Policy Update: Submission on Bill C-69 The Canadian Chamber of Commerce has offered its perspective to the Senate Standing Committee on Energy, the Environment and Natural Resources on Bill C-69, an Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts. Canada's resource sector remains a vital driver of our economy, helping to create jobs and economic prosperity not just for those who work in the sector, but also for millions of Canadians across the country. In its 2015 election platform, the Liberal Party of Canada acknowledged this fact, stating that resource projects “create jobs and spur investment.” The Canadian Chamber of Commerce agrees that Canada's resource sector is not only a vital component of the country's economic engine, but that our resources must be developed responsibly and sustainably and that we must support the development of the infrastructure required to ship them to markets across Canada and around the world. The submission proposes amendments in the hope that Parliament will provide Canadians with a regulatory regime that will ensure that Canadian resources can successfully be brought to market in a way that respects the environment and the rights of communities across Canada.

Salman laid out a plan to optimize spending while providing better patient care. This included tracking healthcare
metrics, implementing a reward system for doctors and pharmacists, and the use of biosimilar drugs to lower costs leading to a consistently high level of care across the nation. He stated that a critical look at where dollars are spent will allow the government to create a healthcare system that will increase the level of patient care in Canada and make it sustainable for our children and grandchildren. Following Salman’s talk, Jason Ilijanic announced that Rakesh Naidu had been selected as the new WERCC President and CEO. The crowd gave Naidu a rousing standing ovation. He entered his new role on December 12, 2018, taking the reins from the Acting President and CEO, Dr. Janice Forsyth.

The 142 Annual General Meeting of the Windsor-Essex Regional Chamber of Commerce was held on November 21, 2018 at the Hellenic Cultural Centre of Windsor. After welcoming the crowd and introducing the Board of Directors and Principal table, Mr. Ilijanic paused for a moment of silence to acknowledge the passing of Dr. Michelle Prince. During his opening remarks, the Chair stated that he was exceptionally proud of the advocacy role the Chamber had taken over the past year influencing decisions that help local businesses thrive. He went on to say that the Windsor Essex Chamber is more than just a business organization. “The Chamber is a leadership organization that brings people and businesses together to make our community better, and our voices stronger with the outcome of creating a region that is a better place to live and work”, stated Ilijanic. The keynote speaker at the AGM was Zahid Salman, the new President and CEO of Green Shield Canada. His speech "Looking for Value in all the Right Places - Smar ter Spending on Healthcare in Canada" compared Canada’s current healthcare system to 28 developed countries with universal healthcare. Of the 28 countries studied, Canada is fourth on the list for healthcare spending and first for longest wait times, while being near the bottom for physician-topopulation ratio, hospital beds, and MRI/CT scan availability.

On October 30, 2018, the 6th installment of the WindsorEssex Tech Show brought four unique speakers to the stage to discuss how our neighbours in Detroit are forging ahead as one of the fastest growing tech hubs in North America.

Matt Cullen, Principal at Rock Ventures, outlined the strategy his corporation followed to attract tech talent to the region. Cullen stated that it took collaboration by community leaders to invest in the City of Detroit – its transportation system, livability, jobs, housing and hospitality. He stated that the 100 companies under the umbrella of Rock Ventures have an “insatiable appetite for talent” and the new Quicken Loans office in Windsor is strategically located to enhance recruitment efforts of top technology talent in Ontario.

Mark de la Vergne, Chief of Mobility Innovation at the City of Detroit, outlined how the city implemented its Strategic Plan for Transportation. The goal of the initiative was to position Detroit as the global leader in mobility innovation. This would make Detroit more attractive to future mobility companies who could partner with the city to build new services and infrastructure.
Dennis Archer Jr. highlighted the importance of how the perception of a city can affect its future. He demonstrated the re-invention of Detroit through a re-branding program that brought together business, civic, philanthropic, neighbourhood and political players in the city. He said that Windsor and Detroit can work together through communication, collaboration and co-investment.

The WERCC Acting President and CEO Janice Forsyth moderated a panel discussion with Discover Ability spokesman Kevin McShan and OCC Vice President, SME Programs & Global Growth Fund Louie DiPalma, during the Tech Talent portion of Tech Week. The WERCC is partnering with the Ontario Chamber of Commerce (OCC) and the Discover Ability Network to bring a new resource to local businesses. Funded by the Government of Ontario, Discover Ability is a free online portal and resource that connects Ontario businesses directly to people with disabilities. Kim Driscoll of Grand Circus informed the crowd that Detroit has jumped from the 39th spot to the 9th spot in “up and coming tech scenes” in North America since 2015. The area has also seen a 26% increase in tech jobs since 2006. According to Driscoll, by 2020 there will be one million tech related jobs in the United States. Computer Science graduates won’t be able to fill all of those open positions.

On October 30, 2018 The Windsor Port Authority participated in a tree planting event showing its continued commitment to partnering in projects within the Sandwich Town community. The goal is to promote the further beautification of Sandwich Town and in particular those that provide an enhanced environmental sustainability. The Windsor Port Authority is one of 18 national ports identified for its strategic contribution to the economy of Canada. The third largest port in Ontario, Port Windsor moved more than 5 million tonnes of product through its terminals in 2017, creating more than 800 direct jobs on our docks, and $260 million in economic impact locally.

MSD PREVENTION A new online MSD prevention guideline for Ontario workplaces, launched October 1 in recognition of Global Ergonomics Month. The guideline makes reducing the risk of musculoskeletal disorders (MSDs) much easier for workplaces, says WSPS Ergonomics Specialist Don Patten. “Most companies want to prevent MSDs, but they don't know how to go about it or think it's too costly and difficult.” MSD Prevention Guideline for Ontario www.msdprevention.com aims to change these misconceptions, and with good reason: MSDs represent 43% of all lost-time claims, 43% of all costs related to lost time, and 46% of all days lost from work.*
Step-by-step approach simplifies the process for users The guideline website is easy to use, interactive, and packed with resources to support all aspects of MSD prevention. An innovative tool picker lets you instantly find the best resource for the task at hand. The website is divided into three sections geared to company size, with easy-to-follow drop down menus directing users through each step: • Quick Start Guideline — helps micro and small businesses increase their awareness and ability to prevent MSDs, focusing on six simple fixes to protect against injuries to workers' backs, shoulders, necks and hands, illustrated on posters. • Basic Guideline — coaches medium to large businesses in a problem-solving approach to MSD prevention, using a 10-step process with explanations, actions required, and how to's. • Comprehensive Guideline — for large businesses that want to integrate ergonomics into their existing health and safety management system. This section outlines 10 steps, also with explanations, actions required, and how to's.
Website extras Along with checklists, policies and other samples included in the guide, users will find an abundance of support material. “There's information on what MSDs are, what 'MSD prevention' means, legal responsibilities, what to do if an MSD occurs, incident investigations, and return to work,” says Patten. Plus, you'll find a Q & A, success stories, and a resource library. Website content will be continuously updated by prevention system partners, according to Patten. The actual guideline is an updated and scaled-down version of an earlier document, and was developed by the Centre of Research Expertise for the Prevention of Musculoskeletal Disorders (CRE-MSD) with assistance from Ontario's health and safety system partners, including WSPS.
