WHITEHORSE MARKS SORRY DAY Whitehorse's Sorry Day ceremony was held in the Nangnak Garden in Nunawading in May. Wurundjeri Elder Perry Wandin performed a Welcome to Country and traditional Smoking Ceremony. The Aboriginal flag was unfurled by Perry Wandin and the Chair of the Whitehorse Reconciliation Advisory Committee, Councillor Ben Stennett. Kerrimuir and Livingstone Primary School students participated in the ceremony, reading out poems they submitted as part of Council’s National Reconciliation Week Poetry and Poster Competition. Celebrating our Sister City Relationship To coincide with the 47th anniversary of the Whitehorse Matsudo Sister City Relationship, the annual Green Tree Day was celebrated at the Box Hill Town Hall in May. A simultaneous tree planting ceremony was also held in Matsudo, Japan. Together, the Consul-General of Japan to Melbourne Mr Kazuyoshi Matsunaga and Whitehorse Mayor Councillor Andrew Davenport planted a Japanese Elm tree in the garden at the Box Hill Town Hall. At the same time in Matsudo, Mayor Kenji Hongoya planted a Bottlebrush tree at Wanagaya Elementary School. After the tree planting, Cr Davenport and Mayor Hongoya chatted over Skype, with students from Wanagaya Elementary school asking Cr Davenport about life in Whitehorse. Councillor Prue Cutts said that Plastic Free July aims to raise awareness of the problems with single-use disposable plastic and challenges people to do something about it.

From 1 July 2018, the Whitehorse Solar Rebate will no longer be available.
The program showcases Victorian organisations and individuals who are leading the way on climate change to inspire others to act. More than half of all Victorian councils having signed up and all Victorians are invited to join.

SUPPORTING PARENTS OF YOUNG CHILDREN Council is excited to offer a new Supported Playgroup program for local families with children up to four years of age. Supported playgroups are free to local families and are led by qualified early childhood facilitators. They are specifically for parents and carers who are experiencing isolation or need extra support. The groups give parents and carers skills to enhance their relationship with their
children in a supportive environment. Supported playgroups also give parents and carers the chance to learn about local services, meet with other parents for support and friendship and build social support networks in their local communities.
Smalltalk The group facilitator is an expert in Smalltalk, a set of parenting strategies to enhance the home learning environment for young children.
July Immunisations Council provides free vaccinations against infectious diseases for children from birth to 16 yearsof-age and a limited range of vaccines for eligible adults.

As today’s young people learn in school about the problems of the world such as climate change, the Syrian war or Australian politics, we probably think there is nothing we can do.
Work experience with politicians or being involved in local government through committees such as the Whitehorse Youth Representative Committee or Youth Advisory Committee can have an impact.
We are the ones who will have to deal with these problems. When the world is under water or the world’s inequalities are unsolved, we are the ones who will have to do something. This week I turned 17 and I got a letter asking me to enrol to vote. The letter talked about how everyone’s vote mattered. Our votes especially matter as we are the ones who have to deal with the decisions made now that will affect the future. Whitehorse City Council adopts 2018/19 Annual Budget At its meeting on Monday 25 June, Council voted to adopt its 2018/19 Annual Budget. The budget allocates $143 million to fund the more than 100 services that Council provides the community, including meals on wheels, maternal and child health nurses, maintenance of parks, playgrounds and sports ovals, youth workers and managing planning and building applications – just to name a few. Also funded in the budget is $64.35 million for capital works, which includes exciting new initiatives like the Nunawading Community Hub and the Whitehorse Centre. Nunawading Community Hub A major item funded in the capital works budget is the Nunawading Community Hub, which will receive $13 million this year. Whitehorse Mayor Councillor Andrew Davenport said that Architects FJMT have now completed the design phase after much consultation with the community and a builder will soon be appointed. “Once appointed, the builder will mobilise on site with construction to start later this year,” said Cr Davenport. “We hope that construction will be complete by the end of 2019 with the community groups moving into the hub at the beginning of 2020.” “This is such an exciting project that will become a vibrant community hub; a place where the community can come together to embrace new opportunities for learning, social interaction and getting active.”

On a beautiful morning in Blackburn on ANZAC day more than 700 gathered at the Central Road Memorial for the Blackburn RSL dawn service.
The winter mornings might be cool but the joy, energy and vitality of junior sports programs like Auskick and netball that involve hundreds of children and parents locally certainly warms my heart.
As a former Chair of the Whitehorse Reconciliation Committee, I was delighted to be part of the 10 year anniversary of the historic apology given by former Prime Minister Kevin Rudd back in 2008.
It was fantastic to be invited back to the Whitehorse Colts as a fill in, coaching the grade one group. I’d nearly forgotten how hard it is to keep up with energetic six year olds determined to be the next Daisy Pearce or Dustin Martin. Thank you to all who invest their time on a voluntary basis to run these programs. They offer girls and boys of all abilities the chance to have fun, exercise and develop team work and resilience.
The emphasis on learning more about Aboriginal and Torres Strait Islander cultures and histories, to share that knowledge and grow together as a nation is something I support. It was particularly pleasing to see our local schools involved, including Vermont Secondary College and Livingstone Primary School. The Welcome to Country, smoking ceremony conducted by a Wurundjeri Elder and the poems read by the school children commemorating Sorry Day were truly inspiring. It was especially pleasing that the winning poem came from Blake representing Livingstone Primary School.
President Graham Hutchinson welcomed everyone before commencing formalities. Local RSL member Jim Marshall, a young 82 year old, gave a moving speech of the horrors of war telling of uncles who returned from the battlefields having been gassed who then suffered greatly on their return. Congratulations to our local Scout groups who cooked the gunfire breakfast that the RSL put on for no charge back at their clubrooms adjacent to the IGA. I encourage residents to think about commemorating our ANZACs locally not to mention the benefit of a cooked breakfast and mixing with fellow locals. Eastern Football League Women's Team Blackburn’s first senior Eastern Football League (EFL) Women’s team is up and running and is off to a flying start. I was pleased to attend Blackburn’s Round 4 match against Yarra Junction with our local team recording a strong win of 9-12 66 to 1-0 6. It is great to see women who love their football getting to play at these higher levels. Go Burnners. War on Waste I attended a packed Box Hill Town Hall recently to hear the ABC’s Craig Reucassel speak on winning the war on waste. One point of his presentation I noted was that if food waste was a country it would be the third highest greenhouse gas emitter behind China and the United States. Council does offer advice on how our residents can be more sustainable with things like composing food scraps. Council cannot do it on its own.

He was killed in action in 2013. Cpl Baird VC was awarded the Victoria Cross for the most conspicuous acts of valour, extreme devotion to duty and ultimate self-sacrifice in Afghanistan. Cpl Baird was a remarkably brave and humble warrior for our great nation. It is heartening that this portrait will remind generations of his great sacrifice. It was great to chat with His Excellency The Governor General. The last time we spoke I was a Captain in the Army and he was Chief of Army. He is a generous and warm man. Surrey Park Swimming Club I was also delighted to join the Surrey Park Swimming Club for their presentation night and congratulate the club leadership for its continued outstanding success. It’s astonishing to consider that this club had its genesis in an old local waterhole, and is today a highly respected, professionally run and vibrant community not-for-profit that has taught many thousands of local children how to swim and developed champion elite level swimmers.

Residential Corridors Built Form Study This current study is to determine guidelines along key road corridors including Burwood Highway adjacent to the existing tram line. This was brought about by concerns of multi-unit developments and multi-storey applications being approved by VCAT. The study outcomes will lead to options being presented for community consultation and input. Sustainable Living Week I had the pleasure of attending the launch of this event and listening to Craig Reucassel from War on Waste fame! Box Hill Town Hall was booked out, which shows the interest that our community has in this issue. Craig was able to give some valuable tips and also review what is happening with efforts to reduce waste. The current crisis around recycling and what we can do to reduce waste led to a lively Q&A session. It should be noted that Whitehorse is one of the few councils that doesn’t have a municipal waste charge. Council continues to lobby for solutions to the recent China ban on recyclables. We recently held our annual Volunteers Recognition ceremony, at which we celebrate the achievements of our many volunteers in Whitehorse.
I was very honoured to represent the Mayor at the Centenary of Yooralla celebrations in Box Hill recently.
As I have often stated, volunteers are one of our community's greatest strength. They bring skills, friendship, compassion and enthusiasm that money can't buy. It isn't just the recipients that reap the benefits but also the volunteers themselves as they make new friends and develop new skills. In Whitehorse we have many people who have been volunteering for more than 40 years and clearly love every minute of it. This year we awarded John Armstrong with a certificate for 50 years service and there are several other volunteers who are not far behind. Bennettswood Pavilion The long awaited Bennettswood Pavilion has been officially opened. This will be a great asset for the many sporting clubs that use the well-utilised oval. It was designed to be multi-functional with sliding partitions that can be opened to accommodate large groups and has a large number of change rooms to cater for both male and female clubs. Burwood Brickworks development After many years of inactivity it appears that works on the old brickworks site are about to commence. Apart from accommodation options, this site will also contain retail, cinemas and an open space area. If local residents would like to view the plans the site office is now open.

In 1918, a young girl with a disability was found in a chicken coop in Fitzroy by Sister Faith (Evangeline Ireland). Her parents were both at work. This inspired the start of Victoria’s first free kinder for children with a disability. Since then, Yooralla has become a household name and now assists more than 4000 Victorians with a disability to live independent and fulfilling lives, at home and in the community. Young Victorian Achiever Awards 2018 It was an absolutely pleasure to attend this event in Flemington. Congratulations to our Whitehorse resident, Lisa Tran of Forest Hill, who in a field of 6000 entries was one of the four finalists in the Small Business Achiever category. JAPANESE ARTIST COMES TO BOX HILL This month, Box Hill Community Arts Centre (BHCAC) welcomes Arisa Kawabe, their artist in residence until May 2019. Arisa was born in Japan and has studied and worked in Japan and Germany. While at BHCAC, her work will explore themes of memory using sculpture, video, painting, ceramic, salt and various other materials. “The purpose of this community art project is sharing emotional memories between myself, artists and viewers,” said Arisa. “By thinking about projects in various countries, not only in Japan, I think that people can be connected through ‘clothing memory’ even in countries with different cultures, customs and languages.” Each artist in residence is required to work on a community project during their time at the centre.
