Meet the Mayor Q&A Cr Denise Massoud Tell us about your family:

Favourite band or artist?

I have a son and a daughter, both are keen basketball coaches in their leisure time, and both have a career focus on the wellbeing of their respective communities. My stepson is a baker so many local residents will have eaten breads he has baked! My husband is an electrician and like many tradies is too busy to get things done at home! The most important members of our household are our pets, Bella and Summer.

Gosh, I like Queen, Andrea Bocelli, John Farnham – but I don’t like heavy metal!

What’s your favourite thing about Whitehorse? I especially love the Blackburn Lake Sanctuary as I value and respect the environment. When my son turned one, we celebrated his first birthday there and it was really special. I also enjoyed being a volunteer there and delivering some of the education program sessions a few years ago. What’s your coffee/tea order? A half-strength latte. Favourite snack to keep you going when doing Council work? Cheese and biscuits. I am not a sweet tooth at all. Favourite AFL team? Without any hesitation, the Cats! I was born and bred in Geelong.

What is the number one project you would like to get done in your mayoral term? Aside from all of our capital works projects, planning pressures etc, I’d like to see increased opportunities and more inclusion for people with disabilities. Council recently signed up as a member of the Welcoming Cities initiative and we’re excited to embark on this journey to make Whitehorse an even more diverse, inclusive, and welcoming place for all. I really enjoy Citizenship Ceremonies and hearing the stories about challenges faced and overcome by our new citizens. What’s going to be your biggest challenge as Mayor this year? Leading Council through the State Government consultations around the Suburban Rail Loop, North East Link and the planning reforms leading to ‘Plan Victoria’. We must try to get the best outcome for our residents. What is your vision for Whitehorse in 2024 and beyond? Ensuring we’re sustainable and continuing to provide great facilities and amenities as our population grows. This includes the need for more natural and open spaces. I’m also passionate about economic development and I’d like to see our city grow through the development of successful businesses.

Climate Response Strategy and Plan adopted We are pleased to have adopted our plan to address climate change and its forecasted impact on our municipality.

Your first chance to try the new Morack Public Golf Our exciting $12.1m redevelopment of Morack Public Golf in Vermont South is almost complete – and you can get your first taste of it this month! Council completed the base building works in October and handed over to the course’s new operators, Swing Factory, for fit out and finishing touches. We are delighted to let you know the first major feature of the redeveloped venue – our state-of-the-art, 28-bay driving range powered by Toptracer technology, is available for you to try out this month. While the finishing touches are being added to the rest of the facility, we’re thrilled to provide early access to the range for everyone’s enjoyment. Please visit morackgolf.com.au or phone the team on 9801 4479 to check bay availability and make a booking. A grand opening for the redeveloped venue – which will include unveiling our new 18-hole architecturally-designed mini golf course and our rebuilt multipurpose pavilion and café, is expected to be held in early March. In the meantime, you can still play rounds of nine and 18 holes at Morack as normal, and the new fleet of a dozen premium golf carts to get around the course are also now available to hire. L Stay up to date with the latest progress by following the Morack Public Golf Facebook page, or search ‘Morack Public Golf Redevelopment’ on Council’s website.

Council adopted the Climate Response Strategy 2023-2030 and Climate Response Plan 2023-2026 at its meeting on 27 November 2023. The two documents contribute to one of Council’s strategic directions – Sustainable Climate and Environmental Care – and follow on from our declaration of a Climate Emergency in September 2022. Our four targets of our Climate Response Strategy are: ▪ Maintain carbon neutral status for corporate emissions ▪ Source 100 per cent renewable electricity for Council operations by 2025 ▪ Achieve net zero corporate emissions by 2032 ▪ Aspire for net zero community emissions by 2040 These targets will support Council in taking a leading role in addressing climate change, consistent with Whitehorse’s Community Vision. Meanwhile, our Climate Response Plan outlines actions for Council to support, enable and encourage the community to act on climate change. To achieve these outcomes, Council will: ▪ Work in partnership with our community and with State and Federal governments ▪ Build on our previous achievements from the Sustainability Strategy 2016-2022 and Interim Climate Response Plan 2020-2022 ▪ Learn from others and follow in their successes. L To learn more and view the two documents, search ‘Climate Response’ on Council’s website.

A name for Whitehorse’s newest community space We are glad to announce the plaza area including the refurbished old Mont Albert railway station building has been formally named ‘Mont Albert Village Plaza’.

The name has been confirmed following consultation with the community earlier this year and successful registration with the State Government. Thank you to the residents who provided feedback throughout the naming process.

The redeveloped area includes a welcoming lawn space and seating, a community-maintained garden and new local history signage for all to enjoy. Stay tuned for more news on additions to the plaza and use of the old station building in 2024.

Artists leave their mark on college Council’s Artists in Schools Program continues to go from strength to strength – with two new projects unveiled last month at Koonung Secondary College. Artists Damien Curtain and Farimah Eshraghi worked with students during term four on sculpture and self portrait projects. Damien’s project ‘Nature Embedded’ involved students in the entire creative journey. It included inspection of the sculpture site, a brainstorming/ideas session, and the development of working drawings. Students then learnt the practical skills of relief carving in wood to realise the artwork. Meanwhile, Farimah invited her students to participate in the ‘KSC Archie’ – a spirited take on the national Archibald Portrait Prize. She also used a piece of spiritual text as a point of inspiration for a large vibrant painting,

Improving leisure services for our community Council is currently exploring a change to the management model of our two Aqualink facilities from an in-house model to an external contract management model.

Baha’ u’ Ilah, working collaboratively with students on the canvas. Artists in Schools is funded through Council’s Community Grants program and any primary or secondary school within Whitehorse can apply. L Grant applications for the 2024 program will open on February 26. Find out more by searching ‘Community Grants’ on Council’s website.

The reason why we are exploring this change is to ensure we can continue to deliver a high standard of customer service and provide quality and diverse programs. We want to ensure our leisure services are accessible to all and meet the needs of our community now and into the future. Currently, we are preparing a public tender process which will invite external management companies to submit a proposal to manage our Aqualink facilities from 1 July 2025 onwards (dates are subject to change). Once we have received proposals from management companies, Council will then consider these and decide on next steps. Any decisions made by Council will incorporate our community’s needs and preferences for the services and programs offered at our Aqualink centres– and this is where you come in. How you can get involved

Have your say on local health and safety enforcement Part of Council’s job is to ensure the local environment is healthy, safe and appealing. One of the main ways we do this is through enforcing our Local Laws and Public Health Laws. This includes:

▪ Responding to and investigating

customer service requests and complaints from the community. ▪ Patrolling our local areas to identify possible issues and safety concerns. ▪ Inspecting building sites and managing construction plans with developers. ▪ Monitoring and inspecting local businesses including food outlets, beauty services, hairdressers, pools, hotels, tobacco sales and smoke-free environments. We are currently reviewing council’s enforcement services and activities to see where there may be opportunities to improve.

Scan the QR code or visit the ‘Your Say Whitehorse’ page by 17 January to share your thoughts and help shape our review.

We want to hear what you love about our programs and activities, what is most important to you about the services we deliver and what you would like to see more of. Your input will be used to inform the public tender process and help ensure any proposals from external management companies reflect our community’s needs and preferences. L Community consultation will open early 2024. Visit yoursay.whitehorse.vic.gov.au to find out more and subscribe for updates.

Participating in Citizenship Ceremonies is one of the great privileges of being a Whitehorse City Councillor. At the beginning of last month around 180 candidates, including children, took the oath or the pledge which was their final step in obtaining Australian Citizenship. Held at Box Hill Town Hall, it was a colourful celebration with candidates from all corners of the world and many wearing traditional costumes. We were also joined by the Federal Member for Deakin and the State Members for Box Hill, Glen Waverley and Ashwood. I shared the celebration with the Bumidang family who had originally come from the Philippines before settling in Australia.

The new citizens who are residents of our city were encouraged to take the opportunity to fully participate in all that Whitehorse has to offer. On Saturday 2 December, Mullum Mullum parkrun celebrated its 300th event (run/ walk). While I am usually seen at Gardeners Creek on a Saturday, I was pleased to join the Ward Councillor Ben Stennett where we both ran the 5km event. This is a fantastic free event staged each Saturday by volunteers and held at 478 locations in Australia, and at more than 2,000 locations in 22 countries across 6 continents. Visit parkrun.com.au for locations and details of how to register. Whitehorse City Council is divided into 11 single-councillor wards. Our Councillors have been elected to serve until October 2024. Contact our other councillors on these details:

We are all neighbours 2024 is abounding with opportunity for community connection and social inclusion. A fantastic springboard occurred in December, at Eley Ward’s Blackburn English Language School, with a Multicultural Festival through the Community Building Program of the Whitehorse Baha’i Community. The program runs fantastic and free classes on Sunday afternoons at the school, and in other Whitehorse locations including some of our neighbourhood houses. This festival arose out of the commitment of 2 graduates of the 2023 Opening Doors Program, which is a community leadership program for social inclusion supported by a terrific partnership between a number of not-for-profit health services. It runs out of the Village Well at Box Hill Baptist Church. The whole approach is about building skills, confidence and networks to enable over 250 graduates to create sustainable change in local communities. There’s a direct and telling connection between isolation and poor wellbeing outcomes. Social isolation is felt by all of us at times, while for some in Whitehorse the barriers to simple acts of participation in the local community are particularly significant. Let’s be part of breaking them down, because we are all neighbours and our neighbourhood is wide and diverse. When we remove barriers, everyone benefits and everyone is more authentically included.

As I look forward, the main areas of focus for 2024 will continue to be the more strategic improvement programs that energise us all. The future Elgar Park multi-purpose sports areas are going to be magnificent and provide joy to thousands every month. Planning continues to bring new on-demand light to new sites, that will empower the community to use the sports-field lighting (within limits). The Springfield Park Netball Court and Multi-use Court, including Cricket Nets concept design is finally complete, and the clubs and our consultants have done a superb job. It will be magnificent. Challenges and opportunities seem endless at times, North East Link expansion of the freeway at the north of the ward and the Suburban Rail Loop at the southern boundary will both have significant impacts on us. I am proud of the quality and quantity of effort that has been delivered. I extend my sincere thanks to Council staff Leah and Leigh in Major Transport Projects, Michelle and Chris in Community Safety, Snags, Timmy, Tom, Paul, Steve, Aaron and Shane and Cindy in Open Space and Cleansing Teams that keep our area looking great. My solemn promise has always been to “Listen” and I am appreciative of so many that take the time to share their views with me. Mr Peter Carter (a former VicRoads Engineer) was very generous sharing his expertise so we could suggest significant improvements to the North East Link, Mel, Deano and Benno from the Springfield Park sports clubs that invested time in helping Council and its consultants get the new designs perfect. Thank you to all, you make me a better Councillor and contribute to our area ever improving. Photo – On the Koonung trail with Mr Peter Carter

Happy New Year! The MASH Rotary Lift the Lid walk for mental health is on again next month. Jordan Vella is the winner of the PhD scholarship funded by the money raised, and is researching mental health impacts on retired professional athletes in high contact sports. Jordan spoke to MASH about his project, hoping to recruit 200+ athletes. The results of his study may advise mental health strategies and local sports clubs on managing junior and senior athletes retiring after playing community sport. The fire season is upon us. Elgar Contact is an active group looking for new members. For enquiries email Convenor, Helen Harris OAM elgarcontact.inc@gmail.com They recently took a tour of the new Box Hill Fire Station, it is very high tech. The fire brigades do CPR and other emergency interventions until ambulance and Police arrive, so do not hesitate to call 000 if it’s a genuine emergency. It is good to see people enjoying the Plaza new public space! Council will continue to progress the Hamilton Street streetscape project. Traders and the local community will be given the opportunity to provide feedback in the new year. With the LXRP finishing up soon, please report any damage by LXRP to Council via the Snap, Send Solve app or contact Council. To download the app, visit Council’s website whitehorse.vic.gov.au/snap-send-solve. The Expression of Interest process for the future use of the old Mont Albert Station Heritage building closed in November 2023. Council officers are working to obtain planning permits and formalise the lease agreement with the preferred operator.

Festival Season The Carols are always an amazing event and it was great to have the opportunity to host them in Walker Ward again at The Round. I look forward to the Australia Day Concert and fireworks, and acknowledging our 2024 Civic Award Winners. Congratulations to the graduating classes of 2023 Congratulations to the Grade 6 students at Mitcham Primary School, Antonio Park Primary School, Mount Pleasant Primary School and St Johns Primary for all their hard work and achievements, all the best in your transition to Year 7 in 2024. I would also like to congratulate the Year 12 students at Mullauna College and wish you all the best for your future endeavours. Christmas in Mitcham It’s always great to see the amazing efforts by local Mitcham residents to get into the festive spirit, especially along Fellows Street. I contacted Council officers to arrange traffic management along the street as it does become busy and believe Council has a role to play in community safety. Antonio Park Primary School I met with Carly Jones, Principal of Antonio Park Primary School recently to discuss concerns about the safety of students at the school when arriving or leaving the school. I look forward to working in partnership with the school community to advocate to the State Government for improvements in pedestrian safety. Some initiatives we discussed included a reduction in speed along Whitehorse Road and Deep Creek Road to 40km during school times and the idea of a pedestrian overpass.

9

Antonio Park Primary School pedestrian safety Cr Stennett and I recently met Carly Jones, Principal of Antonio Park Primary School, regarding pedestrian safety around the school, following a frightening near miss involving a Year 5 student from Simpson Ward. We continue to work together with a view to jointly advocate to the State Government to improve safety, especially across Whitehorse Road. VicRoads Testing and Inspection Centre (TIC) As those who live in Simpson Ward know, the VicRoads TIC opened in Heatherdale Road, Ringwood, in April 2022. Since then, I have met with VicRoads numerous times including addressing Driving Instructors, and meetings involving local residents. We urged VicRoads to ensure not all testing routes occur through Simpson Ward streets. I can report that of the now 21 testing routes, only 12 come through Whitehorse, 9 are in Maroondah. This has markedly reduced the heavy learner driver use of our local roads. Please contact me with any specific issues you may still be experiencing. Helping those in need It was great to help Eastern Emergency Relief Network, Blackburn Lions and Rotary Nunawading volunteers (pictured) pack over 300 Christmas hampers to be distributed to those in need. These wonderful organisations support the most disadvantaged in our community. I was pleased to have played an important advocacy role with my fellow Councillors in a reversal of Council’s decision to abolish tipping voucher support to these and similar organisations.
