Council’s Customer Service Centres in Nunawading, Forest Hill and Box Hill will close at 1pm on Friday 22 December. Forest Hill will open from 9am to 12 noon on Saturday 23 December. All centres will reopen on Wednesday 27 December, but will be closed Monday 1 January.

Sportlink will be closed from 4pm on Sunday 24 December and will reopen on Wednesday 3 January.

ARTSPACE Whitehorse Artspace will close at 4pm on Thursday 21 December and re-open at 10am on Thursday 18 January. WHITEHORSE CENTRE The Whitehorse Centre will close at 1pm on Friday 22 December and reopen on Tuesday 2 January.

CHRISTMAS TOY APPEAL

elp bring some joy to needy families this Christmas by taking part in Whitehorse’s Christmas Toy Appeal. The toys and gifts are passed on to the Eastern Emergency Relief Network (EERN), which distributes them to needy families. NEW MAYOR ELECTED

W

hitehorse City Council has elected Councillor Andrew Davenport, Ward Councillor for Riversdale Ward, as its new Mayor.

Cr Davenport said he would operate on the principles of openness and transparency. “I would like to thank my family for their support and my fellow Councillors for electing me as Mayor for the next 12 months,” Cr Davenport said. Cr Davenport has been an active member of the City of Whitehorse for more than 10 years and enjoys being a member of Freemasons Victoria, Box Hill Hawks Football Club, (social) member of Bennettswood Bowling Club and an honorary member of the Mont Albert Surrey Hills Rotary Club. Cr Davenport’s areas of interest include supporting local businesses, increasing library services, council finances, improving amenities across Whitehorse and encouraging female participation in sport.

BOX HILL SOUTH SKATE PARK T

he Box Hill South Skate Park was officially opened in October, following a redevelopment to make the park bigger and to add a special area for young and beginner skaters and riders. The new park was opened by the Mayor and Councillors at an action-packed event. The park is now double its previous size, and includes a separate beginners area, a half-sized basketball court, new shade shelters, automatic lighting and additional seating. Those who attended the opening enjoyed exciting scooter, BMX and skate demonstrations put on by the YMCA. The park can now be used by a wide range of age groups and skill levels, from beginners to advanced riders. More information www.whitehorse.vic.gov.au/Skateparks.html

OAK STREET PARK OPENING

C

ouncil’s newest park in Surrey Hills was officially opened in September.

The park is located at 23 Oak Street, Surrey Hills, and has been built on a residential site which was purchased by Council in 2011 following a recommendation from the Whitehorse Open Space Strategy. The strategy identified that in certain areas of Whitehorse, more parks were needed ‘just around the corner’ where parents of young children can stroll to a playground, friends and family can meet for a picnic or individuals can enjoy some quiet time on a park bench. The new park features a small local playspace, informal paths, garden beds, park furniture and natural materials scattered among the new plantings. Local residents and nearby school students from Our Lady’s Primary School in Surrey Hills attended the opening, which was a great opportunity for the school students to enjoy the new equipment. The annual Whitehorse Sports Awards recognise the important contribution local sporting clubs and sportspeople make to the Whitehorse community. Sport has always been an important part of life in Whitehorse, helping to build a healthy and connected community. Our sporting best were celebrated at an awards ceremony in October, where Cricketer Merv Hughes gave an inspiring talk and the high calibre of nominees was acknowledged. The winners were presented with awards by the Mayor and Councillors and a great night was had by all.

SPORTSPERSON OF THE YEAR Meg Lanning from the Box Hill Cricket Club Meg is the captain of several teams at local, state and international levels – not to mention the International Cricket Club’s number 1 player in the world. She holds the world record for the most One Day International 100s and this year SCHOOL OF THE YEAR Koonung Secondary College

COACH OF THE YEAR Alan Carter from the Box Hill Cricket Club Alan is one of Victoria’s highest regarded cricket coaches. As the Senior Premier Women’s Coach for Box Hill Cricket Club, Alan has led the Women’s 1st XI to seven consecutive one-day grand finals and four T20 grand finals. As a member of the East Box Hill Cricket Club for 46 years, and a committee member for 28 of those years, Colin has always taken the time to pass on his experience, values, attitude and spirit to those around him. Colin gives his time freely, ensuring club juniors have a positive experience with the game.

In the last year, Koonung Secondary College has participated in 78 Whitehorse division competitions, winning half and progressing to state finals on 15 occasions.

won the Belinda Clark Award as International Player of the Year (for the third time). She gives back to the community by participating in the Meg Lanning Academy for girls and coaching and mentoring.

SPORTSPERSON OF THE YEAR WITH A DISABILITY Madeleine Scott from Nunawading Swimming Club As committed team member of the Nunawading Swimming Club, Madeleine always encourages those around her to achieve their best. Her achievements include selection onto the Australian Team for the Paralympic World Swimming Championships, bronze in the 50m butterfly multi class at the Australian Open Championships and five gold medals in multi class events at the 2017 Victorian Open Championships.

Sophie’s achievements include representing Australia at the Commonwealth Youth Games, where she achieved a bronze in the 400m freestyle and fourth in the 400m individual medley. She also won three silver medals at the Victorian Open Championships and eight gold and one silver at the Victorian Age Championships. In 2017, Sophie was awarded a Pierre de Coubertin award for demonstrating values consistent with the Olympic movement.

CHAIR’S AWARD Maddison Ridley Maddison has achieved fantastic results in her netball endeavours this past year, including winning silver at the nationals, being selected into the U/17 Australian squad, winning silver with the U/16 Australian schoolgirls netball team, selection in the U/15 School Sport Victoria netball team and being awarded a Victorian Institute of Sport scholarship. SPORTS CLUB OF THE YEAR Box Hill Cricket Club Box Hill Cricket Club is a truly diverse club, welcoming players from all ages, genders, abilities and cultural backgrounds. The club fosters three senior women's teams, four senior men's teams, nine junior teams (including a junior girls' team) and a veteran side. he popular Indigenous Gardening in Whitehorse booklet is an essential resource for home gardeners, landscape architects and developers.

ood is at the heart of Christmas celebrations for many Whitehorse families, but Council is encouraging the community to think carefully about the amount of food we purchase, cook and throw away this festive season.

Everybody likes to be a good host and ensure their guests have plenty to eat, but with some simple tips you can reduce the amount of food waste you send to landfill. Plan meals

Store food correctly

Plan your meals, including portion sizes. Take stock of what food and staple ingredients you already have in the pantry, then write a shopping list. This will stop you from over-purchasing perishable food, and save you returning to buy items you have forgotten.

Become a storage guru. Use labels on items you store in the freezer – remember to date them and use airtight containers. Learn which fruits and vegetables should be separated in order to stop them going off quicker.

DUELI No Waste Chef Competition As part of the Love Food Hate Waste Campaign, Whitehorse City Council hosted a Deakin University English Language Institute (DUELI) No Waste Chef Competition at the university's Burwood Campus. The DUELI No Waste Chef Competition project is supported by Council and a Love Food Hate Waste grant from Sustainability Victoria. Love Food Hate Waste is a Sustainability Victoria campaign that aims to raise awareness of the problem of food waste and supports Victorian householders to waste less. Never leave children unattended in a car

WHAT WE'VE ACHIEVED FOR BABIES, CHILDREN AND FAMILIES

T

here is no doubt that we lead increasingly busy lives, but leaving a child in a car – even for a short time – is never worth the risk.

Year 3 Achievements

Municipal Early Years Plan 2014-2018

Even on mild days the temperature inside a parked car can be 20 to 30 degrees hotter than the temperature outside. When it’s 30 degrees outside, a child could be suffering in up to 60-degree heat. The risk of heatstroke and dehydration is very real.

The past three years have seen excellent progress as Council has implemented its Municipal Early Years Plan 2014-2018.

Every year in Australia, more than 5000 children are rescued after being left unattended in cars. Figures from Ambulance Victoria reveal that November to March is the busiest period, with an average of five call-outs to children left unattended in cars per day.

• Council released the Family Resource Guide, which draws together a wide range of support information into one handy document. You can download the guide at www.whitehorse.vic.gov.au/PoliciesChildren-Families-Youth.html. It is also available in hardcopy at Council’s parenting information forums, libraries, customer service centres, family centres and through Whitehorse Early Learning Services Centres.

Here are some highlights from year three:

In Victoria, it is illegal to leave a child unattended in a vehicle under the Children, Youth and Families Act (2005). The penalties include:

• Eight Parenting Information Forums were held, with four focusing specifically on the early years. These covered children’s anxiety and worries, primary school preparation and transition, building resilience and self-esteem, and connected parenting.

• A fine (currently $3690), or; • A maximum of 6 months jail

• The 94 per cent immunisation rate for the City of Whitehorse continues to be higher than the regional and state-wide figures.

• The first meeting of the Whitehorse Early Years Sector Network was held in October. This network brought together managers and team leaders from early years services to discuss issues such as funding, new programs, advocacy and best practice standards. • Council staff successfully consulted with children on the playground design of three Whitehorse Early Learning Services Centres. • A new Engaging Children in Decision Making framework was developed for Council staff, along with a resource providing best practice standards on consulting with children.

DECEMBER IMMUNISATIONS Council provides free vaccinations against infectious diseases for children from birth to 16 years-of-age and a limited range of vaccines for eligible adults.

Year 3 Achievements

Council’s Municipal Youth Plan 2014-2018 has been up and running for three years, with great results. Here are some of the highlights from year three:

• Council engaged the University of Melbourne to survey wellbeing among students in years 5 to 12 as part of the Whitehorse Wellbeing Project. The survey gave Whitehorse schools detailed information about student wellbeing.

• The Box Hill Assertive Outreach program engaged and supported more than 200 at-risk young people. This means 425 young people have been engaged in the program over the past three years. • Several Parenting Information Forums focused this year on parenting strategies for adolescents. • Five cultural/music events for young people were held across the municipality by Council's FReeZA Committee.

YOUTH VOLUNTEERING OPPORTUNITIES IN 2018! Whitehorse Council’s Youth Services department is looking for young people to volunteer in their community in 2018!

Municipal Youth Plan Implementation 2014-2018

• The new Whitehorse Education Assistance Grants supported young people aged 10-25 who were experiencing financial hardship to remain engaged in education and training.

Places are currently available for the Whitehorse Youth Representative Committee (WYRC) and FReeZa Committee’s Flying Pig Events. Both offer the perfect chance to use a range of skills, learn new ones and get valuable experience to add to a resume. More details below.

• The Community Youth Services Awareness Project saw the development of the Whitehorse Creative Youth Community, an exciting online site for young people to post their creative work such as music, art and design, film and literature, in a safe, friendly, encouraging and supportive space. CHRISTMAS CLOSURES AND SUPPORT Council’s Youth ConneXions drop-in centre will be closed over the Christmas period from Friday 22 December and will reopen on Tuesday 2 January. Congratulations to Michaela Clare-Cover, our young person of the month for December Michaela is a year 12 student at Koonung Secondary College. She is a self-motivated, driven and determined student who has achieved many awards for academic excellence. Michaela also immerses herself in many extracurricular activities, including hockey, athletics, swimming, national level gymnastics, ballet, singing, piano, choir and school musical productions. In her role as Koonung Student Representative Council Captain, Michaela organised several fundraising events including World Greatest Shave day, Hoodies for Homelessness and free dress day to raise funds to support youth education in Tanzania. BOX HILL CHORALE This community choir comprises of local Whitehorse residents who have a love of singing and a desire to be part of a vibrant and friendly community choir. Under the direction of conductor Andrew Wailes, the Chorale is widely regarded as one of Victoria’s leading community choirs.

CHELSEA PLUMLEY Chelsea Plumley is an award-winning musical theatre actress who has maintained one of the most diverse careers of any Australian artist with credits in TV, film, cabaret, concerts and much more. We welcome Chelsea back to the Whitehorse Carols stage.

RICHARD THOMAS After a fantastic Carols performance last year, Richard Thomas is back, but this time as host! We look forward to hearing Richard’s fantastic voice throughout the event.

COMBINED CHURCHES OF BLACKBURN NORTH The combined super-group of members from St Alfred’s Anglican, New Hope Baptist and One Community Church are thrilled to be back for Whitehorse Carols this year to perform a traditional nativity play.

ouncil’s Think Local Buy Local program is back, shining a spotlight on the wonderful benefits of buying locally, such as improved job security and helping to maintain a sustainable, vibrant community.

S

anta, elves, stars and lots of glitter – it’s beginning to look a lot like Christmas once again in Whitehorse, with many local shops and businesses taking part in Whitehorse’s Festive Window Dressing Competition.

This month we focus on Blackburn café Lily Loves George – a true family affair. The family business is run by mum and bookkeeper Jan Flanagan and daughters Sophie Flanagan, who coordinates the front-of-house, and chef Amy Flanagan.

Councillor Ben Stennett said that both local traders and shoppers can nominate their favourite festive window displays (including their own). "Judging will be based on creativity, use of colour, themes and the visual impact of the display," said Cr Stennett. "While this competition is always a lot of fun, it has some important goals in encouraging people to shop locally and helping the local economy to continue to thrive." Shoppers who nominate will also go into the running to win a Quest Mont Albert accommodation package valued at $200 and a $30 voucher from Lombard The Paper People.

The canteen received the award after achieving outstanding standards in food hygiene and safety in their annual Food Hygiene Assessment. This is the fifth year that the canteen has received 5 stars and the fourth year that they have received a perfect score of 100 per cent.

The canteen is now in the running to win the Whitehorse Food Premises of the Year Award.

Sophie said the small business with six employees offered customers “great coffee, breakfast and lunch. There is an emphasis on customer service and quality food to eat in-house or to take away. Weekly specials and catering to local businesses are also a key part of our business.” The café has many valued local customers from surrounding businesses and homes. “The local community is extremely important to our success. We tend to see mostly the same customers every day and get to know them really well…We love being involved in the local community,” Sophie said. Businesses are encouraged to support the Think Local Buy Local campaign by displaying a sticker on their shopfront. Shoppers then have a visual reminder of the need to support local business. Lily Love George’s contributions to the local community include providing food for multiple sclerosis functions for their volunteers and patrons, vouchers to local schools and kindergartens, and provide biweekly food scraps for local residents with chooks in the Compost Mates Program. The café also supports local businesses by purchasing fresh fruit and vegetables from a Blackburn North business and packaging materials from Nunawading. Cricket nets at Mahoneys Reserve Council recently upgraded cricket nets at Mahoneys Reserve, Forest Hill. In heavy rain there was a significant risk with water pooling in the nets and mud in the run-up area. I visited the Nunawading Cricket Club recently to view the outcome. The run up area is much improved and the

cricket nets can be used safely even in the wetter winter months. This is important as there has been significant growth in club membership and the number of teams, especially female players. Local Queen's Scout awarded

Blackburn Lake Sanctuary Visitors’ Centre

In early 2018 Blackburn Lake Sanctuary Visitors’ Centre will undergo a refurbishment to support a wide range of community activities including the education program Council delivers at the Centre.

I was privileged to attend the Queen’s Scout award ceremony for Caitlin Hurly. Caitlin is a fine example of a young Whitehorse citizen and completed many challenges to earn this honour. Caitlin’s family has been connected to scouting for over four generations and her great grandfather was a friend of Lord Baden Powell. Some of this history from World War I with Lord Baden Powell was on display at the event and I am pleased this will be shared with local historians.

How time flies! The last 12 months have been productive, engaging and informative. I have enjoyed meeting and speaking with the many residents and community groups and listening and taking on board your feedback. I recently had the pleasure of attending a number of functions, including: • Box Hill Reporter District Cricket Association Season Launch – it was a great night and lovely to also see some familiar faces from our extended Whitehorse cricket family. • The Box Hill Chinese Senior Citizens Club celebrated their 30th anniversary at the Box Hill Town Hall, with a huge community turnout. What a wonderful milestone to reach! • Whitehorse Business Group hosted the annual Business in Excellence Gala Dinner to a packed house at Vogue Ballroom. The evening celebrated and recognised the achievements of Whitehorse

Whitehorse Business Safety and Security Expo

The Nunawading Community Gardens in Jolimont Road, Forest Hill, recently celebrated their 40th Anniversary with a fantastic open day. This was the first community garden in Australia and was established on Council land with the efforts of a local Councillor, Council officers and dedicated volunteers working

This expo focused on practical ideas to protect our local businesses and promote community safety. Well known crime journalist and author John Silvester was a keynote speaker. Detective Sergeant Scott Dwyer from the Eastern Region Crime Squad was also a guest speaker and was able to explain many anti-theft processes.

At the end of the evening I was able to thank everyone involved with this initiative and officially launch our annual Think Local Buy Local campaign to support local businesses in Whitehorse. Whitehorse Sports Awards This is always a great night celebrating excellence in all aspects of community sport, not just athletes, but also the parents, volunteers, officials and coaches. I was further reminded of the part sport plays in our lives with the 50th anniversary of Whitehorse Little Athletics recently celebrated at the Bill Sewart Athletics Track in East Burwood. New equipment at Aqualink Box Hill

New Precor cardio equipment has been installed at Aqualink Box Hill, which allows you to watch TV and listen to music as you train. The cardio equipment also interacts with an app on your mobile which allows you to track past fitness sessions.

I know that many users feel that the facilities are becoming inadequate for current and future needs, especially with the growth in women's participation in sports like cricket and football.

Council is currently reviewing the functionality and serviceability of the Visitor Centre to ensure education programs are supported. The Yarran Dheran advisory committee is working closely with Council on this review.

arking permits ensure that there is fair and equitable access to parking, whether in residential streets or shopping strips or other in demand areas.

Types of parking permits in Whitehorse include: Residential parking permit The residential parking permit scheme exists in some areas of the city so that residents (and their visitors) have on-street parking options close to their home. Disabled parking permit Holders of Category 1 Disabled Parking Permits (blue) can park in: • Any Council parking bay at no charge, provided they observe parking restrictions relevant to their permit and the conditions of the parking bay

Holders of Category 2 Disabled Parking Permits (green) can park in any ordinary parking bay for double the period shown on the parking sign and payment of any initial applicable fee. They cannot park in a designated disabled parking bay. Holders of all disabled parking permits must clearly display their permit in their vehicle. Trader parking permits Trader parking permits are available for many shopping and business areas in Whitehorse, including Bennetswood shopping strip (Bronte Road), Brentford Square and Britannia Mall.

Meals on Wheels volunteers needed!

I

We are looking for committed, caring, enthusiastic, flexible, positive people with exceptional communication skills to assist in the delivery of Meals on Wheels. You will volunteer at either our Box Hill or Nunawading distribution centre.

Councillor Blair Barker said that volunteering is something that anyone – of any age, ability or background – can do.

Volunteers can apply to be either a driver or a 'jockey'. Shifts are approximately two hours, starting from 10.30am.

“In fact, over six million Australians give their time, skills and energy as volunteers,” said Cr Barker.

Without our volunteers, Council would not be able to deliver such a wide breadth of quality services and programs to our residents.

Mitcham Junior Football Club The Mitcham Junior Football Club is one of the most active clubs in Whitehorse, running a number of school clinics and supporting school fetes and other community events. This hard work has seen tremendous growth in their teams. In 2014, they fielded five teams but in 2018 they are aiming for 18 teams as well as 110 Auskickers. Whitehorse City Council has supported their recent growth by allocating Koonung Oval as a second playing and training venue. The Club welcomes players in all age groups with boys from U8 to U17.
