A word from the Editor With January being one of the wettest on record and February looking much the same, it won’t be long before Easter is upon us and we’ll have some lighter evenings to look forward to. Valentines Day is one of our favourite days of the year so a subtle reminder to all you ‘Love Birds’ not to forget that someone special, especially if you forgot last year! We must also mention that our thoughts are with all those people who have had their homes flooded or have been displaced by the terrible conditions affecting the Somerset Levels.

Traffic light switch on at Junction 21 Traffic flow at Weston’s busy motorway junction is set to improve further with the switch on of the junction 21 traffic lights. Commuters have already started to benefit from the improvements at junction 21, which are part of the £15m Weston Package project to improve traffic flow in and around Weston-super-Mare.
As part of its strategy to cope with the continuing reduction in government funding, North Somerset Council is preparing an ambitious transformation programme to drive further efficiency savings.
The Weston Package project covers five interlinked improvement schemes and funding came from North Somerset Council and the Department for Transport. Work to junction 21 has been carried out on behalf of the council by contractors Costain.
Despite saving nearly £47m over the last two years, a further £53m needs to be saved by 2018. The council has already identified £31m worth of additional savings, but a gap of some £22m remains. Leader of the Council, Cllr Nigel Ashton, said:“Our organisation is used to, and prepared for, change. We are well along the way with our budget reduction strategy, but some of the biggest challenges are still to come. “I am very proud of the way the organisation and our staff have reacted to previous challenges, but further changes to work practices and how services are delivered are inevitable given the size of the financial hill we have to climb.” Proposals in the transformation programme include further rationalisation of the council’s systems and support functions, working more closely with neighbouring councils where it makes sense to do so, and a transfer of more service support functions to Agilisys, the council’s strategic partner, as well as generating additional income from the council’s assets and transforming the council’s approach to procurement. All of this activity will support the wider transformation of services provided by the council and are intended to improve the outcomes for local people and protect service delivery wherever possible. Cllr Ashton added:“This transformation programme will strengthen our strategic partnerships and will have an effect on the way all our staff work.” “As I have repeatedly said, no-one comes into politics to have to make cuts to services. However, it is likely that in order to balance our books we will be forced to reduce some of the services we currently provide, and there is the risk that we will have to stop providing others completely.“ “Our ambition is to try and minimise this by further transforming services, further improving efficiency, and standardising and streamlining our systems and processes.”

As the project moves into its final phase, engineers turned on the junction traffic lights during Sunday 2nd February. The signals will be monitored and any timing adjustments will be made over the week following. The temporary traffic management and signal arrangements remained in place on the roundabout until the permanent signals were switched on. The complexity of the multi junction works means that the traffic lights will use ground level stop detection and the work to install the detection facilities is now being finalised. North Somerset Council’s deputy leader and executive member for transport, Cllr Elfan Ap Rees, said: “We have already received appreciative letters from commuters seeing traffic improvements leaving Weston. Turning on these lights and getting them tuned in to be fully operational will benefit everyone arriving or leaving through junction 21. I’m confident that these improvements will continue into 2014 and beyond, making Weston a more attractive area for businesses.”

Flood Fund BoostED
As the situation has deteriorated, the Government announced it is setting aside a over £100 million for flood defence and an extra £30 million will be spent on urgent flood defence repairs this year. Unfortunately, it’s a little too late for areas of the country that are already under water. As the situation is rapidly changing day by day, with the army now being called in to help and people being urged to evacuate some areas, Somerset Council has advised that residents stay vigilant, heed warnings and take the advice issued by the authorities and police. The Met Office confirmed it has been the wettest December and January combined for more than 100 years, with rain falling on 23 out of 31 days in January across the UK. RESPONDING TO THIS WINTER’S CRISIS IN SOMERSET The impact of the floods in Somerset is increasingly serious and critical. On 3rd February, the foundation were delighted to welcome the very generous but essential donation of £25,000 from the Prince’s Countryside Fund following HRH the Prince of Wales’ visit to the Somerset Levels.
With his support the amount donated to our Emergency Flood Relief Fund has risen to almost £100,000 towards our £150,000 target. The Community Foundation still urgently needs donations and pledges to make sure we can help those most affected when they need help. It is a rapidly changing situation, and with severe flood warnings from the Met Office in place, we need to be able to respond swiftly and be ready to help local people and their communities recover. We need strong communities at times like these and we are very grateful to everyone who has supported our appeals this winter. We applaud the community leaders ‘on the ground’ who make sure your financial support reaches those who need it most.
Help for Flood Victims Thanks to the efforts of Village Agents, Parish Councils and local authorities we have awarded 40 emergency relief grants of £250 to households that have been flooded in Somerset. These grants are still available throughout the county. We recently launched Phase 2 grants to provide further support to those households most affected, directly and indirectly, by the ongoing crisis. Grants ranging from £150 to £1,000 are available to help meet the financial burden created by the situation. Households that have received emergency £250 grants may also apply for Phase 2 grants. It’s time to start getting ready
for the
Great Weston Ride The fifth Great Weston Ride is taking place on Sunday 20th July 2014 and we’re aiming to make it the best Ride yet – so if you’d like to take part in a fantastic West Country cycling challenge make sure that you enter NOW. We had a great day out at the 2013 Great Weston Ride, with almost 900 people signing up to take part and many hundreds more welcoming all the riders across the finish line, and we’re expecting to see even more people taking part in 2014. Ride Organiser, Darren McKimm, explained: “Last year’s Ride went extremely well, we were blessed with good weather on the day, the atmosphere at the finish was fantastic and we also got some phenomenal feedback and comments afterwards from lots of riders, so obviously we’re delighted with how the event is evolving.” The Great Weston Ride also attracts far more women than many other cycling events, in keeping with its links with British Cycling’s Breeze initiative.
Riders have also helped to raise substantial sums of money for charity with the Ride’s official charity partner Prostate Cancer UK having received over £70,000 to date, while charity fundraising as a whole has reached £120,000 since the event began in 2010. ‘Friday Flex’ @ the Curzon Community Cinema The Curzon is offering free desk space to Clevedon’s freelance and self-employed workers on Friday’s from 31st January to the 28th February. Home workers often miss the companionship which an office environment brings, and appreciate the opportunity to meet and network with others in a similar position. The offer is also open to those who commute to Bristol and elsewhere, but would like to work closer to home on a Friday. The ‘co-workers’ will use The Oak Room and the Curzon will provide tables, chairs and sofas with a capcity of 30 people. There will be free Wifi and tea and coffee will be available on a self-serve basis with an honesty box. The Friday Flex will be open from 9am – 5pm. A Springboard to Sporting Excellence
Performance athletes in North Somerset are being encouraged to apply for a Springboard Award. The scheme provides funding and free facilityaccess for performance athletes in the four unitary authority areas of Bristol, Bath and North East Somerset, North Somerset and South Gloucestershire. This is a fantastic award which offers a cash grant in the region of ÂŁ300-ÂŁ600 and free facility access to help with training and equipment costs. Athletes must have an England or Great Britain top 10 ranking in their age group (12-18) or be a member of an England or Great Britain squad. Disability athletes may apply to age 35. Last year North Somerset performance athletes who received grants were Imogen Chan (gymnast), James Hatcher (sailing), Matthew Saunders (gymnast) and Renz Vallejera (judo). 4471 Private Wilfred Lancaster was born in Worle, the eighth son, to Joseph and Mary Jane (nee Warren) Lancaster, in 1886. In the 1901 census, at the age of 15, his occupation is shown as an errand boy. He attended the Worle schools as well as the bible class associated with St Martin’s Church. After leaving school he was firstly employed as a van man by Worle Sanitary Steam Laundry and later moved to live with his married brother, Henry, in Merthyr Tydfil, where he was employed as a porter by the Great Western Railway. It was whilst he was in Merthyr that war broke out and Wilfred enlisted in the 8th battalion of the South Lancashire Regiment on 8th September 1914. On 28th September 1915 he was posted to France. He was, unfortunately, killed in action on the 4th July 1916. A close chum, Private Wilfred Joseph, wrote a letter of condolence to his sister. She had, apparently, sent her brother some cigarettes only a few days previously and the parcel containing them was given to him. He shared them with the rest of the platoon and finding an enclosed letter wrote to her. Sadly, Wilfred was engaged and was due to be married the next time that he was due home on leave. He is commemorated on the Thiepval Memorial in France. He was awarded the 15 Star, as well as the British and Victory medals. Are you ready to say goodbye?
It’s been with us for 12 years and, at its peak, was used by 80% of computers worldwide, but Microsoft has decided that it’s time to bid Windows XP a fond “adieu”. If you are one of the estimated 30% of computer users yet to move away from, what many consider to be, the best Windows operating system so far, you really need to make plans because from 8th April this year, Microsoft will stop providing updates that help protect your computer from lots of nasty viruses and other nefarious tricks (It will however be updating its own security programme for a further 12 months). But what does this mean in practice? Well, if you never go on line with your computer - either to use the internet or to get emails - you’ve got nothing to worry about. If, on the other hand, you do use the web, you have two obvious choices: either take the risk and hope that nothing happens (but we bet it will), or you can move away from Windows XP to a newer version of Windows or a Linux system. Should Linux be a name that is unfamiliar to you, it’s probably not the ideal solution for you. Since Windows XP came out, there have been three newer systems released, Vista, Windows 7 and Windows 8. Tax Concessions for Business Supporting Local Community Sports Clubs. Vital new lifeline opportunities coming for sports clubs from local business starting April 2014. After a lengthy Consultation period in Westminster last year involving HMRC and many sports associations, the UK central government have now published revised guidelines for Community Amateur Sports Clubs or CASC. The new guidelines are set to permit local business to support local Sports Clubs in the same way they can already support registered charities. From April 2014 onwards, donations can be made to qualifying local sports clubs, which will enjoy full Corporation tax relief for companies that pay corporation tax.
This is called Corporate Gift Aid. ACASC who are members of LARIA (Local Authorities Research Institute) were included in the consultation process and specifically asked that HMRC should permit this tax concession to assist local clubs who provide great service to the local community. As a sports advisory association ACASC are now planning to implement 2 exciting new initiatives within the Local Authority to bring together business and clubs: 1. To encourage business to make qualifying donations to local sports clubs under a project called GiftAid-it. We believe that thriving local sports clubs are a key part of Community life and deserve all the support they can get. 2. To give recognition to clubs who have achieved a high benchmark standard through the ACASC Blue Flame Club Management Award. New citizen portal bid approved A joint bid by North Somerset Council and Avon and Somerset Police to the Home Office Innovation Fund to create a new ‘Citizen Portal’ has been successful. The fund will enable an app, designed for mobile and tablet devices, to be created. This will allow residents in North Somerset to access local authority and police services in one place, without the need to visit each agency’s online services separately. The vision is that all services available through the police website will also be accessible through the app, including online reporting and ‘track my crime’. Council services such as reporting fly tipping, noise complaints and missed recycling and waste collections will also be accessible through the app. The collaboration builds on the successful partnership between the two authorities which has brought together the customer services in Weston-super-Mare and Clevedon to provide a central hub for council and police services. This partnership has been upheld as national best practice. Leader of North Somerset Council, Cllr Nigel Ashton, said:“Accessing services digitally is the preferred way for many people – they can do it when and where it suits them.” “Our successful bid for funding means we can develop this app firstly in North Somerset and then roll it out across the rest of the Avon and Somerset police area.” “This work builds on the already excellent working relationship we have with the police and the work we have done in the gateway in the town hall in Weston-super-Mare and integrating Clevedon police station into the offices at Castlewood.” Avon and Somerset Police and Crime Commissioner Sue Mountstevens said:“To hear that the Home Office has approved our innovation bid and will be providing funding to enhance the services we offer local people is great news. The bid utilises on-line technology to bring the police and council closer to the people they serve. The new on-line work will strengthen even further the important joint working between the police and the council already started at the Town Hall and Castlewood.” Chief Inspector Alex Cohen, the local police commander, said:“In North Somerset, our communities are already accessing face-to-face public services in one central location so it makes sense to provide an online platform for them to access our services wherever they are.” “Online content is increasingly accessed through mobile devices so the citizen portal will make it easier for residents to report crimes, find out what’s happening in their local area, contact local officers and access popular council services.” There is an extensive amount of work to do in the design, build and testing of the technology to ensure it is cutting edge and meets the needs of the community so it is likely to be launched by the end of 2014. Flying High in Weston in 2014
The Weston Air Festival will be a two day international air show in 2014, building on the success of the previous year’s show. Taking place on Weston-super-Mare Seafront on 21 and 22 June 2014, the event will incorporate the town’s Armed Forces Day celebrations on the Saturday with military exhibitions, displays and family fun on the Beach Lawns on the Sunday. Planning is already well under way with aircraft from both the UK and abroad confirmed to appear at the show. Displays will include formation display teams, fast jets, historic planes and helicopters. All the latest news will be available here as planning progresses. Celebrating Pets Competition and Dental Disease To start the New Year we are running a competition for adults and children. It’s called ‘Celebrating Pets’ and we are asking you to enter photos or drawings of you and your pets and short stories or poems about what your pet means to you! All entries are being displayed in our waiting room and the winners will go into a notebook which will go on sale at Easter. There is an entry fee of 50p with all proceeds raised going to Cats Protection and Many Tears Animal Rescue. The competition closes on 28th February and full details can be found on our website. An ideal oral hygiene plan for your pet includes a dry diet and tooth brushing. Most animals tolerate this well but the younger you start the better! It must be animal friendly toothpaste and a soft brush. Our nurses offer free dental consultations so we can teach you how to brush your pets teeth and they can chat through alternative treatments if you don’t think brushing is an option. This will help keep your pets mouth healthy but how do you if they need dental treatment first? Animals mask the pain that dental disease causes extremely well therefore it’s important that we check your pets mouth annually or if you are worried. TV Presenter Mark Horton delights RNLI audience with a talk about the BBC Coast programme for SOS day. Weston-super-Mare RNLI had a most enjoyable evening with TV presenter Prof Mark Horton and raised approximately £1300 for our Appeal on SOS day.

Weston-super-Mare RNLI is working hard to raise money towards building a brand new Lifeboat Station. Since they were unable to reach their old station due to the access pier becoming unsafe they have only been able to use a temporary station at Knightstone Harbour. The Appeal for the new station has a target of £300,000 and has two years to run. There are many activities taking place to help raise this money. On Friday 31st January, it was the RNLI SOS Day when there is a national drive by the charity to raise funds. Weston RNLI decided that as part of SOS Day and in aid of their Appeal they would invite a high profile speaker to give a talk. Professor Mark Horton, Professor of Archaeology at Bristol University is also a well know TV presenter, in particular one of the key presenters of the BBC programme Coast. Prof Horton very kindly agreed to come and give a talk about his experiences on the Coast programme and also as a yachtsman who sails in the Bristol Channel. 30

Nearly 100 people paid to come and listen to the talk which was held at the Blakehay Theatre in Westonsuper-Mare. Several of the volunteers from the Weston RNLI crew attended wearing their seagoing kit. It was an entertaining and informative presentation by a knowledgeable and enthusiastic lecturer. He showed many slides of interesting areas around our coast as well as some historical pictures of vessels through the ages. The packed theatre had a most enjoyable time. The event was sponsored by Mercedes Cars who provided generous support. In all the evening raised nearly £1300 towards the Appeal. At the end of the presentation Mark then presented the Bristol Evening Post Yachting Challenge Cup to Charles Porter of Beachlands Hotel who received it on behalf of his son Luke who has won the Cup this year. Peter Elmont, chair of Weston-superMare RNLI said; “It was a great evening. Professor Horton was brilliant and the audience all enjoyed themselves.
