More Parking Coming to Box Hill Construction of the new multideck Harrow Street Car Park in Box Hill is now in full swing. Whitehorse Mayor Councillor Bill Bennett said Council is transforming the old car park into a five-level building with 562 car parking spaces, bicycle parking and a dedicated community space. "We have also made space for an attractive and welcoming plaza entry that will link to the local Pioneer Park," said Cr Bennett. "Once completed, there will be 271 more car parking spaces in Box Hill." To ensure motorists have access to car parking during construction, the Cambridge Street car park on the opposite side of the road will continue operating until the new one opens, expected in mid 2019. Throughout construction, Buxton Constructions will keep local traders and residents informed of any changes to pedestrian or traffic movements. More information

Nunawading Community Hub Development Underway With the awarding of the building contract to Melbourne-based construction firm Ireland Brown Constructions, works on the new Nunawading Community Hub are now underway. Council bought the Springvale Road site from the state government in mid-2015 and will transform the site into a vibrant community space where people of all ages and backgrounds feel welcome and can come together to embrace new opportunities for learning, social interaction and getting active. The hub will feature a refurbished heritage school building, multi-functional classrooms, meeting rooms and function hall, spaces for dance, art, counselling and lapidary activities, a purpose-built Meals on Wheels

facility and a single-court sports stadium. The hub will integrate with the adjacent Tunstall Park through extensive landscaping, new pedestrian and cycling paths, and areas for recreation and relaxing. Construction of the hub is expected to be completed by early 2020. Make your Summer BBQ a No Food Waste Affair!

Deakin Students Produce Winning Recipe Book Want to learn more about the basics of reducing food waste in your home? Whitehorse City Council, in collaboration with Deakin University English Language Institute (DUELI) and Sustainability Victoria, has published a low waste cookbook called Winning Low Waste Recipes. The book brings together recipes that were entered in the Quest for DUELI’s Best Low Waste Chef competition which was held at Deakin University earlier this year. The cookbook also contains storage cheat sheets, lots of great tips and information for reducing your food waste, saving money and helping the environment.

Whether you are hosting a BBQ or attending one as a guest, reducing food waste is all in the planning. Here are our top tips: Hosts: ■■

Bring a homemade dip, using produce you have on hand Use a cooler bag. When you’re transporting food to a BBQ or picnic, keeping food under 5 degrees will dramatically increase its safety and lifespan Cool food quickly. All hot food should be refrigerated as soon as possible after the meal. Bacteria grows faster between 5 and 60 degrees so the sooner food is cool, the longer your leftovers will last. On average $2200 worth per household is wasted. One major way you can combat food waste is by planning your meals and make a shopping list each week. To help learn this new habit, save some money for Christmas treats, reduce waste, and learn how to get creative with their recipes this December, residents are invited to take the “Love a List” challenge.

Never Leave Children Unattended in a Car Children can die in hot cars – and the risk is highest over summer. There is no doubt that we lead increasingly busy lives, but leaving a child unattended in a car, even for a short time, is never worth the risks. Leaving a child unattended in a car is potentially life threatening and is also illegal in Victoria. Penalties range from a fine (currently $3690) to a maximum of six months jail or both. Every year in Australia, more than 5000 children are rescued after being left unattended in cars. Even on mild days, the temperature inside a parked car can be 20-30 degrees hotter than the temperature outside. That means that when it is 30 degrees outside, a child could be suffering in up to 60 degree heat. The risk of heatstroke, dehydration and death are very real.

Calling Young Volunteers! Whitehorse City Council’s Youth Services is looking for young people to get involved in volunteering in their community in 2019. Positions are available for the Whitehorse Youth Representative Committee (WYRC) and FReeZa Flying Pig Events Committee. Both committees offer the chance for young people aged 12-25 years to learn new skills and gain valuable experience and give back to the community. If you're passionate about making a positive difference for young people in the community, this is your chance!

Whitehorse Youth Representative Committee (WYRC) The WYRC focuses on youth leadership, youth issues and being a voice for young people by advocating to council and the wider community.

I began volunteering with the Whitehorse Freeza Flying Pig Events in 2017 and continued into 2018. Coming into this role I was fortunate to have prior experience with the Maroondah Freeza crew in 2016 as well as a few years with Maroondah Youth Services volunteer group, so I had a good base of events knowledge under my belt. Volunteering with Whitehorse Freeza allowed me to make new professional connections and new friends.

The FReeZA Committee’s Flying Pig Events focuses on event management in the areas of music, art and culture. More information and for a position description 9898 9340 Jacqueline.piper@whitehorse.vic.gov.au

I applied for the Whitehorse Youth Representative Committee to improve my leaderships skills only did I gain a sense of confidence in my abilities, I also developed business and interpersonal relationship skills. This is due to the immense support from my fellow members. In this committee, I was able to meet a diverse range of people of different ages and with different experiences. This opened my eyes to see who is part of the community of Whitehorse. Don’t be worried if you think you’re incapable of handling business affairs or that you’re not confident enough to speak out about our youth, because that’s what everyone is there for – to learn how to do that. Planning youth events was the most exciting thing for me. I learned how to

What we’ve achieved in 2017-18: Municipal Youth Plan Whitehorse Education Assistance Grants have supported 48 students experiencing financial hardship (total $19,300). Delivered a seminar to staff from several Whitehorse schools on the topic of depression and anxiety.

It also allowed me to expand and improve my knowledge and experience in the events industry through encountering and dealing with hurdles at events, and getting opportunities to be in roles with more responsibilities. I think the Freeza program is really beneficial for young person wanting to get experience and knowledge in the events industry, make friends and connections, and most importantly, have fun! I would definitely recommend it to anybody who thinks they might want to be a part of the program.

What's volunteering like? Written by WYRC member Elizabeth

work with professionals, handle sending and receiving emails, dealing with unintended outcomes and successfully host a major event! This committee is incredibly hardworking and that's reflected in the amount of satisfaction everyone has gained. You get to attend the events created, be invited to youth-beneficial conferences and have a direct say in new Whitehorse programs and services. Apart from the professionalism you will gain, attending the fortnightly meetings is not as boring as you’d imagine. When you’re surrounded by great company, delicious food and a motivation to succeed, there’s not much to complain about. The Whitehorse Youth Representative Committee is your best chance to make a difference for yourself and for others.

Raised awareness of youth services, supports, programs and events, activities and facilities available to young people and their families in Whitehorse. Funded Breaking the Man Code workshop at Blackburn High School to support 15 students at risk of leaving school early. Box Hill Assertive Outreach program engaged with 260 young people over the last 12 months. Thirteen parent information forums were held over the last 3.5 years with a focus on parenting young people, attended by approximately 1100 parents. The Whitehorse Youth Representative Committee put on a youth forum at the Box Hill Town Hall, covering youth issues including mental health, bullying, LGBTIQ, social media, body image and cultural diversity. The celebration of the 100th year anniversary of the armistice for WWI was well attended at the Blackburn cenotaph on Remembrance Day this year.

I attended Box Hill RSL’s Remembrance Day Service and the launch of the Remembrance Reflections interview installation at Vermont South Library.

A poppies mural created by pre-schoolers at Blackburn Children’s Services Centre was much admired and appreciated by all present.

This project involved Whitefriars College journalism students, WWII veterans and their children.

In October, at a dinner hosted by the Municipal Association of Victoria, I was very honoured to receive an award in recognition of 10 years of service to the community as a Local Government Councillor.

The displays, sausage sizzle, guided walks and cake were enjoyed by all and volunteers again showed how important their contributions are in our community. Looking at the early pictures of the land, previously designated for a Healesville Freeway, then purchased for the community, it was in a sad state. The transformation achieved over the past 30 years is an absolute credit to all those involved. Box Hill has played host to a number of cultural events recently including the Greek Festival at the Greek Orthodox Community of Box Hill & Districts Community Hub celebrating 50 years, as well as the Diwali Festival, Persian Festival and Louise Multicultural Centre’s ‘Festival of Cultures’ at the Box Hill Town Hall. Well done to the organisers – it is always fantastic to experience diverse cultures and recognise the contributions of Whitehorse’s culturally and linguistically diverse communities. Some other events I attended include St Francis Xavier Fair, Tour of Hope Event (hosted by Streets of the East Community), the Melbourne Chinese U3A Art Exhibition and Whitehorse Art Show. Whitehorse Business in Excellence Awards The 2018 Whitehorse Business in Excellence Awards gala was another success – congratulations to all the winners and finalists and well done to the Whitehorse Business Group and event partners. I wanted to also congratulate Cr Ellis for recently receiving a Municipal Association of Victoria 15 year service award, and Cr Carr and Cr Munroe for receiving their 10 year service awards. It has been another busy and productive year and I look forward to continue working with our community in the year ahead. I wish everyone an enjoyable and safe festive season – see you in 2019!

I have thoroughly enjoyed my time on Council and was very pleased to accept this award, along with my colleagues, Cr Munroe for 10 years and Cr Ellis for an incredible 15 years of service. Spring Festival Feedback I received following the Spring Festival was that this year’s festival was one of the best. I tend to agree with them as this year’s appeared to be a lot busier than other years. Community Events I enjoyed a morning fundraiser PINK breakfast with a delightful group of people from Uniting East Burwood who always make you feel very welcome. Likewise, a warm welcome was forthcoming from the LAC Whitehorse when I attended their AGM. I was also thrilled to launch the Ian Gardiner ‘A Life in Print’ Exhibition at Box Hill Artspace. On 11 November, I attended Remembrance Day celebrations at Schwerkolt Cottage to mark the centenary of Armistice Day. It has been 100 years since the end of WWI, which was supposed to be ‘the war to end all wars’. We were privileged to have with us Corporal Rahman Abdur and his delightful daughter Emma. In closing I would like to congratulate my Ward Colleague, Cr Bill Bennett on being elected Mayor for the next 12 months. I wish you all the very best for a sensational Christmas and happy New Year.

Best wishes and until next time, Tina Below: Cr Liu with community members of Australia India Women’s Entrepreneurs Forum at the Diwali Festival.

I wish you all a merry Christmas and happy New Year.

Council recently appointed a builder to the Nunawading Community Hub project.

This year Council has Whitehorse Carols on 16 December, Australia Day Concert on 26 January 2019 and Global Fiesta on 17 March 2019. All are wonderful events and I encourage you to attend. Mental Health Month Last month, I participated in a number of events conducted by the Mental Health Foundation Australia (MHFA) for Mental Health Month. These included a Mental Health Forum, the Keethna Music Concert and the Local Government Councillors Mental Health Symposium. All of these events gave insight into the importance of mental health. I congratulate the MHFA, especially the Vice Chair, Mr Vasan Srinivasan, for the successful work in raising the profile of mental health. Arts and Cultural Activities I have attended a number of arts and cultural activities including the Persian Fair, Dilwali Festival, Louise Multicultural Exhibition, Ian Gardiner – Life in Print Exhibition, Red Moon Glass Show and Present and Future exhibition. I was pleased to attend and learn about different cultural and arts activities. I was disappointed that my notice of motion regarding the projected delay of the Whitehorse Centre redevelopment and report into the lifespan of the existing facility was not supported at our November meeting. I will be closely monitoring this project to ensure minimal impact to our community. 2017/2018 Mayoral Year I would like to thank everyone who supported me during my term as Mayor over the last 12 months. I have enjoyed representing our community and will continue to do so as a Councillor. Cycling in Whitehorse During my term as Mayor, I was challenged by Chris Trueman of the Whithorse Active Transport Action Group to consider active transport options. So I decided to ‘ditch the car’ and use an e-bike. I typically use major roads for my commute but there are many other roads and paths to use. I have found Council's cycling website www.whitehorse.vic.gov. au/Cycling.html useful, and registered for Parkiteer to store my bike at the train station. I recommend you give it a go.

Now builders are on site, work has begun. There will be the normal closure over the December period but work will begin again in the new year. There has been some enquiry made about tree removal last month at the site. A number of trees were removed because they were either in poor health or they could not be retained because of the works required on the site to construct the new hub and associated car parking. Pleasingly quite a number of trees will be retained, and there will be opportunity to plant more on the site. The hub should be completed by early to mid 2020. Business Awards There are two local businesses that need special mention. In the recent Whitehorse Business Group annual awards, U3A Nunawading and Crown Coaches received awards. U3A Nunawading has around 2000 members and is one of the largest of its type in Australia. It provides a way for older people in the community to keep mentally, physically and socially active through their programs. Crown Coaches, based in Nunawading, provides school bus transport to many schools and private charters and has been operating as a family business for over 50 years. Remembrance Day 2018 Councillor Prue Cutts and I, along with the Mayor, attended the service at Halliday Park, Mitcham, where we laid a wreath on behalf of Council. Cr Cutts and I each read a poem for the service. This marks 100 years since the end of WWI. There was also a service at Schwerkolt Cottage Mitcham. Cr Cutts and I attended Schwerkolt Cottage and Museum complex, and saw a very moving tribute to the fallen soldiers from the local area – individually named – and handmade poppies were placed in the soil near a flag display set up for the service earlier. Lest we forget. Merry Christmas Councillor Cutts and I would like to wish you and your families peace this Christmas. Please stay safe over the Christmas period, enjoy time with friends and families and please consider people less fortunate and how you might be able to help make someone's Christmas a little brighter this year.

Follow these steps to become fire ready Warmer and drier conditions suggest that the Victorian fire season is likely to start earlier and last longer than previous years. Council recommends Whitehorse community members prepare themselves for fire season. Preparation is key, and planning what you’ll do in the event of a fire is a great first step. Hold a family or household meeting and make sure everyone knows what is expected of them in a worst-case scenario.

Ensure you: ■■ ■■

■■

■■

■■

■■

Know where to access information on high risk days Keep grass cut low as fire can ignite and travel quickly through long grass Get rid of dry grass, leaves, twigs and loose bark around your home Remove or prune shrubs near windows. Cut shrubs away from branches on mature trees

■■ ■■

■■

Check Council’s permit requirements prior to any planned burning off Keep gutters and roof areas clear of leaf litter Remove all materials from around the home that could burn, such as boxes, furniture and woodpiles Check your smoke alarms More information www.emergency.vic.gov.au

Cut back overhanging tree branches close to your property – make sure there are no branches within 10m of any building
