In April I had the pleasure of attending the healthAbility Repair Café celebration at Strathdon House.
I joined healthAbility CEO Agata Jarbin in acknowledging the wonderful work the volunteer repairers have carried out in the eight months since it opened. If you haven’t heard of Repair Café, it’s a movement of community repairing that began in Amsterdam in 2009. It started as a way of tackling the vast amounts of repairable products ending up in landfill, from furniture to electrical appliances, toys and much more. But it’s also grown into a way of passing down repairing skills to younger generations and bringing people together.

There are now more than 2500 Repair Cafés across the world. I’m delighted we now have our own Repair Café here in Whitehorse. I hope that people will think twice about throwing something out and investigate options to fix or even upcycle an item instead. The healthAbility Repair Café in Whitehorse is open the second Saturday of each month from 10am to 2pm at Strathdon House and Orchard Precinct. Thank you to everyone involved in the set-up and ongoing management of this wonderful service. You can read all about it and how to volunteer on page 6.
A Voice for the East
The Eastern Region Group of Councils – which includes Maroondah, Knox, Manningham, Yarra Ranges and Whitehorse – is joining forces to ensure our local communities are heard as the State Government undertakes a new ‘Plan for Victoria‘.
Last year, the State Government announced a goal to deliver 80,000 new homes a year, or 800,000 over a decade.
This could have significant impacts in the east, with the eastern region´s population expected to grow by 500,000 residents over 30 years. This could add to existing pressures on our environment, our housing, transport infrastructure and community services. We want to make sure the State Government considers what local communities value when it develops its Plan for Victoria. Get involved
We want the State Government to consider the particular needs of the eastern region of Melbourne. Have your say on the future of planning in Victoria from now to 2050.

Adopt a furry friend today!
Animal shelters throughout Victoria are overflowing with pets that need loving homes.
Cost-of-living pressures and changes in circumstances since COVID-19 have caused a surge in animal surrenders to council.
Council’s pound facility, Animal Aid, is located in Coldstream and is also used by other councils including Knox, Maroondah and Yarra Ranges. It has been giving abandoned animals a second chance for more than 70 years.
If you have considered adopting a new furry friend – dogs, cats or other pocket pets – now is the perfect time.
Stand for the 2024 Council elections
Victorian councils, including Whitehorse, will hold scheduled local government elections on Saturday 26 October.
Elections are held every four years. This year’s council elections are an opportunity for Victorians to elect the candidates who they think best represent, at the local level, their vision and interests for a better, stronger and more sustainable future.

IDAHOBIT day – Friday 17 May
Join us to acknowledge the International Day Against Homophobia, Biphobia and Transphobia (IDAHOBIT) in Box Hill Mall.
On this day we will celebrate our diverse community and help raise awareness of LGBTIQA+ rights and discrimination that many people in our community and across the world continue to face today.
Council supports the rights, aspirations and health and wellbeing of residents regardless of sexuality or gender identity. In our Community Vision for 2040, Whitehorse community members told us that they want to be part of an inclusive and diverse community.

The Municipal Association of Victoria is helping councils to deliver information sessions for the community and prospective candidates.

Enrol to vote in Council elections
With local government elections being held on Saturday 26 October, now is a good time to ensure you are enrolled to vote in Whitehorse.
If you have recently moved to Whitehorse, you could still be enrolled to vote in your old Council area. You can update your details on the Victorian Electoral Commission’s website.
If you aren’t already on the State's electoral roll and wish to vote in Whitehorse’s elections, you can apply to be a Council-enrolled voter directly with Council. To become a Councilenrolled voter you must be aged 18 years or older and either a property owner, occupier or representative of a corporation based in Whitehorse.

Australians paused on Thursday 25 April to remember and honour the brave people who served and continue to serve our country. Council expresses our gratitude for their sacrifices and dedication. As we reflect, we are reminded of the importance of community and supporting one another. Lest we forget.
Recent upgrades in Whitehorse
Here are some projects we have completed recently as part of Council’s 2023/24 Capital Works Program.
Vermont Reserve sports field renewal
Suburb: Vermont
Commenced: September 2023
Completed: April 2024
Cost: $2.1m
The Vermont Reserve sports field’s infrastructure has been revitalised. Works included renewal of the boundary fencing, irrigation, drainage and surface. The field’s length and width have been extended a little, while other additions include a concrete footpath around its perimeter, provision of safety netting behind goals, and synthetic cricket wicket run-ups.
Yarran Dheran Nature Reserve path upgrades
Suburb: Mitcham
Commenced: January 2024
Completed: February 2024
Cost: $77,000
More than 1.2km of gravel paths at Yarran Dheran Nature Reserve have been upgraded with stabilised path material. The new material will reduce path damage from stormwater and inundation issues, reducing maintenance requirements and improving the park user experience.
Wood Park path upgrade
Suburb: Nunawading
Commenced and completed: March 2024
Cost: $62,000
The pedestrian path in Wood Park provides a connection between Wood Street and Mount Pleasant Road in Nunawading. It has been upgraded from a gravel surface to a wider, concrete path. The old gravel surface was prone to flooding in rain events and often waterlogged in winter. The new concrete surface provides a safer, more accessible path for all park users. Further landscaping works are planned in the coming months.
National Sorry Day – Sunday 26 May
As part of our Reconciliation Action Plan, we are holding a National Sorry Day event.
Rates payments reminder
The fourth and final instalment of Council rates for the 2023/24 financial year is due by Friday 31 May.
All 2023/24 rates must be paid by this date, and we will be sending reminder notices by the middle of May.
Unless you have made a payment arrangement with Council’s rates department, any outstanding amounts as of Saturday 1 June might attract interest penalties.

National Sorry Day recognises the impact of Australia’s historical policies, practices and attitudes on Aboriginal and Torres Strait Islander peoples. It is also a moment to reflect on the continuing effects of these policies on members of the Stolen Generations, their families, and communities.
Everyone is welcome to join us at a National Sorry Day Flag Raising Ceremony at Nangnak Gardens at the Nunawading Civic Centre on Sunday 26 May from 10am to noon.
Lundgren Chain Reserve sports court renewal
Suburb: Burwood
Commenced and completed: March 2024
Cost: $49,000
The old asphalt sports court in Lundgren Chain Reserve has been upgraded. It has been replaced with a new, larger, concrete playing area, a new basketball ring and the addition of a netball ring. Line marking will be completed during May.
A Wurundjeri Woi-wurrung Elder will carry out the Welcome to Country and there will be other activities on the day.
Following National Sorry Day, National Reconciliation Week (Monday 27 May to Monday 3 June) offers an opportunity to strengthen relationships between First Nations people and non-Indigenous Australians. This week serves as a reminder of our shared responsibility to promote reconciliation, respect and understanding.

Aqualink: Thank you for your feedback
We recently asked for your feedback on the programs, activities and facilities at our Aqualink leisure centres. More than 2500 people provided feedback over a six-week period.
The great response rate and generally very positive feedback highlights the value of our aquatic facilities and our talented Aqualink staff to the community. We are grateful to the thousands of people who took the time to give their feedback. This engagement sought to understand the needs and wants of the Whitehorse community in the delivery of programs and services at Aqualink Box Hill and Aqualink Nunawading. Your input will be used to inform any procurement decisions relating to the future provision of programs and services.

Have your say on our community infrastructure
We are developing our Whitehorse Community Infrastructure Plan, which will provide us with a detailed picture of the community infrastructure we already have and what we’ll need in the future.
Community infrastructure refers to the buildings and facilities where community services, programs and activities are provided. These are places and spaces that bring the community together and where community members meet friends, stay active, learn new skills and access important services. In developing the plan, we’ll start by looking at the state of our existing infrastructure and if it is meeting the needs of our community. We’ll also look at what our community will need as it changes and grows, and how we can best provide this. Your thoughts and experiences will be essential to help us fully understand how our current services and facilities are used. They’ll also help us identify which improvements to community infrastructure should be prioritised.

Following our pop-up sessions and public consultation in recent months, we are seeking 50 passionate locals to join the Shaping Whitehorse Community Panel.
This diverse group will work to develop recommendations to inform Council’s plans for the next four years. No special skills are required, just an open mind and willingness to consider different perspectives.
The panel will meet four times between July and August and welcomes people aged over 18 years from all backgrounds, abilities and life experiences to ensure it represents the full diversity of Whitehorse.
Don’t miss this unique opportunity to have your voice heard! You can nominate yourself or someone you know who cares about the Whitehorse community.
Panel members will receive a $150 one-off payment at the completion of the process.

Celebrating community at the healthAbility Repair Café Whitehorse
healthAbility Repair Café in Whitehorse operates on the second Saturday of every month at Strathdon House and Orchard Precinct. It’s all about community connection, extending the life of beloved goods and reducing the amount of waste we send to landfill.
In the eight months since it opened, our skilful volunteer repairers have fixed more than 350 items, including everything from wooden toys, furniture and picture frames to toasters, edge trimmers and Christmas lights. Bikes and clothing are also popular.
The total combined weight of repairs is just over one tonne, all of which might otherwise have ended up in landfill. The Repair Café supports our community to reach the waste reduction targets set out in our Waste Management Strategy and Action plan and contributes to our community vision priorities of sustainability and climate care. It has become a hub for social connection where people can come together to have a chat, enjoy a cuppa and share common interests.
On Saturday 13 April we celebrated the success so far of the Repair Café.

National Volunteer Week: Something for everyone
Celebrating National Volunteer Week (Monday 20 May to Sunday 26 May), Council acknowledges the diverse passions and talents everyone brings to the act of volunteering.
Working across 13 programs, advisory committees and reference groups, there are more than 180 dedicated volunteers who enhance our community.
Whether you are drawn to environmental causes, art, reconciliation, sport, sustainability, education or beyond, there is a place where your unique skills and interests can flourish. We welcome and encourage people from Aboriginal and Torres Strait Islander communities, diverse cultural backgrounds and ages,
LGBTIQA+ communities and people with disabilities to volunteer with us.
Council acknowledges the uniqueness that each volunteer offers. Whether you have just started on your volunteering journey with us or have been volunteering for decades, your willingness to share your time and knowledge enhances our community and those who live in it. And for that, we are very grateful to you all.

Become a crossing supervisor
If you’re looking to give back to the community while meeting new people and working flexible hours, becoming a school crossing supervisor for Council could be for you.
Blackburn South’s Parijha (pictured) retired from her role as a general practitioner after 25 years and was looking for a way to stay connected to the community. She’s been a crossing supervisor with Council for six months and enjoys working at different locations across Whitehorse.
“I wanted to do some community work outdoors, not in the office,” Parijha said. “I get to say good afternoon and good morning to all the students and parents; it’s a great way to start my day.”

Get involved in our Matsudo celebrations
Council will celebrate our longrunning relationship with our Japanese sister city during May.
Whitehorse – through the former City of Box Hill – has had a sister city relationship with the City of Matsudo, Japan, since 1969. It is the longest sister city relationship in Victoria.
Our annual Matsudo Green Tree Day will be held on Friday 10 May, followed by a range of Matsudo-themed activities and exhibitions at Creative Whitehorse venues until Sunday 26 May.
The massive Japan Festival will also be held at the Box Hill Town Hall on Sunday 19 May. Anyone who wears a kimono/yukata or a full cosplay outfit gets free entry!

Spotlight on our youth committees
Council is proud to have groups of young people representing our younger residents’ views and issues, supported by our Youth Services team. These include the Whitehorse Youth Representative Committee, our FreeZa Flying Pig Events Committee and our YMCA Victorian Youth Parliament team
Taking action on youth cyber safety
The Whitehorse Youth Representative Committee presented the group’s 2023 annual report at Council’s meeting on Monday 15 April. They were represented by group members Sankara, Nikita, Lalita and Marsha.
The report covered key aspects of the committee’s work last year including training, facilitating a youth forum, and running the youth area at the Whitehorse Spring Festival.

Six young people will be part of Whitehorse’s team at this year’s YMCA Youth Parliament, which will be held at Parliament House during the Term 2 school holidays.
Youth parliament is a program run by YMCA in collaboration with Youth Services that gives young people aged 16 to 25 a chance to be heard at the highest levels of the State Government.
Whitehorse’s 2024 team includes members Danica, Leroy, Gavyn, Nhan, Amy and Angela. They are developing a bill around the topic of more education in schools on cultural competency, intersectionality and intergenerational trauma.
The team will present and then debate the bill with other groups during the week of youth parliament.
During 2023, the group members also spent an extensive period consulting their peers on youth issues.
They identified cyber safety and mental health as issues of major importance to young people in Whitehorse and presented these findings in a separate report to councillors.
In 2024, the WRYC will be implementing a Cyber Safety Project to further support young people to navigate the digital world safely.
The committee believes there is “an important need for grassroots responses by Council and the community to improve online safety”.
Council will also consider prioritising youth mental health in the next iteration of the Whitehorse Health and Wellbeing Plan.
Councillors congratulated the WYRC on its extensive work so far and extended their best wishes for the project and the rest of the year.
FreeZa Flying Pigs update
Our Flying Pigs Committee plans and stages live music and other all-ages drug, alcohol and vape-free events throughout Whitehorse.
After the first event late last month, Music in the Mall will return to the red activation pod at Box Hill Mall on Friday 10 May from 4.30pm. It will feature free live music from local artists.
The committee has also started planning for Whitehorse’s annual Battle of the Bands contest, to be staged in the second half of 2024.

Governed by dedicated volunteer committees, these houses are managed by paid staff and supported by generous volunteers.
Neighbourhood houses are places where people from all walks of life come together to connect, learn, and give back to our community. Each house’s offerings include:

Having grown up 100 metres from Koonung Park, I still remember kicking my first goal for the Blackburn North Baptist under-13s at the northern end on the eastern oval.
So, I am pleased that Council, with the assistance of the Victorian Government, has just enhanced both the east and west ovals with 100 lux smart LED lighting. This will be a great enhancement for the utilisation of the ovals that benefits the Nunawading Football Netball Club, Blackburn Football Club, Mitcham Junior Football Club and the wider local community. A few weeks back, to acknowledge the completion of the $623,000 project that was equally funded by the Victorian Government and Council, the Minister and the State Member visited the grounds with the Mayor and club representatives to survey the installation. Last month I was pleased to join with the Mayor, Cr Lane and the CEO of healthAbility, Agata Jarbin, for the official opening of the healthAbility Repair Café Whitehorse. Residents can bring a range of items, small appliances, clothing, bikes and more for repair. Staffed by volunteers of a wide age range, it’s a win-win; you can keep that valued item going and avoid sending items unnecessarily to landfill. The Repair Café operates on the second Saturday of the month from 10am to 2pm at Council’s historic Strathdon House, 449-465 Springvale Road, Forest Hill (behind the Forest Hill Police Station).

Big conversation and big planning matters
I joined a pop-up outside Burwood Brickworks in early April to ask shoppers what they think Whitehorse should prioritise in the next 4 years. This is about considering together what the next Council Plan 2025-2029 should look like. The views I heard are diverse, and they are valued. I believe that with more different thinking taken into account, we problem solve better.
Years of planning and negotiation are reflected in the April-early May consultation on the 25-hectare Wurundjeri Walk corridor. An integrated 15-year Masterplan for this incredible natural and community asset is essential. Master-planning brings a shared lens so that the views of sporting clubs, Bunglalook Nursery, play space users, and bushland enthusiasts can be brought alongside work with the Department of Education and Melbourne Water stakeholders (Orchard Grove Primary, the Aurora School, and the Fulton Reserve wetlands). This is a complex precinct, with different land ownership butting up against the desire for deeper cooperative uses. The consultation also speaks to the coming Mirrabooka pavilion redevelopment supported by Council, state and federal funding. I was delighted to see so many voices sharing in the 20 April pop-up.

My neighbours recently moved, and I’ve noticed the large numbers of people lining up to inspect the home that is now available to rent.
Victoria has some major housing ‘issues’. The Premier of Victoria tells us that massive changes to Victoria’s planning scheme are needed to build a supply of affordable apartments and changes to local streets will need to be significant, especially within walking distance of the new Suburban Rail Loop station at Box Hill.
Yet your councillors know many thousands of dwellings have been approved by Council, but the owners are not building the approved dwellings. So the issue is far more complex than just state planning rules. The number of vacant homes that nobody lives in concerns me greatly and must frustrate those lining up to compete to pay an astronomical rent for a modest home. One idea I have to resolve this is that vacant homes should pay higher rates to encourage people to rent them out or to sell them to people who will.
I am generally not a proponent of government intervention, but this market failure needs to be fixed and hopefully those of us who do not ‘land bank’ will pay lower rates (overall rates are capped). Improving the liveability of our area remains an equal top priority, along with ensuring you receive the best value for your rates. Ensuring we have adequate open space and parks with the ever-increasing population projections is a challenge. I am delighted so many locals have taken up my call for the Victorian Government to purchase the former Brickworks site at Surrey Park and convert it into parklands. Every inch of open space matters and will be even more essential to the liveability of the area in 50 years.

Council officers are consulting with the community about Hamilton Street remaining two-way or changing to a one-way street. Officers will put forward the benefits and disadvantages of both options to traders and the community through a ‘Your Say’ survey and a leaflet drop. If you receive one in your letterbox, please have your say. The outcome will inform the streetscape improvement Council is working towards developing.

Council’s work to improve access and safety at Arcade Road in Mont Albert North is shaping up nicely. The pavement has been completed with landscaping and bike racks, with seating still to be done.

In exciting news for the whole community, the $2.15m Vermont Recreation Reserve oval upgrade has been completed, on time and within budget!
The oval has been lengthened by five metres to bring it into line with other premier AA grounds. Other improvements include safety netting behind the goals, a perimeter footpath around the entire ground, synthetic turf on boundary hightraffic areas, and extended synthetic cricket wicket run-ups. Please note, this oval is now designated a dog-free area!
For your diaries: Following resident requests, I am holding a Simpson Ward Forum with guest speakers from Victoria Police (TBC). I will also provide an update on infrastructure and other Simpson Wardspecific issues and can discuss any matters relating to Whitehorse in general. Anyone interested in attending is welcome. Did you know? The Melbourne Symphony Orchestra performed recently at The Round, for the first time ever in Whitehorse! The full house of 620+ patrons was enthralled with the magnificence of the MSO. Artistic Director and Conductor Paavali Jumppanen brought the magic of Mozart’s brilliance seated at his Steinway grand piano. It was an extraordinary performance to witness.

Anzac Day 2024
I was honoured to attend the Anzac Day service at Halliday Park. Thanks to the Mitcham Bowling Club and the Rotary Club of Mitcham and volunteers that make this happen every year. It is great to see representatives from our local community, especially the schools such as Mullauna College, St Johns Mitcham, Mitcham Primary School, Antonio Park Primary School, and scouts and guides in Whitehorse. I was able to lay a wreath on behalf of Council and pay my respects to the fallen. We will remember them, lest we forget.
Whitehorse Sports and Recreation Network
Recently I chaired the first Whitehorse Sports and Recreation Network meeting of the year. We are fortunate to have new volunteers joining the committee and discussed ways in which they represent different parts of sports and recreation communities. This network provides a forum for sport and recreation-related issues of interest and concern for Whitehorse prior to Council decision making. Thanks to those who will volunteer their time to work with Councillors and Council officers in 2024. Thanks to Councillor Prue Cutts, who remains on the committee and chaired the meetings last year.
Nunawading Shopping Streetscape Upgrade
Council is upgrading the streetscape at Nunawading Shopping Centre. Works on the east side of Springvale Road are expected to be complete by late July 2024 subject to weather. Works on the west side are planned to follow subject to obtaining authorisation from the Department of Transport and Planning. The key features include new seating, bike racks, bins and garden beds. This will give the area a fresh look that I hope will help to attract new investment to the area.

Celebrating a bumper festival season
Our 2023/24 festival season has concluded with more than 43,000 people attending seven free and vibrant events.
Spring Festival, Whitehorse Carols and the Australia Day Concert all drew massive crowds as they made a triumphant return to the recently redeveloped Whitehorse Civic Centre precinct.
In March, we revisited Blackburn Lake Sanctuary with a new event, Jazz at the Lake. Attendees enjoyed great tunes on a relaxing and sunny Sunday afternoon. We also came together to celebrate the diverse mix of cultures that call Whitehorse home at Strathdon House and Orchard Precinct for Culture Fest.
Families and movie lovers turned out in force over the school holidays for our Moonlight Movie screenings at Box Hill Gardens and Livingstone Primary School Reserve, providing a great end to the season. We are proud to continue to showcase the richness of our local community through our events each year and extend our heartfelt thanks to everyone who helped make it one of our best seasons yet.

Green Living Champion: Rob, Mont Albert North
Meet Rob, our latest Green Living Champion. He’s an award-winning Michelin Chef and moved to Melbourne from the UK in 2015.
Rob is a huge advocate for sustainable food and is the CEO of the non-for-profit organisation Cultivating Community. The organisation is doing great work using the garden beds on top of Burwood Brickworks shopping centre to grow vegetables for people in need. It is also using the garden beds to teach communities to be more resilient and connected by growing food together.
Here‘s Rob’s top tips for people wanting to live more sustainably in the kitchen:
▪ Buy food as seasonal as possible – it’s better price, nutrition and taste wise.
▪ Increase your vegetable consumption – combining great seasonal veggies with pulses and grains.

Get composting!
Compost Awareness Week is on from Friday 5 May to Saturday 11 May – and this year’s theme is ‘Better Soil, Better Life, Better Future’.
Returning nutrients back to the soil through composting improves plant health, promotes biodiversity and helps you to grow a better garden! By composting our food waste, we can also reduce the impact of our changing climate.
We’re running a few events, including online webinars and a thrifty gardening workshop, where you can get your hands a little dirty. Search ‘Sustainable Living 2024’ on Council’s website for more information on the events.
Our FOGO (food and garden organics) service is a convenient way for eligible households to participate in composting. Search ‘FOGO’ on Council’s website or contact our Customer Service team on 9262 6333 to order your starter kit, which includes a kitchen caddy and bin liners.
Residents who are part of the service can collect two large rolls of caddy liners from our Customer Service team every financial year.
“We can be the sum of all parts when it comes to sustainability,” Rob said.
“If every one of us made a single adjustment and it became the norm in our lives then the contribution would start to add up.”

Reduce your house fire risk this winter
With the cold weather starting to set in, now is a good time to check your heating appliances to prevent any potentially devastating incidents at home this winter.
By completing these tasks, you’ll set yourself up to stay warm and minimise the risk of a fire starting in your home, which could have deadly consequences.
▪ Clean all dust out of your heater filters.
▪ Check the wiring on electric blankets, heaters and other appliances. If the cords and wiring are damaged, get them repaired by a licensed electrician.
▪ Test the batteries on your smoke alarms.
▪ Get your gas heater serviced by a registered gas fitter (once every two years).
▪ Test your electric blankets for safety (once every three years).
▪ Draft-proof your doors and windows.
▪ Insulate your external hot water heater pipes.
▪ Make sure any candles you have used are out before you go to bed.
It is also critical to have a fire escape plan in place if something goes wrong.

Pruning keeps trees clear of power lines
Council manages tree pruning on public land to ensure safe distances between trees and power lines.
Pruning will occur in Box Hill South and Box Hill North in May.

Public immunisations
Council provides free vaccinations against infectious diseases for children aged from six weeks to 19 years old, as well as a limited range of vaccines for eligible adults in accordance with the National Immunisation Program Schedule. Immunisations can be booked online through a new State Government platform that also includes electronic consent.
