Cr Bennett said he is committed to the principles of honesty and accountability in his role as a Councillor and now as Mayor. “I have always worked for the very best outcomes for community members when it comes to Council debate, decisions and commitments. As Mayor, I will continue to prioritise the wellbeing of this municipality I care deeply about,” Cr Bennett said. “Thanks go to my family for their support during my career to date with Council, and many thanks to my fellow Councillors for their faith in me and electing me as Mayor for the next 12 months. “I look forward to working with my Councillor colleagues to serve the Whitehorse community and will give the job of Mayor a red hot go.” Cr Bennett will serve the community as a Councillor representative on various organisations and will have additional responsibilities as Mayor of the Day.

He has lived in the City of Whitehorse since 1971 and is an active member of the community with memberships to the Lions Club of South Vermont, Vermont Men’s Shed, Nunawading Community Gardens and the Alternative Technology Association. Cr Bennett’s interests include urban design, solar installations and saving water within the community.

Whitehorse City Council has signed up to Snap Send Solve, an app that helps community members to easily report incidents to Council in under 30 seconds – such as cracked footpaths, dumped rubbish, roaming pets and more. With Snap Send Solve, you can upload photos and select the location of the incident on a map by using your smartphone GPS. A report is then sent to Council or other relevant authority. Celebrating 10 Years of the Whitehorse Tertiary Business Skills Program

Council recently celebrated the 10th birthday of the Whitehorse Tertiary Business Skills Program, an innovative student internship program that matches students from Deakin Business School with local businesses.

More than 250 students and nearly 50 businesses have taken part over the past 10 years, and the program took the silver medal at the 2018 National Local Government Innovation Awards.

Strategic Planning Projects Update The Strategic Planning Unit sits within Council’s Planning and Building Department and is responsible for the development of land use and planning policies and strategies. The Unit also reviews the Whitehorse Planning Scheme, including amendments to the scheme. To keep our community up-to-date with major strategic planning projects in Whitehorse, we publish this planning update twice each year.

Project: Student Accommodation Review

Burwood Highway and Whitehorse Road corridors

This study will provide guidelines for new buildings on land in the Residential Growth Zone along key road corridors. Current Status: Draft Built Form Guidelines and proposed planning controls have been prepared. 66 submissions were received during the consultation process. They will be considered when finalising the guidelines and planning controls and will be the subject of a report to Council.

Amendment C194 - Combined Planning Scheme Amendment and Planning Permit 517-521 Station Street and 2-8 Oxford Street, Box Hill

Amendment C194 rezones the Station Street and Oxford Street sites to the Mixed Use Zone and adds an incorporated document for the Station Street site to guide future redevelopment. The planning permit application for the Station Street site is for construction of buildings of up to 18 storeys with a mix of uses. Current Status: The amendment and planning permit were approved on 17 August 2018 and came into effect on 6 September 2018.

What is an Incorporated Document? The Planning and Environment Act 1987 allows certain documents to become part of the planning scheme by reference, rather than by including them in the scheme itself.

Project: Built Environment Education Event Council held a Built Environment Education Event as part of Sustainable Living Week in May. The event's aim was to encourage better outcomes in the built environment and address key issues in Whitehorse. Called People, Places and the Environment, the event was based on the highly commended Nightingale Housing model. This emerging housing revolution constructs multi-residential buildings that are financially, socially and environmentally sustainable.

Council recently completed a review of student accommodation in Whitehorse to better understand the housing needs of students. Consultation included an online survey, face to face questionnaires and traffic analysis near Deakin University and Box Hill Institute. Current Status: At its meeting on 20 August 2018, Council considered the findings of the review and resolved that the Student Accommodation Policy in the Whitehorse Planning Scheme be updated through a planning scheme amendment. This will be submitted to the Minister for Planning to commence the amendment process

What is an Activity Centre? What is a Structure Plan? Activity centres are vibrant community hubs where people shop, work, meet, relax and often live. Structure plans define a Council’s preferred direction for future growth within an activity centre and articulate how it will be managed.

This structure plan has been in operation since 21 April 2008. Since then, there have been a number of key state government policy changes and developments. Current Status: A Background Review of the policy changes and key development trends has been completed, which will be used to inform and guide the process of updating the Structure Plan, which is anticipated to start this financial year.

Project: Whitehorse Tree Study In July 2016, Council adopted the Whitehorse Municipal Wide Tree Study Options and Recommendations Report and decided to pursue a planning scheme amendment to implement the study. Interim tree protection controls were approved by the Minister for Planning and apply until 31 December 2018. Current Status: The Minister for Planning has asked Council to justify the tree controls on a permanent basis and Council is currently working on this information. Council has asked the Minister to extend the interim controls for a further 12 months.

What is a Planning Scheme?

Amendment C175 – Box Hill Metropolitan Activity Centre Built Form Guidelines

Planning schemes set out the planning rules – the state and local policies, zones, overlays and provisions about specific land uses – that inform planning decisions. A planning scheme can only be changed by a formal amendment process requiring approval from the Minister for Planning.

Amendment C175 proposed to implement Built Form Guidelines for Box Hill by introducing new planning scheme controls into the Whitehorse Planning Scheme to guide growth and development. At a hearing in 2017, the Panel recommended that Whitehorse Planning Scheme Amendment C175 be adopted only in part. Current Status: In considering the panel’s recommendation, Council resolved on 25 June 2018 to abandon Amendment C175 and to undertake further planning over the next financial year.

November Immunisations Council provides free vaccinations against infectious diseases for children from six weeks to 19 years of age and a limited range of vaccines for eligible adults in accordance with the National Immunisation Program Schedule.

Keep your children in sight and within arm’s reach. This is especially important for babies and toddlers, who can drown in just a few centimetres of water. Do not expect older children to look after their younger siblings in the water. Take children with you if you leave the water area. Water familiarisation lessons can assist in teaching children to swim while also helping them understand water safety.

Young Person of the Month A love of theatre and debating and a commitment to first aid volunteering have helped Hannah Treisman become this month’s Young Person of the Month. The Koonung Secondary College student began at the school at the beginning of 2018 and immediately impressed teachers with

her enthusiasm for extra curricula activities and for helping the school and wider communities. Hannah, 17, is a first aid volunteer with the St Johns Ambulance service and last year was named as one of the service’s best new recruits. She often spends many weekend hours

During her time in secondary school, Hannah has won awards for Outstanding Role Model, Outstanding Leadership, Best Supporting Actor in a school production, and for speaking with the Debaters Association of Victoria.

Team of the Year – Blackburn Junior Football Club Under 16 Girls Team An amazing winning streak in the face of tragedy has resulted in this girls football team being awarded Team of the Year for 2018. The under 16 team has remained undefeated for more than two years, winning 30 games in a row. Their coach Tim Jacobs tragically passed away from cancer in February.

Sports Awa The annual Whitehorse Sports Awards recognise the important contribution local sporting clubs and sportspeople make to the Whitehorse community.

Their grief at his passing was immense yet they forged through with strength, discipline and commitment in their desire to win for Tim and the Jacobs family.

Nicole has provided tremendous support as a volunteer for the Heatherdale Cricket Club as her children have played the beloved game over many years. The annual Pink Stumps Day is now synonymous with Nicole, with more than 300 women and girls in attendance this year, raising money for breast cancer research. Recently, she was instrumental in raising funds for one of the member families whose father passed away unexpectedly.

Volunteer of the Year – Barbara Schembri from Eastern Sirens Synchronized Swimming Club Barbara first started competing in syncronized swimming in1978, then turned to volunteer judging and coaching from 1983 at the Nunawading Club and coaching at the Surrey Park pool. More recently, she has been treasurer of the Nunawading

She’s competed in the Pan Pacific Championships, Commonwealth Games and Victorian Open Championships, winning many medals, including her first international medal. Jessica has been captain of the Nunawading Swimming Club for the past year, and has been announced as captain again for the 2018/19 season.

Whitehorse Coach of the Year is just one of the many prestigious awards high performance coach Scott Talbot has won recently. Scott also won the Victorian Open Coach of the Year and the Victorian Multi Class Coach of the Year for coaching Paralympic swimmer Madeleine Scott to a gold medal at the 2017 Canadian Open. Scott was part of the coaching team that brought the Nunawading Swimming team together to win the 2018 Victorian Open Championship overall point score, seeing Nunawading awarded Victorian Premier Club for the third consecutive year. This year, Scott has coached Whitehorse Sportsperson of the Year Jessica Hansen and was part of the coaching team at the 2018 Junior Pan Pacific Championships.

Sportsperson of the Year with a Disability – Jacqui Wischer from Special Olympics Melbourne Inner East Jacqui competes at both a club and regional level in no less than three sports – basketball, tenpin bowling and athletics. She always gives 100 per cent and is a delight to coach. She is often the only female playing in the Melbourne Inner East team at regional competitions, where she holds her own. Her tenpin bowling score is consistently over 100 per game.

Junior Sportsperson of the Year – Keli Leaupepe from Box Hill Senior Secondary College This busy student has juggled his year 12 studies with an illustrious basketball career representing both Victoria and Australia, jetting all over the world. Keli is passionate about basketball and has won gold and silver medals as part of Australian, Victorian and school teams. Keli shows courtesy to all those he shares the court with and leads by example, creating an inclusive team environment.

Prior to being elected to Council I had never attended a Citizenship Ceremony, but now I am pleased to attend several each year.

I’ve been proud to watch the success of so many Elgar ward teams in sporting finals.

It’s always a pleasure to attend the Whitehorse Sports Awards to celebrate our fine local sportspeople and volunteers who contribute so much to our way of life.

They are joyous occasions as people from all parts of the world make Australia their new home. Often many candidates or their family and supporters will bring along an Australian flag to celebrate. And so it was with Louise Mooney’s family at the most recent ceremony as she took up Australian Citizenship with great pride. Louise and her family migrated to Australia in the early 70s as ten pound poms (actually, by 1973 the fare was £75 per family). After getting married, she and husband David settled and raised their three children in Whitehorse. Always wanting to participate in an Australian Citizenship Ceremony she never seemed to be able to find the time. Last year Louise decided that she needed to make the time and is now a proud Australian.

VFL Grand Final It was a great day for Hawthorn with the VFL women’s team defeating the Geelong Cats 4.6.30 to 2.5.17, and in the VFL, the Box Hill Hawks defeated Casey Demons in a come from behind win 10.12.72 to 8.14.62. It was great to be part of the 12,884 crowd as a guest of the Box Hill Hawks. 2018 Whitehorse Sports Awards Congratulations to Blackburn High School on being awarded school of the year. Leaders in sport across various age ranges in volleyball, baseball, softball, netball, hockey, athletic and swimming. This year was bittersweet for Blackburn Junior Football Club under 16 girls team who were awarded Team of the Year. The team is undefeated over two seasons, winning 30 games. Sadly the girls lost their respected and loved coach, Tim Jacobs, to cancer during the year. I extend my best wishes to the Jacobs family and the team.

Our Hawks teams based at City Oval both won grand finals at Etihad Stadium in September. I am fortunate to know a number of the women’s team players and staff from my involvement in local footy. Women in Sport It is remarkable to reflect on the achievement – only eight years ago these now elite premiership women players were girls being denied their dream of playing professional footy because no pathway existed. It’s marvellous that gender barriers to participation and stereotypes continue to vanish, thanks to thousands of good people in grassroots community sport that were crazy enough to think they could change the world and turned up to do it. Congratulations to the Whitehorse Pioneers Seniors and Under 19s on premiership success.

I had the honour of presenting the award of Sportsperson of the Year to Jessica Hansen from the Nunawading Swimming Club. Also, Nunawading High Performance Coach Scott Talbot won Coach of the Year. This club continues to shine at both a state and national level and is a credit to all concerned. Our local Vermont Football Club was also recognised as having won the Division One Eastern District Premierships in the firsts, reserves and the women’s competitions.

Full Gospel Assembly I was delighted to attend the opening of the Full Gospel Assembly (FGA) – a great faith-based group that has transformed the old ACI plant in Lexton Road, Box Hill, into their new place of worship. FGA Melbourne do incredible work helping the needy and lonely and have a variety of outreach programs including English classes and line dancing. New Nets at East Box Hill Cricket Club It was great fun to officially open the new nets at East Box Hill Cricket Club (EBHCC). I was invited to bowl the first ball, and it didn’t go to plan, yet my second delivery was spot on. There is a video on my Facebook if you need a laugh (@CrBlairBarker). EBHCC is a great family club that always welcomes new members. It is based at Whitehorse Oval opposite City Oval. Tree Plantings Finally, with spring finally with us, it is great to see street tree planting underway and the extra budget we are investing in native trees come to life. Kind regards, Blair

Heritage Week The recently held Heritage Week was an opportunity to experience and celebrate the very best that our community has to offer. The Blooming Lovely exhibition at Box Hill Town Hall recreated an old-style garden show, courtesy of the Box Hill Horticultural Society. This was organised as part of the involvement from the Box Hill Historical Society. Part of this exhibition included a stall by the Urban Harvest Group. This promoted the vast variety of garden produce available locally including heirloom varieties. I also attended the Walk in the Park program at Bellbird Dell Reserve, Vermont South. The guided walk and the display demonstrating the transformation from pre-settlement days was truly enlightening. Until next time, Bill

It has certainly been a busy time in the last few weeks and with Christmas looming, I'm sure that that will increase.

I was deeply moved to receive the Scout Scarf award for service to the community at the recent opening of the Brunswick Road Scout Hall redevelopment.

Women's Forum

The hall has undergone a major upgrade funded by Council. The 1st Mitcham Scout Group has been operating out of Cochrane Street Scout Hall for the last two years so they had an official welcome home attended by the Mayor and myself and many Scouting and other dignitaries.

Our second forum for the year was held in October and as usual, we were blessed with inspirational speakers on important topics. This year’s topic was addiction and we had interesting and brave speakers from a number of perspectives.

These forums have been held for nearly 20 years and continue to deliver important and relevant topics and wonderful speakers. Our next one will be held in May 2019. MAV Annual Dinner Each year the Municipal Association of Victoria (MAV) holds a conference followed by a dinner at which service awards are presented to long serving councillors. On this occasion three Whitehorse councillors received awards – myself for 15 years and Cr Andrew Munroe and Cr Raylene Carr for 10 years. I feel privileged to serve the Whitehorse community and those 15 years have flown by.

Nunawading Community Hub Council voted on this major infrastructure project recently with Ireland Brown being appointed as the successful tenderer. The build will commence after Cup weekend. A section at the back of the existing heritage building is not original and will be demolished in the coming weeks. Walker Park Pavilion Upgrade The exciting $3.35 million project is on track and close to concluding detailed design stage. The build is anticipated to start Feb/Mar 2019 with a completion date of Feb 2020. The project is 85 per cent funded by Council ($2.85 million), 12 per cent by a federal government grant ($400k) and 3 per cent by AFL Grant ($100k). 1st Heatherdale Scout Group 60 Years Celebration

A huge amount of planning goes into this annual event and its success depends on the weather. Get Ready for Grass Pollen Season Grass pollen season brings an increase in asthma and hay fever. During the season, a high pollen count and a certain type of thunderstorm can also trigger thunderstorm asthma. For people with asthma or hay fever, especially those who experience wheezing or coughing with their hay fever, thunderstorm asthma can be sudden, serious and even life threatening. That’s why it’s important for people with asthma or hay fever to know about thunderstorm asthma and what they can do to help protect themselves during grass pollen season. Anyone with asthma should monitor weather alerts for potential thunderstorm asthma events so they can adequately prepare.

Epidemic thunderstorm asthma is where a large number of people develop asthma symptoms over a short period of time. It is thought to be triggered by a unique combination of high pollen levels and a certain type of thunderstorm. Grass pollen grains get swept up in the wind and carried for long distances, some can burst open and release tiny particles that are concentrated in the wind gusts that come just before a thunderstorm. These particles are small enough to be breathed deep into the lungs and can trigger asthma symptoms, making it difficult to breathe. In Victoria, the grass pollen season runs from October through December. Take action to prepare and protect yourself and people in your care this grass pollen season.
