Cr Massoud also highlighted the importance of supporting the hardship in our community through Council and active volunteering organisations and the importance of supporting and uplifting businesses, particularly post COVID. “I am honoured to have been elected as Mayor of Whitehorse City Council. I’m pleased to represent such a vibrant community, with many exciting projects and initiatives that I look forward to supporting in the coming year.” she said. Cr Massoud thanked outgoing Mayor Cr Mark Lane and outgoing Deputy Mayor Cr Prue Cutts for their service over the past 12 months. Both will continue as representatives for Mahoneys Ward and Simpson Ward respectively. Cr Massoud and Cr Davenport will serve in their new positions until 26 October 2024, when Victorian councils including Whitehorse will hold their scheduled Local Government elections. Book in for your immunisations in 2024 We’ve just released our schedule for child immunisations next year, which we offer for free as part of the National Immunisation Program.

The sessions will be held in three locations - the Willis Room at our Civic Centre in Nunawading, the Box Hill South Family Centre, and the Burgess Family Centre in Box Hill North.

Team SPEED’s silver success Congratulations to Parkmore Primary School’s SPEED trio - Jake, Seb and Emily – for their efforts to reduce soft plastic use in the community. Since they visited and spoke at a Council meeting in September, the trio competed in the Future Problem Solving Program’s national finals in Brisbane. They finished second in the junior division of the Community Problem Solving Awards category and were the only team from a non-private Victorian school to qualify for the national finals. The trio also made a big impact with their Wrapper-Free October competition at their school. They have reduced the amount of soft plastics in their classmates’

Working for Whitehorse Meet Alex Kaszubski – Council's Economic Development Officer. She works with business owners throughout Whitehorse to provide them with support, opportunities and mentoring, and serves as Council’s liaison with business owners on key issues impacting them. Alex joined Council in 2017 and worked in our Aqualink team in Memberships and Customer Service before she moved into her current role. She leads initiatives such as our Think Local Buy Local program throughout the year, and our Festive Windows activation which is taking place

in parts of the city this month. “In Economic Development, it is said that ‘a rising tide raises all boats’. Our team focus is to ensure the continuation and development of a thriving business community through a range of services including business facilitation, mentoring and workshops,” she said.

Alex and the team are developing an Investment and Economic Development Strategy and will invite community feedback in early 2024.

They also advocate for the best outcomes for businesses who could be impacted by Victorian Government projects such as the Suburban Rail Loop.

Mayor Denise Massoud said Whitehorse is proud of its cultural diversity.

Alex and her team also lead Council’s Placemaking program, which assists in activating shopping strips to welcome and connect the community.

“Becoming a member of Whitehorse Welcoming Cities also supports our Whitehorse 2040 is a Welcoming Community Vision and how to address being a Diverse and City! Inclusive Community.”

Welcoming Cities is part of Welcoming Australia, a network of local councils that strive to create an Australia where everyone can belong and take part in social, cultural, economic and civic life.

“Many of our local businesses are family-owned businesses who form the backbone of our local economy and who themselves support our thriving and diverse community,” she said.

Advocating for Whitehorse It’s been a big year for advocacy at Whitehorse City Council. We want to acknowledge the collaborative efforts of community groups, residents and businesses who all contribute to our advocacy work. It has led to excellent outcomes for our community in 2023, including:

▪ A strong community voice to minimise impacts on the

Whitehorse community from the Victorian Government’s Big Build projects. This included working closely with residents, community groups and Council’s Disability Advisory Committee and Reconciliation Advisory Committee. ▪ Development of new community spaces. Our advocacy during the Mont Albert Level Crossing Removal project led to significant community infrastructure wins. These included the construction of a new urban plaza in the Mont Albert Village shopping precinct, the restoration of the old Mont Albert railway station, and a new play space and open space in Lorne Parade Reserve. ▪ Environmental protection. Speaking up to protect our much-loved trees and public spaces has resulted in the Victorian Government promising 400+ new street and park trees to be planted in Whitehorse. ▪ Collaborative partnerships. New and continued partnerships with other councils and groups on issues including waste, sustainability, planning and housing. ▪ National and state advocacy. Telling Whitehorse’s story and advocating for more investment into our community with the State and Federal governments, including attending the Australian Local Government General Assembly in Canberra.

Our response to North East Link consultation Council has responded to the Urban Design and Landscape Plan (UDLP) for a section of the North East Link, stating on behalf of our community that we cannot support the proposed plan in its current form. The plans were released by the State Government in October and largely involve the widening of the Eastern Freeway between Burke Road, Kew and Tram Road, Doncaster. They involve adding extra lanes on the freeway at the expense of surrounding open space in Whitehorse and nearby municipalities, including the Koonung Creek Parklands. Residents living between Sweyn Street in Balwyn North and Station Street in Box Hill North are set to be impacted by the works for up to four years. Councillors unanimously approved Council’s response to the UDLP at their meeting on 13 November. Among the matters which we want the State Government to address are: ▪ Reduce the width of the Eastern Freeway widening.

▪ To provide a cohesive and

well-integrated design that the Whitehorse community can be proud of for years to come. ▪ Tangibly demonstrate that the noise, air quality and other environmental concerns of the community have been addressed, inside and outside of the project’s boundary. ▪ Increase the tree canopy replacement rate to three trees for every tree removed within Whitehorse. ▪ Upgrade the full length of the Koonung Creek Trail, not just the sections impacted by the works. ▪ Provide new open space to compensate for the loss within Koonung Creek Parklands. The North East Link Program is currently reviewing submissions made by Council and other community members during the consultation period. The UDLP is set to be finalised in early 2024. Positive Ageing survey update Thank you to more than 920 people who completed our Positive Ageing survey. The survey closed on 30 November and it was fantastic to receive so many responses. Congratulations to three lucky survey participants who won a $100 Visa gift card for taking part. We’re currently analysing all of the responses, which will help us develop our new Positive Ageing service. Look out for more news in early 2024. Get ready to create the Tally Ho structure plan with us Tally Ho is designated as a Major Activity Centre (MAC) in the State Government’s Plan Melbourne 2017-2050 strategy.

Council has commenced work on a structure plan for the Tally Ho Major Activity Centre – which will guide future land use planning for the precinct and ensure it meets its potential.

The MAC is located generally around the Burwood Highway/Springvale Road intersection and includes the Tally Ho Business Park, which is a key office park and technology hub in the eastern suburbs, providing around 3750 jobs.

The structure plan will also be used as a key document when considering changes to Whitehorse's Planning Scheme – this could include zoning changes, revisions to planning controls, and other actions relevant to achieving the activity centre’s vision.

But it’s not just jobs and technology which make Tally Ho such an important precinct. Other key landmarks located within the activity centre include East Burwood Reserve, Eastern Health’s Peter James Centre and the Burvale Hotel.

The community and stakeholders will have a chance to provide input into the structure plan and consultation will begin in early 2024.

Celebrating our amazing Whitehorse volunteers This month, with International Volunteer Day falling on 5 December, Council is thanking our incredible volunteers who dedicate their time and energy to make a positive impact in our community. Whitehorse volunteers are educators, gardeners, event planners and gallery attendants. We also have a dedicated team of volunteer committee members for Youth, Arts, Cultural Diversity, Parks, Reconciliation and Disability Advocacy. Whether you've been lending a helping hand for years or are new to our volunteer family, your contribution is invaluable. We’ll be celebrating the generous contributions of all of Council’s volunteers with a special invite-only function on 6 December. We will also pay tribute to two mainstays of Council’s volunteering programs, Mary Burgess and David Inglis, who have retired after 50 years of service. Council congratulates Mary and David on their amazing milestone and thanks them for their enormous contributions over the past 50 years.

This December, Box Hill Community Arts Centre celebrates International Volunteer Day and International Day of People with Disability by acknowledging our valuable partnership with local organisation Alkira.

Mary began volunteering for Meals on Wheels in our city in 1973. Every fourth Wednesday for the past 50 years, Mary has delivered meals to those in need across Whitehorse, and helped raise the spirits of isolated community members.

Alkira is an important community organisation which has ensured people with disabilities belong in and actively connect with the community for more than 60 years.

When her three children were younger, they would join her delivering the meals on their school holidays.

Every Thursday, Alkira participants volunteer their time in the centre’s garden – tidying, pruning, raking and planting. They even supervised a pair of fledgling Lorikeets who had fallen from their nest. Council and the centre’s team are extremely thankful for the Alkira volunteers’ efforts in beautifying our garden. Nothing is too much trouble for them, and they have made a significant difference over the past 18 months. More volunteers wanted! Do you have a passion for the arts, heritage or gardening? Your passion can make a difference to our vibrant and creative community at two great council venues. Box Hill Community Arts Centre needs volunteers to help the centre through gardening or supporting its creative classes, workshops and exhibition programs. Meanwhile, over at the Strathdon House and Orchard Precinct in Forest Hill, volunteers are also needed to help with the kitchen garden, heritage research and front of house duties. Mary completed more than 600 shifts and delivered more than 9000 meals during her 50 years with the service.

David Inglis David commenced volunteering in Whitehorse in 1973 as a bus driver – taking elderly citizens to bingo and other activities. For the last 49 years, he has been a member of the Wandinong Sanctuary Parks Advisory Committee and also served as its treasurer for many years. The sanctuary is in Blackburn, and David has made an incredible and long-lasting contribution to its development and upkeep.

Festive fun in your local shopping precincts The popular Whitehorse Festive Windows display is back again this year! We invite you to take a stroll through Blackburn Station Village and Mont Albert Village during December to view the stunning window art painted by talented local artists Lou, Emma and Sophie. They’ve put their unique designs on the windows of more than 60 shops across both precincts. Take some pictures of your favourite designs and share them on social media, using the hashtag #WhitehorseWindows. While you’re there, stop for a cuppa or a snack from your local traders, and get some Christmas shopping done all in your local shopping strip. Free Christmas Tree Collections Wondering what do with your Christmas Tree after Santa’s visit on 25 December? Council is again offering free Christmas tree collections from your home. The collection service will begin three days after Christmas on 28 December and continue until the end of January. Only genuine Christmas trees can be collected – plastic trees are not recyclable – and there is a limit of one tree per household. Bookings open from 19 December at our contractor’s website – head to whitehorse.cleanaway.com.au Another option is to cut up the tree into small pieces and place it in your green lid FOGO bin. Remembrance Day was celebrated at the Blackburn cenotaph with a moving ceremony by our local RSL group and President Peter McPhee. The Round, our new performing arts destination, has opened and I have experienced many positive comments from the community. The diversity of offerings in the program is amazing and the new season for 2024 will be unveiled shortly. The “Underground Cabaret” is an exciting new offering and the foyer at The Round is open and offering tea, coffee and food so it is a great spot to meet friends and the parking is easy. There is also a happy hour on Fridays 5pm-6pm. For parents check out the school holiday program both at The Round and also activities at our community facilities and parklands. Lastly, I want to congratulate the Blackburn Tennis Club and coach Andrew Caldwell for continuing the weekly all abilities tennis program for small groups and individuals. I have included a photo showing the fun they are having. Best wishes for the Festive Season.

Citizenship Citizenship ceremonies remain a highlight of being Mayor with many excited people committing to Australia and its people. For the first time we recently held a double ceremony at Town Hall. One in the afternoon and then one in the early evening. What a fabulous day! Welcome to all those who have become new citizens, I look forward to the ongoing involvement you have within our community. Community Group Tipping Vouchers Not long ago I had a Notice of Motion (NOM) raised in council to retain the Community Tipping voucher grants in some capacity. Thank you to Cr Carr who moved the NOM on my behalf it was greatly appreciated not only by me but by the community groups who are affected. Council has submitted a response to the recent release of the SRL Precincts Discussion Paper for both Box Hill and Burwood.

On 24 September, Friends of Gardiners Creek Reserve facilitated a ‘meet the pets’ event at Gardiners Creek for the students in residence at Deakin, where students interacted with pet dogs and spoke with local community members. Congratulations on this initiative, and I look forward to seeing what’s in store for 2024.

Given the scale of the project, it is imperative that Council is a partner in this process, that our input and the voices of the community that we represent, are not eroded. Why not bring the family down for a game of mini-golf and enjoy a BBQ while you’re there? By the time this edition of the WH News is printed, we will have a new Mayor and Deputy Mayor. This month I would like to compliment all the Secretaries out there, especially the ones who volunteer their services for our community groups. I am the Secretary for one of these clubs and the workload and time needed to collate all the reports for a forthcoming AGM is incredible. Mind you, I love it, but it certainly takes up a lot of time, so my hats off to all secretaries donating their time to a good cause.

‘Tis the season for sustainability It’s summer, it’s the festive season, and we’re leading into a new year – a perfect time to minimise your environmental impact for a sustainable season. Our waste and environmental sustainability teams have put their heads together and come up with their top tips for you to try: ▪ Ask for no gifts: they could donate to your favourite cause on your behalf or buy you a membership to your favourite streaming service, sports team or another form of entertainment instead. ▪ If you are gifting, homemade and edible items are a great idea. A cookie mix in a reusable jar is simple to make up, tastes great and looks really festive. ▪ Speaking of edible, plan the festive menu with your guests and ask everyone to bring a dish. Get them to bring it in a reusable container so they

can take lovely leftovers home to enjoy later. ▪ Craft your own bonbons. Grab a useful toy and some silly hats from an op shop, and Google jokes and fun facts online. ▪ Get creative with your tree. Create one with branches from the garden or decorate a pot plant rather than buying a new one. ▪ Give a gift of Indigenous plants from your local plant nursery. Green Living Champion – Kayla from Precious Plastics, Mitcham Kayla co-owns local business Precious Plastic Melbourne with her husband Piers, which is based in Mitcham. She describes her business as a ‘micro-recycler’ which specialises in turning plastic waste into high-value items. “We've always been incredibly passionate about sustainability,” Kayla said. “As parents, creating impact in this space allows us to feel like we're doing our small bit for future generations. “The other thing we love about what we do is the creativity - we feel lucky to have been able to combine creativity with sustainability and turn it into a very motivating and fulfilling day job!” Kayla said it was important “not to allow yourself to be overwhelmed when it comes to making sustainable changes. Changing habits takes time, so it's ok to start small.” Here’s some tips from Kayla for people wanting to make some sustainable changes at their workplaces: ▪ Appoint a team member as your sustainability lead to help drive change. ▪ Start with a few changes that are simple to make and implement them. Celebrating great local businesses More than 200 local businesses and community leaders came together at The Round in late October for this year’s Whitehorse Excellence In Business Awards.

Be prepared this bushfire season Summer has arrived – and with high temperatures comes the added risk or possibility of bushfires. Bushfires in Victoria are more common in the hot dry months. They can start from lightning strikes, but more often than not, they are accidentally or deliberately lit. All Whitehorse residents need to have a plan in place to protect your lives, homes and the environment around you. Here’s some important tips:

▪ If a bushfire breaks out near your area, monitor conditions and

advice by listening to ABC 774AM on radio or alerts through the VicEmergency app on your phone or tablet. ▪ If there is a catastrophic fire warning for your area, leave as early as possible and follow your emergency plan. If you are going on holidays, check the local emergency management arrangements. ▪ Aways follow the advice and instructions given by emergency services and keep the roads as clear as possible for personnel. ▪ Never drive if you can see smoke or fire. Thick smoke will make it hard to see and traffic jams and accidents are more likely. ▪ If a grassfire starts near you, walk at least two streets back from the fire. If you live two or three streets away from grassland and a grass fire starts, stay where you are. Grass fires are unlikely to spread into built-up areas. Hosted by comedian, radio host and TV personality Anthony ‘Lehmo’ Lehmann, more than 20 awards were given out, with Quest Mont Albert taking out the 2023 Overall Business Excellence Award. The awards are open to all businesses which operate in the City of Whitehorse and recognise innovation, business growth and development, new business initiatives, continuous improvement, and business planning methodology. The awards are managed by the Whitehorse Business Group Board with the judging panel consisting of independent judges. While there can only be a handful of winners, all businesses benefit from entering the awards. By addressing the criteria on the nomination form, each business undertakes a self-assessment process which identifies where the business is positioned in relation to several key management outcomes. Council congratulates all the nominees and winners of this year’s awards.
