Autumn Leaf Clean-Up

"If your street is due to be cleaned, please park your vehicles on your property rather than the street so the street sweeper can do its job properly." Cr Denise Massoud.

Council’s annual autumn street sweeping program will run from 1 April until 26 July. Whitehorse has 135 streets that experience heavy leaf falls. These streets are swept at least once every fortnight during autumn and early winter. All other streets are swept once every four weeks (depending on leaf volume and weather conditions). If you live on a street with heavy leaf falls, look out for a letter from Council detailing the autumn street sweeping schedule. Please note, this is the last year that letters will be sent to residents. Instead we will keep you informed through Whitehorse News, Council's website and social media. If you would prefer to continue receiving

letters, please contact Council on 9262 6333. You can also download the schedule from www.whitehorse.vic.gov.au/Street-Sweeping.html There will be no sweeping during Easter from Friday 19 April to Monday 22 April. Pet Registration Renewals Due Soon

First time registrations To register your pet, they must be desexed and microchipped (some exemptions apply). Once registered, you will be issued with a lifetime tag.

A reminder to all Whitehorse dog and cat owners that pet registration renewals are due 10 April.

Puppies and kittens must be registered with Council by three months of age. Council offers free first time registration to microchipped and desexed puppies and kittens under three months of age.

Remember to update your contact details If you’ve moved or changed phone numbers, update your details with Council and your microchip registration company. Up-to-date information is vital when trying to reunite lost pets with owners. If we cannot contact you and your pet is impounded, you may be charged a release fee or fine.

Whitehorse Mayor Councillor Bill Bennett said that he was excited to see the new community facility emerge as the builders got to work. Some highlights since construction started in November 2018: ■■

The heritage building has been cleaned ready for restoration, with old internal paint, ground pipes and damaged windows removed.

Concrete works for the installation of an elevator have been completed to ensure the hub will be accessible by people of all abilities. Preparation for underground utility services (power, water, gas and sewerage) is underway.

Time for Renew

Council Teams with Positive Charge Council has teamed up with the Positive Charge program to offer trustworthy, up-to-date energ y-saving advice, news and tips.

Council’s annual Renew Collection and Drop Off service is a great way to give a second life to unwanted items that no longer spark ‘joy’.

As part of the partnership, Whitehorse residents can contact Positive Charge for free advice about energy efficiency, including installing solar panels and accessing government rebates.

Councillor Andrew Munroe said that household items collected through Renew are reused or recycled rather than sent to landfill.

The Positive Charge website outlines the support it offers, from solar power and lighting to insulation and information on hot water systems. Many Victorian councils have partnered with Positive Charge, and Whitehorse City Council encourages community members to explore its website and start thinking of the energy-saving changes they can plan for their home or business.

"Keep an eye out in your letterbox for information packs, which will be distributed later this month," said Cr Munroe.

Positive Charge is a program of the Moreland Energy Foundation Ltd, a not-for-profit organisation committed to tackling climate change.

Renew Kerbside Collection 30 April – 11 May

During the Renew Collection, simply place bags of unwanted but useable household goods into your empty recycling bin immediately after your normal recycling has been collected. Then push the bin straight back onto the kerb for your special Renew Collection the next day. Renew Drop Off Day 11 May, 8am-2pm

For large and fragile items that won’t fit in your bin (such as TVs and furniture) there is the Renew Drop Off Day on Saturday 11 May at the Whitehorse City Council Operations Centre. Note: The Operations Centre only accepts these items on this special Drop Off Day – not on any other day of the year.

Home Care Packages – A Service for Older Residents Council’s Home Care Packages support older residents to live independently in their own homes so they can remain connected to their communities and in control of their lives.

"Consumers have access to a case manager who will work with them to understand their needs and individually tailor a care plan that is monitored and reviewed regularly," said Cr Bennett.

Whitehorse Mayor Councillor Bill Bennett said that Council's Home Care Packages provide choice and flexibility in the way care and support is provided.

All support and services are planned and arranged based on individual needs, package budgets and what’s important to each consumer.

How do you access a Home Care Package? 1. To determine your eligibility, call 1800 200 422 or visit www.myagedcare.gov.au to book a free aged care assessment. 2. At your assessment, advise that you wish to nominate Whitehorse City Council as your Home Care Package Provider. 3. Alternatively, once you've been assigned a Home Care Package, provide Council with your unique referral code. We will arrange a time to meet with you to tailor your requirements. You can choose to have services provided directly by Council’s Home Support staff or from a range of other service providers. “Studies are finding that children are developing poor eyesight because their focus is concentrated so much on screens a short distance from their eyes. Getting outside and focussing on their surroundings and using their eyes differently has real benefits,” Lisa said. Because parents and carers are involved in the Nature Play sessions, they also benefit by learning ways to spend quality time outdoors with children and getting great ideas for outdoor activities using natural objects.

This free monthly program is aimed at children aged 2-5 years and their parents or carers and has many benefits for all involved, said Parkswide Environmental Education Officer Lisa Moloney. “The sessions run for 45 minutes in one of Council’s bushland areas and we usually begin with a story that addresses a chosen theme and follow this with a related craft activity or a walk in the natural surrounds,” Lisa said. Benefits for children include a chance to boost health by being outdoors, creating a connection with nature that can continue into the future and enjoying lots of sensory experiences as they touch, smell and look at the bush setting.

Staff maintain the Youth ConneXions Facebook page, Creative Youth Community website and the youth noticeboard. They are always looking for new and better ways to serve the needs of young people at the centre and in the broader community.

People come to use computers, music equipment and instruments. They can record music, draw, colour, watch movies, play card games and board games. Young people chat with staff about issues concerning them and get information and support to empower them to address their goals, needs and challenges.

Staff refer young people if needed to a huge range of services that offer support to young people and their families to work through life’s challenges. Young people may be dealing with issues around stress, mental health, physical health, sexual health, work and study, drugs and alcohol, family, relationships, job seeking, housing, finance, legal problems, fines or family violence.

Each April in Whitehorse is budget development time and very busy for Council.

I had the pleasure of participating in a number of International Women’s Day functions across the municipality.

I was delighted to attend the announcement of an election commitment by Michael Sukkar MP, Federal Member for Deakin, of $300,000 to help fund the long awaited expansion of the Vermont South Club.

Late in April the draft budget will be completed and made available to all residents to give feedback to Council before we finalise the budget for 2019/2020. Central Ward Forum I invite Central Ward residents to join myself and Cr Andrew Munroe at our next Central Ward Forum to be held on Sunday 5 May at 4pm at Blackburn Lake Sanctuary Visitors’ Centre. Please put in your calendar. As well as giving updates on current activities we will be interested in getting your feedback on the draft budget. We very much value your input and hope you will be able to join us.

These included the Box Hill Rotary Breakfast, Council’s afternoon tea and an afternoon with the National Australian Chinese Women Association (in affiliation with the National Council of Women Victoria). As always it was great to celebrate this day with the community, and share and hear stories from inspirational female leaders in their respective fields.

Parkland Events During March there have been some wonderful events in our parklands. The Cootamundra Walk Advisory Committee held their jazz evening on 15 March which was attended by about 150 residents. Swing Pop Boom! at Blackburn Lake Sanctuary is also a great event where you can socialise, enjoy music and dance. They are great opportunities to enjoy your community. I would like to remind residents wanting to engage with their community more that the parkland advisory committees are always looking for more residents to assist in supporting their local bushland environments. Volunteering in our parkland areas brings some great learning from other residents and also fun and laughter as you work together. In Whitehorse we value our parklands so consider building relationships with nearby neighbours as you help in our environment. It is great to be outdoors working together and sharing stories and good times.

Positive Charge Some positive news in the sustainability space – Council has partnered with Positive Charge, a program that provides independent and free advice to Whitehorse residents and community members around energy efficiency, energy saving initiatives and news/updates. For more information, turn to page 4 or visit positivecharge.com.au Budget 2019/2020 Councillors and officers have been working through the budget process, with the draft 2019/2020 budget proposed to be available for public comment later this month, so do keep an eye out for that. Other Highlights As the appointed Whitehorse representative on the Eastern Transport Coalition, our committee met with a number of MPs, including the Minister for Public Transport, the Hon. Melissa Horne, to advocate for better and improved transport options in the east. Some of the discussions included LilydaleBelgrave train lines, buses, the Suburban Rail Loop (with proposed stops at Box Hill and Burwood), the Box Hill Transport Interchange, encouraging active transport use and potential impacts of the North East Link project. I was also very pleased to attend the Brentford Square Shopping Centre to hear Michael announce the Trader’s Association had been successful in their grant application to the Safer Communities Fund for $160,000 to provide 41 CCTV cameras and upgrade the carpark lighting. This is in addition to the $200,000 Whitehorse City Council have in the budget to upgrade the carpark. Work will commence shortly and should be completed by September. Meetings and Community Events Since my last column I have attended several statutory and budget planning meetings in addition to gatherings at local community clubs. I also attended: - the Vermont South Cricket Club Ladies Luncheon which was an enjoyable event featuring Sally Phillips, Australian basketballer and head of the WNBL as the guest speaker - Whitehorse Historical Society for their strategic planning day, an amazing group of volunteers who need to be commended for their commitment - Two Victorian Local Government Association events: Local Women Leading Change and Leading the Agenda. Both were very informative and educational events. I also attended a few International Women’s Day functions at which it was pleasing to see several men in attendance. This is an event to celebrate and support women, it is not a ‘women’s only’ event and men are always very welcome. Draft Budget The draft budget will be released for comment towards the end of April, with 28 days for the community to provide feedback. I look forward to reading the submissions. On 16 March, I launched the exhibition Things of Clay, Stone and Wood held at the Whitehorse Artspace at the Box Hill Town Hall.

Council is consulting with the school community and VicRoads about the provision of school crossing supervisors.

The exhibition runs until 6 April and if you are in Box Hill I recommend a visit.

Council have provided this important service for many years with varying levels of support from the State Government. The importance of the service was highlighted recently when a number of residents, parents and others from the school communities in Whitehorse presented to Council on the issue of children’s safety and supervised school crossings. I would like to thank them for their thoughtful contributions.

Greenlink Nursery will be holding their first Autumn open day on Saturday 20 April. Greenlink is a community-based not-for-profit nursery specialising in plants indigenous to Whitehorse. Plants are $2-$2.50 each

Global Fiesta On 17 March, I attended Whitehorse Global Fiesta at the Box Hill Gardens. Global Fiesta is Council’s national Harmony Day event and is a celebration of our wonderful, culturally diverse community. There were activities for children and a prize was given out for completing all activities. The event was well attended, and I look forward to Global Fiesta in 2020. Box Hill Rugby Union On 24 February, Cr Barker and I attended the Box Hill Rugby Union women’s match between Melbourne Rebels and Queensland Women. It was a wonderful match and I am pleased to see the growth of female participation in Rugby Union. Box Hill Rugby Union has both junior and senior women’s and men’s teams and the club hosts a number of international visits. I look forward to seeing more games. Box Hill Tennis Open Day On 17 February, I attended the Box Hill Tennis Club Open Day. The open day was an opportunity for members of the public to try out tennis. I played for about 20 minutes in a social setting, which meant that I didn’t need to run too fast. The club has a number of social and competitive events. Pacific Federation of Literary and Art Circles On 17 March, I attended the 20th anniversary of the Pacific Federation of Literary and Art Circles event at the Melbourne Town Hall, with Will Fowles MP (State Member for Burwood), and members of the Asian Business Association of Whitehorse. The concert was a creative fusion of Indigenous Australian and Chinese music, as well as more traditional Chinese music. Anzac Day 2019 There are a number of ANZAC day commemoration events on 25 April: Box Hill RSL, Mitcham, Blackburn RSL and Surrey Hills. I encourage your attendance.

2019/2020 Council Budget This month Council will meet to consider the proposed Council budget for 2019/2020. Once adopted the proposed Budget will be on public exhibition and then Council will consider any submissions received before meeting to consider its adoption in June. Please contact me about the process or if you need assistance to make a submission to the proposed budget. Key major projects that will be included in the proposed budget include the Nunawading Community Hub and the pavilion redevelopment at Walker Park. Both projects have commenced and will be completed by early next year. Blues at Buckanbe Last month I had the opportunity to attend the annual Blues at Buckanbe park event. The event has grown in popularity with local residents. This year the line-up featured the leading blues band The Hornets and the amazing Rose Zita Falko. I would like to thank the organisers and the sponsors of the event for making it such a success.

The memorial at Halliday Park commemorates the memory of the men who went to the front from Mitcham, and especially those that made the supreme sacrifice. This is an opportunity for us all to pause and honour the sacrifice of all Australian men and women who have served in defence of our nation.
