The amendment seeks to protect large, established trees and the landscape character of the municipality. The amendment applies a municipal-wide Significant Landscape Overlay (SLO) to all residential land not currently included in the SLO. This amendment means that a permit is now needed to remove, destroy or lop a tree with: > a trunk circumference greater than 1.0m at

1.0m from the ground; and/or > a height of 5 metres or more

Women and girls get sporty I

f you ever doubted that female participation in sport has skyrocketed in the past decade, just look at the stats.

In Whitehorse, participation by junior girls in AFL has increased since 2010 by a staggering 484 per cent, while junior girls cricket has increased by 266 per cent. For adult women, AFL participation has increased by 70 per cent and cricket by 145 per cent. As a result, Council is facing the welcome challenge of providing enough sports grounds and female-friendly facilities to accommodate this growth. In fact, Council has invested more than $16 million into sports infrastructure over the past five years, but there is more to do to keep encouraging this fabulous interest that women and girls are showing.

This includes: > Encouraging clubs to become more female friendly > Maintaining the excellent quality of grounds in

Whitehorse and ensuring use is sustainable > Keeping to a minimum any impacts of increased

sportsground use on the wider community, including lighting, parking, traffic and noise. But Council cannot carry the costs of these responsibilities alone, and calls on the state and federal governments to consider their contribution to any studies, improvements and infrastructure needed. Participation in sport has been proven to contribute to health and wellbeing as well as building social connections and teaching young people about respect, responsibility, commitment and team work. PET REGISTRATION RENEWALS DUE SOON

A

reminder to all Whitehorse dog and cat owners that pet registration renewals are due 10 April 2018. Registering your animal is an important part of being a responsible pet owner, and the tag must be worn by your pet at all times. Pet registration Dogs and cats in Whitehorse must be registered with Council by three months of age. All pets must also be desexed and microchipped (some exemptions apply.). Once registered, you will be issued with a lifetime tag to place on your pet, which helps us to reunite you in case your pet goes missing. Renewal notices All dog and cat owners should by now have received reminder notices for their pets’ registration renewal. If you have not received yours, please contact Council. These questions and more are being examined in the Indoor Sports Facility Feasibility Study, which will assess existing indoor court space in Whitehorse and the best ways to meet the demand for indoor facilities, now and into the future.

Join the conversation about waste in Whitehorse E

very day we make decisions about waste, often without even thinking about it. Do we take a plastic bag? Are the left-over food containers recyclable? The decisions we make as individuals all add up and have a big impact on how waste is managed in Whitehorse. There are also big decisions being made about waste beyond our city. The Victorian Government's proposed 'e-waste to landfill' ban (microwaves, power tools, kettles etc.) may see more efforts to recycle and keep items out of landfill.

The Whitehorse Waste Management Plan 2011-2018 is due to expire this year, so we have started work on a new strategy. With so much changing in the way waste is managed, as well as a growing community and changing expectations, the time has come for us to plan for how we will manage waste over the next seven to 10 years.

We want your input to help shape the new strategy. We want to know what you’re concerned about, what you think is working well and where we need to improve. This month there will be many opportunities to have your say, with the aim of getting input from as many people as we can. ouncil’s annual Renew Collection and drop off service will be held from 1 May to 12 May. Whitehorse residents are encouraged to use this service so unwanted but intact household goods can be reused or recycled rather than sent to landfill. Keep an eye out in your letterbox for the Renew information packs, which will be distributed in late April. Renew Collection – 1 May-12 May

There has also been much discussion very recently in the recycling industry and media about the current issues with the Victorian recycling crisis. What does this mean for the items we recycle at the kerbside in the short and long term? Council’s recycling contractor Visy Recycling is continuing to process and recycle Whitehorse kerbside recyclables, so residents are encouraged to keep on recycling correctly as usual. Council is in discussion with Visy, the State Government and other Councils regarding long-term arrangements to ensure that kerbside recycling remains economically and environmentally sustainable in the future.

During the Renew Collection period, simply place bags of unwanted but useable household goods into your empty recycling bin immediately after the normal recycling has been collected. Then push the bin straight back out on the kerb for the special Renew Collection the next day. Renew Drop Off Day – Saturday 12 May, 8am-2pm Residents can also attend the Renew Drop Off Day on Saturday 12 May at the Whitehorse City Council Operations Centre in Ailsa Street, Box Hill South. This is your chance to dispose of good quality, unwanted items that are too big or fragile to place in your recycling bin as part of the Renew Collection. This includes items such as televisions, whitegoods, bikes, or furniture. This service is only available at Council’s Operations Centre on the nominated Renew Drop Off Day each year – items will not be accepted on any other day of the year. Top tip! Prepare in advance by gathering unwanted household items such as textiles, small electronic items and sporting equipment, and sorting them into product groups. Each group of items should be packed into separate plastic bags to ensure they stay clean. We believe older people should be valued and respected, connected to their communities and in control of their lives. We ensure care is consistent and of the highest standard, while remaining flexible to adapt to individual needs. Helen, a Whitehorse resident, chose Whitehorse City Council to administer her Home Care Package more than a year ago. Helen says she appreciates how the team works with her to tailor and coordinate the package to support her lifestyle at home. Helen has chosen to have some of the services provided by the Council’s highly-trained support staff and is also choosing from a range of approved external service providers to meet her needs, within her package budget. THE GENTLE AND WELCOMING WAY TO STAY ACTIVE

taying active is an important part of maintaining a healthy lifestyle but sometimes it can be challenging to find a simple and adaptable way to incorporate exercise – just ask Whitehorse resident Eve.

WALK DON’T RUN! Walking Basketball is a low impact, social and fun way to improve health and fitness for people who have not exercised for a while or who are only lightly active.

Eve says she has found the perfect way to stay fit and active through taking part in gentle exercise classes for older adults with Council's Mountainview Cottage, which runs at Sportlink in Vermont South. The light strength building class incorporates chairbased and standing exercises, and the qualified instructors can adjust exercises to meet participants’ needs and goals. In Eve’s case, her goals were to maintain strength and improve her agility. Eve and the other participants finish their sessions with morning or afternoon tea and Eve says that she feels her quality of life has improved since starting the classes, and she is also forming new friendships and connecting with others in the community. The group welcomes new participants who are over the age of 65, able to walk independently with or without mobility aids and have no or minimal cognitive impairment. The modified game of basketball caters to all skill levels in a supportive and social environment. In late 2017, participants from U3A Nunawading participated in a four week walking basketball pilot project with support from Basketball Victoria, Nunawading Basketball and Whitehorse City Council. The pilot project was a great success and as a result, walking basketball has recently started as a regular weekly program. Nature Play Week: Kids do better outdoors! D

id you know Council runs monthly nature play sessions for pre-schoolers? Why not give it a go and get their little hands dirty during Nature Play Week, which runs from 11-22 April.

The concept of nature play was first pioneered in the outdoor kindergartens of Europe. It has quickly spread throughout the world as research continues to confirm that playing outdoors creates happier, healthier, more resilient and more caring children.

The program creates experiences for children to engage with nature, while also educating parents on the importance of nature in our urban environment and the significance of trees on private property. This is a once a month program that happens rain, hail or shine!

Nature play aims to form strong connections with nature by giving urban kids the chance to have genuine experiences – some structured, some less structured – where children and families explore and interact with nature to develop their sense of place, their duty of care and their connections with the outside world.

There is a strong focus on trees and the role that they play in our lives in the urban environment.

May Parenting Information Forum Congratulations to Kaitlyn, our Young person of the Month for April. Whitehorse local Kaitlyn, 17, is a VCE student and has been nominated for her exemplary and diligent attitude to school work, homework and family life.

Kaitlyn has achieved high results in her studies, and her extra curricula activities have included karate, gymnastics and cheerleading. Her cheerleading skills have taken her to state championship level.

Kaitlyn, however, has given up these sporting pursuits for now to spend time with and help care for her brother James, who has severe autism and epilepsy. She is committed to her sibling and is an excellent example of the many Victorian family members who take on the huge task of caring for a family member with a disability.

This interactive workshop helps parents and carers develop a body safety strategy for their family. It will be packed with practical tips and strategies to talk about with extended family, and parents will be supported in creating safe environments that reflect their personal values and culture.

FOCUS ON… NETBALLER ELLIE STEPHENS COLOURFUL EXPLOSION ADDS TO POPULAR BOX HILL SKATE PARK

A

splash of creative colour has been added to Box Hill Skate Park with new artwork in the popular recreation area.

Local young artists have stencilled artwork onto selected walls under the guidance of Melbourne artist-run enterprise, Blender Creatives. The company worked with the local youth at a stencil workshop held at Box Hill Community Arts Centre in order to come up with the edgy, cool designs.

Two walls at the park have been painted in and covered with anti-graffiti film, adding an explosion of art to the skate park, which was extensively redeveloped last year. It is now a definite hit with users from Whitehorse and further afield.

Ellie is a year 10 student and regular netball player at Sportlink for the Eastern Demons. She is a member of the Whitehorse Netball Association's representative team and the Central East Zone Academy, and trains with the U15 Victorian state team, the Chisholm state regional team and recently made it into the U17 state squad as a bottom age player. Here she tells us why she loves her sport... Playing sport gives me so much joy and a feeling of purpose. I am truly grateful and have loved all of the incredible opportunities I have been given through netball and all of the friends I’ve made along the way. The satisfaction I feel after getting an intercept or just winning a close game is indescribable and I truly don’t believe I would be able to feel that way in everyday life without sport. I also love that you’re playing for your team not just yourself so if you make a mistake it’s not just on you; everyone else has to work harder to get the ball back which makes me really think hard about my decisions when playing. I also like that whenever I’ve pushed myself physically and feel like giving up, I keep my team in mind and keep going. Sport definitely helps me escape from the busy demands of a year 10 student! It’s my “me time” to block everything else out and just focus on what I need to do on the court. After games and trainings I always feel super accomplished and motivated in general and it helps me balance out my timetable to fit in homework. Constantly exercising definitely helps me concentrate better at school. I always find it easier to study when I’ve done some kind of physical activity. I tend to have so much energy and playing netball helps me burn it off so I’m more relaxed and can focus on my work.

Q&A WITH JUNIOR GOLFER COREY

Corey is a regular player at Morack Golf Course, and is currently in year 7 at Rowville Sports Academy. What do you love about playing sport? I love the competition, the challenge, the satisfaction when you succeed, the opportunity it provides to be fit and healthy and always being able to get better. How often do you play/train? My school does 10 hours a week of golf training, as I go to a sports academy. I play most weekends, and practise on the weekends. I'd say I do 15 hours a week of golf. What do you love about your sport? I am able to get healthy and fit by doing something that I enjoy doing and I meet a lot of people. Does sport give you an opportunity to escape from the hustle and bustle of study/school/social media? I avoid social media, so that isn’t a problem. It definitely provides an opportunity to be in a different world, and I can forget about all of that for a little bit. Do you think exercise helps you to concentrate better when you study? I think that being fit, healthy, eating well and getting lots of sleep certainly helps concentration. Sport provides an opportunity to be fit and healthy, while enjoying it.

Students complete 100 hours of onsite work at the business, and are also provided with four professional development workshops on leadership and success. We are approaching April already – how quickly time flies. International Women’s Day On International Women’s Day I attended the Box Hill Central Rotary Club function at Box Hill Town Hall, where we heard from a very interesting panel of speakers representing media, health and policing, as well as a secondary student.

Each presented their thoughts about the challenges through their lives and hopes for the future. There was much interest among the audience which generated good questions for panel discussion. I also enjoyed attending an International Women’s Day event at Whitehorse Artspace with a wonderful exhibition celebrating our Women In the Whitehorse Art Collection. I spoke with one of the artists, Camilla Tadich, to understand the challenges of a career in fine arts. At both events, it was inspiring to hear of the achievements, challenges and resilience of women in their careers. Women and men should recognise their strengths and know they can make a difference in life. It is good to remember and thank our volunteers, role models who regularly make a difference.

Blackburn North Bowling Club As we move into autumn, our lawn bowlers are coming to the end of their season. I was pleased to hear Blackburn North Bowling Club qualified for sectional finals in both the midweek and Saturday pennant competitions this year, achieving two winner flags and one runner up flag. Many people contribute to the success of a team, including players, supporters and the selfless band of members who willingly do the mundane chores around the club. Congratulations to Blackburn North Bowling Club on a great season. Central Ward Forum A Central Ward Forum will be held on Wednesday 2 May at 7pm at Blackburn North Bowling Club, 93 Springfield Rd, Blackburn North. Central Ward residents are invited to hear about important issues and the draft budget.

International Women’s Day Box Hill Town Hall played host to both the Rotary Club and Whitehorse City Council events to celebrate International Women’s Day on 8 March. The topic for this year’s Rotary Club Breakfast was ‘One Day I Will...Today’s Girls, Tomorrow’s Leaders’, with a panel of speakers sharing their personal stories and insights on how young women today can become the leaders in their

future endeavours. As one of five female Councillors at Whitehorse, the topic certainly resonated. In the evening, I attended the celebration and launch of the Women in the Whitehorse Artwork Collection at the Artspace, with various works from local and international artists on display, including Box Hill’s own Fiona McKinnon and Roma McLaughlin. The exhibition is definitely worth a visit before it closes on 28 April. Victorian Youth Week Whitehorse will run a series of free events for Victorian Youth Week (April 13-22), to celebrate and acknowledge the contributions of young people. If you're aged between 12-25, this is a good opportunity to take part in a number of events throughout Youth Week, including activities at Box Hill

Can you believe it? A quarter of the year has gone already! As you are aware, there are two very important issues posing long term impacts on the City of Whitehorse and its residents. One is the Yarra Valley Water proposal to install a sewerage plant in Eram Park and the other is the proposal from the North East Link Authority to more than double the width of the Eastern Freeway. While they are very different issues, we need

to really think long and hard about these two proposals. I would appreciate hearing thoughts from residents about either of them. Whitehorse Centre Season Opening The opening night of the 2018 season at the Whitehorse Centre afforded me the absolute honour of being part of the audience for the performance of Four Seasons in One Night. Bobby Fox and his backup singers and band were outstanding. Thank you Bobby and friends for a wonderful night of entertainment. Briefings and Meetings Since my last column we have held many meetings, among them a Domestic Animal Management Plan meeting to discuss the results of the recent community survey and a very

informative briefing on the 2016 census statistics. Did you know the current population of Whitehorse is 170,093 and the combined current population of Vermont South and Forest Hill is 23,334 while the predicted 2036 population figures are 207,424 and 26,333 respectively? In 2016, 62,210 residents were born overseas and 92,762 born in Australia.

Chinese New Year Over the course of February, I attended a number of Chinese New Year activities within the City of Whitehorse. On 17 February, I took part in the opening ceremony of the Golden Age Chinese New Year Festival held at the Box Hill Mall. Over 60,000 people were in attendance.

Indoor Sports Study Council is undertaking an Indoor Sports Facility Feasibility Study for the municipality, with the aim of understanding the future needs and direction required for indoor sports across the municipality. See page 3 for more details. Waste Management Plan Review Council is also undertaking a review of the Waste Management Plan, and is seeking feedback on the how Council handles waste generated within the City of Whitehorse. One theme which will be examined is the hard waste collection.

Many residents have given opinions to me on the change to hard waste from a twice a year service to a ring and book service. I ask that you please make your opinions known to Council by participating in the consultation process. Budget 2018/2019 In February, I hosted a Mayoral budget briefing where 100 community groups were invited to receive information on the budget preparation process and to give feedback to all Councillors present. Following the briefing, Council has been preparing the budget, which will be released for community consultation in April 2018. I encourage you to provide feedback.

Clean Up Australia Day I participated in Clean Up Australia Day with many others at Yarran Dheran, Mitcham. This is an important event to attend as it helps to highlight the problem of dumped rubbish in our parklands and waterways. It was great to see the kids involved too.

North East Link

Council has formally opposed Option A of the proposed North East Link. This option would see a massive expansion of the Eastern Freeway, resulting in a loss of public open space, loss of the opportunity to build Doncaster Rail, and could lead to greater traffic volumes, noise and pollution between Bulleen Road and Springvale Road. Please contact me if you would like to know how you can join Council and the community opposing this proposal.

Council purchased this land in 2012 for $1.05m. The understanding at the time by community members in the area was that this land would be kept for public open space. Council allocated $30,000 to develop a technical feasibility plan to integrate the land into the adjacent parkland and create pedestrian access into the park from Wattle Valley Road.

Council Budget 2018/19 Council will consider the Proposed 2018/19 Budget in April. If adopted, Council will exhibit the proposed budget for a month, and then consider written and verbal submissions before considering the final adopted budget in June.

Shine a Light on Road Safety R

oad Safety is everyone’s business and the annual Shine a Light on Road Safety campaign reminds us just how important road safety is and how each incident of road trauma changes countless lives.

COMMUNITY GRANTS APPLICATIONS DUE NOW!

ommunity groups are reminded that submissions for community grants for the 2018/2019 financial year close at 5.30pm on Friday 6 April.

Councillor Raylene Carr said that Council will mark this event by lighting up the iconic Box Hill Town Hall in yellow – the official colour of the campaign – for the week of Monday 30 April to Sunday 6 May.

Funding is available for a wide range of programs and activities including adult education, social support programs for older people, and activities for children and youth. Grants are also available for minor equipment and resources up to $1500.

“We will also be illuminating the white horse in front of the Whitehorse Civic Centre in Nunawading and the white horse on the median strip in Whitehorse Road, Box Hill,” Cr Carr said.

Application forms are still available on Council’s website or from Council’s customer service centres.

Shine a Light on Road Safety is a national community campaign to highlight the services provided by Road Trauma Support Services Victoria (RTSSV), supporting those impacted by road trauma.

Community groups planning to submit an application should apply as soon as possible to ensure that their application is received by Council by the closing date of Friday 6 April 2018. Late applications will not be accepted.

A VISITOR FROM JAPAN Council recently hosted a visit from Moto Okiyama from Council’s sister city Matsudo, Japan.

Moto, a staff member of the Resident Administration Division of the City of Matsudo, spent two weeks learning about Council’s diversity policy and initiatives to support our culturally diverse community. As part of the visit, Moto visited a number of community houses, attended a meeting of the Whitehorse Interfaith Network, attended the Youth ConneXions Eastern Diversity Group, the Louise Multicultural Centre and attended a meeting of Council. The City of Whitehorse (and former City of Box Hill) has enjoyed a Sister City relationship with the City of Matsudo since May 1971.

Women in the Whitehorse Art Collection Until 28 April A new, inspirational exhibition of art by women in the Whitehorse Art Collection is on display this month at Whitehorse Artspace inside the Box Hill Town Hall. The exhibition includes amazing works by both local and internationally renowned artists and features ceramics, paintings, photographs, prints and textiles. The artworks range from those produced in the early years of the 1900s to as recently as last year, which makes for a brilliant exploration of the history of art over that time. Works include ceramics by Gwyn Hanssen Pigott, Judith Pungarta Inkamala and Jill Symes, and paintings by Clara Southern, Gwendoline Davies and Norma Bull.

McKinnon’s Memorial Fragments is an exquisite rendering of botanical matter gathered on a stroll along Box Hill Cemetery Drive. McKinnon always works from specimens, never from photographs. The Whitehorse Games will be hosted at Aqualink Nunawading, Aqualink Box Hill, Sportlink and Morack Golf Course, and are an opportunity to challenge yourself and see how you stack up against some Commonwealth Records. It’s also an opportunity to have fun and be inspired by some fascinating Commonwealth Games facts, which can be uncovered at each of the leisure facilities. There will be activities for adults and children, such as workshops in table tennis, netball and basketball, races on the pool inflatables at Aqualink and a 'closest to the pin' competition at Morack Golf Course.

We all know Ian Thorpe is an amazing swimmer, but did you know his shoes are size 17?

This exhibition explores artist Emma Finch’s love of colour and design with her vision of foresight, perception and spirituality found in ordinary life. Inspired by nature’s beauty, Emma Finch invites the audience to take a quirky look at her own ‘colour vision’.

Mary Delany Paper Collage This course is inspired by the 18th Century paper artist Mary Delany, who began to create intricate, botanically accurate collages of flower specimens at the age of 72!
