Last month it was wonderful to have Wurundjeri Woi-wurrung Elder Aunty Gail Smith join us at our Whitehorse Reconciliation Advisory Committee meeting. Aunty Gail provided valuable input as we discussed our Reconciliation Action Plan (RAP), which Council is in the process of finalising. The RAP will formalise Council’s long-standing commitment to reconciliation.
As part of our RAP, we are committed to building relationships through cultural events. We recently held our Whitehorse Sorry Day Flag Raising Ceremony. This ceremony acknowledges the impact that Australian historical policies, practices and attitudes have on Aboriginal and Torres Strait Islander peoples and communities. National Sorry Day is held on 26 May every year.
Did you know we have an Indigenous Art Trail featuring 12 wooden art poles painted by local Indigenous artists in Whitehorse? The Trail starts and finishes at Schwerkolt Cottage. The Trail was a collaboration between the Mullum Mullum Indigenous Gathering Place (MMIGP), Croydon Hills Men’s Shed, Mullum Mullum parkrun, EastLink and Whitehorse City.

The Round
Works are underway to improve the streetscape on Springvale Road between Whitehorse Road and Nunawading Train Station.
There will be new smooth footpath pavements, seating, bins, bike racks, garden beds and street trees.
Works on the east side of Springvale Road (KFC to Walkers Road) are expected to be complete by late July 2024, subject to weather.
Access to all shops will be available during trading hours. All commuters will be redirected to the other side of Springvale Road via the pedestrian crossings. Keep a look out for signs in the area.
Amendment C220 Whitehorse Residential Corridors Built Form Study
Amendment C220 implements the outcomes of the Whitehorse Residential Corridors Built Form Study (2019) and came into effect on 1 March 2024. The amendment affects Burwood Highway and Whitehorse Road. The amendment introduced development guidelines (Design and Development Overlay Schedule 11) for the Residential Growth Zone along these corridors.
The amendment came into effect on 27 March 2024 and rezoned the former Australian Road Research Board (ARRB) site for residential purposes. The amendment process included a panel hearing in February 2023. Council considered the panel report and submitted the amendment to the Minister for Planning for approval in July 2023. The amendment includes planning controls to guide future development of the site (Design and Development Overlay Schedule 10), and to recognise and protect trees and the heritage significance of the former ARRB Administration Building.
The quarter three Quarterly Performance Report has landed. This report outlines the progress Council has made based on our current Council Plan and budget.
During this quarter, Whitehorse joined the Solar Savers program alongside 16 other Victorian councils. In January, the Nunawading Community Hub held the 2024 Tamil Festival Australia event, attracting approximately 8,000 people celebrating Tamil culture. The Round presented eight season shows, including sold-out performances by Michael Cormick and the Melbourne Symphony Orchestra among other exciting events.

Vicinity Centres applied to the Minister for Planning for an amendment to the Whitehorse Planning Scheme to allow land use and development to take place within the Box Hill Central North precinct without further planning approvals. The Amendment includes a masterplan that proposes seven multi-level buildings ranging from between 19 and 49 levels. The Minister referred the amendment and all submissions to a Priority Projects Standing Advisory Committee, which held a two-week public hearing in September and October 2023. The Advisory Committee provided its report with recommendations to the Minister in November 2023; however, the Minister has not yet released the report to the public. A decision about the Amendment by the Minister is still pending.

The Heritage Assistance Fund provides grants of up to $2,000 from the funding pool of $40,000 to eligible owners and occupiers of
properties in the Heritage Overlay. A total of 37 applications were received for the 2023/24 financial year. The applications were reviewed by the Heritage Steering Committee in September 2023 and 22 applications were approved, totalling $40,000.
The State Government is preparing a new planning strategy called Plan for Victoria. The Plan will establish how to deliver 800,000 new homes over a decade to accommodate population growth. This could have significant impacts in the east of Melbourne. You can give initial ideas to the State Government on four topics including affordable housing and choice, equity and jobs, thriving and liveable suburbs and towns, and sustainable environments and climate action.
In addition to being part of a regional submission with the Eastern Region Group of Councils, Whitehorse City Council will be preparing a separate submission that will be considered at a future Council meeting.

This day is recognised globally each year on Saturday 15 June, providing an opportunity for communities to stand together against the abuse, mistreatment and neglect of older people.
Elder abuse comes in many forms. It can be financial, emotional, psychological, physical, sexual or social. Elder abuse can occur once or many times and can vary in severity from subtle through to extreme. It can include one or a combination of the different types of abuse. Most often, elder abuse is carried out by someone known to the older person, with two-thirds of abusers being an adult child. The Whitehorse City Council Built Environment Showcase celebrates the value of good design, creative thinking and sustainability in the built environment. Good design creates engaging and innovative places that are loved and valued by the people who use them.
A select number of outstanding projects that met these criteria were featured in the Built Environment Showcase event in May. Projects were nominated by residents, business and property owners, architects, builders and designers. The architects and builders behind each project were recognised for their contribution to developing innovative and sustainable buildings within Whitehorse. The projects included new builds, renovations, a commercial and a public works project (Nunawading Hub).

Located on the once-derelict Nunawading Primary School site, interlinked with its old football oval and Tunstall Park, the new Nunawading Community Hub is built on the traditional lands of the Wurundjeri Woi-wurrung people of the Kulin Nation. There are historical references to the area being a place of gathering. The heritage schoolhouse is integral to the project, remaining at the threshold of the site as a celebration of the collective memory of so many people who spent their childhood there.
The tale of the two townhouses, ‘Constantine’ and ‘Eftihia’, is one of love, family and the pursuit of the Australian dream. Now their legacy lives on through two beautiful townhouses, a testament to the enduring impact of family ties and the power of architecture to honour the past. Situated on a rectangular corner site with a north-facing frontage, the two townhouses are carefully crafted to maximise space and light. Passive solar design principles are integrated into the layouts, with shaded north-facing living spaces that control solar gain in summer and ensure better temperature regulation.
This home uses ‘Passive House’ principles to prioritise energy efficiency, comfort and affordability. ‘Passive House’ is a voluntary building standard that allows less heating and cooling in the home, eliminates dust and allergens and is comfortable to live in all year round. The home makes use of reclaimed timber flooring – which was also used to make custom vanities – reused bricks, window sills made from the home’s old hanging beams, fencing made from scrap timber, façade cladding made from a carbon negative product, and much more.
Ellingworth Parade is an eight-storey office building located in the dynamic metropolitan activity centre of Box Hill. This project aimed to set a benchmark for high-quality medium-rise office development, which is vital in meeting projections for Melbourne’s growing workforce in suburban centres such as Box Hill. The modular concrete façade allows for an enhanced working environment internally through partial shading of the glazing, which helps to provide an overall reduction in glare and solar gain. This also creates individual picture-framed views of the surrounds. The white concrete façade helps break down the mass of the street wall, while retaining a human scale at street level and weather protection for pedestrians.
This project re-subdivided the existing block to increase its allotment size, allowing the block to realise its full potential. The new single residence utilised local recyclable materials, such as the showcase brickwork and sustainably sourced hardwood timber battens and doors. A 7.2 star energy rating was achieved with the addition of solar panels and a water tank. By increasing the allotment size, this allowed for an increase in planting and tree canopy as part of the thoughtful native garden design.

Renewal of Slater Reserve play space is exciting.
I was thrilled to see a triple swing set, basket swing, spring rocker, see-saw, carousel, play panels, rope pyramid climber and a large combination unit with rock climbing wall, rope climbing net, Burmese bridge, rope bridge, and three slides plus a wheelchair useable carousel and basket swing all accessed via a rubber surface path network. Increasing accessibility for the play space is a wide and DDA compliant concrete path. Soon to be installed is furniture including picnic tables, seats and bike racks. Such a vast array of activities and appropriate infrastructure will make this a “go to” play space destination.
National Volunteer Week reminded us about our volunteers across so many communityfacing roles. I say a heartfelt thank you. You contribute to the lifeblood of our community.
Blackburn Lake Sanctuary Friends’ Luncheon was held to thank those working passionately for our local environment. Recent projects to support our environment include investigation by EPA Victoria and the community to identify possible sources of persistent pollution in Blackburn Lake. The Green Links grants program announced funding for urban waterway revegetation so wildlife can thrive through improved habitat and water quality. Both Blackburn Lake and Gardiners Creek have received grants.

ECLC – 50th anniversary dinner
On 17 May 2024 I was pleased to attend the Eastern Community Legal Centre 50th Anniversary Dinner. With its origins as the Nunawading Community Legal Service, then expanding to support the eastern region, Whitehorse Council has supported the service by providing space at the Box Hill Town Hall Hub. Working in partnership with multiple agencies, ECLC assists many vulnerable members of the community get access to the legal system.

Neighbourhood Carers Club invites carers of people with a disability or mental illness or an aged person to attend free walking events in your local neighbourhood, to connect with other carers and learn about the supports available. The event concludes at a local Neighbourhood House where walkers will have the opportunity to hear from a guest speaker and share a complimentary morning tea. Our city environs are ever-changing, both within our property boundary but also beyond and across the entire city.
Progress along the Healesville Freeway Reserve with the new name of ngarrak nakorang wilam (Mountain Meeting Place) being announced and the pending finalisation by Parks Victoria of the tender process for the shared use path that will run the length of the reserve.
Recently we celebrated Matsudo Week in recognition of our sister city in Japan. During this week the Mayor planted a tree to mark the occasion (see photo). Matsudo also planted a tree at the same time.
A recent visit to the Sikh Temple in Blackburn continued to highlight the strong, caring, diverse multi-cultural community we enjoy (see photo).
There are plenty of opportunities for you to ‘have your say’ via Council’s website. There have been numerous pop-up engagement sessions around the city, including at Brentford Square and Strathdon House, to find out your thoughts on Shaping Whitehorse and the State Government’s Plan for the East. Congratulations to the Eastern Community Legal Centre (ECLC) on its recent 50th year anniversary. ECLC continues to provide free and accessible legal advice to the community. It was a pleasure to join in the celebrations that marked this wonderful milestone – a big thank you and well done to all those involved in ECLC, past and present.
The Suburban Rail Loop Authority (SRLA) recently released the Key Directions for the proposed station precincts, including Box Hill and Burwood. It is now anticipated that 70,000 new dwellings will be delivered along the six SRL East stations. The proposed densification, built-form outcomes, required infrastructure, jobs, services, schools and amenity – including public open space –will need to be properly considered and addressed. Council is reviewing the recently released information and will be preparing a submission to the SRLA.

I recently joined the Mayor and other councillors for Green Tree Day, marking the 53rd anniversary of the Sister City relationship between Whitehorse and Matsudo, Japan. The event kicked off with a tree-planting event, followed by a Zoom call with both mayors and questions from primary school students in Matsudo. It was great to be joined by officers, our local community groups and members, and Koonung Secondary School students and staff.

I have recently returned from a visit to Vietnam and Laos.
Unfortunately, I found the peaceful ambient ‘village’ feel of the old quarter in Hoi-An was spoilt by the number of cyclos. They have always existed but in much smaller numbers and were never a problem. Despite this, Hoi-An remains my favourite destination in Vietnam.
On our road travels, we experienced very different and unsafe surfaces. One that springs to mind was a road in Laos which was almost undriveable. Our driver commented they did not have enough money to fix the road. In contrast, on the same day, we travelled along a sensational motorway on which we were the only vehicle in both directions. Sadly, our driver advised the locals could not afford to travel on this motorway.
This made me realise how fortunate we were at home. Whitehorse is responsible for ensuring 606km of local roads are safe and accessible for all. Sure, we have a pothole or two, but we do not spend money on roads our residents cannot afford to travel on.
We also spent time in Ba Na Hills, home of the ‘Golden Bridge’ – an incredible resort built by the French in 1910. Before tourists ascended and after they left the mountain, we could walk around and really appreciate the amazing architecture. This cemented the importance of preserving our own heritage here in Whitehorse for future generations. It was a wonderful trip and a reminder of how warm and friendly the Vietnamese and Laos people are.

There has been much infrastructure development recently in Simpson Ward with the completion last year of the $5.65 million Heatherdale Reserve pavilion, home to the Heatherdale Cricket Club and Jets Junior Football Club. More recently, the oval upgrade at Vermont Recreation Reserve, home to the Vermont Football Netball Club and Cricket Club, has
been completed on time and within the $2.15 million budget. The oval has been lengthened to bring it into line with other premier AA grounds. Other improvements include safety netting behind the goals, a perimeter footpath around the entire ground, synthetic turf on boundary high-traffic areas, and extended synthetic cricket wicket run-ups. Please note, this oval is now designated a dog-free zone!
I’ve worked with traders at Vermont Village to extend the parking times outside the shops along Boronia Road from one to two and three hours. The petition from Glenburnie Road residents to lower the speed limit along the unique road to 30km/h was successful, making it Whitehorse’s only 30 km/h road!
We have three new playgrounds – Culbara Drive/Abbey Walk and Scott Street in Vermont, and Berry Avenue in Mitcham.
We also have had many new tree plantings along nature strips, with powerline-friendly species used. On sustainability, you might even like to check out our resident land-care experts, our goats, at Abbey Walk in Vermont, along Dandenong Creek.
Congratulations to Box Hill North’s Mary’s Little Lambs Early Learning Centre – our 5 Star Food Safety program nominee for June.
The centre impressed officers and received a fantastic score during a recent inspection. It is managed by Georgia Solias and caters for children aged between 2 months and 6 years.

A dedicated team of staff and students from Box Hill High School (BHHS) is leading the way for their community to improve sustainability.
BHHS Sustainability Coordinator
Rebecca Kertes said the Sustainability Club met weekly to plan actions that would help make a difference.
“Sustainability education is one of the most valuable resources we have, so the best thing we can do is to educate our young people about climate change and living sustainably,” Rebecca said.
The Club recently ran its second annual Sustainability Week, which included a second-hand clothes free dress day and fashion parade.
With more than 1,450 students and staff at the school, waste is a big challenge. “A big focus for our Club over the last two years has been reducing waste in our school. We are currently working towards composting in the school,” Rebecca said. BHHS received a $1000 Community Grant from Council to use towards buying equipment for composting, including compost tumblers and small kitchen caddies. “We are initially using them in the canteen and food tech classrooms, with the long-term goal to have them all around the school.”
Rebecca’s tips for organisations and schools to try:
▪ We highly recommend that schools join the Resource Smart Schools program run by Sustainability Victoria.
▪ Teamwork! There is so much potential in schools and workplaces for improving sustainability, but it is a big job and the more helping hands you can get the better.
▪ Do some research – there are so many amazing resources out there to help you on your sustainability journey.
▪ Celebrate the wins! It is easy to get overwhelmed by climate anxiety, but that just means it’s even more important to celebrate the little things.
Rebecca‘s ideas of what we can all be doing at home:
▪ Avoid fast fashion – shop at op shops or markets, vintage clothing, and upcycled clothes.
▪ Eat a more plant-based diet.
▪ Get involved at your school or workplace – if they don’t have a sustainability club/green team then start one!
▪ Talk to your friends/family/ neighbours/everyone about sustainability.
▪ Think about how you get around – could you walk/ride a bike/catch the train to school or work instead of driving?
▪ Reduce single-use plastics – use fabric shopping bags, keep cups, wax wraps, mesh vegetable bags, etc.

Pruning keeps trees clear of power lines
Council manages tree pruning on public land to ensure safe distances between trees and power lines.
Pruning will occur in Box Hill North in July
