Home quality has worsened, research finds THE quality of care homes has worsened in the last year in more than a third of local authorities (37 per cent), research by Independent Age has found. With more than 2.6 million over 65s living in areas where an increasing number of care homes are rated ‘inadequate’ or ‘requires improvement’ by the CQC, many older people and their families have no choice but to choose a poorly performing care home. The older people’s charity analysed a snapshot of the CQC’s inspection data in January 2018 and January 2019, and found: n More than a third of local authorities saw a drop in performance between the two dates. n In Manchester local authority, 44 per cent of care homes were rated ‘Inadequate’ or ‘Requires Improvement’. n There were 16 local authority areas where between 30 per cent and 40 per cent of care homes attracted this rating. Issues highlighted in poorly rated care homes have included residents not receiving medicine as they were prescribed, and their nutrition and hydration not being monitored. George McNamara, director of policy and influencing at Independent Age, said: “These findings are truly alarming, and show thousands of vulnerable older people live in homes that
are failing to deliver even the bare minimum. “Years of dithering by the government, and the failure to reform the social care system, is a main cause of increased pressures on the care home market and more areas with poor performers. Unless the forthcoming Green Paper is bold and ambitious, it will do little to address the crisis in care. “Essentially, the government continues to stand by and do nothing to address the quality of care suffered by older people, many of whom live with conditions such as dementia, and who are being robbed of their ability to enjoy life as much as possible. “As well as being dangerous, poor care is miserable, involving things like being woken up in the night to be dressed or taken to the toilet because of staff shortages. “Care homes are where many of us will live out our final months. No life should end in misery.” Independent Age is calling for urgent action to end the poor and inadequate quality of care. The charity is also calling on the government to finalise a sustainable long term funding settlement for social care. Only with a substantial investment which puts social care on a sustainable footing, can the Government truly resource the sector so that it can tackle unacceptable variations in quality.

A NORTH East retirement village has become the first in the UK to be owned by its staff. Middleton Hall Retirement Village, based in Middleton St George outside Darlington, is now entirely owned by its 190 employees. The transfer to become an Employee Ownership Trust, and join the likes of John Lewis and Waitrose, follows months of preparation since the move was first announced by the retirement village in September 2018 in a bid to safeguard the longterm future and high quality facilities it offers. Middleton Hall’s managing director, Jeremy Walford, said: “In a business world where capitalism and especially social care businesses often have a bad name, an Employee Ownership Trust offers a different model of how a truly caring company can operate, so my personal decision was easy.” Employees have been kept closely updated on progress and, earlier this year, staff voted to appoint eight representatives from across the whole business onto a Co-owners Forum. From this group, two employee Trustees have been elected to sit on the Ownership Trust.

Residents welcome furry robotic seal as a new pet A FURRY robotic seal pup will provide pet therapy with a difference to nursing home residents living with dementia in Shropshire and Cheshire. Unlike a real pet, PARO doesn’t shed hair, need feeding or exercising, but has the benefits of an animal companion by helping to reduce stress and anxiety. The advanced interactive robot was developed in Japan. It has built-in sensors and artificial intelligence that allows it to ‘learn’ and respond to the name given to it by residents. It can also react to being stroked and spoken to by wriggling, turning to the person holding it, opening its eyes and squeaking. Trials have shown it can help people with dementia by promoting social interaction and improving mood and speech. Alison Hearle, dementia and social life lead at Morris Care, said: “We are always open to new ideas to improve the quality of care and help people live the best life they can. “Animal therapy is something we have incorporated in social activities at our homes for many years now.

The national final takes place on June 5 at Stratford-upon-Avon College. The finalists are: n Graham Watson, Lauder Lodge, Edinburgh. n Richard Hall, Ostlers Care Home, Kirkcaldy, Fife. n Carl Weston, Cuffley Manor, Potters Bar. n Jonathan Hope, Halliwell Care Home, Tunbridge Wells. n Tim Ware, Green Tree Court, Exeter. n Stephen Hopkins, Blossom Fields Nursing Home, Bristol. n Joseph Pedder, Blind Veterans UK, Llandudno. n Lindsay Grant, Avery Lodge Care Home, Grantham. n Martin McKee, The Hawthorns, Aldridge. n David Oswin, Loxley Park Care Home, Sheffield. n John Naylor, Redwood Glades, Hull.
2018 winner John Grover and his dishes. Neel Radia, national chair of the NACC, said: “Congratulations to the NACC Care Chef of the Year 2019 finalists. “The calibre of the chefs competing in the regional heats was exceptional so to reach the national final is an incredible achievement.
“This competition is specially designed to challenge care chefs and showcase their talent and specialist skills and the knowledge they have of nutrition and dietary requirements, which is vital in a care setting. “It also raises the profile of the care sector as a rewarding, dynamic
career choice. Everyone who has competed in the competition are fine examples of care chefs up and down the country, who believe food is at the centre of quality care and are dedicated to making sure they deliver the very best. “We’re thrilled to be taking the national final to a new location this year, Stratford-upon-Avon College. “It’s a fantastic facility for the finalists to compete in and, for the first time, we have a viewing gallery that will allow all the supporters and guests in the audience to see the chefs in action and really feel part of the exciting event. ” The competition challenges entrants to create a nutritionally-balanced two-course menu (main and dessert) that is suitable for service users in a care setting. The combined food cost for both courses should be no more than £2.25 per head. The menu must also incorporate one of the listed products from event sponsor Premier Foods. The finalists will have 90 minutes to produce their dishes and the judges will be looking for clear nutritional understanding of the foods they are using and how they benefit their clientele, plus culinary flair through flavours, menu balance, execution and presentation.

Care home staff thanked for their long service Martin joins The Silver Line MARTIN Jones, managing director of Home Instead Senior Care, has been appointed to the board of trustees at The Silver Line. The charity founded by Dame Esther Rantzen DBE is the UK’s only confidential, free helpline for older people. Martin said: “Our mission is to ‘change the face of ageing’ and everything we do is focused on this. “Our care service allows older people to remain living at home and stay connected with their local community, where they feel valued and can continue to make a contribution. “The Silver Line provides an invaluable support service, so our two organisations are well-aligned. “My involvement with them will allow me to help shape some of the charity’s initiatives, perhaps most importantly those that help to combat loneliness amongst older people.” Martin was one of four new trustees for the charity.
NINE members of staff from The Hillings residential care home in Eaton Socon, St Neots, have been officially thanked for their long and dedicated service to the home. A special presentation was held to formally recognise staff members for their continued work, which between them works adds up to more than 70 years of combined service. Each staff member was presented with a pin badge, certificate and a gift by Healthcare Homes’ regional director George Catanescu. He said: “It really was wonderful to take some time out of everyone’s busy days to thank and recognise our staff, each of whom have given so many years to the home and the people that live here. “The Hillings has such a positive, happy atmosphere, where residents are comfortable and at home, and that is entirely down to the excellent work carried out by our team every day. “On behalf of all of our residents, their friends and family and, of course everyone at Healthcare Homes Group, I would like to thank everyone for their commitment and delivering such wonderful care.” Those recognised carry out a range of roles at the home, which specialises in elderly and dementiafocused care, including care

Care home to spread love across the globe STAFF at Whitby House Care Home in Ellesmere Port have opened their hearts and donated basic necessities to less privileged people in Nigeria. The kind-hearted carers arranged for donations to be collected for those in need in senior carer Dayo Stoney’s home town of Akure. Before his trip home, Dayo had planned to fill his suitcase with sanitary items for local mother and baby units and stationery for local schools. Due to an overwhelming response from his colleagues it was no longer possible to take the items in a suitcase, resulting in staff chipping in to pay for the items to travel the thousands of miles journey through the postal service. Dayo said: “I was travelling back home for my mother’s funeral and though it was an upsetting trip to make, I wanted there to be a positive side to it. “When I visited the mother and baby unit there was a mother who was unable to go home due to not being able to pay her hospital bill. “I knew I wanted to help, and I was informed that the bill was around 2,800 Nigerian Naira which is only £6. I paid her bill and she couldn’t express enough how appreciative she was. “It’s very humbling to know I have

Fairmount Nursing Home staff celebrate its 98.6 per cent rating.
Squeaky clean home rating is infectious A RIGOROUS annual inspection that examines care and nursing homes to evaluate infection control ratings has seen West Yorkshire based Czajka Care Group achieve an average overall rating of more than 99 per cent across its five homes. Carried out by Infection Prevention, Public Health and City of Bradford Metropolitan District Council Department of Health and Wellbeing, Currergate Nursing Home in Steeton and Beanlands Nursing Home in Cross Hills, as well as at Fairmount Nursing Home, Brookfield Care Home and Staveley Birk Leas Nursing Home, which are all in Nab Wood near Shipley, all achieved ‘excellent’ ratings. Pamela Ward, Fairmount Nursing Home’s manager, said: “The team work so hard to ensure we meet the highest standards of hygiene every single day. “The inspection, which looks at the whole home except the kitchen, checks everything from mattresses to bins, the clinical rooms and all medical equipment. “It’s such a thorough inspection and we are so pleased with the results. “We place a huge emphasis on cleanliness and hygiene in our homes and welcome such a rigorous testing process as it reinforces the high standards of care that our residents enjoy.” The reports identified that infection prevention and control management
is an integral part of the overall running of all the homes, and that it is always a major priority. The assessors looked at everything from general management, staff health and training, to the guidelines and policies Czajka has in place. Examining all of the communal and private rooms, bathrooms and visitor WCs, the inspectors also assessed the laundry and linen management, food hygiene, waste management and the handling and disposal of sharp objects. All of the residential equipment was also put through its paces. Konrad Czajka, managing director of Czajka Care Group, added: “We take infection control very seriously, and prevention is the very best course of action, which is why the whole team put such a focus on maintaining the very highest standards of cleanliness. “We pride ourselves on running safe, clean homes that are a real home from home. “We also have the Investors in People accreditation, which recognises the enhanced standards of service our residents receive, and the five star Food Hygiene Rating Scheme Certificate which all five of our homes, and The Clubhouse at Fairmount Park have achieved. “All five of our homes have also been awarded the Gold Standard Framework Accreditation Quality Hallmark Award which is further testament of our high standards.”

Supporting the construction and redevelopment of care homes By Derek Breingan WE have become known for specialist support to the care sector in the construction and redevelopment of care home buildings. While clearly there are a number of technical aspects that require to be considered, there is also guidance from the regulator as to what it expects in a care environment in relation to room sizes, facilities and use of space. As a consequence we have seen significant changes over recent years in the type of facilities being created for our predicted ongoing demand for care accommodation. Crucially however we have also witnessed a more significant change in relation to the interior fit out of care homes. This has become a significant element of the design stage. Peoples general standards and expectations have risen in respect of what is an acceptable standard of furnishing, lighting, equipment and even colour. Care operators are therefore having to consider very carefully the appropriate equipment and furnishing to invest in which is practical, affordable, usable but also aesthetically appropriate for that environment.
Derek Breingan In addition the increase in prevalence of dementia has also led to a positive change in the attention now given to trying to ensure that the internal surroundings are sympathetic to the varying levels of acuity. The impact of the appropriate use of this has improved residents experience and well being which shows how important the correct environment is. Technology also features
increasingly in the projects that we provide funding for. This will only increase as more innovation is being introduced to make buildings more efficient, safer, and cost effective. From integrated Wi-Fi to radar monitoring, acoustic measurement to magnetic silent lifts, these are developments that will improve staff and residents experience. When Clydesdale & Yorkshire Bank look at funding a care home development or extension the entire project cost is considered and therefore the internal finishings are as important as the bricks and mortar outwith. This is known as F, F and E (furniture, fittings and equipment) and should be fully costed into any proposed investment in a care development. As a consequence the funding of it should therefore also be considered. Our approach is to fund the entire project on a ‘cost to complete’ basis to ensure that when the project is finished it is ‘ready to welcome a resident’. This also provides certainty to the operator and to the contractors involved. n Derek is national head of health and social care sector at Clydesdale and Yorkshire Bank.
IT facilities to reunite families
A NEW interactive IT room has been unveiled at MHA Pennystone Court care home in Blackpool. The multi-functional facility, which provides residents with a place to learn about technology and catch up with long-distance loved ones, was opened by Mayor of Blackpool, Gary Coleman and local MP, Paul Maynard. Recognising that many residents at the home have relatives living all over the world, staff set about running fundraising events, such as fairs, charity nights and even filming a ‘lip syncing’ video which went viral, until they raised the £4,000 needed to build the IT facility. Home manager Elizabeth Robins said: “These exciting new facilities open up so many possibilities for our residents. With access to YouTube, they can watch videos to reminisce about old times or listen to their favourite music.” The new room is equipped with a 55-inch TV with access to YouTube, two desktop computers with large keyboards especially designed for sensory impairment, a laptop, an iPad and a Google Home device. A tea and coffee making area has been added, along with seating and soft LED lighting.

AN impression is made as soon as a prospective resident and their family walks through the front door. For this reason the entrance has to be inviting with good decor and comfy seating and this standard needs to flow through the rest of the home. Lounges and dining rooms need chairs with arms that are not too deep or they become difficult to get out of, and which offer good support to the head and back. As individuals come in different shapes and sizes then it is best to have a variety of seating styles, all of which can be upholstered in co-ordinating fabrics. Bedrooms – whether it is a standard divan or a fully profiling bed, the needs of the individual user need to be taken into account as far as possible. Vinyl mattresses can be very uncomfortable whilst breathable impervious mattresses work so much better and solve any issues relating to incontinence. If a bed room is small then a combination wardrobe gives both hanging and drawer space in one.
Bedside cabinets, chest of drawers and dressing tables are needed too depending on space, remembering that one locking drawer or door must be provided for the resident to lock away valuables. Special furniture is available for those with dementia to help individuals easily identify different items of clothing and their clothes for the next day. Designing for dementia is a specialist subject in which our Director is trained so we can help you to put designs together. Wayfinding and signage. Differentiating corridors by colour and theme with good, clear wayfinding so that residents can move around the scheme with ease, while making the purpose of rooms clear will all help to reduce anxiety and frustration. Involving residents in the design choices to whatever limit they are able and extra touches like cushions, pictures and memorabilia will all help to make the residents feel really at home. Work starts on new extension WORK has started on an extension to Borough Care’s Bruce Lodge residential home for older people in Offerton, Stockport. Following a competitive tender, Altrincham based McGoff Construction Ltd has been appointed as the main contractor, while the design and architecture team at Stockport Homes is acting as lead consultant and contract administrator. The building is a purpose-built dementia care home with generously wide corridors, a light, airy interior and secure enclosed gardens. The two-storey extension will house 20 additional bedrooms, with en-suite facilities, along with a social
dining space. Work is scheduled to finish early 2020. The new extension will be based on an open plan ‘household model’. Within this model, residents are based in small groups of between 10 and 15 people, but can freely roam and visit all communal lounge and dining areas of the home. The open plan arrangement of the design allows residents to freely walk from their own bedroom to the lounge and dining areas without walls and doors blocking their path. Further work will also include the remodelling of various internal spaces in the existing building, including relocating the reception.
Caring for all with Triton’s Omnicare
Meeting your demand for something different AS an established flooring manufacturer for the care sector, danfloor uk has seen an increase in the demand for something different when it comes to carpet design, with many homes moving towards patterned carpets and modern twists on traditional designs such as plaids for reception areas and communal living spaces. Dementia design principles state that patterns should be kept to a minimum as they can be confusing or too distracting to the eye. However, by carefully selecting colour combinations within a design, which sit within an eight-point LRV difference, a subtle pattern can help supply a flooring solution that sits well within the overall design scheme but also helps to assist with disguising any visual signs of soil and stains. This is why a number of colours within our new subtly designed Equinox Evolve have component

colours that sit within eight-point difference on the light reflectance scale and would therefore be suitable for use within dementia care settings. In addition to colour the type of floor finish can also assist with creating a therapeutic environment. Hard flooring alternatives including linoleum and Luxury Vinyl Tiles can create noisy and echoey interiors which can make is difficult for some residents to filter out unwanted sounds and noise resulting in stress and confusion. However, carpet is naturally sound absorptive, Equinox Evolve exceeds the required British Standard of 17db sound reduction, achieving an outstanding 28db reduction. FINDING our way around unfamiliar surroundings comes as second nature to most of us. We rely on directional signage to get from A to B and can usually find our way back again. We can distinguish between similar looking rooms and identical corridors. Visiting somewhere new and discovering our surroundings is often exciting, yet for people living with dementia, the experience can be very different. Impaired memory, disorientation and difficulty processing information means that even in familiar surroundings, they can become lost and confused. Navigating their way around somewhere unfamiliar, a care home, for example, can magnify the problem. So how can you support residents living with dementia find their way around your care home more easily? Badgemaster helps care homes across the UK make their environment more dementiafriendly with off-the-shelf and bespoke dementia-friendly signage
– here are a few helpful examples of what to look at when considering new signage. Often the focus is on helping residents get to where they want to go, for example finding the toilet from the living room. Be sure to consider what signage is needed to help them navigate their way back too, and keep it well spaced along the route to avoid confusion. In spaces where there are closed doors or where residents must pass through them to reach their destination, marking them with exit signs help avoid panic if they don’t remember how they entered the room. Corridors can be long, and many look similar, especially to people living with dementia. Placing signage on doors to tell residents which room they’re passing or entering helps with orientation and distinguishing corridors. Signs mounted next to doors can be easily missed. Placing plaques on doors avoids confusion and clearly identifies the entrance.

CARINGNEWS
Campaigner Mike’s anger over response to letters A CAMPAIGNER who wrote to all 650 of the country’s MPs over the current crisis in adult social care is hugely disappointed and let down after receiving fewer than 10 replies. Mike Padgham says the response is a damning indictment of the way some politicians feel about the plight of the country’s oldest and most vulnerable. The chair of the Independent Care Group wrote to every MP in November calling for action to help more than 1.4m older and vulnerable adults who are not currently getting the care they need. “I am dismayed by the response,” he said. “I know there are other, very serious issues facing the country at the moment – Brexit and knife crime to name only two – and I wouldn’t want to belittle the importance of those or other issues. “But as each day passes, more and more people are not getting the care they need and from the response I have had to the letters, it doesn’t look very much like some of our MPs are very concerned.” He is also angry that the proposed Green Paper on social care reform looks to have again been delayed until the summer. “Sadly, that is another kick in the teeth to those people currently living without care,” he added. “We don’t need further delays, we
Mike Padgham need action now.” In his letter to MPs, Mike said: “Some £7bn has been cut from council social care budgets in the past eight years and without action, the sector is facing a predicted shortfall of some £2.8bn by 2019/20, or £3.5bn by 2025. “We cannot wait for the longpromised and long-delayed Green Paper on care, because even when that is finally published it will be many months, if not years, before we see meaningful change.” He called for integration of social care with NHS care, better funding for social care and for care to be made zero rated for VAT, all of which would enable social care providers to invest, properly reward and recruit staff and be ready for a rapidly increasing demand for care.
“Social care employs 1. 5m people, which is 200,000 more than the NHS, and contributes £46.2bn to the economy. With the right support, it could contribute even more, whilst providing proper, sustainable care for a rapidly ageing population,” the letter added. “Governments of all political persuasion have failed to tackle social care and we are now sleepwalking towards a greater crisis that will see hundreds of thousands more people going without care. “We have had 12 social care ministers in the past 20 years and still we are in the mess we are in today. The last 20 years have seen 12 green papers, white papers and consultations of one kind and another about social care and five independent reviews of funding. We talk the talk and set out with good intentions I am sure, but always get the same disastrous result. We never learn and as the saying goes, ‘those who cannot learn from history are doomed to repeat it’. “What is needed now is not more analysis but a clear commitment to action to address both the immediate short term pressures and longer term sustainable funding. Today I urge you to take action to stop the crisis in social care and help hundreds of thousands of people currently denied the care they need.”

CARINGTECHNOLOGY AND SOFTWARE
Transforming the delivery of care services through new technology THE launch of an innovative new app has seen a national provider transform how care is delivered to residents. Sanctuary Care, part of social housing and care provider Sanctuary Group, has developed its own electronic care planning app to free carers from time-consuming paperwork, allowing them to spend more valuable time with residents delivering care and support. Developing in-house kradle is a unique care planning solution that has been developed entirely in-house with staff from Sanctuary Care homes working together with the Group’s Information Systems team. Staff in the homes have access to kradle on iPhones where they can add and amend information on a resident’s care plan at the point of care. Details entered on the app are automatically updated on a website available on desktop computers and laptops, so staff can monitor care in real-time. The app also improves security, as paper files with resident information on are no longer needed. Jemma Robinson, Sanctuary Care’s programme manager, said: “We are all really excited about where kradle can go. I managed a care home myself for nearly seven years, so I feel I’m well-placed to lead on the delivery of kradle; it means I have good knowledge of what our end-users need the app to do. “Our care staff are experts in looking after older people and know exactly what works best in a care home setting, while our IS team used their technical expertise to shape the app and deliver the
best possible user experience.” Rolling out across the country The system has so far been launched in 36 Sanctuary Care homes across the Midlands, South West, London and the home counties. kradle is set to be live in Sanctuary Care’s entire portfolio of more than 100 care homes by summer 2020. In addition, it is being added as standard to new care homes currently under construction. Feedback from staff A recent internal survey across the homes found that nearly 90 per cent of home managers agreed that kradle had impacted their home positively, while more than 80 per cent of care assistants thought kradle had improved the accuracy of information recorded about residents. A “You said, we did” culture has been developed alongside kradle, allowing Sanctuary Care employees to play a vital part in shaping how the app works.
effective asset management solutions for the care sector
“Staff views are crucial,” Jemma added. “Through them we’ve been able to fully embrace the agile working model and have updated kradle with the feedback in real time, and as it’s our own in-house programme we can do that really quickly.” Dedicated training is provided by Sanctuary’s specialist IT team, while the transfer of paper records to kradle’s electronic system gives home staff a valuable opportunity to review all care plans and make sure they are up-to-date. Jemma said: “In fact, staff have benefited from kradle in ways that we hadn’t foreseen. In our survey, several care assistants said they felt more confident when using new technology and apps, so the system has had a positive impact on their general lifestyles.” Adding new technologies The ability to integrate with other platforms is a key feature of kradle, with the introduction of further technologies into Sanctuary’s homes already in the pipeline. One of these new programmes will be Radar, a system allowing multiple Sanctuary Care teams to record and view risk management situations on any resident’s care file. Sarah Clare-Kuehn, Sanctuary’s Group director – care, said: “Underpinning everything we do is our commitment to delivering the highest quality of care and enriching the lives of our residents. “kradle is already making a real difference to frontline work – in our internal survey, senior carers and nurses felt that the app allowed them to spend 14 per cent more time with residents – which shows that our investment into new technology is benefiting our care homes at all levels.”
Residents at Windle Court care home in South Woodham Ferrers had a high-tech experience when Jason Neilus visited with his camera drone. As Jason flew the drone over the town, close to Chelmsford in Essex, residents had the opportunity to wear goggles linked to it and were able to take in the views from 100ft above, recognising landmarks such as the River Crouch, Meadow Croft Garden Centre, an aerial view of the home itself, as well as the surrounding landscape. Activities coordinator Nicola Daniels said: “Everyone was really impressed and cannot wait for another visit and we hope that more of our residents will experience this amazing technology.”

Care Providers Conferences 2019 Residents get their gloves The way to Henry Jones with resident Daphne Egan.
on for boxing workout IT WAS seconds out, round one as residents and staff of a Caernarfon care home showed off their hooks and jabs with a boxing fitness coach who has worked with top actors and sports stars including former Formula One champion Jenson Button in a Los Angeles gym. The special session of Boxing for Fitness was held at Pendine Park’s Bryn Seiont Newydd home by former champion Henry James Jones who has made three trips to Los Angeles to work at the famous Santa Monica Box N Burn gym. At Bryn Seiont Newydd he used his experiences to put a group of
residents through their paces with a special session aimed at helping their co-ordination, and was delighted at the results. Bryn Seiont Newydd manager Sandra Evans said: “Mental and physical fitness are very important to us at Pendine Park for movement and stimulation so we organise lots of different activities. “These can involve the arts and music but also more physical activities like shadow boxing and the most important thing is that the residents laugh a lot and enjoy it and they certainly did that with Henry.”
Service is stripped of its registration THE Care Quality Commission has taken enforcement action to cancel the registration of Allcare Community Care Services Trafford Limited. The provider therefore is not legally allowed to operate the care service Allcare Community Care Services, a homecare service based in Wallsend, North Tyneside. The service was registered with CQC in July 2017. Its first inspection was conducted in May 2018 and was prompted in part by information shared by police relating to an ongoing investigation. Inspectors identified several breaches to the regulations, including poor staff recruitment and training and people were not actively protected against the risk of harm. The service was rated Inadequate and placed into special measures. Following the inspection, CQC took urgent enforcement action to restrict the number of people the service could provide care to. Conditions were also imposed on the service’s registration, forcing it to review its care standards and provide relevant information to CQC on how it planned to improve. The concerns were so serious that inspectors decided to begin the process to cancel the provider’s registration. Inspectors returned to the service in August and found many of the previous concerns had not been addressed fully, such as the lack of a registered manager and staff recruitment and training.
Following this inspection two fixed penalty notices totalling £2,500 were issued to the provider because they failed to inform CQC of notifiable deaths and serious incidents. Sue Howard, deputy chief inspector of adult social care at the CQC, said: “Despite the service being placed into special measures and restrictions being imposed, as well as warned we would take further enforcement action, the provider continued to ignore our concerns. “Having found continued areas of poor care and given no credible assurance that the quality of the care would improve we were left no option but to seek the removal of the provider’s registration. “We monitored the service closely, alongside North Tyneside Council who have supported people to find alternative care arrangements, and found little sign of improvement. “Our highest priority is the safety and well-being of those in care, we will not hesitate to use our enforcement powers to ensure those people are kept safe.” The registered provider, Allcare Community Care Services Trafford Limited, appealed against the CQC’s decision to close the service to the Care Standards Tribunal which began to hear the case on March 4. After hearing the evidence, the Care Standards Tribunal ruled in CQC’s favour on March 26. The service is now no longer registered with CQC.

CARINGTRAINING AND RECRUITMENT
Provider opens Nursing Associate role to staff
A SOUTH coast care home provider has assembled one of the biggest individual cohorts of private sector trainees for the new Nursing Associate role. Colten Care’s initial nine-strong group have begun two years of study ahead of registration as nurse practitioners with the Nursing and Midwifery Council. The nationally recognised Nursing Associate role is intended to bridge a skills gap between carers and registered nurses. By enabling trainees to work while studying, it provides an employed or apprenticed route into the nursing profession. As well as the career pathway for trainees, a key aim is to free up registered nurses to focus on more complex clinical duties knowing they have the support of professionals who are independently recognised in their own right. Lindsay Rees, Colten Care’s clinical manager and project lead, said: “This is a very positive move for us, helping our nurses’ expertise and providing career progression for healthcare assistants and senior care leads. “We were invited by Health Education England to put people forward. The role is predominantly associated with the NHS and we believe no other private provider
across our region has committed to such a large number of trainees. “When we asked who in Colten would be interested in the training programme, more than 100 people came forward. “Based on selection criteria, a group of 40 met at an open day at our academic partner Solent University before the final application process saw us arrive at the first cohort of nine.” Following their induction at Solent University, the trainees will pursue modular courses on a range of topics and complete four clinical placements including in Colten Care
homes and acute hospital wards in the NHS. University attendance is one day a week as part of contracted hours. On completion of study in 2021, there is an option to convert to RGN with additional training. Colten care operations director Elaine Farrer added: “The new Nursing Associate role will enable our registered nurses to strive to further enhance their clinical leadership skills, confident in the knowledge that they have practitioners in the team who are highly trained and accountable professionals with their own place on the NMC register. “
Trio leading the way at care home
THREE members of staff at Riversway Nursing Home, Bristol have successfully completed their training to become team leaders . Megan Palmer-Oades, Sian Tucker and Kiri Krees had in-house training sessions delivered from nurses and specialists within Riversway to underpin their existing knowledge and prepare them for their new role. Team leader Trudy Palmer, who helped facilitate some of the learning, said it had been a successful initiative and the staff had also received some external training. Jan Wilkins, director of operations at Riversway, added: “The team also learned more about the Springhill Vision which means quality first in everything we do for each person we support and for all our staff. We want to be the service provider and employer of choice in our communities.” The trio were trained in a number of areas of work including medication awareness and competency, pressure care, observations, falls protocol, accident-incident forms, body language and assertiveness, person centred care and engagement, and care planning.

Provider signs up to help recruit 20,000 carers
ABACARE has joined a growing list of care providers coming together to help recruit 20,000 carers in Wales by 2030. The operator is one of hundreds of businesses that is getting behind the recently launched WeCare Wales campaign. Peter Angelides, managing director at Abacare, which has offices in Bangor, Newtown, Rhondda Cynon Taf and Ystradgynlais, said: “Currently there are around 113,000 people in the social care sector and the number of elderly people over the age of 80 is expected to increase by 44 per cent in Wales by 2030, meaning the demand for care workers to look after these people is growing at a rapid pace. “As an industry we have to plan for the future, which is why we’re delighted to be involved with the campaign and be part of a bigger plan to help meet the future needs of people in the country.” The campaign is a collaboration with Social Care Wales and leading organisations representing social care, early years and childcare in Wales, as well as other national bodies involved in job-seeking and careers advice.
It is part of a long-term strategy to develop the workforces in the care and health sectors over the next decade, to provide a high-quality, seamless service to the people of Wales. The campaign will highlight the breadth of career opportunities in care, from childminders and nursery practitioners to home care co-ordinators and care home managers. The WeCare campaign aims to show the variety of roles and career progression opportunities available. By using real care workers, the campaign focuses on the challenges they face, as well as what makes their work rewarding and worthwhile. Peter added: “It’s great to see real people who work in the industry being featured in campaigns such as this, as it allows potential staff to get a feel for what it’s really like and they can see how rewarding and inspiring a career it can be. “In this day and age and in this everexpanding industry, it is absolutely critical that organisations work together and we’re positive that the recruitment target can be met by 2030.”

CARINGHEALTH PLUS CARE PREVIEW
How dining experience can be placed at the centre of the care solution ... QUALITY, nutritious meals in care homes should be a given; but perhaps less well documented is the role dining experience plays in ensuring the health and well-being of residents. Often, when people go into care, mealtimes become more of a task than an enjoyment. There are strict times during which residents are fed and they are given a narrow, unimaginative selection of meals. Frequently these are served in solitary, enclosed dining spaces, leaving residents with little to no power over their own mealtime experience. A pleasant and sociable dining environment can have a significant impact on the life of a resident.
Advertiser’s announcement
Making mealtimes an enjoyable experience can encourage them to eat well and often, this in turn has a positive effect on their health, well-being and weight management. Recognising this has led many modern care groups to place an increased focus on dining experience. Dining experiences are not only generated by the food eaten, but also by the setting and atmosphere in which a person takes their meal, which can define their experience. A high-quality meal served in a restaurant with gentle colours, good lighting and soft background noise makes for a much more pleasant experience than eating the same meal in an unattractive, unclean and noisy
environment. In the past, as food and mealtimes began to receive greater focus, more attention was paid to the environments in which food was served and eaten. There was not only a greater prevalence of restaurants of all qualities and cuisines, but themed, novelty and experience restaurants gained popularity – a sign dining environment was becoming an integral part of the overall experience. For people living in care homes today, food and mealtimes have been a source of comfort, communication and exciting discoveries all their lives. We all know food needs to be nutritionally balanced, attractive and great tasting to maintain health and well-being, but it is also important to
remember food is incredibly emotive. This means offering varied menus, giving residents as many options as possible and creating an attractive, inviting dining environment. The importance of mealtimes for residents can never be overlooked and should always be treated accordingly, by looking beyond the food and at the dining experience as a whole. Addressing the dining experience is central to apetito’s approach when entering a care home. To discover how apetito works alongside care homes to develop branding and menus to modernise and improve residents’ dining experience, visit us at Health + Care or visit www.apetito. co.uk.

Advertiser’s announcement
Funding a consistent and compassionate workforce MAINTAINING staffing levels and service quality is top of most providers’ agenda. It is universally understood that to deliver person-centred care, care homes need a consistent and compassionate team. According to Skills for Care, there are currently 110,000 vacancies and the average turnover of staff in the sector is currently 30 per cent – not only is finding the right staff tricky, but so is keeping them. Paying staff more, creating a values-based work environment and creating a professional development career pathway are all recognised ways of making care work an attractive career option. It will also help achieve higher service quality and better CQC ratings, which are strongly linked to occupancy levels and income potential, therefore boosting revenues too. Care homes’ budgets are limited and the funding climate is compounding that. Staffing accounts for approximately 75 per cent of care homes’ costs so investing more, without finding savings elsewhere, is often not possible. Providers need to prioritise finding ways to enable an investment in staff without impacting on service quality. That means reducing unnecessary spend. Care homes are open 24/7, with staff working different shifts, leading to large and complex
timesheets. Even small errors on timesheets add up over time, potentially causing thousands of pounds extra per month on to each home’s payroll bill. Easing the checking of timesheets and preventing over payment is a fair and quick way of generating savings to invest back into staff development and retention. The costs of agency compared to staff is often double or treble the cost of an employee. Reducing agency bills is therefore another key way of cutting unnecessary costs. With the level of vacancies in the sector, some agency usage for short-term cover is almost inevitable.
Agency usage is not only a problem in times of high vacancies though. It even occurs during full employment when fixed shift-patterns are not in place because, depending on staff availability or willing, certain shifts can prove difficult to cover. Flexibility to the lifestyles of employees is certainly a good thing but has to be balanced with the fairness, consistency and stability of having shift-patterns. By creating a stable set of shift patterns, the need to use agency on a regular basis will reduce dramatically. It brings benefits to staff too: they know their hours in advance and have increased fairness in the working patterns shared between colleagues. Strategic recruitment to meet rota requirements, rather than just increasing the pool of workers available, will stabilise staffing and reduce unnecessary spend on agency. Ultimately, the investment to create a consistent and compassionate workforce is what will generate the savings needed to sustain it. With a few small tweaks in the short-term, funds can be released to start that journey. CoolCare’s software helps care homes to save money by making their business administration more efficient. £15m dementia centre would create 150 jobs A CARE organisation has revealed £15million plans to build a dementia centre of excellence in North Wales and redevelop another site in the town, creating 150 new jobs. Pendine Park say they are responding to the huge need for more specialist care because of the soaring number of people aged 85 and over which is due to double over the next two decades. According to proprietor Mario Kreft MBE, the inward investment will also provide a major boost to the local economy. The design of the dementia centre in Wrexham will be based on the group’s award-winning Bryn Seiont Newydd home in Caernarfon, which was named as the best new care home of its kind in the UK after it opened in 2016. Mario said: “The Census projection figures to 2035 indicate a 119 per cent increase in the elderly population in the area over the next 18 years and confirms the largest growth will be in the 80 plus age bracket. “As a result, we’re looking to develop a specialised service, and in the first instance we are seeking outline planning permission. “If we were to be successful in that we would wish

Mario Kreft MBE to move forward very quickly with detailed plans and we would hope that by the end of 2020 we would be able to create significant extra capacity in Wrexham and probably a further 150 jobs while at the same time sustaining the 800 jobs we currently have between Wrexham and Caernarfon.”
The group also plans to redevelop its Hillbury care home in nearby Hightown. “We want to reconfigure Hillbury along the lines of best practice for the future,” Mario added. “Having extra capacity would enable us to redevelop in a sympathetic, staged way because we want to maintain services while this is going on. “We’re responding to need. If you look at all of the trends all of the figures all of the census, it’s showing what everyone now understands to be an ageing society. “I think as people also understand how important social care is to our economic fabric and has been identified by the Welsh Government as one of four foundation sectors of the Welsh economy. “I hope very much that we can develop these services in the future because I think the community will need them and only the best is good enough for the people of Wrexham.” An outline planning application has been submitted to Wrexham County Borough Council in relation to the new site. It would provide accommodation for up to 50 residents and would include treatment rooms, lounges, kitchens, washing and storage facilities.

Residents can retain their independence while benefiting from on-site support and a community environment. Rapport Housing & Care opened two extra care housing schemes in Tonbridge and Larkfield last year. A further two have just started on site in Kemsing and Wateringbury, scheduled for completion next year.

Group to close five homes
Barchester Healthcare’s CEO Dr Pete Calveley, Lord Provost Frank Ross, Queens Manor Care Home’s general manager Lucy Duffin and John Coleman from Barchester Healthcare’s Board of Directors.
Lord Provost officially opens new care home STAFF and guests were delighted when Frank Ross, Edinburgh’s Right Honourable Lord Provost, officially opened the city’s newest care home, Queens Manor, by unveiling a plaque. The purpose built home, operated by Barchester Healthcare, will provide personalised residential and dementia care for 60 people. Since the launch of its show suites, the home has been hosting events for the local community, including life drawing classes, zumba, whisky tastings, and a special talk on innovations in dementia care by creator of Jelly Drops, Lewis Hornby.
LARCHWOOD Care has announced the closure of five of its homes. Brookes House in Brentwood, Copper Beeches in Liss, Mountwood in Andover, Wickwar in South Gloucestershire and Withy Grove in Preston will be closing on or before May 31. Notice has been given to local commissioners and residents, families and staff have been informed. The remaining 50 in its portfolio are not affected. Tony Stein, chief executive of Larchwood Care, said: “These five homes have been losing substantial amounts of money over an extended period of time and their continued operation has become unsustainable for the company. “There are a number of external sector-wide factors that have contributed to this decision, including the inadequacy of fees paid by commissioners, high operating costs and, low admission rates. These
factors impact upon staff morale and make recruitment of staff very difficult. “It was hoped that we would be able to work through these issues but it is clear that, given the issues the sector faces, we are unable to do so. We will work closely with social services, CCGs and others to support residents and their families at this difficult time. “We will also work with employees to help find alternative employment, however we do anticipate redundancies. “This has been an incredibly tough decision to take and all other options have been considered. It is the individual circumstances of the homes that have led to this decision and we would reassure residents, families, staff and commissioners that all our other homes will continue providing the excellent care the company prides itself on.” Mayor of Sefton, Councillor Dave Robinson, toured a new care home opening in Southport this summer. Facilities at Athena Healthcare Group’s West Tower Lodge will include an in-home bar, library, and bistro. A spokesperson for the provider said: “We’re dedicated to providing Southport with superior care, catering for a variety of needs in homes fit for 21st century living.”
Lucy Duffin, general manager at Queens Manor, said: “We are all very excited about the opening of Queens Manor. “Our newly appointed team has really enjoyed meeting new residents and their families, as well as the Lord Provost. “Barchester brings more than 25 years’ experience in expert care to Edinburgh, which means residents and their relatives can feel safe in the knowledge that they are in trusted hands.” The new facilities will provide 100 new jobs within the Edinburgh area.

Back to the future for Housing 21 HOUSING & Care 21 plans to go ‘back to the future’ by rebranding as Housing 21 from April. Marking a milestone 55-year anniversary, the rebrand has been revealed alongside an ambitious build programme and clear vision for the future. Chief executive Bruce Moore said: “We listened to feedback from our residents, who told us that one of the things they like least is being seen by others as living in a residential care home. “Unfortunately having ‘& Care’ in our name often gave this impression. Care will still be an important part of our extra care service but we are delighted to announce that we are going back to being Housing 21.
“We have also taken this opportunity to refresh our strategic priorities and remain committed to providing high quality, affordable homes for older people of modest means. “Focusing on expanding our extra care and retirement housing offer, we have embarked on an ambitious build programme, with 35 schemes starting on site this year, to ensure that more older people can live in housing appropriate to their needs.” Housing 21 initially changed its name to Housing & Care 21 in 2014 as Housing 21 was considered unsuitable when trying to recruit care workers for its homecare service, which was not linked to a housing offer.
Acacia Care Group has opened its latest £5m state-of-the-art 70 bed care home in Earl Shilton, Leicestershire, creating 80 local jobs. Nursing home is acquired by new entrant to sector DC CARE has completed the sale of Belvedere Park Nursing Home in Coventry on behalf of Lawrence and Chinyere Anyanwu. Named after the nearby Belvedere Park that it overlooks, the home, which is registered for 25 service users within the categories of nursing and mild dementia care, is tastefully decorated throughout and features en-suite accommodation. Lawrence and Chinyere acquired this long-established business in 2005 and, following completion of the sale, are now looking forward to their retirement. The business has been acquired by Anand Patel, a new entrant to the care sector who had undertaken care sector-specific courses and obtained the necessary qualifications to support him in the acquisition of the business.
Experience counts…
The sale was managed by senior sales negotiator Clare Duffey and Southern region director Andy Sandel, who also initially appraised the business. He said: “Mr Patel’s previous background was in the education sector, however his approach through obtaining the knowledge and experience required and by approaching specialist care brokers for funding put him in a strong position to acquire Belvedere Park. “This demonstrates banks are willing to fund new entrants who have done their homework. “Clare and I are delighted to have sourced a strong, viable buyer to carry on the hard work Mr and Mrs Anyanwu have put in over the last 14 years, and we wish them both a wellearned happy retirement and all the best to Mr Patel in his new venture.”

Is your home at risk from radon? EXPOSURE to high levels of radon gas remains one of the least understood areas of statutory compliance. This is despite radon being the second highest cause of lung cancer and directly attributable to thousands of deaths each year. With the significant increase in the application of Fee for Intervention, allowing the regulator to charge fees for statutory breaches, radon is likely to emerge as one of easiest areas to identify legal contraventions. The current regulations require any business located in a radon affected area or having an occupied basement to record a radon risk assessment.
Ultimately you must ensure that levels of radon remain below the average annual statutory limits. The issue is therefore about geography rather than the nature of the industry. Dealing with radon is simple and cost effective and in reality, high radon levels are not common, but you need to complete a risk assessment to find out for sure. A robust approach to managing radon will reduce the risk of people developing lung cancer and is a worthwhile inclusion in statutory property compliance programmes.
