One of the great privileges of being a councillor – and especially Mayor – is getting a first-hand insight into the services available to our community and meeting those involved on the front line. Last month, I visited the Whitehorse Meals On Wheels base at the Nunawading Community Hub to assist with a delivery run to a number of our residents. I joined volunteer Craig to help deliver meals and meet some of the hundreds of clients who use this service. It was fantastic to surprise the residents and learn how grateful they are for the service. The Whitehorse Meals on Wheels service is run by service provider Newcastle Meals on Wheels, and it would not be possible without the dedicated volunteers who drive and deliver meals to residents who need it most. Many of our stops were across Nunawading, Blackburn and Forest Hill. Thank you to Craig for his company and driving me around, and to the team at Whitehorse Meals On Wheels for inviting me along. Get ready to apply for our 2024 Community Grants Program Your community organisation could be eligible to receive up to $10,000 towards key projects through the Whitehorse Community Grants program – and applications are opening later this month. The grants are available to a wide range of organisations that make a positive contribution to the Whitehorse community. Our grants aim to support new programs and initiatives and equipment purchasing. They are also designed to provide financial assistance to not-for-profit and incorporated organisations delivering services in Whitehorse. Categories for this year’s program include: ▪ Health and wellbeing ▪ Diversity and inclusion ▪ Creativity ▪ Positive ageing ▪ Environmental sustainability. We are also offering a Seed Funding Grant for organisations responding to emerging community needs. Council will run information sessions, grant writing workshops and other drop-in sessions throughout February and March to help groups with their applications. Become a crossing supervisor! With the new school year underway, we are looking for more school crossing supervisors to help pedestrians of all ages cross our busy roads safely.

Suburban Rail Loop Precinct Visions – have your say The State Government has released Draft Precinct Visions for neighbourhoods around the new Suburban Rail Loop stations in Box Hill and Burwood. The documents outline what the areas could look like in the future, including the heights of buildings and ideas for jobs and housing. For these Visions to be realised, there will be significant changes in Box Hill and Burwood, which extend up to 1.6km from the new Suburban Rail Loop stations. The State Government estimate that by 2056, the number of people living in Box Hill could increase from 29,000 to 77,500 and number of jobs could increase from 23,500 to 48,500. It is predicted the number of people living in Burwood could increase from 22,000 to 44,500, and the number of jobs could increase from 11,500 up to 24,000. This means extra homes, offices and community spaces will be needed. Preliminary ideas for how the State Government propose to cater for this growth are outlined in the draft Precinct Visions documents. Whitehorse Council will carefully consider the information in the draft Precinct Visions and prepare a submission to the State Government. School crossing supervisors help pedestrians at the peak hours of 8.15am to 9am and 3.15pm to 4pm, Monday to Friday. They are stationed on roads near entrances to primary and secondary schools throughout Whitehorse.

Morack Public Golf is now a cashless venue

We replaced the timber boardwalk on the western side of Poole Street Reserve using durable, low-maintenance materials.

We reconstructed Monash Street between Piedmont and Naples Streets.

We upgraded the lighting at Koonung Reserve's East and West Ovals – with the existing lighting and poles removed and replaced with a new 100 lux LED system.

It has been widened and now includes a raised edge to improve safety and accessibility for all path users.

The works included renewing the asphalt surface, vehicle, pedestrian and pram crossings, kerb and channel and drainage.

The works were jointly funded by Council and the State Government.

Strategic planning update Here’s the latest on three of the most important projects, policies and planning amendments impacting Whitehorse. Amendment C241 (Whitehorse Development Contributions Plan)

Amendment C220 (Whitehorse Residential Corridors Built Form Study)

This amendment came into effect on 21 December 2023 after it was approved by the State Government’s Planning Minister. It has introduced the Whitehorse Development Contributions Plan into the Whitehorse Planning Scheme and applies to all land in the municipality.

This amendment focuses on establishing land development guidelines along the Burwood Highway and Whitehorse Road corridors.

The plan allows Council to collect contributions from new development that will help fund the cost of essential infrastructure to meet the demands of Whitehorse’s growing population. Certain types of development are exempt from paying the contribution. For more information regarding the amendment and the plan, visit Council’s website and search ‘Whitehorse Development Contributions Plan’.

These guidelines will be based on outcomes from the Whitehorse Residential Corridors Built Form Study in 2019. The amendment was submitted to the Planning Minister in August 2023. If approved, landowners will be required to consider buildings heights, setback and other design considerations.

Amendment C245 (Draft Ministerial Amendment to the Whitehorse Planning Scheme for Box Hill Central North Precinct) Council is awaiting the Planning Minister’s decision on this proposed amendment, which would allow Vicinity Centres to progress its proposed redevelopment of Box Hill Central. Vicinity Centres applied to the Planning Minister in early 2023 to seek an amendment to the Whitehorse Planning Scheme. It included a masterplan with new public spaces and seven high-rise buildings, ranging from 19-49 levels. Council raised several concerns on Vicinity's proposal, and an independent advisory committee held a two-week public hearing on the matter in September. The advisory committee will report back to the Planning Minister with recommendations to help make a decision on the amendment.

Help us update Whitehorse's Gambling Policy We’re reviewing our gambling policy to update it based on the latest research and evidence – and we want your input. Based on the state average, we estimate more than 97,000 adults in Whitehorse may engage in gambling each year. Around $153,000 was spent each day on pokies in Whitehorse in the last financial year. This equated to more than $56 million across the year. Our updated policy will consider the health, social and economic effects of gambling within our local community. Share your views and experiences with us to ensure Council’s position on

Midsumma Festival comes to Whitehorse Council is supporting Midsumma, Australia’s premier queer cultural festival, with performances, an artist residency at The Round and a photo exhibition at Box Hill Community Arts Centre. Emerging performers Out of The Wings Theatre Company and Piera Dennerstein are developing new works under The Round’s Midsumma Residency. While in development, artist and photographer Greta Bernard has been capturing the ‘creative evolution’ of the performances which began late last month. These images are now on display in a dedicated exhibition at

Box Hill Community Arts Centre until 23 February. They provide unique interpretations of Out of The Wings’ production of Carrie and Piera Dennerstein’s Pursuing Pleasure which debuted at the The Round earlier this month.

Local artist reflects on lockdown Locally based Chinese artist Baoxian Du is putting newly-arrived residents in the spotlight as part of her latest exhibition at Whitehorse Artspace, Box Hill Town Hall. Du’s exhibition consists of collections of her photographic work. The first is ‘I’, where she poses for a series of self-portraits dressed in various outfits and often holding cleaning items, groceries and wine. The works play on notions of female domestic identity and evoke feelings of the seemingly endless repetition of days and routines from the COVID-19 lockdowns. Another collection, ‘We’, is a portrait series of newly arrived residents that celebrate Lunar New Year who live, work or study in Whitehorse. It also features students from the LOUISE Multicultural Community Centre, based at Box Hill Town Hall. Each person featured has contributed a reflection on what Lunar New Year means to them. The exhibition also includes photographs of Box Hill, documenting the lived experience of moving through this developing urban metropolis. Celebrating our 2024 Civic Award Winners We are proud to present our 2024 Civic Award winners following nominations by members of the community throughout 2023. This year’s winners include our Young Citizens Of The Year - a trio passionate about improving our environment - along with Community Achievement Awards for three individuals and a group of essential workers. Mayor Denise Massoud presented the awards at our Australia Day Concert on 26 January. Council congratulates our award winners, our nominees, and everyone who contributes to making our community a better place to live.

Young Citizens Of The Year Emily Padman, Sebastian van Ketwich and Jacob Niven Emily, Sebastian and Jacob are Grade 5 students at Parkmore Primary School and Kingswood College. Last year, Sebastian was frustrated by the collapse of the REDCycle soft plastics collection program. He founded the Soft Plastics Environmental Earth Defense group (SPEED) with the help of Jacob and Emily. Together, they educated their schoolmates on the impact of soft plastics on the environment and held a month-long challenge, which led to a 90 per cent drop in soft plastics in students' lunchboxes across the school. The trio have presented at school assemblies, council meetings and to local community groups. They've also been working with Council’s Sustainability team and the Eastern Alliance for Sustainable Learning (EASL), and partnering with scientists and engineers at Sydney University to learn how they can address some of the world's biggest waste issues. SPEED hope to empower more students to identify changes in their homes and communities through their new program ‘Kids Teaching Kids’, which will be rolled out in schools this year.

Elizabeth is always encouraging residents to get involved in the community, whether it be supporting causes like the environment, or assisting and advocating for heritage preservation in Whitehorse. One of her most significant campaigns was the advocacy work she undertook for the protection of Gardiners Creek Parklands.

Heather enjoys giving her time to the community through supporting the Lions Clubs, Heatherdale Community Action Group and local churches throughout Whitehorse.

Box Hill Hospital Staff (represented by Christine Lamotte) During the COVID-19 pandemic, Box Hill Hospital was the primary treatment location for the Whitehorse community and surrounding areas. The hospital staff not only battled rising inpatient numbers but the stress of combatting a new disease. They selflessly supported their patients whilst putting themselves at risk of contracting COVID-19. The Box Hill Hospital staff work tirelessly to keep our community safe. During the most difficult times of the pandemic, they were devoted to providing exceptional care and attention to all the patients they received.

In December, I attended a very special meeting held by Blackburn Lions Club where James Jamieson OAM was recognised for 50 years of service to the “Lions”.

Happy New year!

James’ history of volunteering spans many organisations including Blackburn North Lions Club, Eastern Emergency Relief Network, RSL Mitcham, Melbourne Walking Club, North Blackburn Football Club, North Blackburn Methodist Church, Slater Reserve Community Gardens and he's also a member of an entertainment troupe “Tempo”. James is known for his positive attitude to ageing, as well as his ability to have a laugh and his sense of fun. His humility belies the fact that he held significant leadership roles in organisations where he volunteered. Congratulations, James, for making such a difference for those in your community through your sustained volunteering over many decades.

There are many activities happening around Mahoneys Ward this year. Strathdon House Precinct remains a focal point for a hive of activity with Yoga classes, painting and drawing as well as the Repair Café (every second Saturday of the month). The team at the Repair Café will give just about anything a go.

This leads me to recognise our Australia Day Civic Awards recipients. Congratulations to them all. Volunteers make an immense difference to those they work with. I hope we all acknowledge their effort - recognise what they do and say “thank you”. Most importantly, consider nominating an outstanding volunteer next year for a Civic Award, so they too can be recognised as our unsung heroes. Council has different community engagement activities running and I encourage residents to participate in our consultation activities. It is important for us to know your thoughts on issues. Congratulations to the Council team on returning Australia Day to the civic precinct – the coming together of family and friends and our community to enjoy some music and food in celebration of what it means to be an Australian is so important. I appreciate this means different things to some in our community, but please spend time reflecting on what it means for you to be an Australian. Stephens Reserve I have had a few people interested in creating a “Friends of Stephens Reserve” group. This group would have an interest in what happens in Stephens Reserve and provide Council with feedback on what could/should be done. I hope 2024 is starting off well for everyone. For those who celebrate it, the Lunar New Year celebrations kick off this month, including the annual festival in Box Hill. We are entering the Year of the Dragon – may it be a strong and vibrant year for all. I extend my warm congratulations to all our Civic Award recipients this year, and the wonderful contributions that they have made and continue to make in our community. We have many local heroes who continue to give selflessly to others and we are thankful and fortunate to have them with us. We continue our enhancement of our much-loved open spaces in the Sparks Ward, including installation of new park benches, tables and general amenities uplift at Whitehorse Reserve, progression of the Box Hill City Oval Precinct Redevelopment, and on the horizon - further upgrade opportunities to be explored for Surrey Park and Sparks Reserve. As part our ongoing engagement about the State Government’s Suburban Rail Loop precinct planning project, we are hosting a number of listening sessions across Box Hill and Burwood. For residents of Sparks Ward, there will be a session held at Box Hill Mall on Tuesday 13 February (5pm-7pm). Please drop in – we’d love to hear from you. As the new school year starts, I would like to share with you some of the significant developments occurring in Wattle Ward and mention events happening in our City of Whitehorse. Suburban Rail Loop – Burwood The State Government is currently embarking on construction of the Suburban Rail Loop in Burwood, which together with the SRL Precinct Plans, will radically transform the Burwood area and, if fully implemented, could impact traffic in your street and liveability in your area, your property value, and the rates you pay. I encourage you to visit the Suburban Rail Loop website at srleastvisions. com.au/burwood to learn more about the SRL Precinct Planning project and provide feedback. Although Council does not control State Government decisions, Council will have listening sessions in the Gardiners Creek area to hear from you so that Council can respond to the State Government’s plans for the Burwood area. Please participate in this critical process and help improve Burwood. Chinese New Year Celebrate the Year of the Dragon at Box Hill Central on 17 February 2024. Enjoy the spectacular lion dances, music, food, cultural workshops and more. The event is organised by the Asian Business Association of Whitehorse, which supports and promotes the local Asian community and businesses, and is proudly supported by the Whitehorse City Council. Happy New Year everyone. I hope the year turns out to be a happy and safe one for you and your loved ones. Between Christmas and the new year, I was mistakenly delivered 24 pre-packaged meals. I contacted the company who advised they didn’t have the resources to pick them up and I was welcome to keep them. My fridge was full, so I set about contacting various organisations so they could be donated to people who needed a nutritious meal. All had recorded messages, advising they were closed. I finally found one open and subsequently delivered the meals to them. I couldn’t help but wonder what people in need do for a feed at this time of year, when so many organisations are all closed at the same time? Golfers may be aware by now that Swing Factory have decided to make Morack Golf a cashless venue. Personally, while I understand the security of staff should be paramount, I was very disappointed with this decision, especially when other venues accept cash. While the driving range is now open for use, the official grand opening is expected to occur early March. If you haven't been, I encourage you to pay them a visit - it really is sensational. Congratulations to all well-deserved Australia Day Civic Award achievers. The Vermont South Club is to hold its official opening of the new extension in March, so looking forward to that.

One of the most common questions our waste team receive during summer is how to keep the smells down in your bins. Here are their top tips:

Meet Anne, a waste minimiser extraordinaire who hasn’t put her garbage bin out for collection for more than four years! Yes, you read that correctly. After seeking out ways to lead a more sustainable lifestyle, Anne and her family have dramatically reduced the amount of waste they produce. As a result, they have not needed to put out their 80-litre red lid garbage bin for more than four years. “It still has space, and we hope to make it five years before we finally put it out for collection”, Anne says proudly.

How to stay connected with your loved ones during bushfire emergencies February is traditionally one of the hottest and driest months of the year, meaning bushfire risk is at its highest. Whitehorse is not as bushfire prone as other parts of Greater Melbourne and Victoria, but nearby municipalities are at a higher risk. Any incidents or large fires in these areas could lead to smoke haze and poor air quality in Whitehorse. It is important you have an emergency plan for all situations. Be aware of the fire risks in your area, whether you are at home or on holidays. Follow the advice and instructions given by Emergency Services. If there is a Catastrophic Fire Warning for your area, leave as early as

Explore your love for nature and make a positive impact on your community by becoming a volunteer for Council’s Environmental Education Program.

Smalltalk is a short-term playgroup program that usually runs for 10 weeks or a full school term.

We're seeking enthusiastic volunteers to join us in delivering engaging environmental education programs to early learning centres, schools and community groups in parks and reserves.

As a volunteer, you'll lead small groups on guided walks, facilitate games and organise environmentally themed activities. This opportunity is perfect for those already involved in environmental community groups, university or TAFE students and adults passionate about the natural environment.

Our team will update you on topics such as community grants, key positive aging projects, survey findings, service information. We encourage discussion, networking and information sharing.

The program focuses on using everyday opportunities and activities that many parents/caregivers already do in the home. By attending sessions with your child, you'll learn tips and relevant advice. Information is shared on how parents/caregivers talk, listen and play with their children, read together and engage them in interesting and stimulating activities.

Training is provided and we welcome volunteers who can offer as little as two hours a month. All volunteers are required to complete a Working With Children Check.

Smalltalk also encourages self-care and where needed, it also helps build relevant links within our community and local services. Some families may also be eligible for In-Home Support.

Il Festival del Capodanno Lunare 2024 di Whitehorse, che celebra l'Anno del Drago, si terrà nuovamente a Box Hill sabato 17 febbraio. Il festival di quest'anno si svolgerà in una nuova sede in Bank Street e presso il Box Hill Town Hall. Le attività iniziano alle 11:00, con l'intrattenimento sul palco principale che inizierà alle 14:00 nel parcheggio del Salvation Army.
