Farewell Noelene After 19 years as Whitehorse City Council's Chief Executive Officer, Noelene Duff will farewell Council on 9 August. Noelene has shown strong and consistent leadership throughout her time as CEO, and has worked with 16 mayors over that period.

Noelene has overseen the redevelopment of Aqualink Box Hill, the construction of Sportlink Vermont South, the purchase of the Nunawading Primary School site from the Victorian State Government to facilitate the development of the new Nunawading Community Hub, and has driven the development of Council’s digital strategy.

Rate changes This year’s average rate increase is 2.5 per cent, which is in line with the Victorian State Government’s Fair Go Rates system legislation. This increase is an average across all the different types of properties in Whitehorse, so individual property owners may find their increase is either more or less than 2.5 per cent depending on the change in individual variations compared to the average valuation change in the municipality.

The construction of the Nunawading Community Hub is well underway.

Nunawading Community Hub Building Takes Shape With textured concrete wall panels installed and the stairwell core and lift tower now in place, the community can now see the emerging shape of the new Nunawading Community Hub, being built on the former Nunawading Primary School site on Springvale Road.

Have Your Say on Permanent Tree Protection Controls Council is proposing to apply permanent tree protection controls across residential areas in Whitehorse via an amendment to the Whitehorse Planning Scheme. Council is currently seeking community feedback. Permanent tree controls are proposed to apply to all land included in the Neighbourhood Residential Zone, General Residential Zone, Residential Growth Zone and Low Density Residential Zone that is not already covered by a permanent Significant Landscape Overlay (SLO). The controls will not change the zoning of your land. Landowners can identify the zones and overlays that apply to their land at www.whitehorse.vic.gov.au/Whitehorse-Maps.html

If the amendment is approved, it means a planning permit will be needed to remove, destroy or lop a tree in areas covered by the SLO in certain conditions. Permit exemptions apply in some circumstances. Temporary tree protection controls are still in place. The Victorian Minister for Planning extended the interim tree controls until June 2020 to allow Council to complete this project. Submissions will be received until Monday 19 August 2019. Pruning Keeps Trees Clear of Power Lines Council manages tree pruning on public land to ensure a safe distance between trees and power lines.

Council Supports Local Dads Playgroup Council was proud to present the Mitcham Salvation Army Dads Playgroup with $1000 at Council's annual 2019 Community Service Cheque presentation. Whitehorse Councillor Prue Cutts presented the cheque in appreciation of the group’s work with families in the Whitehorse community. The money came from collection of the gold coin donations given by participants of Council’s eight Parenting Information Forums in the previous year. The donated funds are given at the end of each financial year to a worthy local organisation that works with parents, children and young people. Parenting Anxious School-Age Children

August Immunisations Council provides free vaccinations against infectious diseases for children from six weeks to 19 years of age and a limited range of vaccines for eligible adults in accordance with the National Immunisation Program Schedule.

September Parenting Information Forum Parenting Anxious Children is a forum for parents and carers interested in helping their school-age child cope with anxiety. Presenter Michelle Graeber is the CEO of the Anxiety Recovery Centre of Victoria, a leading information, support and referral service. Michelle will talk about understanding the role of anxiety in normal childhood development, the signs and symptoms of anxiety, methods and strategies to support your child, and more. Young Person of the Month Max Dooley, 15, is committed to his local community and setting a good example for others. The Year 9 student at Koonung Secondary College is Council's Young Person of the Month for August. This year, he has managed his own study and homework, as well as taking part in a program that helps younger students while pursuing his love of sports. In the past, Max has used his free time to help with local Auskick and Milo Cricket programs and working with teachers on the state government’s Framework for Improving Student Outcomes literacy program. Max’s love of sport means he has been his school’s athletics and cross country age champion each year since he was in Year 7, qualifying for eastern division competitions. Max also plays for Kerrimuir Cricket Club, the Oakleigh Chargers NAB League team and the Whitehorse Colts U17 Division 1 AFL team. With well-honed organisational skills, Max follows a tight study schedule and won an academic excellence award last year, when he was also dux of Year 8 physical education. Measles can sometimes lead to dangerous complications such as pneumonia, inflammation of the brain and even death. Measles is most commonly spread when someone swallows or inhales the cough or sneeze droplets from an infected person. I hope all residents are keeping warm and dry during the chilly part of our winter.

I have been pushing for a review and update of the future vision and strategic direction of the Box Hill Metropolitan Activity Centre (MAC).

I would like to begin my ward column by paying my respects to Noelene Duff, the CEO of the City of Whitehorse for the past 19 years.

Based on the community consultation earlier this year with internal and stakeholder reference group sessions, I am delighted that the draft Box Hill MAC Analysis and Options Report has now been presented for public consultation. I urge community members to review the document and provide comments by 2 August. I look forward to reviewing your feedback.

I have noticed that when Noelene walks into a local government event, she is always warmly welcomed and highly respected by her peers. Noelene has led the City of Whitehorse with dignity and fairness, providing stability for councillors, management and staff. We have been very fortunate to have had the benefit of Noelene’s expertise for so long. I sincerely wish Noelene every success in whatever the future holds for her.

This month I want to highlight the outstanding free Environmental Education Program run by Council’s ParksWide officers and a team of knowledgeable volunteers. The program provides environmental and sustainability education for local schools, pre-schools and a diverse range of community groups in our bushland settings. During the recent school holidays I attended one of these sessions at Blackburn Lake Sanctuary Visitors Centre, which marked NAIDOC Week. The session, entitled “Indigenous Perspectives – Voice, Treaty, Truth”, was the first professional development training session for teachers. It was aimed at early childhood and primary teachers and was fully booked. Some teachers travelled a long distance and there was some excellent sharing of knowledge to take back to classrooms. The session explored languages and “voice”, in terms of being heard, and the Uluru statement was considered. We also explored notions of Treaty and Truth and I increased my appreciation of the depth of our First Nation history. As the recently appointed Chair of the Whitehorse Reconciliation Advisory Committee, I found this session invaluable in further developing my knowledge. A customised experience from the Environmental Education Program can also be arranged and local community groups are welcome. North East Link (NEL) Inquiry and Advisory Committee Panel Hearing Whitehorse (along with Boroondara and Banyule Councils) made a joint submission in response to the NEL Environmental Effects Statement and will be presenting at the upcoming hearing. The public hearings have begun at the Veneto Club, Bulleen and continues until 13 September. The hearing timetable is subject to change and it is advised that those who are interested in attending check the NEL website regularly for updates. Visit www.northeastlink.vic.gov.au/community Suburban Rail Loop (SRL) The Victorian State Government has announced investigative works for the proposed first phase of the SRL project, which will include stops at Box Hill and Burwood. With growth in Box Hill and its current Interchange being the busiest outside of the Melbourne CBD, it is imperative that focus be given to Box Hill. I will continue the advocacy in this space. Other Highlights I am happy to announce that based on community feedback, a further $50,000 has been allocated to the 2019/2020 budget for additional improvements to footpath crossovers for improved access to shared use paths. As the Chair of the Whitehorse Manningham Library Board, I had the pleasure of attending the Library Changes Lives event at Parliament House. It is important that we continue to advocate the importance and value of public libraries in our community, and for the state government to provide further support and funding. I was also delighted to attend the Box Hill City Band 130th Anniversary Concert – it was a fantastic afternoon and I congratulate the band on reaching this amazing milestone!

Be Persuaded In June, I had the pleasure of launching the Jane Austen – Be Persuaded exhibition at the Whitehorse Artspace. This was a wonderful display of clothing and accessories from the 18th century. Nunawading Swimming Club Nunawading Swimming Club held its presentation night in June and, as always, it was an impressive and inspiring event. Congratulations to all who won awards and heartfelt thanks to the parents who regularly drive the athletes to training. Netball Grand Final Late in June, I spent a couple of hours at Sportlink watching teams from nearby netball clubs compete in the grand final. On 19 July, I attended the Asian Business Association of Whitehorse dinner where a celebration of the annual Chinese New Year event took place.

Council’s Annual Budget 2019/2020 was adopted at the Ordinary Council Meeting on Monday 24 June.

Service Club Changeover Dinners I attended changeover dinners for the Lions Club of Box Hill and the Rotary Club of Mont Albert and Surrey Hills last month, where I was able to see the wonderful work both clubs undertake within the Whitehorse community. I look forward to hearing about their projects in 2020. National Tree Day On 28 July, I attended National Tree Day at Nicoll Park, Nunawading. National Tree Day gives community members the ability to plant trees on public open space to be enjoyed by all. However, planting is not a once a year event – there are many opportunities to be involved in public open space improvements by joining a parklands advisory committee and volunteering at one of their events. At the event, it was announced that the next Chinese New Year event at Whitehorse would take place on 1 February 2020.

Community Briefs

A number of items relate to Springfield Ward including the open space development at 21 Wattle Valley Road, Mitcham, pavilion development at Walker Park and concept plans for the pavilion proposal at Heatherdale Reserve. The Nunawading Community Hub and the Whitehorse Centre are also mentioned. Council also allocated funds via the budget to a number of community organisations and not-for-profit groups through its community grants. SLO9 Tree Controls The Minister for Planning has extended the expiry date of the interim tree protection controls in Whitehorse. The tree protection controls, first approved by the Minister through Amendment C191, applied a municipal-wide Significant Landscape Overlay (SLO9) to all residential land not currently included in the SLO, on an interim basis. The Minister for Planning has approved a further extension of the controls for 12 months until 30 June 2020. This will allow Council to progress a Planning Scheme Amendment (Amendment C219) to permanently apply SLO9. 33 Purches Street – Update

I attended the Samoan Independence Celebration held at Box Hill Town Hall in June, and listened to the Consul General for Samoa speak about how Samoans have migrated throughout the world and retained their culture while adapting to their new home. It was a great speech about being part of a new country while not forgetting the past.

A number of residents contacted me about a single dwelling being constructed at 33 Purches Street, Mitcham. Officers have reviewed the development at this site. Officers advise that it did not require a Council planning permit, and is compliant with the building regulations. Any further enquiries should be directed to the private building surveyor associated with the project or the Victorian Building Authority.

Student Accommodation Study

National Tree Day

On 20 August 2018, Council adopted the Student Accommodation Study which looks at modernising design for student accommodation, especially surrounding the Deakin University precinct. The minister has granted approval to advertise, subject to amendments. I seek feedback on these changes from members of Riversdale Ward so I can best represent you.

On National Tree Day, I joined hundreds of volunteers planting trees at local venues such as Nicoll Park, Nunawading, Antonio Park, Mitcham, and Yarran Dheran, Mitcham. This event was founded in 1996 by Planet Ark and Olivia Newton-John and has now grown into Australia's largest community tree planting and nature protection event. It's always a great day to venture outdoors, get to know your community and make a difference.

Governor Visits Greenlink Nursery Volunteers and members from Greenlink Nursery in Box Hill North had a visit recently by Her Excellency the Honourable Linda Dessau AC, Governor of Victoria and her husband Anthony Howard AM QC. Heritage Assistance Fund a Great Way to Improve Your Special Property

Applications for Council’s popular Heritage Assistance Fund will open this month. The annual Heritage Assistance Fund offers up to $2000 to owners of heritage-listed properties to assist with eligible maintenance and repairs, such as re-roofing, re-stumping, masonry repairs and installing new guttering that conserve and enhance the heritage place. Happy Hounds Head to Off-Lead Dog Parks Council’s off-lead dog parks are great places for dogs to socialise, run, play and explore. Council offers 22 off-lead parks, an increase of three from last year. Dogs in off-lead areas must be under the control of their owner at all times. Keep your dog at least 2.5 metres from a playing area where an organised sporting event is going on, children’s play spaces, a permanent barbecue or picnic area, and the location of an organised meeting. Read and adhere to any official signage in the area. Clean up after your dog.

The Hazards of Long Grass Remember to keep long grass on your property neatly trimmed to avoid a potential fire hazard as grass dries out in warmer weather. Dry, brittle long grass can easily catch and fuel fire in the right circumstances, threatening property and life. Long grass is also unsightly and can spoil an otherwise attractive streetscape. Council encourages residents to keep their grass trimmed all year round as there are penalties in place for ignoring Council requests to keep grass short. Council is running its popular four-week Wiser Driver course this month to help older drivers stay safe on the roads. The free course is offered to drivers 50 years and older. Participants are required to attend all four sessions. Topics covered include changes to the road rules, vehicle and driver roadworthiness, handling challenging road conditions and more. An amazing array of wartime propaganda posters from the Australian War Memorial’s collection is on show at Whitehorse Artspace.

Dogs, cats and range of pampered pets as well as a world of other animals are the subjects of the current exhibition at Box Hill Community Arts Centre. Whitehorse Arts Association’s free 2019 exhibition celebrates members’ animal art, with more than 30 works in watercolour, oil, pastel and mixed media. The association has more than 160 members and they have embraced this exhibition with vigour, revelling in colour and a love of animals.
