Whitehorse welcomes new Mayor and Deputy Mayor

Congratulations to Cr Mark Lane and Cr Prue Cutts on being elected as Whitehorse City Council’s new Mayor and Deputy Mayor respectively.

Mayor Cr Lane represents Mahoneys Ward. He lives locally with his family who are all actively involved in a number of local sporting clubs.

Cr Lane is currently a member of the Blackburn South Cricket Club and ACES Netball Club. He was previously Deputy Chair and member of the Whitehorse Business Group, Whitehorse Netball, Chair and member of the Whitehorse Community Chest, JCI Eastern (Junior Chamber), where he held roles from local chapter president, State President and Australian President. He was awarded Senator of JCI.

Cr Lane worked closely with Council officers on the construction of the outdoor pool at Aqualink Box Hill. He also advocated for the Healesville Freeway land to be used as open space and lobbied for funding for an upgrade at Sportlink.

“Thank you to my Councillor colleagues for electing me as Mayor,” said Cr Lane.

“This is a very humbling and exciting time to be Mayor some 11 years since my first time leading our great city. I look forward to a great year ahead for Whitehorse.”

Deputy Mayor Cr Cutts represents Simpson Ward. She has worked concurrently as a psychologist and teacher for nearly 20 years and is currently a registered teacher.

Cr Cutts is an active community member and is a Multicultural Ambassador for the Mental Health Foundation of Australia, and a board member of Berengarra School for secondary students with social and emotional issues. She is a current member of the Whitehorse Historical Society and the Rotary Club of Mitcham.

Cr Cutts’ areas of interest include lifelong learning, mental health, history and heritage, youth engagement and sustainability. She advocated strongly for both the Walker Park and Heatherdale Reserve pavilion redevelopments and was involved in the open space development at 21 Wattle Valley Road in Mitcham.

“I am so thrilled to be elected Deputy Mayor and am honoured to step into this leadership position. I’d like to thank my Councillor colleagues for supporting me. I will continue to be deeply committed to my role as Simpson Ward Councillor representing the people of Mitcham and Vermont,” said Cr Cutts.

The new Mayor thanked outgoing Mayor Cr Tina Liu and Deputy Mayor Cr Denise Massoud for their dedicated service and leadership over the past year.

Gather round, gather round!

Introducing...The Round. A place to celebrate, entertain, create and connect.

We are excited to announce The Round as the name of the redeveloped Whitehorse performing arts centre.

The Round signals an inclusive, intimate and welcoming space reflected in the curved nature of the architecture. The space is designed to be viewed with 360 degree appeal, providing a wonderful outlook for venue attendees and users of the surrounding parklands. The new contemporary performing arts venue will build upon the legacy of the former Whitehorse Centre. It will bring what the community loved and valued into a new era.

The venue will provide an expanded array of arts and cultural opportunities for the entire Whitehorse community to enjoy for generations to come.

The Round will feature a 600+ seat auditorium, 200 seat studio theatre, creative rehearsal studios, improved soundshell for outdoor events and improved car parking for the precinct. It will be able to host an expanded range of shows, functions and events.  Construction is expected to be completed by mid-late 2023. We are looking forward to celebrating the opening of The Round with our Whitehorse community next year.

Sportlink on track for summer completion

The Sportlink redevelopment project is progressing well!

All columns and major beams in the outdoor court areas have now been erected. We are currently installing purlins which will support the roof sheeting, and construction of the roof sheeting will commence shortly. Fire protection works are also in progress, and brand new furniture, scoreboards and scorer’s tables are on their way.

The northern carpark is under construction and asphalting works will be completed towards the end of the project.

The outdoor courts remain closed as works take place, but the indoor courts and multi-purpose rooms are open and available for use.

Setting the stage for environmentallysustainable design

The Round will include a range of environmentally-sustainable design (ESD) features designed to reduce emissions, save water and minimise waste.

ESD features include:

Solar panels on the roof

Stormwater pollutant filtration system (pictured below)

LED and solar lighting

Double-glazed windows

Rainwater harvesting for toilet flushing

Water-efficient fixtures, fittings and storm water system

Efficient thermal building performance

Energy-efficient plant and equipment

Landscape treatments, such as rain gardens and warm season grasses

Recycling facilities and waste minimisation initiatives

Provision for future electric vehicle chargers

Working for Whitehorse

Council currently has some very exciting capital works projects underway.

One of these is the Morack Public Golf Course redevelopment, which will see the popular site made over with a new café, 25-bay diving range and 18-hole mini-golf facility.

But what exactly goes into a big capital works project like this one? To find out, we spoke to Rob James, the Senior Project Manager working in Council’s Major Projects Team.

“My role involves end-to-end management of capital works projects from inception through to handover.”

Rob has worked on many major projects, including Elgar Park South Pavillion, Harrow Street Car Park, Sparks West Pavillion and retiling at Aqualink Box Hill.

“I get a kick out of seeing the community make the most of these facilities after we’ve created a new or upgraded space for them to enjoy,” said Rob.

“You meet so many people in this job and you get involved with lots of diverse community groups. On one day I could be speaking with a local football club and the next I’m liaising with our communication department within Council. No two days are the same.”

Rob is currently overseeing the construction phase of the Morack Public Golf Course redevelopment.

“I consider construction to be the best part my role, as this is when the building really comes to life,” he said.

“During this fast-paced phase of the project, I am responsible for maintaining budget, program, responding to builders’ queries and reporting on the project to the various key stakeholders as the project progresses toward completion.”

At Morack, the old club rooms, pro shop and driving range have been demolished, and the construction team is now installing in-ground services, including foundation work and preparation for the concrete slab (pictured above).

For regular Morack visitors, temporary facilities are in place for Swing Factory (Morack’s newly-appointed operators) to run a small kiosk/shop and for resident clubs to have a space to gather on site during construction.

Rob is keen for the community to enjoy the revamped Morack.

“I’m excited to see the driving range, event space, inside/outside cafe and of course, the 18-hole mini golf.”

Staying safe this summer

Water provides great fun for children, but leaving them around water without adult supervision is dangerous.

Drowning is one of the major causes of unintentional death for Australian children. Most fatal drownings occur at home, including in backyard swimming pools, bathtubs and dams. Often a lack of supervision combined with inadequate safety barriers around the pool or outdoor spa are found to be a contributing factor to the child’s death. In some cases, a climbing point allowed for easy access to the swimming pool.

For children that survive drowning incidents, many are hospitalised and can be left with permanent disabilities. Whether at home or on holiday, make sure you restrict young children’s access to water and always keep them within arm’s reach when around water. 20 seconds is all it takes.

Follow these steps to become fire ready

With warmer and drier conditions approaching, Council recommends that residents prepare themselves for fire season.

Knowing what you’ll do in the event of a fire is a great first step. Hold a family or household meeting and make sure everyone knows what is expected of them in a worst-case scenario.

You can also do this when you arrive at a summer holiday destination; make a new plan that suits the new environment.

When at home, ensure you also:

▪ Know where to access information on high risk days

▪ Keep grass cut low. Fire can ignite and travel quickly through long grass

▪ Get rid of dry grass, leaves, twigs and loose bark around your home

Remove or prune shrubs near windows and well away from branches of mature trees

▪ Check out the CFA landscape guidelines to find out how to make gardens less flammable if you are in a bushfire prone area

▪ Keep gutters and roof areas clear of leaf litter

▪ Remove all materials from around the home that could burn, such as boxes, furniture and woodpiles

▪ Check your smoke alarms

Changes to tree removal permit process

As of 28 October 2022, the state government has advised that only one VicSmart planning permit for the removal of a single tree is allowed in any 12-month period per property.

VicSmart is a streamlined assessment process for straightforward planning permit applications. The process via VicSmart takes 10 working days and applications are not advertised. An application for removal of multiple trees would generally be advertised to allow for community comment and takes longer to process.

Additional tree removal applications can still be lodged via the regular planning permit process.

Whitehorse Development Contributions Plan (DCP)

Council is proposing to establish the Whitehorse DCP. This will impose a levy on developers, requiring them to contribute to the future amenity of our city.

The DCP responds to Whitehorse’s continued population growth and the intensification of retail, commercial and industrial developments. These factors increase the demand for additional infrastructure and/or upgrades to existing infrastructure.

The DCP sets the levies that would be imposed on new developments, and the types of community infrastructure such levies would be spent on. These contributions would help fund necessary community infrastructure projects to support our growing community.

The DCP applies to all land in Whitehorse. It exempts certain types of development from paying a contribution, including alterations and additions to an existing dwelling, outbuildings normal to an existing dwelling, fences, demolition of a dwelling followed by construction of a replacement dwelling on the same land and reinstatement of a dwelling which has been accidentally damaged or destroyed.

To formally use the DCP, an amendment to the Planning Scheme is required. Council is seeking public feedback before we can implement this amendment. Amendment C241 is open for public submission until 12 December 2022

The visible effects of mental health issues often lead to discrimination, as sufferers may be incorrectly perceived and unfairly blamed for their behaviour. Being aware of mental health issues, being respectful and understanding and having open conversations is essential to breaking down this stigma. Much like having a broken arm or leg, mental health illnesses are diagnosable and can be treated. If you suspect that someone may be suffering from a mental health illness, here is how you can support them. Firstly, approach them in a comfortable setting, and assess their situation. Then, listen to them and communicate in an understanding, non-judgemental manner. Provide them with support - both emotional and practical,

after which you can encourage them to seek appropriate professional help, such as counselling or psychological therapy. Remember, you are not there to solve their issues, but rather to do your best in supporting and guiding them towards professional help, so that they may be able to recover, resume life’s activities, and continue forming positive relationships with themselves and others.

Headlining our Carols are the effervescent Melbourne Gospel Choir and supremely soulful Kylie Auldist, so come prepared for a dance on the grass!

Our full line-up brings something for everyone. From local acts (hello, Box Hill City Band!) to internationally renowned artists, we are celebrating Christmas in spectacular style. Kids’ entertainment act Celia & Friends are set to kick off the stage performances at 5.30pm, and keep a look out for Santa, rides, festivities and food trucks at the park from 4.30pm.

How wonderful has it been to be getting back into public gatherings and enjoying the people, their achievements and just each other’s company again?

In November I was humbled and excited to be voted in as Mayor for 2022/23. The opportunity to lead this great city does not present itself very often and I am grateful to be elected by Councillors some 11 years since last being Mayor of Whitehorse.

The calendar has certainly filled up quickly and the opportunity to meet and chat with individuals and groups across the city has been wonderful. We do really have an amazing community from the businesses, sporting groups, advisory groups and volunteers – what a diverse and committed city we live in. Thank you all for the congratulations and warm wishes on my becoming Mayor.

Recently we held the Whitehorse Excellence in Business Awards. Congratulations to all the nominees, what an amazing array of businesses we have. A big congratulations to all of the winners. The number of nominations this year was huge, so to be commended or win was an even greater achievement. Again well done and congratulations.

Thank you to everyone who provided feedback on our Open Space Strategy. The Strategy will look at how we better maintain, preserve, enhance and grow our open spaces in Whitehorse. With suburbia becoming more urbanised, it is more important than ever to explore green space opportunities. Box Hill has seen unprecedented growth over the past 15 years. With the economy and population thriving, I’m focused on ensuring that Box Hill is a great place to live, work and play now and into the future. Land is valuable and surplus land in particular is scarce in Box Hill, I would be keen to work with the community to explore creative ways of establishing new open spaces. Phase Two of the Consultation is proposed mid-2023, following the release of the draft Strategy –stay tuned.

I had the pleasure of attending a number of community events including Box Hill RSL’s Remembrance Day Service and 100th Anniversary and Rededication of the Whitehorse First World War Memorial, also attended by His Excellency General the Honourable David Hurley AC DSC (Ret’d), Governor General of the Commonwealth of Australia.

It is great to see the community active and engaged.

Initiatives such as the Ping Pong-A-Thon at Box Hill Central (pictured) and Whitehorse Arts Association End of the Year Art Show do just that! Have a happy, safe and peaceful festive season and new year. To those who celebrate it, Merry Christmas and as 2023 ushers in the Year of the Rabbit, Happy Lunar New Year.

Queen’s Scout Awards

On 20 November 2022, I had the pleasure of attending the presentation of the Queen’s Scout Award to Jonathan Pettolino (pitctured), at 1st Bennettswood Scout Hall. To be awarded the Queen’ Scout Award (the highest award in the Venturer Scout section), the Venturer must be able to set a goal, plan progress towards that goal, organise their self and others and maintain the determination to overcome difficulties and complete the task. Congratulations to the 1st Bennettswood Scout group and supporters who helped Jonathan on his journey.

Whitehorse Festive Season

On 23 October 2022, I attended the Whitehorse Spring Festival where there were over 10,000 people in attendance. It was pleasing to see the large attendance at the festival and I look forward to Whitehorse Carols event on Sunday 18 December 2022.

Not sure if it’s a sign we are returning to ‘pre-COVID’ times, but I certainly have been busy these past few weeks.

I have attended various Council sub-committees where all members have enthusiastically expressed their opinions. The Domestic Animal Management Plan Advisory Committee was a very vibrant discussion on future off-lead areas, where new ones should be, where existing areas were unsuitable, etc. The proposal suggests an extra 10 being considered as off-lead with some current off lead areas reverting to on-lead only or no dogs at all. Significant consideration has been given to areas facing change with alternative sites located very close by, so I am really looking forward to this going out for community consultation. More to come on this one as there is still some work to do prior to consultation. I recently had a wonderful afternoon attending the Ladies Day at the Vermont South Cricket Club. No doubt about it, ladies certainly know how to enjoy themselves. I also had the privilege of opening the art exhibition at the Vermont South Neighbourhood House. The art tutor, Heather Donchi (pictured) has some incredibly talented students.If you are in the area, visit their café. The food is delicious and Claudia will make you feel most welcome.

Pleased to see that Remembrance Day at Halliday Park was well attended, and congratulations to all our volunteers whose achievements were recently recognised. Well done to Heatherdale Community Action Group for a fantastic Christmas meeting. Have a wonderful Christmas and safe, healthy, and happy New Year.

What’s on in Elgar Ward with Cr Barker

Let’s imagine the view from a time lapse camera from the best kept secret in our ward: the sweeping views from the Box Hill RSL’s rooftop or terrace, an informal family orientated casual meal space.

At 8am in the Box Hill Gardens multipurpose space, 40 locals are practicing Tai Chi alongside walkers, joggers and the early shift of hospital staff all enjoying the rubberised track.

By mid-morning, the playground is alive with the excited energy of children, construction workers, young parents and those in need of some fresh air, who are enjoying just sitting on the grass. There is also movement above as a crane hoists steel onto another major new health facility in Wellington street, which will soon be home to hundreds of health professionals who will care for locals for generations to come.

At 5.30pm in the gardens, the after work dog-walkers are joined by those striding purposefully to make a train or tram. The basketball court is energised by a lively and happy game of 5v5 street ball, a table tennis friendly continues despite the challenge of a breeze: both can now play on until it’s late with the new lights. Nearby, others are cooking on park BBQs.

This view reminds me that a city isn’t just concrete and grass – a city is alive because of people and their energy.

Integrated Water Management Strategy

Council has endorsed the Integrated Water Management strategy –a first for Whitehorse!

Water plays an important role in Whitehorse. Finding smarter solutions to water conservation is essential as our climate changes and our population grows.

Whether it comes from a tap or runs off a local road, all water in Whitehorse is valuable. Through this new strategy we are finding practical ways to reduce our dependence on drinking water to sustain our parks and gardens, so we can make good use of stormwater, rainwater and wastewater wherever possible.

The new strategy will focus on three outcomes:

▪ Healthier landscapes and waterways,

▪ Reduction of flood risk, and

▪ All water is valued as a resource.

Stamping out single-use plastics

From 1 February 2023, the Victorian Government is banning the sale and supply of some problematic single-use plastics.

Items include:

▪ drinking straws

▪ plastic cutlery

▪ plates

▪ drink stirrers and sticks

▪ cotton bud sticks

▪ expanded polystyrene food and drink service containers including plates, cups, bowls, clam shells and any cover or lid.

The ban will include plastic items made from conventional, degradable, biodegradable and compostable materials, including bioplastics.

The ban is being introduced to reduce the impact these items can have on our environment, wildlife and health. Often, they end up incorrectly placed in the

recycling bin, and these items are difficult and economically unviable to recycle. They can often be easily avoided or replaced with reusable products. The best alternative is the use of reusable items, with appropriate cleaning. Where this isn’t possible, alternative options include disposable items made from paper, wood or bamboo.

Staying merry, bright and sustainable

We all love spending time with family and friends over Christmas. But it often means lavish meals and gifts, with more wasted food than usual, unwanted presents and a great deal of unnecessary packaging.

Fortunately, minimising these negative impacts doesn’t need to be difficult. Here are some tips to help make this festive season sustainable.

Get creative with your tree

Every plastic Christmas tree will eventually end up in landfill. This year, why not try dressing up an existing plant, using a potted Christmas tree or making one from driftwood or twigs?

If you’re opting for the real deal this year, Council is running free collections for living Christmas trees from 28 December to 31 January. Bookings open from 19 December and are limited to one tree per household. https://whitehorse. cleanaway.com.au

Reduce food waste

Plan out your celebratory feast and make a list of produce you need before setting out on a shopping adventure. This will help you to buy only the things you really need. Send your guests home with leftovers (in reusable food containers!) and ensure that all correct food scraps go into your Food and Garden Organics bin.

Buy sustainable gifts

A gift in the form of a donation to a worthy cause, or gifting an experience such as a massage, a cooking course or live show can be great sustainable options (how about a Whitehorse performing arts voucher?

Details on page 9). If you are going shopping, remember to shop local!

Minimise soft plastic and packaging

Look for a gift wrap made of recycled or recyclable materials, or consider using newspaper pages or old kids’ drawings to package your gifts in a creative and unique way.

The same strategy can be used for decorating your house. Get crafty – you can even attend a creative workshop at Strathdon for expert tips (details on page 9). Recycle right

What items can go in your recycling bin this festive season?

Paper and cardboard, including paper wrapping, flattened cardboard boxes and greeting cards

What to do with your soft plastics

Thank you to the dedicated recyclers in Whitehorse who have been taking soft plastics to REDcycle collection points at Coles and Woolworths.

Unfortunately, REDcycle recently announced that they have temporarily paused their collections at these locations due to difficulties in finding local end markets for recycled soft plastics. REDcycle and its partners are committed to having the program back up and running as soon as possible.

For now, please put soft plastics in your garbage bin, not in your recycling bin. When placed in your recycling bin, soft plastic can contaminate the paper recycling stream and disrupt and damage machinery at the processing facility.

The best thing you can do is avoid soft plastics as much as you can:

▪ Say no to cling wrap/glad wrap in your kitchen – use a plate over a bowl, reusable silicone covers or reusable food containers when a cover is needed.

▪ When purchasing products, opt for items loose or contained in recyclable products like glass or cardboard.

▪ Pre-prepare meals and snacks and store them in containers to avoid purchasing convenient packaged items. This can be a lot healthier too!

Glass bottles and jars (lids on)

▪ Use reusable produce bags and buy loose food items – avoid pre-portioned, peeled, pre-weighted or individually packed fruit and vegetables. Apples and potatoes don’t need a plastic bag.

Steel cans, aluminium cans, trays and foil (scrunched in a ball) with food waste removed

▪ Purchase bulk bags of items instead of pre-portioned. For example, a large bag of popcorn can be split into smaller reusable containers.

Hard plastic bottles (lids on) and containers such as empty soft drink bottles, milk bottles and ice cream tubs

Keep items loose, not bagged.

▪ Many delis now allow you to bring your own reusable container and avoid disposable packaging.

Caring for the Community

Giving the gift of generosity

Christmas is a time of food, family and festive cheer. But for those of us who are facing hardships, we can feel even more alone at this time of year.

This is what makes organisations such as the Eastern Emergency Relief Network (EERN) so valuable.

Located in Mitcham, EERN is a central collection point for donated furniture, whitegoods, food and other household goods for re-distribution as emergency aid to families or individuals. EERN distributes resources to those in need via its member agencies such as Doncare and the Migrant Information Centre.

For many years, EERN has prepared Christmas hampers for those in need during the festive season.

“We usually receive expressions of interest from our member agencies for up to 300 hampers each year,” said Secretary Gabby Knaepple.

“We have many goods donated from different sources for which we are grateful. These include church groups, The Huntingtower School and Blackburn High School, Foot Posture Centre Forest Hill and Barry Plant.”

Whitehorse, along with other organisations, also provides EERN with toys and other gifts that are donated by community members.

“EERN is very appreciative of the support it gets from Whitehorse City Council, the Whitehorse Rotary Clubs and Lions Clubs, many small businesses, our EERN family and all our donors. It’s all about community working with community to get great outcomes for others,” said Gabby. Gabby and the team at EERN have long received very positive feedback for their lovingly prepared hampers. This year, they have updated the content of their hampers to make them more inclusive and culturally diverse.

If residents would like to donate items for the hampers, they can do so at the Whitehorse Civic Centre in Nunawading, Woodard’s Real Estate in Blackburn or The Foot Posture Centre in Forest Hill. Note that fresh food is not accepted. Residents can donate household items at any time by contacting the EERN warehouse to arrange for those items to be picked up. Volunteering opportunities for young people

Whitehorse Council’s Youth Services is looking for young volunteers aged 12-25 to get involved in their local community in 2022!

Places are currently available for the Whitehorse Youth Representative Committee (WYRC) and Flying Pig Events FReeZA Committee.

Young people from all backgrounds and experience are encouraged to apply, including different abilities, age groups, LGBTIQA+, young people attending school, working

and those wanting to try something different and challenging.

“I absolutely loved being a part of WYRC this year,” said Jess, a WYRC Committee Member.

“Working together with a group of likeminded young people who are passionate about making positive change in our community was an extremely eye-opening, inspiring and rewarding experience.”

A novembre 2022, il Consigliere comunale di Mahoneys Ward, Mark Lane, è stato eletto nuovo sindaco del Whitehorse City Council. La Consigliera di Simpson Ward, Prue Cutts, è stata eletta vicesindaca.
