MESSAGE FROM THE PRESIDENT Dear Residents, I start this letter hoping that you and your family are safe and well during this unprecedented pandemic. A lot has changed over the past several months, but what hasn’t changed is our commitment to you, our residents and guests, to provide you with fun and safe parks and recreation opportunities. It is important to remember that parks and recreation is an essential service and a vital component of our community. The parks allow us to get outside, go for a walk, exercise, and spend quality time with friends and family in a safe environment. Your health and safety while visiting our parks or participating in our programs remains to be our top priority. We have instituted a full set of best practices to ensure your safety and comfort. This includes requiring masks and face coverings while indoors at any of our facilities, self-screening protocols for all participants, social distancing requirements at events, frequent handwashing and sanitizing, limits to group sizes, and increased cleaning at all facilities. Additional guidelines and safety measures may apply to specific facilities, programs, and activities. In accordance with the Governor’s order, the Wheeling Park District is operating at a Phase 4 level of the Restore Illinois plan. This limits the types of programs, events, and services we can provide, but staff has been very creative to provide a multitude of opportunities. A full listing of the programs, services, and facilities can be found on the following pages of this guide and at our website, wheelingparkdistrict.com. As more programs are added, the website will be updated in real-time. Please bookmark and check the website frequently for further updates and information. On behalf of the Board of Commissioners and staff of the Wheeling Park District, thank you for your patience and understanding. We consider it our privilege to serve you in parks and recreation. We are all excited to see you when you visit the Community Recreation Center, work out at the Health & Fitness Center, participate in our programs, play a round of golf at Chevy Chase or Rob Roy, and explore our parks and playgrounds. WHAT DOES IN-DISTRICT/RESIDENCY MEAN?

In-district means you live within the Wheeling Park District boundaries. In addition, all children enrolled as students in School Districts 21 and 23 are granted in-district resident rates. For a complete explanation of these terms, please see page 30. If you have never used our registration system and want to qualify for In-district resident fees, please stop by the Guest Service Desk at the CRC and show proof of In-district status. Valid drivers license, utility bill, copy of lease or mortgage agreement are acceptable forms of proof. Out-of-district / non-resident guests are always welcome to take part in programs and activities.

HEALTH & SAFETY PRECAUTIONS The Wheeling Park District is currently operating under Phase 4 guidelines of the Restore Illinois Plan (Region 10), allowing the district to offer limited programs and events, and open some of its facilities with additional operational guidelines. For the safety of all guests and staff, the District has instituted the following measures with the guidance of city, state and federal health authorities. MASKS AND FACE COVERINGS All guests over the age of 2 and staff are required to wear a mask or face covering in all indoor facilities including, but not limited to, visiting the Guest Service Desk, walking to and from a program or activity, entering and/or exiting a facility, waiting for a child or guest requiring assistance who is currently participating in a program or activity, and using the restrooms. All guests visiting a District facility are responsible for bringing their own mask and/or face covering. Health & Fitness members may only remove their masks and/or face coverings while actively exercising or working out on a machine or piece of equipment inside the Health & Fitness Center, or when participating in a group exercise class. In these instances, guests must maintain at least a six foot distance from others.

SELF SCREENING All guests and staff cannot participate in any program or activity if they have any of the following COVID-19 symptoms or if they have been exposed to COVID-19. If a house member is awaiting results, please stay home until results are confirmed negative. C0VID-19 SYMPTOMS • Loss or decrease in the sense of taste or smell • Fever - Temperature of 100.4 or higher, or chills • Muscle, head or body aches • Shortness of breath • Cough and/or congestion • Runny nose • Fatigue • Nausea, vomiting or diarrhea

C0VID-19 EXPOSURE • Living in the same household as a sick person with COVID-19 • Caring for a sick person with COVID-19 • Being within 6 feet of a sick person with COVID-19 for about 15 minutes • Being in direct contact with secretions from a sick person with COVID-19

SOCIAL DISTANCING All guests must maintain at least 6-feet physical separation between themselves and others around them, including other guests and staff.

HAND WASHING / SANITIZING Facility patrons and staff are recommended to frequently wash their hands often with soap and clean water for 20 seconds or longer, especially after contact with public surfaces. If hand washing is not possible, it is recommended the use of alcohol-based hand sanitizers (with at least 60% alcohol).

GROUP SIZES & CAPACITY LIMITS Current group gatherings are limited to 50 people. Please note that to ensure the safety of staff and participants, many district programs and activities have a lower class limit based on room size and type of activity.

CLEANING & COMMON AREAS In addition to regular daily cleaning, all Wheeling Park District facilities are aggressively disinfected, including doorknobs, rails and high touch areas. Open facilities also provide restrooms for hand washing, as well as hand sanitizers. All lounges and other gathering areas are closed to the general public. Only registered participants in a program or activity and one additional caregiver are allowed inside indoor facilities.

ADDITIONAL GUIDELINES Additional guidelines and restrictions may apply to specific facilities, programs and activities. The District will closely monitor the guidelines and recommendations set forth by federal, state and local public health organizations, and will continue to post updates on the District's website, www.wheelingparkdistrict.com to keep guests informed of any changes as quickly as possible. The District reserves the right to deny participation or entry to any participant or guest due to noncompliance or for exhibiting (or visually appearing) to have any of the mentioned symptoms.

Join us for the live performance of Mellencougar, the premier John Cougar Mellencamp tribute band who’s sound is spot on! Join us for a Drive-In Movie Night to view the classic Halloween movie Hocus Pocus (PG)! Cars will be parking in the Heritage Park Performance Pavilion parking lot. Each vehicle receives one parking space and adjacent space for safe social distance tailgating. Preregistartion is required. Cars can begin parking at 7:30 pm. Movie begins at 8:00 pm. We will also be collecting items to be donated to the Wheeling Township Food Pantry. AGE

DRIVE THROUGH - TRICK-OR-TREAT FOOD DRIVE Location: Community Recreation Center Preschool Drive Through

Many families in our area rely on the Wheeling Township Food Pantry and have seen a significant usage increase since March 2020, serving over 1400 residents per month. Additionally, 25% of families who currently used this service are first time users. The Food Pantry is part of a not-for-profit organization named the Wheeling Township Emergency Fund, Inc. Join us in the fight against hunger by participating in the Wheeling Park District's Trick-or-Treat Food Drive. SPECIAL EVENTS BOONANZA TRICK-OR-TREAT TRAIL Location: Heritage Park Performance Pavilion Registration Deadline: 10/22 - No Day of Registration

Dress in your costume and spend a bewitching time filled with spook-tacular fun! Enjoy the Trick-or-Treat trail with some of your favorite characters and goodies for all. Each child will receive a bag to collect their goodies and with a craft to take home. The trail will end with a pumpkin patch for each child to bring a pumpkin home to decorate. Only children need to be registered, but to keep group sizes to a minimum only 2 adults are allowed per family. Min/Max: 20/50 per group. AGE

SOCCER YOUTH SOCCER Location: Horizon Park and Heritage Park Registration Deadline: 9/13 Team up with the Wheeling Park District to play soccer! The program strives to provide a fun and safe atmosphere in which children can learn respect, sportsmanship and soccer skills. Players will progress each week learning different fundamentals and skills of the game of basketball. Drills will incorporate fun and the skills needed to properly shoot, dribble, pass and elevate each player's game level. Sessions will stress the importance of team work and communication. NEW! The Wheeling Park District is offering safe and effective training for youth athletes looking to enhance their abilities. Take the challenge to reach maximum performance working out with certified personal trainers. The program will meet once or twice a week and utilize all facilities at our unique Heritage Park Campus including the Health and Fitness Center, Heritage Park Sports Complex turf fields, the hills at the Performance Pavilion and more. The program will not only make you faster and stronger but gain confidence and improve overall athleticism. Most classes will be held outdoors with participants safely socially distanced. VOLLEYBALL ADULT SAND VOLLEYBALL FALL FRIENDLIES Location: Familly Aquatic Center Sand Volleyball Courts Registration Deadline: 9/13

Play Volleyball this fall with the Wheeling Park District. All players will register individually. Drop in scrimmages will be played at the sand volleyball courts at the FAC. Players will be put into teams (no divisions) and friendly scrimmages will be played each week. No official referee will be provided and no prizes will be awarded. This is an opportunity to play volleyball and socialize with other teammates and players. Upon registration you can write in a team name if you choose to be grouped together. DAY

TAE KWON DO TAE KWON DO Location: CRC (Tuesday/Thursday), Weiss Center (Monday/Wednesday) The Midwest Academy of Tae Kwon Do is dedicated to building self confidence, discipline and respect for others. Classes are taught by Master Dan Valin, 7th Degree Black Belt, and his staff of certified black belts. Their staff consists of certified instructors with the Midwest Martial Arts League, the United Tae Kwon-Do Alliance, and the International TaeKwon-Do Federation. TaeKwon-Do is the primary art but the class also incorporates Jiu-jitsu and Hapkido in the curriculum.

Beginning Students (Beginners to 1 year training) This introduction to basic skills and techniques is structured around the student’s abilities in order to develop a sound foundation and understanding of the application and theory of TaeKwon-Do. Intermediate Students (1-3 years training) Higher level techniques, advanced self-defense and sparring drills are introduced in order to challenge students to excel and develop the self-confidence to accomplish any goal. PRESCHOOL 'TO GO' Preschool “To Go” will consist of a box/bag that would be picked up each Friday (or arrangements can be made for other days and times) that would consist of: weekly themes, crafts, academic worksheets, calendars, hands-on-activities, STEM activities and more. The first box will include basic supplies including, but not limited to: crayons, child safety scissors, glue sticks, paint brush and water color palette. SCHOLARSHIPS SCHOLARSHIPS FOR RECREATION PROGRAMS

Scholarships for recreation programs may be available to Wheeling Park District residents whose households meet specific criteria. Details on the program are listed on the right.

TO APPLY FOR A SCHOLARSHIP

Pick up an Application for Recreation Programs Scholarship form at the CRC Guest Service Desk or download a copy from our website.

Return the completed application and required documentation to the Guest Service Desk, along with a completed program registration form, as well as a photocopy of the participant’s birth certificate (if under age 18). Submitting an application or qualifying for a scholarship is not a guarantee that the program request will be honored. Applications will be reviewed in the order in which they are received. Allow a minimum of seven business days to receive notification of the decision.

CRITERIA

1. Applicants must reside within the boundaries of the Wheeling Park District. 2. Documented proof must be presented that one of the household’s principal providers is actively serving in the military; or a complete and accurate copy of the prior year’s Federal income tax return filing (with all social security numbers redacted), including all W-2s, must be submitted to verify that the household meets the poverty-level standards defined by the U. S. Department of Health and Human Services. The Executive Director may consider extenuating circumstances and award scholarships to those individuals who do not consistently meet the established criteria.

LIMITATIONS

An eligible participant will be limited to scholarships for: 1. No more than fifteen (15) days of summer camp annually 2. No more than two (2) seasonal recreation programs per year Contractual programs not conducted by Park District staff, trips, cooperative programs, punch-card programs, memberships, and private lessons are ineligible for scholarships.

PARTICIPANT CO-PAY AMOUNT

Eligible participants must contribute to the cost of the program by making the following co-pays: 1. Seasonal Recreation Programs – 25% per participant 2. Summer Camp – 50% per participant 3. Summer Camp Swim Lessons – 50% per participant 4. Summer Extended Camp (Before/After Care) – 50% per participant 5. Preschool – 50% per participant 6. Before and After School Recreation – 50% per participant

FUNDING

The amount of scholarships available each year shall be determined during the Park District’s annual budget process. Additionally, net proceeds generated from designated events may be dedicated to support this program. Should scholarship requests exceed available funds, it will be at the discretion of the Executive Director to provide additional scholarships.

IMAGE RECORDING DEVICES

Periodically, photos and video of Park District programs and activities, classes or events, and properties are used by WPD for marketing materials including electronic, print, video and audio channels and online. By registering for a class or attending or participating in an activity, or using WPD property, you authorize use of your image or your child’s for Park District purposes without prior notice or permission and without compensation. LIGHTNING PREDICTION LOCKER ROOMS The locker room is an amenity available & WARNING SYSTEMS By measuring the amount of electrical charge in the atmosphere, Thorguard Warning System predicts with a high degree of certainty the probability of a lightning strike within a covered area. This system warns guests and staff with a horn and strobe system when a lightning strike hazard is present. Areas served by Thorguard include Heritage Park, Family Aquatic Center, CRC and all adjacent areas and neighborhoods. The system is intended to warn guests and staff of probable lightning hazards in the area so lightning-related injuries and deaths can be avoided. Since Thorguard is a lightning prediction system, it is possible for the warning system to be activated even when weather conditions do not seem to indicate lightning is present. Be assured that these warnings are accurate and must be followed to ensure personal safety. Two distinct signals sent out by Thorguard: RED ALERT External warning horns blare for 15 seconds and strobe lights begin to blink. This signifies a lightning hazard in the area. All outdoor recreation activity should be suspended and guests and staff should seek appropriate shelter, preferably indoors. ALL CLEAR External warning horns give three consecutive blasts lasting 3-5 seconds each. This means the lightning hazard has left the area and it is safe to resume

normal activities. Chevy Chase is protected under the WeatherBug lightning detection system.

LOUD MUSIC & ALCOHOL Loud music and outside alcohol are not permitted on any Park District property.

VANDALISM

The Wheeling Park District has experienced a tremendous amount of vandalism. This vandalism in our community has included acts of arson, destruction of playground equipment and landscaping materials, destruction of bathroom fixtures, stolen materials and graffiti. Vandalism affects residents and other guests when bathrooms are closed, playground equipment is under repair and amenities are not available for use. Vandalism is costly to repair and results in higher insurance costs. In order to ensure the safest parks and facilities possible, we need your help. We ask that when you see or hear about vandalism or something that may be unsafe, such as broken playground equipment, or anything else that you feel may be hazardous, please call 847-465-3333 or complete the online Report a Problem form under the Parks and Facilities tab.

NO SMOKING

Smoking is prohibited in all wooded areas on Park District property and within 100 feet of any point of a soccer, baseball and football field, any outdoor court and all Park District buildings.

PARTIES & RENTALS RENTALS Host your next party or event with the Wheeling Park District!

From indoor and outdoor water parks to large general-purpose rooms to park shelters, we have a variety of great spaces available to meet your needs. Please note that due to COVID-19 guidelines, rentals are limited to a maximum of 50 guests.

Outdoor Park Permits

For all groups of 10 or more, and/or to guarantee park shelter availability, a park permit should be obtained from the Wheeling Park District at least one week prior to requested date. Please complete the Outdoor Permit Application available online or at the CRC Guest Service desk. See page 36 for a description of our parks and available amenities. BASED ON THE CURRENT PHASE 4 GUIDELINES OF THE RESTORE ILLINOIS PLAN, PARK RENTALS ARE LIMITED TO 50 GUESTS.

INDOOR CRC ROOM RENTALS The Community Recreation Center (CRC) has a variety of rooms for all your event and party needs. Kitchen facilities are available to all guests renting a room for an additional fee, which includes access to a refrigerator, sink, microwave, oven, and stove top. Our newly renovated kitchen is available for individual use, for an additional charge of $30. Please see the CRC Rental Request form available online or at the CRC Guest Service desk for all fee information.
