Ordinary Council Meeting Monday 16 October at 7pm

Box Hill is continuing to grow as the second most important retail, commercial and residential precinct outside central Melbourne. The area has been designated as a Metropolitan Activity Centre by the Victorian Government. The need for the new car park was first highlighted in a detailed study of car parking across the Box Hill Activity Centre, which examined growth forecasts and the needs of the community.

What will it look like? Prepared by award-winning firm MGS Architects, the innovative design will ensure the building integrates beautifully with its surrounds, with lots of greenery and a strong visual and physical connection with Pioneer Park, while preserving the local landscape character and retaining the existing mature eucalypt trees. When will construction start? Construction will start once the sale and planning process of the Council-owned Cambridge Street car park site is complete (expected by early 2018). The Cambridge Street car park will continue to operate as normal until the new Harrow Street multi-deck car park opens, so that businesses, shoppers and visitors will not be inconvenienced.

OVERHANGING TREES GET THE CHOP THIS OCTOBER

Vegetation that hangs low over a footpath or obstructs the path can be dangerous to pedestrians, sometimes even causing serious injuries. The same goes for a laneway or road that is overrun by vegetation, which can impede the safe movement of pedestrians, traffic and those using prams and wheelchairs. If you rent or own a home in Whitehorse, it is your responsibility to ensure that any footpaths or lanes that adjoin your property are free of overhanging vegetation and ground covering.

Transport news As the weather warms up, it’s time to get the bikes out of the shed and take a ride on some of Whitehorse’s many shared paths. It is also a good time to study new riding rules that came into effect earlier this year, and join in the fun of Ride2Work Day. Read on for all the information you need to make the most of your spring bike rides.

CYCLISTS, DRIVERS AND PEDESTRIANS ALL DESERVE RESPECT

howing respect for other road users is a major step towards keeping all community members safe and able to enjoy their journeys.

Cyclists and pedestrians are particularly vulnerable on our roads because they don’t have the same protection that a vehicle provides.

Cyclists and pedestrians accounted for almost 25 per cent of all road injuries and deaths in Whitehorse over the past five years.

hat's a simple, fun way to save money, improve mental health and get fit all at the same time?

All you need to do is hop on a bike, strap on a helmet and ride to work! Councillor Blair Barker said that National Ride2Work Day on Wednesday 18 October is a great opportunity to remind the community of the benefits of being active on the way to work. “Council is again supporting the campaign by offering a free community breakfast to all participants at the Box Hill Mall on the morning of Ride2Work Day,” said Cr Barker. “Currently, two thirds of Australians don’t get enough exercise to maintain their health. At the same time, our cities are being choked by traffic. Health and congestion costs are draining billions out of the economy each year. “Regularly riding to work is one of the easiest and most time-efficient ways to help solve these problems. It’s easy to show courtesy and respect to others by: • Knowing and obeying the road rules • Being alert and anticipating the next moves of all road users, especially children and older people • Being predictable, particularly when changing direction • Leaving at least one metre when driving past cyclists • Checking for cyclists before opening your car door • Riding at a safe speed and ringing your bell when approaching pedestrians • Keeping to the left and letting cyclists overtake you when walking along a path • Making sure dogs don’t wander into the path of cyclists.

FREE COURSE IN ADULT BIKE SKILLS

ycleWise is a free bicycle confidence training program for adults, and Council is offering two free courses during October and November.

The novice 2.5 hour course is perfect for those who lack confidence on a bike. This course covers correct riding technique and essential bike skills. It is conducted in a traffic-free area. The five hour intermediate course aims to build confidence when riding on paths and roads, and participants will learn about safety, road rules, correct riding technique and more. Both courses are run by professional instructors from Bikes@Work. Participants need to bring a bike in roadworthy condition and a helmet. Bikes in bus lanes The new rule: Bikes are now allowed to ride in bus lanes

Mobile phones The new rule: Cyclists can be fined for using a mobile phone while riding

Why? After dedicated risk assessments, results showed cyclists were safer riding in the bus lane rather than the traffic lane next to the bus lane.

Why? Mobile phone use is a dangerous distraction for all road users, including cyclists. To use a phone as a navigational device/GPS while riding, it must be secured in a commercially designed holder.

Bicycle crossing lights The new rule: Drivers must give way to bikes crossing on a green bike signal, as they do at pedestrian crossings.

Bike carriers The new rule: Drivers can drive with empty bike carriers

Why? This system is fair for all and keeps riders safe on the road.

If you have a bicycle rack fitted to your car, make sure your number plate is clearly visible.

Why? This is now considered safe.

Become a Waste Warrior Reuse Guide Reusing items is a great way to save money, reduce the amount of waste sent to landfill and help the environment. Take a look at this guide to reusing in Whitehorse.

BUY NOTHING NEW MONTH Get on board October’s Buy Nothing New Month by simply buying nothing new! (with the exception of essentials like food, hygiene and medicines). Buy Nothing New Month encourages second-hand shopping, extending the life of existing products, and swapping, sharing or bartering. The campaign encourages us to ask ourselves, “Do I really need this?” and “Can I get it second-hand, borrow, swap or rent it?”

RENEW COLLECTION AND DROP OFF DAY The Renew collection and drop off day are held in May each year. During the Renew Collection, residents simply need to place bags of unwanted but useable household goods into their empty recycling bin immediately after their normal recycling has been collected. Then push the bin straight back out on the kerb for the scheduled Renew Collection. The Renew Drop Off Day is for items that are too big or fragile to be placed in the recycling bin, such as televisions, whitegoods or good quality, reusable furniture. PARENTING INFORMATION FORUM PROGRAM DONATIONS GO BACK TO THE COMMUNITY

wo community groups have each received cheques for $500 from funds collected at Council’s Parenting Information Forums during the 2016/17 financial year.

ouncil runs free public immunisation sessions for infants, toddlers, pre-school children and adolescents (up to and including 19 years of age) and offers a limited range of vaccines for eligible adults.

Whitehorse Mayor Councillor Denise Massoud presented cheques to the Migrant Information Centre's Youth Program and the Whitehorse Nature Playgroup during a recent ceremony.

Appointments are not required. If your child has been vaccinated overseas you will need to give Council a copy of the vaccination record before attending.

Entry to the Parenting Information Forums is by gold coin donation and each year the money is donated to community groups, programs and organisations that work with parents or children in Whitehorse.

Meningococcal ACWY Vaccine

Council conducts eight Parenting Information Forums each year, with each forum being well attended by parents, grandparents and carers. Topics have included: • Preparing for primary school

Until 31 December 2017, Meningococcal ACWY vaccine will be provided free of charge to students in years 10, 11 and 12, and those young people aged 15-19 years not in secondary school. This vaccine is available at our monthly immunisation sessions, as well as being administered at schools by Council officers.

It’s a free, easy and fun way for children to get active and achieve the recommended 60 minutes of physical activity they should get each day. Part way is OK: If walking or riding the whole way to school isn’t feasible, parking the car a few blocks away and walking the rest of the way is still a great way to get involved. Council and VicHealth are offering schools a reward for participating in Walk to School Month. They can choose from a $300 voucher to host a healthy breakfast, $300 worth of sporting equipment or $300 worth of classroom healthy breakfast packs. Council will also present the Golden Shoe trophy to the school with the highest percentage of students who walk, cycle, skate or scoot to school during October, and students involved in Walk to School 2017 will receive a certificate of participation from VicHealth.

For some time, Council has been using a free app to communicate all the latest news on local family events, programs, immunisation sessions, forums, maternal and child health updates and information on parenting youth. Freeza Push Start results are in! C

ongratulations to solo musician Tsar Green who has taken out the City of Whitehorse heat in the 2017 FreeZa Push Start Competition.

The competition showcases young musicians from around Victoria, giving them the opportunity to perform, gain local exposure, and win their way to a spot in the competition's grand final line up. The City of Whitehorse heat was held on 4 August, hosted by Whitehorse’s Flying Pig Events team. Winners of the heats from around Victoria go on to compete in regional finals. Five Musicians, including solo artists and bands, showcased their talents in Whitehorse in the hope of moving on to the eastern region finals. Performers were Maria, Distracted by Pink, Noxia, Stardust and Tsar Green (pictured below). Winners from the eight regional finals get to compete in the grand final held as part of the annual St Kilda Festival in February each year. The FReeZA Push Start competition showcases all styles of music, including bands, soloists, duos, hip hop artists, electronic acts and acoustic acts.

WHITEHORSE YOUTH FORUM FOCUSES ON ACCEPTANCE AND POSITIVE SELF ESTEEM

W

hitehorse secondary school students were invited to attend the Whitehorse Youth Forum in August, which focused on the theme of acceptance. The free event was organised by the Whitehorse Youth Representative Committee to inform and educate young people aged 13-17 years. Participants got useful information on managing the isolation and loneliness that surrounds bullying, and discussed the notion of internet image and social media.

The highlight of the day was information presented by keynote speaker Darcy Vescio. The 23-year-old full forward for the Carlton’s AFLW team is not only a driver of gender equality for girls in sport but is also an AFL multicultural ambassador.

Other presenters included representatives from the Migrant Information Centre, Bully Zero Australia Foundation, Eyes Open Social Media, Headspace and Beyond Blue.

By Cr Denise Massoud Parklands Community Forum The Parklands Community Forum was an outstanding event with speaker Prof Tim Entwisle addressing 14 Parkland Advisory Committees representatives about the seasons. He posed that seasons are not limited to the traditional four and that we should consider the terms Sprinter and Sprummer to describe an alternative view of seasons for our gardens.

Whitehorse Business Week Whitehorse Business Week was again an outstanding success. Bernard Salt, a renowned demographer, presented a fascinating presentation about Box Hill showing the change of demographics historically and predictions for the future. He explained why Box Hill was important as the second CBD of Melbourne, its expected growth and importantly the change in community expectations over time and what was attractive about Box Hill for the future. The Women In Business luncheon with Nicole Livingstone as speaker was booked out and Nicole gave us a very personal view of challenges for an elite athlete but also a focus on health generally and her corporate life. Whitehorse Youth Representative Committee The Whitehorse Youth Representative Committee held a youth forum with students

attending from a number of local secondary schools. Whitehorse Youth Forum focuses on young people and has a general theme of “acceptance”, focusing specifically on mental health, bullying, social media and young people from culturally and linguistically diverse backgrounds. This is an excellent initiative of Council and enables some good discussion among our youth on some key challenges they face. Other events YES Inc (Youth Education Support) held a launch for their new website and the work they are doing. Their support for disadvantaged local youth and their educational outcomes is outstanding. Blackburn Bowls Club also held a vibrant season opening.

Our Lady of Sion Mentor Breakfast and Debutante Ball I had the pleasure of attending Our Lady of Sion College’s Year 12 Mentor Breakfast recently. As a former Sion student, it was great to be back at my old high school and to speak with the Year 12 students about their future goals and aspirations. It was a great session and I would like to thank Sion College for this mentorship opportunity. I also attended Our Lady of Sion’s Debutante Ball which was held at L’Unica. I commend the Sion Debutantes as well as their partners (from Whitefriars College) for the preparation they have put into the event. They all looked wonderful and danced beautifully on the evening.

By Cr Bill Bennett Parkland Community Forum We are indeed fortunate to have so many wonderful volunteers who care for our local parks and gardens. At the Parkland Community Forum this year, we had the privilege of hearing from Professor Tim Entwisle from the Royal Botanic Gardens Victoria. He spoke about the changing seasons and the importance of observing nature rather than just relying on the calendar! Afterwards, I did confirm with him that my tomato seedlings should still only be planted out after Melbourne Cup Day!

This recently held dinner was an opportunity to thank representatives from many community groups in our municipality. Organisations such as sporting clubs, service clubs, special interest clubs and many other groups play a vital role in the social fabric of our community. It was an opportunity to network, but also to celebrate and acknowledge the fantastic efforts of all the volunteers involved. 2A and 4 McClares Road, Vermont This development application has had a long history. It has caused much concern to our local community. While the community understands

that some sort of development will occur on this site, the likely adverse impacts of the original plans submitted were of concern. After much negotiation, and finally at VCAT, a position was agreed that was seen as the best that could be achieved given the realities of the relevant planning considerations. A big thank you to members of our local community and our Council planners for fighting long and hard for this outcome. Freda Miles This wonderful lady recently had her 100th birthday and I was honoured to be invited to a celebration at St. Marks, Forest Hill, and another one organised by the Brentford Square Traders Association. Freda still volunteers five days a week at local op shops. She is truly an inspiration to all of us. Happy Birthday Freda! Until next time, Bill

On 19 August, together with Cr Sharon Ellis, Graham Watt MP and the Hon Michael Sukkar MP, I attended the Box Hill United Mini Roos Gala Day to see about 150 players and their families participate in a number of small events. Congratulations to Box Hill United for hosting the event.

I attended the 26th Annual Exhibition and sale of paintings by The Park Artists which was hosted by Box Hill South Neighbourhood House. Other than the great artworks, I enjoyed the Devonshire teas, where I enjoyed two scones while discussing the neighbourhoods' funding requirements.

Bennettswood Bowling Club

Cr Ellis, Graham Watt MP and I attended the opening of the Bennettswood Bowling Club season on 26 August where the club reported that the corporate programs were now generating results for the club which meant that fees can be maintained at a reasonable level. It was pleasing to see that the Bennettswood Bowling Club was utilising its facility to generate income from the private sector.

The new pavilion at Bennettswood Reserve is well underway, with the frame being completed. It is scheduled to be completed by early 2018, and open for the start of the 2018 football season. Municipal Wide Significant Tree Overlay Council submitted to the Minister for Planning a request to extend the Significant Landscape Overlay to all residential land in the municipality on a permanent basis in May 2017. If approved, the maintenance costs are forecast to be $630,000 per year.

By Cr Ben Stennett Improvement works at Dunlavin Road/ Whitehorse Road Intersection Residents in Mitcham were advised by VicRoads that works to improve the intersection of Dunlavin Road and Whitehorse Road, Mitcham, were taking place in September. Council had previously written to VicRoads asking them to widen the right-hand turn lane from Whitehorse Road into Dunlavin Road. I would like to

thank the Federal Government for providing funding toward this project and VicRoads for carrying out the works. Improvement works at Station Street, Mitcham I am pleased to say that the works along Station Street are coming to a close after a number of months. I thank everyone, especially the local traders and also users of the Senior Citizens' Centre for their patience over this period of time where there has been some disruption. Schwerkolt Cottage Open Day Recently the Schwerkolt Cottage and Museum Complex in Mitcham held an Open Day, in association with Council’s Heritage week. The Schwerkolts were among the first settlers in the area and their original family home is now part of a museum complex.

Mitcham Residents Association and Heatherdale Community Action Group Recently the Mitcham Residents Association and the Heatherdale Community Action Group held their AGMs. Councillor Prue Cutts and I were invited. It is good to see these residents' groups engaging with the community and with government to support outcomes that are positive for the whole community. Mitcham Pipe Track The Melbourne Water owned pipe track that runs through Mitcham is part of an exciting project that forms a strategic cycling corridor. Council has been successful in negotiating with Melbourne Water to construct a shared user path along this land. The State Government has also contributed funding to accelerate this project and there has been some recent consultation to guide and inform the work.

Community groups get a boost

A

new quilting machine will help migrant and refugee women improve their lives one stitch at a time, thanks to a grant from this year’s Whitehorse Community Grants program. The grant, awarded to Dream Stitches Migrant and Refugee Sewing Program (supported by St Aiden’s Anglican Church, Box Hill) was just one of more than 200 grants awarded under the 2017/18 Community Grants Program, which included $841,352 in cash grants and $306,107 in discount support grants (for hall hire and tipping fees). Councillor Sharon Ellis said that each year the grants program supports important community projects such as performing arts, community festivals, social support for seniors, new equipment for sports and community clubs and much more. “The grants are essential in ensuring that Whitehorse can continue to be a diverse, inclusive and vibrant community,” said Cr Ellis. “Other organisations that received grants this financial year include the Box Hill U3A, who received $1500 for DVDs for class presentations, the Inclusive Music Theatre, who received $1040 towards hire of specialist prop change items, and the Nunawading Toy Library, who received $1000 for specialised science, nature and active play toys."

CHANGE YOUR CLOCK, CHANGE YOUR SMOKE ALARM BATTERIES

A

reminder to all Whitehorse residents to change smoke alarm batteries at the same time clocks are wound back for daylight savings on Sunday 1 October.

In the event of a fire, a working smoke alarm gives a warning and enough time to evacuate a building. The smell of smoke will not normally wake a sleeping person, so it is important to position smoke alarms in locations that will wake all occupants in the home and give them time to evacuate. Avoid putting smoke alarms near cooking appliances and bathrooms because moisture and smoke will set them off. Smoke alarms are available at most electrical appliance and hardware stores. Check that they comply with Australian Standard AS 3786-1993. If you are having any electrical work done to the property it is recommended that have your smoke alarms changed to hard wired devices. Batteries from smoke alarms can be recycled at Council’s Waste and Recycling Centre at the corner of Burwood Highway and Morack Road, Vermont South. More information

A community collaborative exhibition on display at Box Hill Community Arts Centre until 8 October

H

eads and shoulders, knees and toes will all be on display at the Box Hill Community Arts Centre (BHCAC) this month, in a multi-Council collaborative project with local school children. Whitehorse Mayor Councillor Denise Massoud explained that local Whitehorse children from Our Lady’s Primary School in Surrey Hills and BHCAC’s school holiday program were asked to create their own life sized self-portrait. “The portraits were created in three segments – head, body, legs and feet – and the artworks were then installed onto packing boxes, with a separate portrait on each of the four sides of the box,” said Councillor Massoud. The project is proudly supported by Storage King Box Hill who kindly supplied all the boxes. Students from the Cities of Maroondah and Manningham were also invited to make their own portraits, and artwork

WHITEHORSE SPORT AND RECREATION AUSTRALIA DAY TROPHY 2018

ay thank you to your local sporting club by nominating them for the 2018 Whitehorse Sport and Recreation Australia Day Trophy. The trophy is awarded annually to a Whitehorse sporting club, recreation club or community group in recognition of their efforts in making Whitehorse a more harmonious, inclusive and welcoming community. Winning efforts come in many forms, from fundraising and charity work to giving disadvantaged groups in the community an opportunity to become involved within a sporting club or group. Meet last year’s winners The Eastern Gymnastics Club won the trophy last year for focusing on its status as an Inclusive Leader Club and providing customised gymnastics programs for members of the community who previously may not have been able to participate in gymnastics, such as those on the autism spectrum. Among its coaches, the club employs a senior coach with severe hearing loss, a coach with Down’s syndrome and two coaches with Asperger’s Syndrome. Eastern Gymnastics Club has a warm and welcoming atmosphere, true to its goal of providing “a friendly and supportive club for all.”
