are the limitations? Traditional antivirus technology, which consists of a firewall, file scanner and removal tools, is designed for blacklisting—identifying bad files and known malware and stopping them. However, this technology is not designed to address the customized malware that accounts for most data breaches nowadays. Sophisticated hackers, like those that infiltrated the New York Times network, wrote new exploit code that no antivirus product had seen before. Social media and cloud complicate security matters. Even if antivirus software could detect and deter every virus, individuals and companies still would remain vulnerable to the growing number of attacks targeting social media accounts, cloud services and mobile devices. These attacks often involve cybercriminals hijacking a social media profile in order to send out spam advertisements or links to dangerous websites—and the actions are often carried out entirely on a web browser, not by viruses installed on a computer. With cloud computing, the data stored in the cloud resides outside the protection of a company’s antivirus software.

WHMIS 2015: 4 top training questions from employers Canada’s Workplace Hazardous Materials Information System (WHMIS) changed on February 11, 2015 to align with the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). This new WHMIS is called WHMIS 2015 and the original version is now referred to as WHMIS 1988. 1. When does WHMIS 2015 start for workplaces? Implementation has already begun. Part of the confusion around the start time has to do with the way occupational health and safety (OH&S) laws work in Canada: •

Health Canada is responsible for WHMIS 2015 laws that spell out supplier requirements for classification, labels and data sheets for hazardous products in the workplace. These laws came into force in February 2015 and include a multi-year transition period.

WHMIS laws pertaining to employer responsibilities and WHMIS education and training for workers - fall under federal/provincial/territorial OH&S legislation. Some jurisdictions have already updated their laws; others are in transition. The goal is to have all of the OH&S legislation updated by the end of 2016.

2. Which WHMIS system should I train on now? Some workplaces think they have until 2018 to start WHMIS 2015 education and training. Workers actually need to be educated and trained before they use a hazardous product with a WHMIS 2015 label and Safety Data Sheets (SDSs).

If conditions at the workplace change or if new information about a hazardous product becomes available, review the content of your WHMIS education and training program. In some jurisdictions, an annual WHMIS program review is required. This review does not necessarily mean that re-training is required. 4. What else do I need to do for WHMIS 2015? During the transition, you may receive hazardous products that comply with WHMIS 1988 or WHMIS 2015. Suppliers have the option of converting their products to WHMIS 2015 at the product level. Suppliers who are manufacturers or importers have until May 31, 2017 to convert to WHMIS 2015. Distributors have until May 31, 2018. For a smooth transition: •

Update your inventory of hazardous products and safely dispose of those you no longer need

Keep track of those products complying with WHMIS 1988 and those converted to WHMIS 2015.

Review the new WHMIS 2015 SDSs to see if any different hazard and/or control information is listed. If there are changes, then educate and train your employees on the new hazards and review your hazard control and emergency response procedures and update if required

Most employers have until November 30, 2018 to use up or phase out products that comply with WHMIS 1988. Note: there are some variations on this end of transition date (e.g., in federal OH&S jurisdictions).

In addition, as long as there are products with WHMIS 1988 labels and Material Safety Data Sheet (MSDS)s in your workplace, workers will need to understand WHMIS 1988. Any new workers will need training on both systems. Once your workplace no longer has products with WHMIS 1988 labels, you will no longer need to train on WHMIS 1988. 3. What are the requirements for WHMIS education and training? WHMIS training refers to the site- and job-specific information that covers your workplace's procedures for storage, handling, safe use, disposal, emergencies, and spills. After completing WHMIS education and training, workers should understand:
