Does your community group need a boost? S

ubmissions for the Community Grants program for the 2018/19 financial year are now open and notfor-profit community groups are invited to apply.

Life Activities Whitehorse received a grant last financial year towards the costs of producing their newsletter, so that their members are encouraged to continue to participate. Life Activities is a not-for-profit community organisation that offers physical, social and recreational activities as well as education and motivational support for mature-aged people all over Victorians.

The grants are open to not-for-profit organisations and community groups whose services, programs or activities take place in Whitehorse. Each year, community grants help to fund programs, services, activities and events for the Whitehorse community, including adult education, social support programs for older people, and activities for children and young people. Grants are also available for minor equipment and resources up to $1500. Please note that community grants are not for capital expenditure items such as buildings or landscaping, or to fund salaried positions. DON'T DUMP YOUR SHOPPING TROLLEY

ave you noticed any abandoned shopping trolleys on Whitehorse's streets? Dumped shopping trollies pose a hazard to pedestrians and road users as well as looking terrible, especially in our parks and reserves. They can also have an environmental impact if they are dumped in drains and waterways. Council officers will impound any trolleys found on Council land and owners can claim their trolley/s upon payment of a release fee.

PROTECTING TREES AND WHITEHORSE'S LANDCAPE CHARACTER The Minister for Planning has approved Amendment C191 to the Whitehorse Planning Scheme. The amendment seeks to protect large, established trees and the landscape character of the municipality. The amendment applies a municipal-wide Significant Landscape Overlay (SLO) to all residential land not currently included in the SLO. This amendment means that a permit is now required to remove, destroy or lop a tree with: • a trunk circumference greater than 1.0m at 1.0m from the ground; and/or • a height of 5 metres or more

Renew your household goods

INTRODUCING COUNCIL’S NEW SOLAR PANEL PROGRAM FOR PENSIONERS

Council’s annual Renew Collection and Drop Off service will be held again this May.

Renew Collection Tuesday 1 – Saturday 12 May During the Renew Collection period, residents simply place bags of unwanted but useable household goods into their empty recycling bin immediately after their normal recycling has been collected. Then push the bin straight back on the kerb for their special Renew Collection the next day.

Whitehorse City Council’s new Solar Savers program is making it easier for home owners who are pensioners to install solar panels with no upfront costs.

Renew Drop Off Day

Solar Savers is a partnership between more than 20 Victorian councils and four regional Greenhouse Alliances. Whitehorse City Council is proud to be a part of this pioneering program, by supporting pensioners and increasing the use of renewable energy in Whitehorse.

Saturday 12 May Residents can also attend the Renew Drop Off Day on Saturday 12 May at the Whitehorse City Council Operations Centre in Ailsa Street, Box Hill South. This is your chance to dispose of good quality but unwanted items that are too big or fragile to place in recycling bins as part of the Renew Collection, such as televisions, whitegoods and furniture. These services are only available at Council’s Operations Centre on the nominated Renew Drop Off Day each year – items will not be accepted on any other day of the year. Solar Savers households can gradually pay for their solar panels through a low-interest bank loan (subject to normal bank lending criteria), with savings from lower power bills covering the cost of repayments. Solar Savers will check to make sure every participating household will be at least $100 per year better off. The program draws on the expertise of Council and program partners to help pensioner home owners choose quality, reliable solar systems and a trusted installer. Improve your bike skills these school holidays

NATIONAL RIDE2SCHOOL DAY

The program aims to increase the number of students riding to school and around the community. It is also increasing students’ physical activities and bike use, rather than being driven around in the car.

Last year, 1172 Australian schools participated and almost 390,000 students got behind the event and cycled to school for National Ride2School Day. As well as enhancing the health of kids, riding to school improves air quality, reduces our carbon footprint and helps stops traffic congestion.

When: Wednesday 4 and Thursday 5 April, 9.30am-2pm. Please note, participants must complete both days of the program.

If you live too far from school, remember that part way is OK: Drive part of the way and ride or walk the rest of the distance. Be sure to check that your bike, scooter or skateboard is in good working condition before you start your journey. Give tyres, brakes, lights, reflectors and bell the once over and remember to wear a helmet.

LEARN TO CYCLE WITH CONFIDENCE

ycleWise is a free bicycle confidence training program for adults, and Council is offering two free courses during March.

The novice 2.5 hour course is perfect for those who lack confidence on a bike. This course covers correct riding technique and essential bike skills. It is conducted in a traffic-free area. The five hour intermediate course aims to build confidence when riding on paths and roads, and participants will learn about safety, road rules, correct riding technique and more. Both courses are run by professional instructors from Bikes@Work. Participants need to bring a bike in roadworthy condition and a helmet. ational Playgroup Week celebrates the way playgroups offer families valuable support and essential play opportunities for young children. National Playgroup Week runs from Sunday 18 March until Sunday 25 March and is the perfect time to join a local playgroup. Whitehorse has over 30 playgroups across the municipality offering families with young children the opportunity to participate in fun and interactive activities in a safe and supportive environment. Come and meet others going through similar experiences, which can help ease the isolation that can come with caring for young children. These groups are also a great way to find out about local community, health and support services. In Whitehorse, there are two playgroups specifically for grandparents and one geared toward fathers. There are also many cultural playgroups including Ukrainian, Chinese, Spanish and Greek groups. VICTORIAN YOUTH WEEK

13–22 April Don’t get left with FOMO next month: Make sure you add Victorian Youth Week to your diary. This annual celebration is about all that is awesome about young people and the things they do, create and achieve. Council is supporting the event with a Youth Festival on Friday 20 April from 2pm-6pm in the Box Hill Mall. The Youth Festival is all about having an epic time in an exciting and fun environment, with food, music and youth-friendly activities. Young people and the wider community are welcome to come and enjoy. A creative arts competition during Youth Week will promote and showcase the diverse creative talents of young people in Whitehorse. Youth service organisations from the Whitehorse municipality will be at the festival to provide information and resources. Youth Week in Whitehorse will expose young people to the many, diverse youth services offered by organisations across the area, including those that are here to make young people feel

Global Fiesta is a celebration of multicultural Whitehorse. The event brings together art, food, music, dance, games and activities from around the world. Global Fiesta is now in its ninth year and is Council’s National Harmony Day event. It is a family friendly day out that showcases the many talents of our community.

Harmony Day is celebrated nationally each year on 21 March to coincide with the United Nations International Day for the Elimination of Racial Discrimination.

Whitehorse has an incredibly diverse population. In the 2016 census approximately 38 per cent of Whitehorse residents were born overseas, with 33 per cent from countries where English is not the first language. China was the leading country of birth for the overseas born population in Whitehorse, followed by India, UK, Malaysia, Hong Kong, Vietnam, Sri Lanka and New Zealand.

The message of Harmony Day is ‘everyone belongs’, and the day aims to encourage community participation and respect for cultural and religious diversity as well as fostering a sense of belonging.

Whitehorse is also home to a large number of international students, many of whom attend local tertiary education institutions including Deakin University and Box Hill TAFE.

The aim of the walk is to demonstrate “pluralism in action” by promoting the sharing of ideas and respect for different beliefs, customs, and ways of life while walking around the Box Hill Gardens. Parkrun in Whitehorse When is a run not a run? When it is a parkrun, then it’s a run, a shuffle (that’s me) or a walk. You can even run or walk with a pram or your dog (on a lead). Established in the UK in 2004 as a free 5km event with a strong emphasis on participation, the event is held each week in local parks. Commencing at Main Beach, Gold Coast in 2011, parkrun in Australia

has since grown to over 275 locations and 400,000 registered participants. In Whitehorse, there are now two locations, Mullum Mullum adjacent to Schwerkolt Cottage, Mitcham, and Gardiners Creek, adjacent to Deakin University’s multi-deck carpark, East Burwood. I was pleased to attend the inaugural Gardiners parkrun mid-January this year with 466 participants on the day, which totally surpassed expectations (the first event attracts a large number of visitors). Congratulations to Wendy Glen and her committee for getting this new location started. What is notable is the wide cross-section of our community that is coming along each week to their local parkrun. From ages eight to 80, the athletic and the not so athletic, men, women, people with

disabilities and also at Gardiners, many from our multi-cultural community. With free registration at www.parkrun.com.au it is easy for residents to get involved, and I encourage you to give it a go.

Welcome back to 2018

Australia Day has attracted a considerable amount of controversy in other municipalities, but I can report our great city had a wonderful day. For me it started out at Mont Albert Cricket Club where I helped coach a great group of people with Chinese heritage on the basics of cricket.

I was proud to have successfully moved a motion in the Council chamber that Whitehorse City Council does not support Yarra Valley Water seeking to use our park lands (Eram Park near the freeway around Box Hill North) for a sewerage treatment plant.

Our first council meeting was held in the historic council chamber at our Town Hall on 29 January.

It was great to see enthusiastic parents join in the fun. Congratulations to the Mont Albert crew on a great initiative.

Community Service Clubs Whitehorse City Council supports our Community Service Clubs in a variety of ways. They all have a long and proud history of service to the community both locally and in a wider context. These volunteer organisations depend on community membership and are always on the lookout for new members who want to make a positive contribution to society. The Australia Day Breakfast held in Vermont South by my own club, South Vermont Lions, is one occasion where our community is joined by groups such as the City of Whitehorse Band, the U3A choir, Girl Guides and an Ismaili group, who all come together for this event. An official ceremony is followed by a full, free sumptuous breakfast. Put it in your diary for 2019! Until next time, Bill

Not only is this reserve well utilised by the local community, but every New Year's Eve it is inundated with hundreds of visitors who come to view the fireworks. It is purported to be one on the highest spots in Melbourne and a photographer's dream. Congratulations to the advisory committee who tends to this lovely park with such commitment.

Bluebell Hill Reserve

International Women's Day

I was delighted to hear that in March the Mayor will officially open the new play space development at Bluebell Hill Reserve in Harding Street, Surrey Hills. Formerly known as Harding Street Reserve, this well loved park has a long history, which was recently well documented in the Surrey Hills News by local resident Elizabeth Meredith.

This was first celebrated in the US in 1909 as a day to recognise women's achievements. It was gradually introduced in other countries on various days but it wasn't until 1975 that the United Nations started celebrating it on 8 March. Its hard to believe there was a time when women could not vote or own property.

We have certainly come a long way but there is still ground to be travelled.

In Whitehorse, women contribute thousands of volunteer hours each year. Whether it be with meals on wheels, libraries, schools, sporting clubs, aged care, committees or a myriad of other activities, women are invaluable. While some may see this as an infringement of rights to do as you see fit on your own private land, this amendment is for the greater good, and is about preserving the remaining tree canopy for future generations. Connecting the community G

iving back. Making friends. Strengthening the community. Learning new skills. These are just some of the reasons people give for why they volunteer. In our monthly profiles, learn more about some of our local volunteers and the rewarding work they do. Name: Anne Payne Volunteer role: Chairperson of the Blackburn Lake Sanctuary Visitor Centre. I also volunteer with the Blackburn Red Cross branch and the Uniting East Burwood Centre.

What made you interested in volunteering? I first joined a weeding and planting group over 45 years ago when the Sanctuary required lots of regeneration. Once the land had been purchased, the hard work of restoring it to its former bushland glory began. I joined the Advisory Committee to give a community voice to the work at the Sanctuary. And my involvement in Red Cross and Uniting East Burwood are another way of getting involved with my community.

I have been involved with the Blackburn Lake Sanctuary for about 45 years. I’m the Chairperson of the Advisory Committee which meets monthly. I coordinate the volunteer roster for the Visitor Centre. I also volunteer with the Blackburn Lake Sanctuary education program. I’m also part of the water monitoring group who test the lake water monthly, as part of the Melbourne Water Waterwatch program. I attend working bees in the sanctuary, where we weed and plant. I’m an accredited seed collector of indigenous plants that are then raised and grown by other bushland park volunteers at one of the two indigenous nurseries here in Whitehorse – Bungalook and Greenlink.

There are so many ways you can volunteer. Volunteering gives you the chance to meet likeminded people and make a positive impact in our community. Cootamundra Walk Advisory Committee is celebrating forty years of commitment to caring for one of the last remnant pieces of bushland north of Whitehorse Road. In 1978 with the extension of the North Blackburn Shopping Centre and builder’s rubbish being dumped from nearby units, a small group of residents called a public meeting to save the bushland from further destruction. With Council cooperation, the Advisory Committee was formed. The majority of efforts have been focussed on preserving the bushland and creek east of Williams Road – weeding, mulching and planting thousands of indigenous (local) plants. Small plantings east of Surrey Road have also been encouraged. The achievement of the past forty years will be celebrated with ‘Music in the Park’ on Friday evening 16 March with a free sausage sizzle, Easter egg hunt and music from fabulous local musicians. AQUA MYTHS BUSTED! MYTH: Aqua classes are mainly for older adults and those with injuries. We're here to bust that myth! Aqua classes are suitable for everyone, and are incredibly effective for improving cardiovascular fitness, burning fat and toning up. For these reasons (and others) a number of AFL teams include aqua classes as part of their training and we think it’s time more people tried it. A normal aqua class lasts for 45-55 minutes and will involve a mix of cardio, weights, running and stretch moves depending on the class demographic. Get ready to try some fun moves like star jumps, tuck jumps and scissor leg actions, all of which might seem impossible on the land but are achievable in the water. Classes at Aqualink include a Gentle Aqua class in the warm water pool (perfect for recovery from injury), a basic Aqua class, high intensity Aqua Fit and Deep Water Aqua classes, and Deep Water Running. Classes can be adjusted to suit all abilities by taking more or less recovery time during each song. Emma Finch Colour Vision

Celebrating International Women’s Day, this selection of work will showcase how a woman’s view can transform the world. The four participating artists have presented their subject matter in a range of media. Women, Light the Way is based on the common theme of how women balance their work with their busy lives as women.

The Art of Paper Cutting: Candle Holders

Artisan Cheese Making: Evening Taster Interested in the cheese-making process? Come along to see how mascarpone is made and sample delicious mozzarella. Wednesday 7 March, 6.30pm-8pm Cost: $20 / 1 day

Textile Printmaking A day of learning and experimenting with different methods of textile printing. Design small scale repeat patterns for fabric, and translate them onto a rubber stamp, a piece of lino and a stencil for printing.

This exhibition explores artist Emma Finch’s love of colour and design with her vision of foresight, perception and spirituality found in ordinary life. Inspired by nature’s beauty, the artist invites the audience to take a quirky look at her own ‘colour vision’.

Be inspired by the traditional folk art of paper cutting and its modern day art form. Guided by artist Roma McLaughlin, make your own cut-out candle holders using this beautiful technique. Sunday 25 March, 10am-2pm Cost: $75 / 1 day

Women in the Whitehorse Art Collection 8 March – 28 April This inspirational exhibition of art by women in the Whitehorse Art Collection includes both local and internationally renowned artists. A multitude of ceramics, paintings, photographs, prints and textiles will showcase the talent of artists represented in the Collection. Some have created works for the simple joy of art production depicting flowers, landscapes and portraits.
