Don’t forget too that it is a leap year, so it is role reversal on Leap Day 29 February when tradition has it that women can propose to men! with ASTIN’S ESTATE AGENTS

Most of you will know that Chancellor George Osborne announced a new additional 3% stamp duty rate for landlords and second home owners in the Autumn Statement as part of the government’s plan to boost home ownership by dampening the buyto-let market. Whilst this is currently still at the consultation stage and will be until the 1st February, general opinion is that there are likely to be few changes before the new rules come into effect on the 1st April. So what does this mean to the owners of property in Whitby and its surrounding area? There is no simple answer – the laws of supply and demand, interest rates, the weather are just some of the many factors that can affect the housing market as well as interference by the Government through legislation.

I would first suggest that anybody who is considering buying or selling should take it upon themselves to look what the likely changes are to be. You can do this by looking on the Government website www.gov.uk - a quick search will lead you to the consultation document and this should give you all you need to know and some different scenarios of how the new legislation will be effective when it is brought in. It may affect the decision you make For the vast majority of people in Whitby where the house they live in is the only home they

own, the legislation probably will not affect them – they are moving from one residential home to another, with those type of property being attractive to those buyers.

However whilst Whitby does not have a vast buy-to-let market what it does have is a big second home, holiday cottage market and these will undoubtedly be effected. If you are looking to sell your investment property this year I can only see one outcome of this legislation if all other factors remain the same – prices will stall and possibly drop in the short term before recovering later in the year. In my opinion buyers always have a certain amount of money to make a purchase, which may include the costs of solicitors, possible moving costs, possible stamp duty, etc, etc – so if they have to pay extra stamp duty it is only go to come from one place – the amount they can offer on the property they wish to purchase. New properties coming onto the market may factor this in and hope an increase in the asking price, which would be necessary to reach the prelegislation value, doesn’t stop people viewing. For those already on the market it is certainly something to think about when considering any offer that might come in or if the property isn’t selling and they are considering the options of what to do next. Whether this will affect prices we will have to see, as I said before there are many other factors which can a have contributory effect on prices, not least the lack of available properties most agents are currently experiencing. What is most important is that if you are considering selling make sure you thoroughly talk it through with your local independent agent, someone who has your interest at heart.

Changes were announced last year in the government’s Autumn review with regards the payment of stamp duty. Higher rates of Stamp Duty Land Tax will be charged on additional residential properties, such as buy-to-let properties and second homes, bought for over £40,000. The higher rate will be 3% in addition to the current stamp duty rates. Therefore, now is the ideal time to purchase an investment property, but you will have to be quick as the changes will come into effect on the 1st April 2016.

As the mouth is the first part of the gastro-intestinal tract, studies have shown that horses that have routine dental care are less likely to colic. Dental problems can also lead to increased chances of choke, gastric and mouth ulceration. egular dental checks can also lead to increased longevity and comfort for your horse. Horses, being prey animals, are extremely good at disguising even severe and painful dental disease by adapting the pattern of eating as a survival mechanism in the wild. Without thorough investigation of the mouth these often unrecognised diseases continue to develop, which could have been prevented and managed with early diagnosis and treatment. As with all disease, prevention is better than cure.

Every horse should receive at least one dental examination a year, and this is easy to include at the time of vaccination. Some horses needed more regular work due to conformational issues or degeneration with age. A horse s mouth is continually changing, with the most changes happening as the horse starts its working life between 2 and years of age and again as the horse becomes geriatric. A routine check-up should involve * omplete maintenance of the mouth including rasping, reduction of any sharp points and balancing the mouth, * Identifying problems such as gaps between the teeth that can pack with food leading to peridontal disease and even tooth root abscesses and sinus infections, exposed tooth roots. * Treatment and management of diagnosed oral disease, which may include removing diseased teeth. urther diagnosis can require imaging such as oral endoscopy and x-rays.
