Bodies join to launch day of remembrance SOCIAL care bodies across England have joined together to launch Social Care Day of Remembrance and Reflection, to honour the work of the adult social care workforce during the pandemic. More than 20 organisations supported by the Department of Health and Social Care and Minister of State for Social Care Helen Whately, have come together to launch the memorial day dedicated to the adult social care workforce in England. The day itself will take place next March. Minister for Care Helen Whately said: “The whole country recognises the bravery of the social care workforce, NHS staff and many others who put themselves at risk to save lives during this global pandemic. “Our hearts go out to the families, friends and colleagues who have sadly lost loved ones and we will take this time to honour and remember them. “We have worked to protect health and social care staff throughout the pandemic and we will continue to support them and their families in any way we can.” An estimated 922 social care workers in England lost their lives between March 2020 and May 2021. The purpose of Social Care Day of Remembrance and Reflection is

to thank those social care workers who provided crucial care and support during these tough times, and to remember those workers who sadly lost their lives to Covid. A Memorial Wall and Thank You Wall have been launched on The Care Workers’ Charity website where people can share tributes to care workers lost during the pandemic and say thank you to those who provided vital support. Those behind the Social Care Day of Remembrance and Reflection request people to add their stories to the walls in the lead up to the day in March. Other ways in which care providers, care workers, those who draw on care and support, and any other individual can participate on the day include planting a tree in honour of a lost care worker, having a minute’s silence, or creating a piece of art. Further information on events that will take place on the day and how to get involved can be found on The Care Workers’ Charity website and will continue to be announced in the lead up to the day in March. You can keep involved with the day on social media using #RememberSocialCare. Organisations involved include Care England, National Care Association, National Care Forum and UK Homecare Association.

Digital champions log on at housing development AN EDINBURGH housing development has been awarded iPads to keep elderly customers connected with loved ones throughout the pandemic, thanks to a Scottish Government initiative. Castlebrae Glebe, which is run and operated by Bield, received 12 iPads from Connecting Scotland which is a project established in response to the Covid-19 pandemic to connect individuals who may have otherwise been isolated. The programme has kept individuals across the country connected virtually when it has not been possible to meet in person and has also supported digital skill development. Sharon Tomany, development manager at Castlebrae Glebe, applied for the programme in February after hearing about the initiative designed for individuals who don’t have the confidence, kit or connectivity at home in a bid to reduce digital exclusion. She said: “The project has been an amazing opportunity to help customers become more digitally connected and keep in contact with loved ones throughout a period which could have been extremely isolating. “Everyone at the development has

benefited from the donation in some way. “One aspect that we didn’t appreciate would have such a big impact was that our customers now feel closer to the local community. “Previously they may not have seen the communication from local businesses online or been able to get involved with local groups activities. “The iPads have enabled customers to listen to music, watch videos, read the news and shop online – simple things that they didn’t necessarily have access to before.” Customers have been supported by staff to set the iPads up and understand how to use the device safely. Sharon added: “The feedback from friends and families has been very positive and many have expressed their delight about being able to get in touch with their loved ones at any point and actually have video calls, which is much better than talking over the phone. “We know that many elderly people often battle loneliness and this has heightened throughout the pandemic, so it is especially rewarding to know that we have changed that for our Resident Mary Smith with an iPad. customers by even just a little bit.”

Foundation donates £166,000 to numerous good causes

A carer assistant from Green Lodge in Stockton-on-Tees has received a Making a Difference Award for her dedication and ambition to fulfill every aspect of her job role and go above the call of duty to ensure residents are safe and comfortable. The Orchard Care Homes initiative recognises and rewards staff that go that extra mile in their workplace, and inspires others to follow in their footsteps to improve the home experience and generate a relaxed and informal community for our residents. Natalie said: “It was such a surprise and I felt quite emotional and overwhelmed as it’s been a difficult year, but I’m very grateful for the recognition.”

BARCHESTER’S Charitable Foundation has gifted £166,000 in grants to provide vital help to 65 small groups and charities, and 112 individuals over the past year. Established in 2000, the aim of Barchester’s Charitable Foundation is to help older people and adults living with a disability or mental health problems in local communities across the country. The charity provides grants to improve mobility and quality of life, and each year the Foundation distributes more than £150,000 to individuals, small community groups and charities across England, Scotland and Wales. Dr Pete Calveley, chairman of Barchester’s Charitable Foundation, said: “We support older people and other adults with disabilities by giving grants to help people connect or reconnect with others in their local community. “Every single individual or small local charity that we have helped over the past year has faced serious challenges of isolation and loneliness during a very tough year, and we are immensely proud to have been able to help them.” Examples of the organisations and individuals the Foundation supported recently are: n Sahara, a small charity in Coventry,

received funding for the purchase of six elder sympathetic chairs and a wheelchair. Sahara is planning activities in smaller gatherings moving out of lockdown for its elderly members. They worked incredibly hard to maintain regular contact in a safe manner with their elders during the lockdowns, and are now supporting their elders to come out of their homes and reintegrate into their peer groups and the wider local community. n Co-ordin8, a small charity in Torbay, runs meaningful, educational day activities for adults with

learning disabilities. These range from horticulture to cooking, art to community living skills and textile work. Their grant went towards helping their students return to fitness following lockdown. n The grants that Barchester’s Charitable Foundation awards for motorised wheelchairs and mobility scooters are often life changing for the individuals who benefit, giving people back the freedom to go out again, socialise and enjoy the outdoors. Lauren, 22, from Sheffield has a number of conditions which means she is not mobile and is severely isolated. Her grant was for a wheelchair, and this has made her become more independent and impacted positively on her mental health. Lauren said: “I feel freer because I’m not having to be stuck inside anymore staring at the same walls and I don’t have to always rely on other people taking me on outings in cars. Now I can go to the park and it happens to have very nice surroundings. “Lots of green, which is good for mental health. I definitely feel like a weight has been lifted, and once everything has settled down I look forward to going to the local craft group and trying that out. It opens more up to me.”

Sector responds to PM’s social care reform announcement

THE care sector has been responding to Prime Minister Boris Johnson’s plans to reform adult social care and bring the health and social care system closer together on a long term, sustainable footing. He announced a 1.25 per cent health and social care levy through national insurance contributions that will take effect from April 2022. The PM, who admitted that the move broke a Conservative manifesto promise, said the levy would raise £36bn over three years for frontline health and social care services. The changes mean that from October 2023 no-one will have to pay more than £86,000 for care over their lifetime with those with assets between £20,000 and £100,000 receiving some means test support. Anyone who has assets of less than £20,000 will have their care costs fully covered by the state. Professor Martin Green OBE, chief executive of Care England, said he welcomed the Prime Minister’s announcement. He added: “We have been waiting for a very long time for any concrete plans on the long term sustainability of adult social care reform. “We want to go through the plans carefully and it is our hope that social care will be rewarded and recognised rather than playing second fiddle to

Dr Jane Townson the NHS. It is essential that money reaches the frontline.” Vic Rayner OBE, CEO of the National Care Forum, said the announcement had been ‘a long time coming’. She added: “It is a giant leap forward to get the parliamentary focus on social care, and importantly what it can deliver for each and every citizen. The litmus test for this announcement is the difference it will make to people’s lives. “Bringing more money into the health and care system is crucial – the balance of how that money is apportioned is the thorn in the side. “Social care needs significant additional funding now and the initial apportionment falls well short of the additional £7bn funding

requirements determined by the Health and Care Select Committee amongst others and we believe the government needs to redress that balance urgently. “A truly integrated approach to health and care, with social care as an equal partner in that system will necessarily put people and their needs at the centre, and the balance between the NHS saving lives and social care changing lives will need to be determined at ICS level to support independent, thriving citizens.” Stewart Stretton-Hill, tax, trusts and estates senior associate at Irwin Mitchell, described the announcement as a ‘mixed bag’. He added: “The plans lack specifics about attracting quality, qualified individuals into the profession – how can the care profession be propped up if its workers are not cared for and paid appropriately for the work? “This is also just considering paid carers, let alone the unpaid carers of which there are many. However, additional funding being made available is a good sign this is a priority for the Government. ”The tax aspect is totally unfair – taxing those who’ve been hardest hit by the pandemic is another blow to the everyday person’s finances. It’s also totally against the Conservative party’s manifesto.

“While taxing share dividends is one aspect, the Government could go so much further on taxing the wealthiest in society to help pay for social care. “The tax hike may also affect people’s ability to pay into pensions so they can fund care in 50 years’ time if people are required to pay more tax now. It’s essentially kicking the can down the road for a later generation.” The United Kingdom Homecare Association’s CEO, Dr Jane Townson, said that once again the government’s focus is on the 0.5 million people in institutional care, rather than the 15 million needing support and care at home. She added: “Investing in support and care early, preventing people experiencing crisis, helps to keep people out of more expensive settings of care, such as care homes and hospitals. This is better for individuals, better for the health and care system, and better for HM Treasury. “It makes no sense to neglect older and disabled people in the community, wait until a crisis point is reached, then transport them to acute hospitals, where they frequently lose function, deteriorate rapidly, and require even more long-term care. “But this, it appears, continues to be the government’s strategy.”

Home is island’s first to receive top accolade

Sheila Richard, a resident at Friends of the Elderly’s Bernard Sunley care home in Woking, reminisced about her favourite books, authors and characters to mark National Read a Book Day. Sheila, who has been a resident at Bernard Sunley for five months, sat down with activities coordinator Monika Ahmed to chat about her love of books, reading and her favourite stories. She said: “We encourage our residents to do what they enjoy doing, when they want to do it and support everyone in continuing to participate in their hobbies and pastimes. As hobbies go, reading is very beneficial to our residents’ wellbeing as it helps to increase memory, focuses concentration, reduces stress, aids relaxation and helps sleep.”

How safe are your ratings? By Richard Fairburn IN THE new era of regulation and inspection that is emerging after the lockdown phases of the coronavirus pandemic, the approach of the Care Quality Commission is morphing into one of stark contrast between background monitoring and, at the other end of the scale, unapologetic disproportionate intervention. CQC policy as to Notices of Proposal (NoP) to cancel registration (or part of it, such as the nursing registration in a residential and nursing home) includes the pre-emptive use of such notices as a weapon to bring about improvements. CQC special measures policy warns that, in a follow-up inspection of services placed in special measures, “if there is not enough improvement we will move to close the service by adopting our proposal to vary the provider’s registration to remove this location or cancel the provider’s registration”. The word “adopt” is key. A NoP can only be “adopted” as a Notice of Decision (NoD) (under section 28 HSCA2008) if it has already been served (under section 26 HSCA2008). A NoP that claims to be proportionate on the basis of an inspection that has not yet been conducted is an abuse of the process of law under the most disgracefully fettered discretion, albeit not out of context with CQC’s increasingly casual relationship with the rights of care providers. The NoP can as a matter of law be “adopted” at any time after the 28 days permitted for representations, without any time limit. Mounting an appeal against a NoD might seem like taking on Everest. Not necessarily so. A hearing of the appeal against a NoD (as distinct from a section 31 notice) will be approximately nine months away, after pre-hearing procedures have been completed. The Tribunal must look at the regulatory position of the home as it is on Day One of the appeal hearing. An appeal against cancellation of registration should be viewed as a project, in which the aim is to avoid a hearing.

If sufficient improvement has been achieved in advance of the date of the hearing then a “consent order” preserving registration should bring proceedings to a conclusion. There are two main reasons why appeals are commonly unsuccessful when they go as far as a hearing. First, CQC are Grandmasters of the Art of Ambush, and a hearing may be littered with submissions as to unresolved safety concerns from that final ‘OMG’ inspection before the hearing. The confidence of the Tribunal as to control of risk going forward can all too readily be undermined. The final submission from both sides will be the “skeleton argument”, a sort of legal witness statement that sets out whether the NoD is still proportionate or is now disproportionate. While inspecting officers will argue for ever that improvements are not yet embedded and sustained, the (professionally registered) legal representative of CQC Must Not Mislead the Tribunal. But if, as a matter of fact and law, the NoD is now disproportionate, then a skeleton argument claiming that it is still proportionate will simply be out of the question. Time for the consent order. Residents at Manor House care home have swapped Bargain Hunt for Beethoven, getting into the spirit of the annual classical music concert series with a themed afternoon of celebrations. Drinks are on the house at Wrexham care home A POP-up pub is doing a roaring trade at a Wrexham care home. The residents of Pendine Park’s Hillbury home love the atmosphere and can play dominoes, cards, bingo, take part in a pub quiz or have a dance as well as enjoying a drink. The Hillbury Arms serves two beers, Pobli Bobli which is a light summer ale and Pobli Wobli, a darker, more traditional bitter, which have been brewed for Pendine by Bragdy Dinbych (Denbigh Brewery). Hillbury manager Cindy Clutton said: “We are trying to make the experience of going to the pub to be similar to what our residents will

have enjoyed in their lives. “People may think that if you are in a care home you are going to be sitting there doing nothing all day. “But the residents actually get to take part in a lot of different activities here. “It is nice to see how much our residents enjoy going to the pub, as they interact with each other. “It is amazing how doing something like this lifts both the residents and the staff.” With care staff behind the bar, residents can also sample a nonalcoholic cocktail or a range of other soft drinks. In many ways it’s the perfect local because all the drinks are on the house.

CQC’s new monitoring approach – has anything really changed? New Performance Assessment Framework A flexible new assessment framework has been promised, although a publication date has not been forthcoming. It is anticipated that it will be ready at some point in 2022. We have been assured that the five key questions will remain the same but there will be a simplified set of KLOEs and characteristics.

By Lucy Bowker Introduction CQC is evolving its approach to regulation. They say they will focus on risk and every month they will review all data held about all services including feedback and complaints. The data will be stored on a monitoring app for inspectors which providers will not have access to. How providers will be able to address concerns without seeing the evidence base is yet to be seen. A standardised public statement will be issued if CQC are content. If no statement is published for your service, you can expect either monitoring calls and emails or perhaps an inspection. Re-rating It is important to stress that CQC will not be able to re-rate a service without physically inspecting. This is something that CQC would very much like to be able to do. In order to do so, CQC say they need to consult on the issue however no timeframe has been given for when this will take place. As it stands, when inspectors visit services, they are applying a focused methodology which allows them to change the ratings. If, however, they are responding to something they consider to be high risk, then they will need to come in quickly without the time to plan a focused inspection, so it is likely to be a targeted inspection which does not lead to a change in ratings. Providers will not be seeing the routine full inspections that we were accustomed to.

Lucy Bowker Furthermore, with the focus being on risk, it seems that those services looking to go from Good to Outstanding or even from Requires Improvement to Good are likely to have to wait some time before seeing any changes to ratings. CQC have acknowledged that current ratings are not necessarily reflective of services, and they suggest that if a rating is causing business difficulties it is worth highlighting this to your inspector.

What to expect from an inspection? CQC have warned that inspections may feel different. When they do visit, the focus will be on observations and conversations. Documents are likely to be requested before or after the physical inspection. The inspector is likely to know what they are looking for evidence of and they will be trying to fill gaps. It will be harder to demonstrate your achievements. CQC suggest using the Provider Information Returns (which will be due on the registration anniversary of a service) as means to demonstrate any improvement. Conclusion It is clear that there is no sudden change of direction for CQC following their new strategy. The risk-based approach which has emerged in recent times is here to stay. RH Rustington Hall Rustington Hall is a not-for-profit charitable organisation, run by Littlehampton and Rustington Housing Society. The brainchild of Matt Oxley – who has had extensive experience with two of the biggest names in the care sector – Wippet promises customers they will find all they need with ease from one website with just one login, one basket and one invoice – and it’s free to use. Many of the care sector’s biggest suppliers are already known to have signed up pre-launch. Wippet will be covering more categories than anybody else in the sector, selling everything a care home might need from beds to detergents, from uniforms to food. While we’ve all seen B2C platforms grow with the likes of Deliveroo,

ASOS, and Airbnb, B2B marketplaces have been growing too – but under the radar – and not launching as significantly as Wippet promises to launch to the care sector. Care providers from the very smallest to the largest organisations will be able to register and use the site from mid-October. Matt said: “I don’t believe there’s a care provider out there that couldn’t benefit significantly from the efficiency Wippet will bring. “Our mantra at Wippet is to make buying in healthcare simple. Residents benefit from tailored programme

Cheshire home marks its first anniversary RESIDENTS and team members at a care home in Cheshire celebrated its first anniversary in style. Operated by Lovett Care, Twyford House in Alsager is a 70-bedroom care home that provides a “home from home” environment, allowing its residents to live life to the fullest. General manager Laura Locket said: “We all had so much fun celebrating our first birthday. It was lovely to see the team and residents coming together to share memories and look back on the past year. “It has been a tough year for many, so it has been amazing to safely welcome new residents into our

home and community.” To celebrate its first birthday, residents and team members buried a time capsule containing sentimental items, pictures, and mementos crafted during activities sessions. The time capsule was buried in an area of the garden at the home that was marked by a plant donated by the nearby Townhouse Nursery. The nursery has partnered with the care home over the past year as part of Twyford House’s intergenerational activities programme. The home also hosted a party for residents with an array of their favourite foods and drinks on offer.

RESIDENTS with dementia living at an Edinburgh care home are benefitting from a tailored activity programme which is transforming their quality of life and care, enabling them to live as fulfilling lives as possible. Since opening in 2018, Cramond Residence has been passionate about creating a safe space for those living with dementia and other related illnesses in a way that enables residents to continue living a fulfilling life in a homely environment and feeling part of a close community. The home provides a range of activities specifically designed to give residents with dementia a richer and more satisfying life, with specialist facilities and trained staff on hand to provide support and relief. Many of the activities include a sensory or reminiscing element which helps residents remember special moments and stories from throughout their life. Ross Bijak, clinical care manager at the 74-bedroom specialist care home, said: “There are a host of activities on offer for residents to get involved with throughout the month, and every activity can be tailored to specific interests and hobbies. “For example, we recently held an art reminiscing therapy session and asked residents to communicate how they were feeling through their

artwork. “Physical activities like these help residents who sometimes can’t find the words to discuss a topic, but are able to communicate their emotions and feelings through painting or drawing – while also supporting mental stimulation and general wellbeing.” The care home doesn’t believe in a one size fits all approach, opting instead for a tailor-made programme of activities based on an individual’s interests, care and wellbeing needs. Activities such as reminiscing sessions are not only helpful to residents, but also to staff members who find they provide insights into each resident, whilst building relationships and understanding exactly how residents prefer to be cared for. The home trains all staff members in dementia care– even those who may not be providing direct care – as well as offering support and coping techniques to help family and friends.

Work begins on new £9.5m care home

WORK is underway on a £9.5million care home in the Lace Hill area of Buckingham, creating a 62-bed facility and upwards of 70 new jobs. The state-of-the-art Lace Hill Manor Care Home, part of the Maria Mallaband Care Group, will provide large en-suite rooms, some with private patios, lounges, restaurants, communal areas, landscaped gardens, and facilities including a stunning orangery. Located alongside the site of a new healthcare hub, the two-and-threestorey home will be set in landscaped grounds, with private and shared patios, quiet terraces and lawns, surrounded by planting, including striking topiary. Newcastle-based Malhotra Group, which owns a large portfolio of assets across the North East covering care, leisure and property, will use the funding to support its expansion plans within the care home segment of its business. The family-owned business currently has 1,000 beds across its care home division, which operates under the name Prestwick Care. There are plans to double this to 2,000 over the next five years through a mixture of organic growth and acquisitions. Malhotra Group currently employs more than 1,200 staff in the region, and the expansion of Prestwick Care is set to create a further 300 jobs over the next three years. Group secures planning approvals DEVELOPMENT-led care home operator New Care has received planning consent for two new stateof-the-art care facilities. Helping to address the increasing shortfall of quality beds in both areas, the award-winning Manchesterbased operator will deliver a 70-bed care home with a value of £11million in Grappenhall close to the centre of Warrington, and a 72-bed facility with a value of £12million within the leafy and historic surroundings of Guiseley Conservation Area in West Yorkshire. Expertly designed, each of the privately-funded ‘new generation’ care facilities will be purpose-built to ensure the highest standards of care can be delivered in a comfortable and stylish home-from-home environment. Preston care home rated ‘Good’ RIBBLE View, an Exemplar Health Care complex needs care home in Preston, is celebrating after receiving a ‘Good’ rating from the Care Quality Commission in its latest inspection. The care home was rated ‘Good’ in all five areas, declaring it a safe, caring, effective, responsive and wellled home to its residents. Home manager Lindsay Abraham added: “The home has been on an incredible journey over the past two years, and this rating is an absolute testament to the colleagues in the home who are 100 per cent dedicated to making every day better for the

people we support.” After a recent inspection by CQC, the home was praised for its safe staffing levels, adequately trained colleagues and the introduction of new roles including a physiotherapist, occupational therapist and PBS clinical advisor. During the inspection, comments from residents and relatives included: “if there is one thing I never doubted, it is the caring nature of the staff, I have never had any worries about their attitude,” and another said: “they are responsive to feedback and comments and it’s nice to feel heard”.

HALLMARK Care Homes has been granted planning consent to transform St Raphael’s care home in Bromley into a new state-of-theart facility. Care home construction specialist Savista Developments will redevelop the existing disused care home into a larger 107-bed, specialist dementia facility for residents with a range of needs. The £30m scheme will provide extensive facilities including a cinema, café/bistro, shop, hair salon, gym, spa, ten pin bowling alley, hobby rooms and library. The gardens will include a residents’ garden club area. Aneurin Brown, group operations director of Hallmark Care Homes, said: “We are delighted to have secured planning permission for this wonderful facility that will be

an asset to the community and local residents. The home will have a number of innovative ideas and new features that we are looking to showcase when it opens in 2023.” Savista anticipates starting construction within the next two months. Provider to invest in rejuvenating services A CARE provider which runs specialist services in the South West has taken over the operation of two services which provide support for people with support needs, and is set to develop the facilities and recruit and train additional staff. Modus is part of the Salutem Care and Education Group, which will support the team in making significant improvements at the two services, working closely with Cornwall County Council. Buttermill and Fox House, based in Camborne and Liskeard, care for people living with autism spectrum disorders, mental health difficulties, behaviour that may challenge, and restricted mobility issues. Dementia care facility seeks new talent SINCE being opened in a low key Covid-19 compliant ceremony last October by BBC presenter Kate Derham, a new 15-bed extension to the existing residential care home at Westall House, in Horsted Keynes, has been caring for older people living with dementia. Rated ‘Outstanding’ by the Care Quality Commission, the home has so far welcomed nine residents to the new wing, with a further six set to join them soon. In addition to an en-suite room, each resident receives round-the-clock personalised care, three home-cooked meals per day and a varied programme of stimulating activities and social events. Nicola Parker, who is a registered general nurse with a Level 5 Diploma in Leadership Health & Social Care, has more than 12 years’ industry experience. She has joined Beanlands Nursing Home, which is owned and operated by Saltaire-based Czajka Care Group. Nicola has previously held registered nurse manager and clinical nurse manager roles, as well as working as the deputy manager for three years at Staveley Birkleas Nursing Home, which is also owned and operated by Czajka Care Group. As registered manager, Nicola will be caring for 45 residents and managing a team of 43 at Beanlands Nursing Home.

Sharon Oldfield has been appointed home manager at Harrogate-based Vida Healthcare’s new state-of-the-art care home Vida Court, which has been built to transform the care available to people living with dementia. Sharon has been with the company since it was founded in 2013 and will bring eight years of administrative and management experience to the role. Originally hired as an administrator at Vida Healthcare, Sharon has since carried out roles including general manager and trainee registered manager. As home manager at Vida Court, Sharon will be responsible for the continued safety and security of residents and staff, maintenance of services, and journey to join Vida Healthcare’s two other care homes, Vida Hall and Vida Grange, as a CQC Outstanding rated facility. Global property consultancy Knight Frank has bolstered its seniors housing offering with the addition of senior surveyors Chris Barnes, Katrina Szinekova and Ty Turner to the existing team. Care South’s Queensmead in Christchurch and Fern Brook Lodge care home in Gillingham have appointed Kevin Gillings and Alexandros (Alex) Gavriilidis as their new home managers with the help of the AFC Bournemouth Community Sports Trust team. Holmes Care Group has named Alex Wilson as its new managing director following former managing director Sharifa Lakhani’s promotion to chief executive officer. His appointment comes as Holmes Care Group seeks to make new acquisitions in Scotland, with the goal of increasing its portfolio by 50 per cent over the next two years. Business ensures care homes meet stringent industry requirements FOR any care home,there are key considerations when it comes to their in-house laundry operation. Firstly, the process must be entirely compliant with CQC and the Department of Health, secondly it must adhere to the industry’s stringent WRAS requirements. In order to maintain the requisite hygiene control levels, is imperative to source appropriate commercial laundry equipment. It is also essential to ensure best practice through the sorting, segregation, transportation, processing and storage of all laundry items. The Department of Health’s Technical Memorandum (HTM) 01-04 requires that, for appropriate decontamination of linen, care homes must employ both thermal and chemical disinfection. Care homes also need to ensure that staff are trained in using the laundry equipment. Should the CQC find that a care home falls short of these requirements, the home may be

placed into special measures, shut down or prosecuted. WRAS deems all care homes to be high risk Category 5 for the water contamination risk and washing machines therefore need to include a backflow prevention system.
