Christmas Gift Appeal Take part in this year’s Whitehorse Christmas Gift Appeal and help bring some joy to families in need. Whitehorse City Council will be collecting gifts for the Eastern Emergency Relief Network’s (EERN) Toy Appeal. More than 140 welfare agencies in the Eastern suburbs are members of EERN and benefit from these donations. The Christmas appeal is a wonderful way to share the festive spirit and make a difference.

Help Whitehorse Manningham Libraries raise reading and literacy levels within our community by giving the gift of reading this festive season.

Come down to Britannia Mall in Mitcham this December to see renowned artist Jimmi Buscombe create a festive 3D mural right in front of your eyes.

Give the Gift of Reading is an outreach program that will provide gift bags of books and learning resources to children in the community who are experiencing disadvantage.

The festive mural will have a local twist by featuring the amazing flora and fauna of Whitehorse. What will Jimmi create? Watch it come to life before your eyes!

Early literacy gives children the building blocks to succeed in education and personal development. This flows into every area of life, including employment and social participation, having a life-long impact. Drowning is the most common cause of preventable death of young children.

Pool safety barriers can become unsafe over time because of wear and tear, house alterations or ground movements.

Register Your Pool or Spa to Save a Life Did you know that the State Government has introduced new legislation to reduce the number of young children tragically drowning in private swimming pools and spas?

A great first step is to hold a family or household meeting and make sure everyone knows what is expected of them and where to go in a worst-case scenario.

There will also be new compliance requirements to improve pool and spa safety and re-certification within certain time frames.

What do the regulations propose?

It will be mandatory for all owners to register their swimming pools and spas with their local council by 1 June 2020.*

Upon registration, Council will let owners know when they are required to lodge a compliance certificate with Council.*

Owners will then need to arrange for an inspection by a Private Building Surveyor or Inspector to certify the compliance of their safety barrier by the due date.* A fee will be payable at the time of registration and another when the certificate is lodged with Council. These fees are still being determined by the State Government.* Penalties may apply for non-compliance.*

Whitehorse Electoral Review Whitehorse City Council has welcomed the final report from the Victorian Electoral Commission (VEC) following an electoral representation review. The report puts forward a recommended electoral structure for the Whitehorse municipal district that proposes the City of Whitehorse consist of 11 councillors elected from five wards (4 x two councillor wards and 1 x three councillor ward). Council’s submission to the review similarly outlined our preference for 11 councillors elected from five wards.

Follow These Steps to Become Fire Ready With warmer and drier conditions suggesting the Victorian fire season is likely to start earlier and last longer than previous years, Council is recommending Whitehorse community members prepare for fire season now.

The proposed legislation means that from 1 December 2019, all swimming pool and spa owners must register their pool or spa with their local council. Whitehorse City Council will be taking registrations online.

Whitehorse Looks to the Future with Electric Fleet Council is aiming to reduce its carbon emissions with an additional electric van recently added to its fleet. A fully electric Renault Kangoo van joined the fleet in September 2019 as a replacement vehicle. Purchasing the electric vehicle is part of Council’s overall Sustainability Strategy, which involves a range of initiatives to reduce Council’s carbon footprint and introduces more sustainable vehicle options. Council is always looking for ways to make operations more environmentally sustainable and reduce its carbon footprint. The van is 100 per cent electric and joins four other electric cars in our fleet and a number of hybrid vehicles. A compatible charging point has been installed at Council’s Operations Centre in Box Hill South. There are also public electric charging points at Council's new Harrow Street Car Park.

Keeping Trees Clear of Power Lines Council manages tree pruning on public land to ensure a safe distance between trees and power lines. This month, pruning will occur in Vermont and Forest Hill. Pruning is done in accordance with the Electricity Safety (Electric Line Clearance) Regulations 2015 and also with Council’s Electric Line Clearance Management Plan. Remember Bag, Wallet, Keys and Phone This Festive Season When you’re out and about in Whitehorse this Christmas and New Year, don’t forget to bring along your reusable shopping bags. Did you know that as of November 2019, the Victorian Government banned retailers from supplying lightweight plastic bags? The ban includes degradable, biodegradable and compostable bags. Building Better Bag Habits

Three quarters of Victorians are regularly bringing reusable bags with them when shopping for food.

Of those Victorians already using a reusable bag, 40% still forget to take it with them when they go shopping.

In response to the ban on plastic bags, Whitehorse City Council is encouraging the community to build better bag habits. Everyone forgets sometimes, so make it easy on yourself by keeping bags in your car, by the front door or stashed at work so that you always have some on standby. Stay Safe Around Water This Summer Water provides great fun for children, but leaving them around water without adult supervision is dangerous. Most fatal drownings occur at home, including backyard swimming pools, bathtubs and dams. Often a lack of supervision combined with inadequate safety barriers around the pool or outdoor spa are found to be a contributing factor to a child’s death. In some cases, a climbing point allowed for easy access to the swimming pool. Drowning is one of the major causes of unintentional death for Australian children. For children that survive drowning incidents, many are hospitalised and can be left with permanent disabilities. Make sure you restrict young children’s access to water and always keep them within arm’s reach when around water. 20 seconds is all it takes. Source: watersafety.vic.gov.au

Will your family be swimming in a backyard pool this summer? Under new State Government legislation coming into effect from 1 December 2019, all private swimming pools and spas must be registered online with Council. Pools and spas will then need to be inspected within certain time frames, with the compliance certificate uploaded to Council. This legislation is designed to reduce the number of children tragically drowning in private pools and spas. Renovations Coming to Box Hill South Family Centre The Family Centre will be closed from Monday 6 January to Friday 14 February 2020. Box Hill South Family Centre (cnr of Riversdale Road and Station Street) will be undertaking an exciting renovation in 2020, so the centre will be temporarily closed for Maternal Child Health appointments from Monday 6 January until Friday 14 February, opening again Monday 17 February 2020. Families will continue to be seen by their nurse at other family centres within the municipality. Full details of where to go during this time will be sent to families via post and SMS. The Lactation Clinic will continue to operate from another family centre. Details will be given at time of booking and an SMS will also be sent on the day prior to the appointment. At our recent celebration of volunteers, I felt humbled by all the great volunteers who give willingly to support our community in so many ways.

As 2019 draws to a close, I want to take this opportunity to thank the Elgar Ward and wider Whitehorse communities for their ongoing passion and input on Whitehorse matters.

Hello once again. I hope you are enjoying this delightful warm weather we are having. I always find I have more energ y during the warmer months.

David Inglis was acknowledged for his 46 years of service particularly to Wandinong Sanctuary. The friendships and networks established through volunteering support individual health and wellbeing. Many people including local kindergarten and school students attended a moving Remembrance Day ceremony held by Blackburn RSL. We should never forget the sacrifice of our serviceman. South Parade Drainage South Parade drainage issues are finally being addressed for residents by the Victorian Government to prevent further flooding events. Council advocated at the highest levels of the Level Crossing Removal Project and it is pleasing to see works finally underway. I hope this will resolve the drainage issues following the Blackburn Station rail crossing removal works. Blackburn Lake Sanctuary Good news! A barbeque is being installed near the playground. It is such a privilege to have it in a sanctuary like Blackburn Lake. It should be available for use from the beginning of December.

Not only does it help us represent your interests better, it further improves our Council plans, policies and directions, as well as advocacy work. It has been a fruitful and productive year, resulting in the delivery and ongoing work of a number of projects including strategic, operational and capital works upgrades/improvements across Elgar Ward. There have also been citywide sustainability initiatives, partnerships and support for our various community groups.

Box Hill As mentioned previously, two key strategic items are well underway which will shape and better manage the current and future growth of Box Hill. This includes a new Box Hill Metropolitan Activity Centre Vision (which has culminated in the Options and Analysis Report, and the next phase will seek better built form and public amenity outcomes) and the Integrated Transport Study (which has gone through a number of consultation points and is up to its draft plan). Events I attended a number of events recently including Box Hill RSL’s Remembrance Day Service, unveiling of the Koonung Trail Mural at Koonung Secondary College, Whitehorse Volunteers Recognition event, the Australian Calligraphy Society opening ceremony, a Kathin Ceremony and Diwali celebration. I look forward to continuing working with our community in the upcoming year. I wish everyone an enjoyable and safe festive season. See you in 2020!

Whitehorse Carols The year has flown and as Christmas approaches I sincerely wish all residents a wonderful Christmas break celebrating and sharing good times with those special people in their lives. Join us at the Whitehorse Carols is on Sunday 15 December with free rides commencing at 4.30pm and a concert from 5.30pm. Photos can be taken with Santa too.

In October, Council held their second Women’s Forum themed ‘It Takes A Village’. The four guest speakers all spoke on the importance and benefits of community connection. I’m sure everyone in attendance would have been inspired and encouraged by their stories.

Morton Park

On 11 November I attended the cenotaph in Morton Park to pay tribute to all our Australian Servicemen and Women who have served their country in past conflicts. It was great to see many school and kinder children laying wreaths. Following the very moving ceremony, delicious refreshments were provided by the Blackburn RSL members and enjoyed by all. Other events I also attended Whitehorse Activities Centre’s AGM on 11 November. While the car park was totally chaotic due to the unexpected high number of attendees, the AGM itself was very well run and I congratulate the new committee on their election. Other events I have attended include Council’s Volunteer Recognition Day, White Ribbon Breakfast, Box Hill U3A Christmas lunch, Citizenship Ceremonies, Whitehorse Centre Season launch and a couple of theatre shows.

Recently I visited one of the larger neighbourhood houses in Riversdale Ward, Avenue Neighbourhood House @ Eley and learnt that one of their core focuses is to engage with disadvantaged people and those at risk of social isolation, including people with a disability, older persons and concession card holders.

Whitehorse Festive Season Every year, Council runs the Whitehorse Festival Season which gives the community the ability to participate in free activities such as Spring Festival, Whitehorse Carols, Whitehorse Australia Day Concert and Fireworks and Global Fiesta. In addition to the Whitehorse Festival Season, Council provides assistance for events such as the Chinese New Year Festival and discount hall hire at Box Hill Town Hall for Japan Day, the Persian Fair and others. Demolition of the property at 21 Wattle Valley Road have been completed! The open space will complete the final link in a beautiful linear park from Yarran Dheran to Antonio Park, which will create a wildlife corridor and add approximately 4742 square metres of parkland to this area. This project has been driven by the local community and I would like to thank everyone involved for getting this project off the ground. I was pleased that I strongly advocated to Council several years ago to purchase the land for open space, which will finally be transformed to create a legacy for the community.
