The beginning of a new year is a popular time for decluttering and cleaning out the cupboards at home. While you’re doing this, it’s important to think about how you can responsibly dispose of unwanted items. This month’s edition of Whitehorse News has great tips for how to responsibly move on items you no longer want around the house.

If you’re looking to get rid of unwanted furniture, mattresses or whitegoods; you can donate items in good condition, sell them or book a free hard waste collection for unrepairable items.

We are also running the HomeCycle collection service again this year. This pick-up service for unwanted but usable items such as clothing, homewares and furniture was hugely popular last year. This year’s program until runs the end of June – read the article on page 13 to find out what you can and cannot donate. Dumped rubbish around Whitehorse is unsightly and can be hazardous. We live in a beautiful part of the world and it’s up to all of us to keep it that way.

If you see illegal dumping happening, please report it to Council with as many details as possible. You can also report dumped rubbish by using the Snap Send Solve app.

LXRP update: ‘big dig’ to begin this month in Mont Albert

The final major construction blitz for the LXRP project will commence on 17 February.

The project is due to be completed by mid-2023. By this time, the two level crossings on Union Road in Surrey Hills and Mont Albert Road in Mont Albert will be gone and the new Union Station will be open.

From 17 February to late May, buses will replace trains on parts of the Lilydale and Belgrave lines. From the beginning of February until late May, both Hamilton Street and Stanhope Street in Mont Albert will become one-way streets.

The new and improved Eley

Park

The brand new outdoor space at Eley Park gives young locals the opportunity to play, get active and be social.

Avenue Neighbourhood House in Blackburn South noticed there weren’t any outdoor spaces nearby that suited young people from late primary school age onwards, and Council responded.

The new outdoor space features a basketball and netball half court, a rebound wall and a Hot Shots tennis court. There is also a new drinking fountain, rubbish bin, bench seating, two accessible parking spaces and an accessible path from the carpark.

“People of all ages are already enjoying this revitalised space. It’s great to see it come to life,” said Cr Trudy Skilbeck, who represents Eley Ward.

Council would like to thank the state government for funding part of this project, which was delivered as part of the Whitehorse Capital Works program.

Community Satisfaction Survey –household calls happening now

From now until mid-March, you may be contacted to participate in the 2023 Community Satisfaction Survey.

Construction wraps up at RHL Sparks Reserve (West) Pavilion

Construction of the new RHL Sparks Reserve (West) Pavilion is complete and will be ready to be handed over to sporting clubs later this month.

“This new space will provide practical and attractive sporting amenities for our community to use and enjoy,” said Cr Tina Liu, Councillor for Sparks Ward. “At Whitehorse, we’re passionate about increasing women’s participation in sport. We’re excited that this new pavilion has four female-friendly change rooms and amenities to deliver on this initiative.”

Other key features include a kiosk, public toilets, referee rooms, more storage space, a first aid room, covered external concourse for spectator viewing and reconfigured car park with improved entry from Canterbury Road.

The total project budget was $3.29M, with Council receiving $500,000 from the state government’s World Game Facilities Fund to construct the pavilion.

The survey is designed to assess the performance of Whitehorse on a range of measures, some of which include customer service, waste management and overall performance. The results will help us identify ways we can improve our service delivery to our residents.

The survey will involve 500 interviews conducted among a representative sample of residents. Households may receive a call from an independent market research agency, National Field Services, who have been commissioned to conduct the survey on behalf of Council. Similar surveys will take place across multiple Victorian councils in the coming months.

Working for Whitehorse

Anyone who has raised young children knows just how important Maternal and Child Health (MCH) Nurses are when it comes to the health and wellbeing of their youngsters.

At Whitehorse, we are lucky to have a fantastic team of MCH Nurses who form part of our Health and Family Services unit.

Carla Dalton has been a MCH Nurse for Council for ten years. Having worked as a Registered Nurse, Community Nurse and then a Midwife, Carla said it felt like the logical next step in her career, and she’s enjoyed it ever since.

“My role as a MCH Nurse is to provide care and support to families in Whitehorse, including those taking care of a new baby for the first time, offering advice to parents of pre-school aged children and connecting families to others in the area,” said Carla.

In a typical day, Carla has appointments with young families at Council clinics and home visits for those with newborns. Her and the MCH team conduct referrals for speech and developmental delay, paediatric reviews and mental health. They also help new parents connect with others in their area by organising parent group meetings.

In her years of experience, Carla said the most common misconceptions among new families were that babies sleep more than they do, and that breastfeeding is easy.

“These are two challenging aspects of having a new baby and we are here to help support families through any struggles they may have.”

In the midst of the pandemic, the MCH team were incredibly resilient, finding ways to keep parents connected and support families through the lockdowns.

“We met at Aqualink”

Here in Whitehorse, we’re fortunate to have a number of great spaces that are ideal for meeting and connecting with others in the community.

Take the story of local couple Werner and May, for example. Both long-standing members at Aqualink, the pair’s first encounter was in the multi-purpose lane in the swimming pool!

“My favourite part of the job is meeting all of the lovely families in Whitehorse and being part of this special time in their lives,” said Carla.

“Many parents were very stressed, isolated and scared having a new baby at home with less support than usual,” Carla explained.

“MCH Nurses tried their very best to find new ways to make contact with families via video calls, telehealth and online groups. We continued to see new babies during this time face to face.”

The nurses are working hard to bring service levels above and beyond what they were before.

For any new parents, Carla has two key pieces of advice: “There is no such thing as a silly question or a perfect parent. We are here to help you, not judge!”

Upon meeting in January 2015, Werner and May exchanged numbers. They spoke on the phone daily, realising quickly that they had many shared interests. As their relationship progressed, they started meeting regularly for lunch and took weekend trips to the beach.

After a year together, Werner and May tied the knot at the Canterbury Gardens. As they approach their 7-year anniversary, the couple will never forget how they first crossed paths at Aqualink.

Promotional signage at sporting reserves

You’re invited to have your say on promotional signage at Council’s sporting reserves.

We’re considering the development of a policy that updates Council’s position about signage. We are looking to support signage in a way that balances the needs of clubs, the environment, nearby residents and the wider community.

We’re interested in finding out your views on the scale, content and types of signage that could be allowed in sporting reserves.

It’s important to be aware that promotional signage can help support

the running costs of sporting groups. It’s also important to acknowledge the need to protect our beautiful parks and open spaces, and the safety of all users. Your views will help inform our draft policy, which we will share with the community for a second stage of feedback.

Managing dogs in parks and reserves

You’re invited to have your say on proposed changes to areas where dogs can be walked in Whitehorse.

Following community consultation about dogs in 2022, we have developed a map of proposed changes, including:

▪ Creating 16 new off-lead areas, increasing the number of off-lead areas from 22 to 38

▪ That dogs would not be allowed on 13 specialised sports fields.

These proposed changes will improve the safety of our ovals for people who play sports on our high grade and specialised sports fields that are currently damaged by frequent dog use. It will also provide more off-lead areas for dog owners.

Where we are proposing to have dog-free sports fields, we have ensured there is a nearby alternative spaces available for people to walk their dogs.

We are trying to balance the needs of dog owners, sports oval users and people who want to use our open spaces without worrying about being approached by dogs.

2023 Community Grants –applications opening soon

Your community organisation could be eligible for up to $10,000 under the Whitehorse Community Grants program.

Our 2023 program is bigger and better than ever, with seven new grant categories available to the community. Funding has been added to support Diversity and Inclusivity, Environmental Sustainability, Health and Wellbeing, Creativity, Seed Funding and Positive Ageing activities.

The program provides financial assistance to support not-for-profit and incorporated organisations, groups and clubs that deliver services that make a positive contribution to the Whitehorse community. These grants can help to

purchase equipment or deliver projects, programs and initiatives.

Have you picked up your RAT yet?

Council is distributing free Rapid Antigen Tests (RATs). RATs are the primary tool for early detection of COVID and a positive result enables you to seek medical treatment if required.

You can collect two boxes of RATs (containing five tests each) for each member of your household. When you run out, you may come and collect more. There are no eligibility requirements.

Young Person of the Month

Are you a young person aged 12-25, or do you know a young person who is doing spectacular things in the community?

Whitehorse City Council’s Young Person of the Month Award celebrates the achievements of young people who are doing great things in the areas of learning, arts and culture, sport or community participation in the local community. Award winners receive a JB Hi-Fi gift voucher, feature in an article in Council’s publication, the Whitehorse News and may appear on Council’s social media channels.

The Whitehorse Young Citizen of the Year winner is chosen from the previous year’s monthly winners and is announced at Council’s annual Australia Day celebrations.

CITIZEN OF THE YEAR – EMI LUPPINO

As a dedicated volunteer, Emi has made significant contributions to multiple organisations in Whitehorse and beyond.

Throughout her many years of experience, Emi has dedicated her time and care to a range of impactful organisations, all of whom have all benefitted from her passion for meaningful change. She is currently the Vice President of Greenlink Box Hill Inc (Indigenous Plant Nursery) and helps out at the Box Hill Community Bakehouse Food Rescue, Box Hill RSL and Doncaster Community Gardens. She is committed to ensuring that the communities she reaches through her work become safer and more accessible places. Emi is known as someone who goes “over and above” what is required of her, and this attribute has had a hugely positive impact on the lives of many.

YOUNG CITIZEN OF THE YEARTARA VERMA

Tara’s contributions to the community are impressive, especially for someone who is just 11 years old!

Tara is a Community Radio Host on 94.1FM 3WBC and the most recent recipient of the Young Australian Writers Award Best Junior Runners Up in Poetry. She was the youngest performer in the open age competition at the Australian Poetry Slam (where she placed second in the Monash region and progressed to the Melbourne finals) and has won many awards for her writings on social issues. She is also a member of a range of community groups such as the Monash Library Young Writers Group, Sleeping Stars production and Super Speak. Tara’s busy schedule has not hindered her performance at school in the slightest. She was the 2022 Performing Arts Captain and is a valued member of the Video Media Team, Young Authors Club and Senior Choir. She has also hosted her school’s annual Soiree and Harmony Day celebrations. She loves singing, dancing and performing.

ANDREW LOCKWOOD – COMMUNITY ACHIEVEMENT AWARD

Andrew has been an active and valued committee member of U3A Nunawading for over 10 years. He has also been a part of U3A Network Victoria, providing support to all U3As in Victoria. He was involved with the member management and class enrolment system, which is used by U3A Nunawading and 54 other U3As.

From 2009 to 2019, Andrew was secretary of the Blackburn and District Environment Protection Fund, which forms part of the Blackburn Lake Advisory Committee where his late wife, Susan Lockwood AM, was Chairperson. Andrew had a pivotal role in awarding grants to different organisations for tree planting and the education program at Blackburn Lake.

In 2021, Andrew was made a Life Member of U3A Nunawading due to his exemplary commitment and contribution to the organisation.

ALAN STEPHENS – COMMUNITY ACHIEVEMENT AWARD

Alan has been a volunteer with St John Ambulance since 2006. He is passionate about contributing to the health and wellbeing of the wider community by providing First Aid at events, and as the Training Officer for the Whitehorse Division of St John Ambulance. In this role, he has trained and supported hundreds of local first responders over the years.Alan represents St John at Municipal Emergency Management Planning Committees and has partaken many deployments to support affected communities in times of emergency. In 2022 Alan, was actively involved in supporting Ambulance Victoria’s COVID response.

During COVID, Alan worked tirelessly to ensure local St John members remained connected and maintained their skills and qualifications, so that they were ready to support the community once events recommenced.

Alan is an inspiring mentor and highly committed member of the Whitehorse Division of St John Ambulance.

DAVID BERRY – COMMUNITY ACHIEVEMENT AWARD

David has played a vital role in many community groups in Whitehorse since the 1980s.

As Executive Committee member of the Blackburn & District Tree Preservation Society, Council’s Wurundjeri Walk Advisory Committee and the Combined Residents of Whitehorse Action Group, David has always stepped up to offer his time, resources and advocacy for worthy environmental causes.

Despite recently moving to Rosanna, David still regards Whitehorse as his ‘home patch’ and remains active in local environmental issues. His other community involvements include the Whitehorse Community Indigenous Plant Project, Whitehorse Active Transport Action Group and Blackburn & District Environment Protection Fund. David has helped preserve and enhance the natural environment that we treasure so deeply in Whitehorse. The knowledge and wisdom he has shared over the years has earned him recognition as ‘Environmental Champion’ to those who have had the pleasure of working with him.

EMMA TUCKER – COMMUNITY ACHIEVEMENT AWARD

In August 2021, Emma established Eastern Food Rescue (EFR), a volunteer-run initiative providing fresh fruit, vegetables, and bread to those in the community. Through EFR, Emma is helping combat food insecurity as cost of living increases and rescuing food from supermarkets, bakeries and cafes that would normally be thrown out. Any remaining food items that cannot be eaten are composted for cows and sheep at neighbouring farms outside of the municipality.

EFR not only helps the community and environment, but also reduces bin costs for supermarkets and bakeries. Overall, this helps everyday households with their food expenses, and is why Council is recognising Emma’s efforts with this award.

Volunteer opportunities at Family Access Network

Family Access Network (FAN) is a not-for profit community-based organisation located in Box Hill, that is committed to responding to the diverse needs of homeless and at-risk young people and young families.

FAN has several volunteering opportunities including two Lead Tenant (live in mentor) positions at Chadstone and Balwyn, Youth Mentor Positions that work one-on-one with a young person and provide friendship and positive role modelling and a volunteer position for our Young Mums Group that runs Wednesdays during school term.

It was thrilling to be at our Australia Day Citizenship ceremony, where many new citizens made their pledge.

There were many different stories of their journeys to citizenship, but all were excited to achieve their rights and liberties as citizens finally in our wonderful community, filling roles in many professions.

That evening, at our Australia Day concert, we announced our Civic Award Winners. It was great to celebrate the volunteering and community-focussed activities each person has given energy to so freely for the benefit of the broader community. The concert, food stalls, free amusements and rides were enjoyed by all in attendance. The music inspired many people to dance and enjoy being a part of our community.

I recently met with a representative of Coronella Retirement Village Community about a project they wish to pursue.

It focusses on both ecological and human wellbeing, where they will look at the creeks and drains that feed into Gardiners Creek, which is a significant tributary to the Yarra River. The project seeks to build awareness within the community for caring for our environment and waterways. Also present was a representative from the KooyongKoot Alliance which includes 17 “Friends Groups” across several Council areas, who actively act as a voice to protect the Creek. We all need to consider what goes into our drains and waterways and the start of Gardiners Creek is near Blackburn. I am looking forward to seeing this community initiative progress over time.

2023 has started with a flurry of events and excitement within Whitehorse. We’ve had the Australia Day festivities through to the Lunar New Year celebrations, and are now back into the routine of Council meetings and community interactions.

Well done to the Council team on another fantastic Australia Day Concert – it was great to come together with family, friends and our community to enjoy some music and celebrate with one another. I also congratulate the winners of the Australia Day Civic Awards, who were presented with their awards at the concert – I’m endlessly impressed by the dedicated and selfless people we have in our community who are making a difference in Whitehorse and beyond.

Congratulations to the Asian Business Association of Whitehorse (ABAW) on holding the Lunar New Year celebrations in Box Hill (albeit a little warm on the day!). Another great day in which we had both the Prime Minister and Premier visit our great city. What an acknowledgement of the importance of Whitehorse’s diverse culture and its importance to us, and Australia as a whole.

I hope many of you have had the opportunity to participate in the Summer School Holiday Program. Strathdon House’s growing food from scraps and treasure hunt were both great ones!

The seating and awning at Brentford Square should be fixed up very soon. We will extend the awning over the corner seating area and putting some backs on the seats, whilst adding a few more of them as well. Looking forward to getting this area made better for our community.

It is great to see our community abuzz for the year ahead.

I had the pleasure of attending a number of Lunar New Year events hosted by our culturally and linguistically diverse communities. What is most pleasing to see is people of all ages and backgrounds partaking in and enjoying the festivities. This is what community should be about –connecting, sharing and bonding. On the topic of community, I would also like to extend my warmest congratulations to the Whitehorse Civic Award Recipients for 2023. We have so many selfless and dedicated community members who have and continue to give back in their own meaningful way to our city. Thank you for all that you do - Whitehorse would not be the same without your valuable contributions.

Nominations for the 2024 Whitehorse Civic Awards will open in the latter half of the year, so if you know of an active individual or group/club in the community who you believe should be recognised, please do not hesitate to nominate them when nominations open.

I was pleased to attend the Lunar New Year event in Box Hill on Saturday 28 January to celebrate the Year of the Rabbit. It was great to be able to connect with several community groups at the event, and to advocate to other levels of Government on your behalf.

I am often asked about sportsfield signage when visiting sporting groups, as there is some confusion among these groups as to what signage is and isn’t permitted. I agree that a consistent framework is needed, and it’s great that Council has commenced community consultation to bring the framework to reality. A warm Whitehorse welcome to our new citizens

Congratulations to the 130+ people who took their oath and became Australian citizens at Box Hill Town Hall on 26 January!

The new citizens hailed from Egypt, Rwanda, Estonia, India, China, the UK and Canada – just to name a few. Mayor Cr Lane welcomed each new citizen, awarding them a certificate and gift to make it official. The ceremony was wrapped up with a morning tea, which featured a selection of Australian-themed treats including Anzac biscuits, TimTam cupcakes, lamington cupcakes and 100s and 1000s cookies.

Your bushfire evacuation plan

Did you know that you don’t have to live in the country to be at risk of fire?

If you live near areas that have significant bush, forest, long grass, or coastal scrub, then you should have a plan for the fire season. Thinking clearly in an emergency can be difficult – having a written, well-practised plan will help you and your family remember what to do in a crisis.

Just as every family or household is unique, every fire plan will be different.  However, considering these ten questions can guide your course of action:

▪ Where will you go?

▪ What route will you take – and what is your alternative in the event that a fire is already in the area?

▪ Who do you need to keep informed of your movements?

▪ Is there anyone outside your household who you need to help or check up on?

▪ How will you stay informed about warnings and updates?

▪ What will you do if there is a fire in the area and you cannot leave?

Enter HomeCycle: a free click and collect service that allows you to donate reusable goods without leaving the comfort of your home.

To take part, simply book online using the details below and place the accepted items in a safe and accessible location near your front door the night before your collection day.

On your booked collection day, your accepted items will be collected and donated to local charities and relief organisations. You’ll receive an SMS notification once your items have been picked up.

This program is available from now until June 2023. 40 bookings are available per week for the first three weeks of the month, and 25 bookings at the end of the month to collect large furniture items in good condition. Limit of one pick-up per household, and two cubic metres per household per booking.

Recycle your food waste for a reduced fee

Council is running a new user offer on the lime green-lid food and garden organics bin.

Residents who are eligible for the service can opt-in for a lime green-lid bin for the first time can enjoy 30-40 per cent off the standard food and garden organics service fee.

The service is to help divert food waste to landfill and reduce the release of methane, a potent greenhouse gas. It also frees up space in the garbage bin by approximately 46 per cent.

This offer is valid only for 2022/23 financial year and is applied pro-rata. The new user fee is available to properties that didn’t have a lime green-lid bin before 1 July 2022.

Caring for the Community

“Shedding” emotional walls through community connection

From the outside, you may think that the healthAbility Men’s Shed is simply a group of men coming together to work on some hands-on projects. While that is definitely true, the ‘shedders’ will tell you that there’s a lot more to their meetings than just getting on the tools.

“Our mission is to provide a safe, inclusive and positive space for men to come together to work on meaningful projects, benefit from connecting with fellow ‘shedders; and learn a range of skills in a spirit of camaraderie and support,” explained Manager Stewart Blair.

Founded in 2006 (and formerly known as the Whitehorse Men’s Shed), the initiative started in Box Hill with about 20 shedders. These days, the Men’s Shed is over 50 members strong, and the shedders meet weekly.

“There are different groups, and we run our shed on Mondays, Thursdays and Fridays, from 10am to 3pm. We also have monthly lunch barbeques, which is a highlight for many,” said Stewart.

“We have social groups addressing social isolation, NDIS-specific groups, youth programs for disengaged students, and sessions designed to accommodate vulnerable groups, men with dementia, physical frailty and chronic health conditions.”

Some projects the group have worked on include building furniture for outdoor dining spaces, making veggie gardens for local retirement villages, running computer workshops for learning new skills – the list goes on!

“Our participants enjoy dabbling in most things and fixing items, so long as they can be creative and work together,” Stewart said. The shedders have done a great deal for the Whitehorse community, helping out on projects and activities for Council, local retirement villages, primary schools, kindergartens, scout groups and other not-for-profits. But it’s perhaps what the shedders do for one another that make their meetings so valuable.

“It’s so important for men to keep socially engaged and feel part of a community,” said Stewart.

“Here, in this relaxed environment, the shedders are given the chance to open up and talk about what is important to them, instead of bottling it up. This environment also gives men a safe environment to discuss sensitive health issues. They have access to a number of resources, such as mental health integration to support grief, depression, anxiety and pathways into other health and wellbeing programs and supports.”

The testimonies from the shedders speak for themselves.

“The Men’s Shed has made a huge contribution to my life. It has provided invaluable friendships and helped me overcome my isolation.”

“My confidence and motivation have been really affected by depression and PTSD. The Men’s Shed helps and distracts me, when I’m working on new projects like wood turning I don’t think about the other problems that usually occupy my mind. The guys are really supportive and I enjoy helping them with their projects.”

“I hope I have learned patience from spending time listening to someone who finds it difficult to communicate. I know I have realised there are no easy answers to many of life’s difficulties but the best thing we can do is come together in the spirit of friendship to make the journey a little easier. That is the meaning of The Men’s Shed for me.”

Reducing emissions and energy costs with VECO

Whitehorse City Council is one of 51 Victorian councils that has switched to purchasing 100 per cent renewable electricity through the Victorian Energy Collaboration (VECO) for our major energy using sites.

In the first 12 months of joining VECO, Council has saved $26,000 on its electricity bills for the five Council and community facilities in the VECO contract. We’ve also reduced our greenhouse gas emissions by 1,686 tonnes!

Since launching in 2021, VECO has grown from 46 to 51 participating councils in Victoria and has achieved in reducing 172,000 tonnes of greenhouse gas emissions. This is equivalent to powering up to 35,000 homes, or taking 66,000 cars off the road each year. These savings are expected to increase to 220,000 tonnes per year.

VECO is the largest ever emissions reduction project by local governments in Australia. Whitehorse, along with the 50 other participating councils, have pooled our electricity needs into one long-term contract with Red Energy, which provide the VECO group with renewable electricity generated from wind farms here in Victoria. This collective investment has already delivered nearly 25 per cent cheaper electricity in the first 12 months. This contract will continue to protect councils from changing wholesale electricity prices, and help to increase the stability of the state’s energy system.

Pruning keeps trees clear of power lines

Council manages tree pruning on public land to ensure a safe distances between trees and power lines.

στην εξώπορτά σας και τα αντικείμενά σας θα συλλεχθούν και θα δοθούν ως δωρεά σε τοπικές φιλανθρωπικές οργανώσεις.
