Special September/October edition of Whitehorse News

September and October will be exciting months for events in Whitehorse.

The next edition of Whitehorse News will cover 2 months of content and have a special ‘What’s On’ theme. In this expanded edition, you will find a guide to the Whitehorse Seniors Festival, a feature on our Heritage Week program, and details on many other activities, events and performances coming up.

This special September/October edition will be available from early September until late October. You will be able to get your copy from all our usual distribution points, or you can scan the QR code and sign up for free home delivery.

Our usual monthly print editions will return from November.

New look Valuation and Rate Notice coming for 2024/25

You will receive your 2024/25 Valuation and Rate Notice this month in the mail or via email.

It will contain information regarding your property details and valuation, payment options and information about your legal rights and obligations. You will also receive information in a brochure about rates and charges, new payment options and services.

More flexible ways to pay

We are excited to offer a new way to pay your rates, with the flexibility to make smaller, more regular payments on a specific date or day of the week to suit you. Further information will soon be available on Council’s website.

Apply for duplicate notices

You can now apply for duplicate Valuation and Rate Notices and financial statements. Please note fees now apply.

Stand for the 2024 council elections

Victorian councils, including Whitehorse, will hold scheduled local government elections on Saturday 26 October.

Elections are held every 4 years. The elections are an opportunity for Victorians to elect the candidates who they think best represent, at the local level, their vision and interests for a better, stronger and more sustainable future.

The Municipal Association of Victoria is conducting information sessions for anyone who is interested in standing for October’s elections. The next available session is on Monday 19 August, hosted by Manningham City Council. To register, visit mav.asn.au/stand-for-council-2024

Plan for Victoria

There is still time to provide feedback on the Victorian Government’s new draft planning strategy called Plan for Victoria.

The Plan will establish how 800,000 new homes can be delivered over a decade to accommodate population growth. This could have significant impacts in the east of Melbourne.

You can give initial ideas to the State Government on four topics including affordable housing and choice, equity and jobs, thriving and liveable suburbs and towns, and sustainable environments and climate action. You can also comment on the recent release of housing targets for each municipality, including a proposed 79,000 additional dwellings for Whitehorse by 2051, which is more than double the number of homes in our municipality currently.

In addition to being part of a regional submission with the Eastern Region Group of Councils, Whitehorse City Council will be preparing a separate submission that will be considered at a future Council meeting.

Tell us what you think about our Open Space Strategy

Whitehorse is home to more than 350 parks, 170 playgrounds and 20 bushland reserves.

These precious green spaces are vital to the health and wellbeing of our community and our environment.

We have developed a Draft Whitehorse Open Space Strategy to help guide the protection and enhancement of these spaces over the next 15 years.

Key proposed features of the strategy include:

▪ developing new public open spaces

▪ expanding existing open spaces

▪ recommendations for each existing open space.

We are seeking your feedback on the draft strategy. We want to know if you support the recommended actions and whether you feel there is room for improvement.

We’re creating an Indoor Sports Plan to better support the needs of our growing and changing community.

We’re keen to hear from participants and clubs. We aim to develop our facilities to better cater to the needs of the following indoor sports:

▪ Futsal

▪ Netball (indoor and covered outdoor)

▪ Badminton

▪ Table tennis

▪ Volleyball

Whitehorse Community Satisfaction Survey

Whitehorse has improved and in many instances outperformed both state and metropolitan averages, in the 2024 Community Satisfaction Survey.

The survey provides insights into how our services are performing compared with other councils in Victoria. It identifies what we are doing well and areas for improvement.

We achieved an overall performance score of 66, which is considerably higher than the statewide score of 54 and metropolitan average of 63.

Compared with our metropolitan counterparts throughout the state, we achieved significantly higher ratings for waste management (74) and the condition of sealed local roads (65). In fact, we outperformed the state average in 16 out of 18 service areas evaluated.

We are committed to continuous improvement and will use the findings from the survey to identify ways we can better serve our community.

ROADS

We spent $2.45 million, with additional support from the Federal Government, to renew these local roads:

▪ Marlborough Street, Mont Albert

▪ Wallace Road, Burwood

▪ Monash Street, Box Hill South

▪ Laneway 203, Mitcham (between Haines Street and Mitcham Road)

▪ Troy Court, Forest Hill. Works included road resurfacing, replacement of driveways, gutters, and drainage improvements.

Across Whitehorse’s 637km network of roads and laneways, we invested $1.55 million into local road surface re-sheeting and $1.16 million to replace older gutters.

BUILDINGS

Vermont South Bowls Club extension

Project cost: $2.89 million

These works included an extension of the function area, a new bar space, meeting room, external decking and external access ramps and steps. Contributions from the Federal Government and club helped fund this project.

Blackburn Cycling Club upgrade

Project cost: $744,000 (State Government grant)

We completed an upgrade and extension of the Blackburn Cycling Club Pavilion. Works included a new female-friendly change room, accessible toilet and shower, an extended multipurpose/training space, upgraded kitchen facilities, a first aid and cleaner’s space and additional refurbishments.

Scout hall upgrades

Project cost: $1.91 million

We upgraded 4 scout halls to improve their functionality. Works were completed at the following halls:

▪ 1st Bennettswood Scout Hall

▪ 6th Box Hill Scout Hall

▪ 11th Box Hill Scout Hall

▪ Milpara Scout Hall.

DRAINAGE

We spent $1.82 million to renew and upgrade sections of the 867km Whitehorse storm water drainage network. This included upgrades in:

▪ Valency Court, Mitcham

▪ Grey Street, Vermont

▪ Luckie Street/Vigilant Avenue intersection in Nunawading.

Grey Street, Vermont drainage upgrade

Project cost: $61,000

In response to feedback from local residents, we removed and replaced the existing drainage with new pipe, kerb and drainage pits, and restored affected pavement, driveways and nature strips.

We spent $255,000 to upgrade gravel paths in parks, providing a safer path network for the community. We replaced the existing path surfaces to reduce washout and waterlogging issues. Upgrades were completed in Wurundjeri Walk, Yarran Dheran Nature Reserve, Gardiners Creek Reserve, Moresby Dale and Cootamundra Walk.

Poole Street Reserve, Burwood Boardwalk improvement

Project cost: $391,000

We improved safety and accessibility of the boardwalk on the western side of Poole Street Reserve in Burwood, widening it and replacing it with a new, durable, low-maintenance surface.

PATHS

We spent $3.16 million on footpath renewals across the city’s 1,175km footpath network. Council does regular asset condition assessments to prioritise these works and responds to resident requests.

Wood Park, Nunawading path upgrade

Project cost: $62,000

The pedestrian path in Wood Park was prone to flooding during rain and was upgraded from a gravel surface to a safer, more accessible and wider concrete path.

Vermont Reserve sports field renewal

Project cost: $2.03 million (partly funded by a State Government grant)

The renewal of the Vermont Reserve sports field included an upgrade to the boundary fence, irrigation, drainage, playing surface and a small extension to the sporting field. Additional safety netting was also installed, with a perimeter footpath and synthetic cricket wicket run-ups.

Hagenauer Reserve Athletics

Project cost: $400,000 (State Government grant)

We installed a new LED lighting system on the track and field at Hagenauer Reserve.

ACTIVE TRANSPORT

Pedestrian safety improvements in Box Hill

Project cost: $330,000

We improved safety by reducing vehicle speeds and increasing visibility of pedestrians crossing the road by constructing 2 new raised pedestrian crossings. These were constructed at the intersections of Station Street/Ashted Road and Station Street/Oxford Street in Box Hill. The crossings were implemented as part of the Box Hill Integrated Transport Strategy.

PARKS AND STREETSCAPES

Play space upgrades

Project cost: $774,000

We made place space upgrades at Elgar Park, Slater Reserve and Pickford Paddock.

The Slater Reserve play space in Blackburn North includes 2 slides, a tunnel slide, triple swing set, nest swing, rope climbing structure, wheelchair-friendly carousel and 2 rockers, and was funded by a State Government grant.

Basketball court upgrades at Lundgren Chain Reserve and Stephens Reserve

Project cost: $98,000

We upgraded the old asphalt basketball pads in Lundgren Chain Reserve, Burwood, and Stephens Reserve, Vermont. Both courts were replaced with a new concrete playing surface, basketball ring and netball ring.

Safety improvements at Surrey Park

Project cost: $27,000

To improve the safety of pedestrians and traffic on Surrey Drive, we installed a 45-metre safety net behind the goals on the south-east oval at Surrey Park, Box Hill.

Other active transport improvements totalling $272,000 included:

▪ safety improvements to traffic signals and pedestrian crossings at the intersection of Springfield and Williams Roads, Blackburn North

▪ a new school crossing constructed in Piedmont Street, Box Hill South in front of Kingswood College

▪ improved bike access into Slater Reserve, with a new ramp constructed at the end of Killeen Avenue, Blackburn North

Nunawading Shopping Centre streetscape upgrades

Project cost (to date): $332,000

We began a streetscape upgrade of the Nunawading Shopping Centre along the eastern side of Springvale Road, between Whitehorse Road and Walkers Road. We replaced paving, street furniture, garden beds, driveway crossovers and pram crossings. Completion of east side works is expected in 2024/25 and will be followed by an upgrade of the western side.

Arcade Road Shopping Centre, Mont Albert North landscaping upgrade

Project cost: $69,000

We improved the paving and gutters, restored street furniture, installed turf and renewed garden beds at the shopping centre.

MAJOR PROJECTS

Morack Public Golf Course Pavilion redevelopment

Project cost: $12.17 million

Morack Public Golf in Vermont South officially opened in March this year, with a rebuilt multipurpose pavilion, 28-bay driving range and mini-golf.

The Round

Project cost: $78 million

The Round, located in Nunawading, is a premier performing arts space, hosting plays, musicals, operas, ballets, children’s shows and more. This wonderful new venue opened in October 2023, and has had over 110,000 people through the doors. It is also available for venue hire.

Box Hill City Oval Pavilion upcoming redevelopment

The pavilions and other facilities at Box Hill Oval will undergo a major redevelopment, providing a multi-purpose and inclusive space for use by the community and tenant clubs. It will be redeveloped over the coming years, thanks to shared investment from Council and the state and federal governments. Nominations open for Whitehorse business awards

The 2024 Excellence in Business Awards celebrate and recognise businesses that model leadership and achieve great results.

5 Star Food Safety program

Congratulations to the team at Blue Cross – our Whitehorse 5 Star Food Safety program nominee for August.

Blue Cross offers residential, home care and respite care. It provides flexible and responsive services tailored to each client’s needs.

Manager Milassa Riley scored an almost perfect score (97 per cent) in a food safety assessment in June.

Our 2024 Community Grants recipients

Whitehorse City Council congratulates its 2024 Community Grant recipients.

This year, we provided a total of $242,136 to support a diverse range of programs, projects and initiatives. Grant categories included environmental sustainability, creativity, positive ageing, health and wellbeing, diversity and inclusion, seed funding and small equipment.

15 community groups and organisations received major grant funding of up to $10,000. The purpose of a major grant is to support larger-scale projects and services

that will significantly benefit the Whitehorse community and deliver positive health outcomes.

Council is excited to see so many community groups doing diverse and valued work in the community. These programs create connections, provide people with a sense of belonging and enhance community health and wellbeing.

Positive ageing upcoming events

Dementia Action Week event: Monday 23 September

This event invites community members, caregivers and healthcare workers to learn more about dementia, its progression and management strategies. We will discuss dementia signs and symptoms, identify preventive measures and learn what is in your control. You will also hear from guest speakers about diet, social connection and more.

Eastern Emergency Relief Network – the great recyclers using renewable energy

This month’s Green Living Champion, Eastern Emergency Relief Network (EERN), started from humble beginnings through the actions of Keith Rooney, a former Councillor and Mayor from Nunawading Council.

Keith used to rescue useable furniture from hard rubbish and store it in his garage for people in need. EERN has grown substantially and now operates out of two large factories. It also services 115 partner agencies. Quite often, the clients are domestic violence survivors or have significant financial issues due to homelessness, refugee status or long-term unemployment.

As a not-for-profit organisation, EERN ticks a lot of boxes when it comes to sustainability. It keeps useable items, such as furniture, electrical appliances, whitegoods and other household items, out of landfill by rehoming them and providing them to people in need. EERN has also made a huge effort to reduce its reliance on fossil fuels by installing solar panels on both its factories and removing gas heating. The installation of infrared heating was made possible through Whitehorse City Council’s Community Grant program.

Rehome your good-quality household items

Whitehorse residents can donate household items for redistribution through Homecycle, a collection service that rehomes gently used household goods.

This collection service will run from Wednesday 7 August to Monday 21 October. Acceptable items in good condition include:

▪ furniture

▪ whitegoods (limited items)

▪ electrical appliances

▪ clothing and accessories

▪ toys

Council switches to 100% renewable electricity

Council is now powering its community assets with 100% renewable electricity.

From street lighting and buildings to barbecues, this switch contributes to reducing our environmental impact and creating a healthier place to live. It also delivers long-term financial benefits. This changeover will reduce Council’s greenhouse gas emissions by more than 20% compared with 2022/23 levels. It is a key milestone in delivering our Climate Response Strategy 2023–2030 and our longer-term target of achieving net zero emissions by 2032.

Pruning keeps trees clear of power lines

Pruning will occur in Mont Albert North and Balwyn North in August.

Pruning is done in accordance with the Electric Safety (Electric Line Clearance) Regulations 2020 and also with Council’s Electric Line Clearance Management Plan.
