More Car Parking for Box Hill The new Harrow Street multi-deck car park in Box Hill central will open in late July. The five-level car park offers 562 car parking spaces, 12 bicycle spaces, 12 motorcycle spaces, dedicated community space and an undercover entry plaza adjoining Pioneer Park.

Council has appointed Care Park to operate the car park. They currently operate several other car parks in Box Hill including the Council-owned Watts Street multi-deck car park. Although the car park will open later this month, some additional works will continue until the end of August. These include fit-out of new tenancy spaces (you will notice the temporary fencing will remain in place for safety along Harrow Street), an exciting redevelopment of Pioneer Park and a

The City of Whitehorse marked World Environment Day by signing on to a Melbournewide strategy to increase the number of trees and other plants to create a healthier, more liveable future. Jointly led by Resilient Melbourne and The Nature Conservancy, this bold new strategy is called Living Melbourne: our Metropolitan Urban Forest, and has been endorsed by 41 organisations representing local government, Victorian government, water authorities, statutory agencies and industry bodies. The strategy maps all vegetation on public and private land across Melbourne, including Whitehorse, with the aim of increasing the urban tree canopy, restoring habitat for local fauna, setting and monitoring growth targets, and encouraging more planting on private property. Report Illegal Dumping Dumped rubbish is dangerous: it can threaten wildlife, contaminate land, waterways and groundwater and can be harmful to humans. It is also unsightly, often making people feel unsafe.

How to report dumped rubbish Is the dumped waste an emergency? Does it include toxic fumes or a large chemical spill? Call 000 and report it immediately. Is the dumped waste an immediate threat to human health or the environment? Call the EPA on 1300 372 842 (1300 EPA VIC). Examples of waste that can threaten human health or the environment include toxic waste and asbestos sheets. All other kinds of dumped rubbish Dumped household rubbish, furniture, tyres, building site waste and non-toxic industrial waste should be reported to Council on 9262 6394. By reporting dumped rubbish, you are helping Council: ■■

Identify dumping hot spots so we can develop strategies to prevent this behaviour in future

Council’s hard waste and green waste collections are a great way to get rid of items that can’t be collected in Council’s roadside collection. Innovative and sustainable design drew the judges’ attention at the 2019 Built Environment Awards evening. The biennial awards recognise well designed and sustainable projects in Whitehorse. Clever, innovative design enhances our city and makes a positive contribution to the way we live in and use our neighbourhoods. Thanks to all those that submitted nominations, congratulations to those that made the shortlist, and a big cheer for the outstanding projects that received awards.

Innovation Award Winner BlueCross Aged Care, Box Hill This large redevelopment of a much smaller aged care residence is a purpose-built project that caters for aged care residents with innovative design that meets clinical and functional requirements.

A key feature of the project is the importance of outdoor recreation areas and access to fresh air, daylight and connection to the garden.

Access to nature is hugely important to general happiness, wellbeing and health for residents and staff. The landscape design was carefully planned to coexist with the local streetscape. Overall the facility enables residents to feel secure, maintain an enjoyable lifestyle, create social connections and be supported through a purposeful and active ageing process.

Mayor’s Award CNC Constructions New House, Nunawading This creatively designed, generous family home was built on a small piece of subdivided land in an established neighbourhood. The triangular land with a significant easement influenced the building form and small footprint. The design had to take into consideration the wider streetscape, a unique site and designing around a large, significant tree on a neighbouring property.

Costs were kept down by designing and building with standard construction methods while using clever design to create a high-end architectural feel.

Sustainability Award Gruen Eco Design Renovation, Blackburn

Located in leafy Blackburn, this project is a clever example of a heritage listed two bedroom cottage being transformed into a highly energy efficient family home. The client brief was to bring the cottage into the current times, make the space functional for a growing family, protect the heritage values and use sustainable features and design principles. Connecting the home to the garden and views beyond was also an important consideration. Sustainable additions included high performance insulation, orientating the extension to capture daylight (to reduce energy needs and heat the concrete floor), water efficiency features and a big veggie patch supported by composting and a worm farm. The home also uses non toxic finishes and materials throughout.

Residential Design Award Inbetween Architecture Townhouses, Box Hill This project challenges the typical model of suburban townhouse development and shows that increased density and contemporary living can be achieved without compromise to the existing local neighbourhood character. The design draws heavily on the established streetscape character and despite being overtly contemporary, the building sits comfortably in its surrounding context. Clever site planning allows for substantial open space and an engaging backyard that is well integrated with the indoor living space. Through thoughtful design and environmental considerations, this project provides for contemporary living and increased density without the sacrifice of amenity or disruption to the streetscape.

This project, known as the Hidden House, is an exemplar infill development in the middle suburbs. The surrounding context required clever thinking to provide privacy while taking advantage of the expansive views over the garden and creating a spacious and light home. The project scope was to create a long-term family home that provided for the current needs of the young family while adapting with them as they evolve and grow. The house and landscape are well integrated with the architectural and landscape team working collaboratively to deliver a home where landscape was an important part of the whole project.

Whitehorse Celebrates IDAHOBIT Whitehorse City Council, in partnership with Family Access Network and other local community organisations, hosted a colourful pop-up celebration at the Box Hill Mall in honour of the International Day Against Homophobia, Biphobia, Intersexism and Transphobia (IDAHOBIT). IDAHOBIT aims to raise awareness of lesbian, gay, bi-sexual, transgender and intersex (LGBTI) rights and the discrimination still faced by many people all over the world. The event featured a DJ, circus performers, activities, information and live artwork from chalk artist Ulla Taylor.

Council provides free vaccinations against infectious diseases for children from six weeks to 19 years of age and a limited range of vaccines for eligible adults in accordance with the National Immunisation Program Schedule.

Whether children are over-excited or tired and teary, there are effective ways to respond to their emotions. Book now for August’s Parenting Information Forum to gain the skills needed to be an emotionally intelligent parent, grandparent or carer of children aged up to 12 years. Forum presenter Joanie Bartolo is a qualified 'Tuning in to Kids™' practitioner and will provide an introduction to the key principles of this parenting program. 'Tuning in to Kids' provides parents with helpful ways of teaching children emotional intelligence. Two to five year olds are invited to explore the sounds of nature. How are these sounds made? Who makes them? The children will explore how objects from the bush can make different sounds and music. The Whitehorse Primary School student is Council’s Young Person of the Month for July, gaining this recognition for her participation in activities inside and outside of school and the initiative she shows when it comes to fundraising. Mia is a keen swimmer and gymnast, and cares for others by organising care packages at Christmas to send to people working in the defence force. She has baked cakes to show her appreciation for those working with the Metropolitan Fire Brigade in Nunawading, and has set up a lemonade

Whitehorse City Council adopts 2019/20 Annual Budget At its meeting on Monday 24 June, Council voted to adopt its 2019/20 Annual Budget. Developed with extensive input from our community, this budget continues to fund the many services and facilities that our diverse community needs.

More than 100 community services are funded through this budget, including meals on wheels, maternal and child health nurses, childhood immunisations, youth workers, maintenance of parks, playgrounds and sports facilities, managing planning and building applications – just to name a few. This Budget has been guided by the priorities outlined in the Council Vision 2013-2023, Council Plan 2017-2021 and other major strategies and plans. In 2019/20, Council will deliver on year three of its current four year Council Plan.

Every two years Whitehorse holds its Built Environment Awards to showcase and promote the best in building design and environmental sustainability.

I’m happy to report I’ve continued to focus on delivering my election commitments and am delighted to report more good progress.

It was a privilege to be invited along to the Probus Club of Blackburn Central's 30th Anniversary Celebrations.

I am pleased to acknowledge that the winner in the renovation category was Simone Schenkel, Certified Passive House Designer, Gruen Eco Design. Simone took a heritage listed two bedroom Elmore home in central Blackburn and transformed it into a highly energy efficient home for Karen Lau and her family.

Having promised to be a strong and effective voice for our community its satisfying report the YouTube and Facebook video I created to inform all about the threats to our area and environment from the North East Link was widely viewed and inspired many to collaborate and submit formal responses to the public consultation process.

The existing cottage was fully insulated and a double storey addition with the highest standards of insulation and high performing double glazing was added. A polished concrete slab acting as a thermal mass and passive solar design were key parts of the extension. Environmental sustainability includes hydronic heating, compost bins and worm farms, rainwater tanks and solar panels. Not to forget the veggie garden and five ducks. For me this is an excellent example of protecting the heritage while adding functionality in addition to making an outstanding contribution to the environment. Congratulations. Federal Election Commitments Late June Whitehorse Mayor Cr Bill Bennett, Cr Davenport and I met with the Hon. Michael Sukkar MP in his parliamentary office to discuss the more than a dozen election commitments that Whitehorse would be called on to deliver. While two need more work to understand their scope and viability, Council looks forward to working with the Federal Government to deliver these projects and this important infrastructure for our city and we thank Michael and his government for their funding support.

Significant new tree planting on the eastern side of Mont Albert Reserve is complete and the resurfacing of the basketball courts underway. The new trees offer shade and a habitat for wildlife whilst improving the visual appearance of the park. Once mature the trees will also shade the carpark encouraging off street rather than on street parking. A new hospitality and gifts policy that I strongly advocated for was recently endorsed by Council. This policy further demonstrates Council’s commitment to greater transparency by including its gifts, benefits and hospitality register for Councillors and senior officers on its website for viewing by members of the public. I will continue to advocate for real time web reporting of all expenses claimed by officers and councillors, and more detailed budget documents. I will continue to publish any expenses on my Facebook page, and have no expenses, gifts or hospitality to report this quarter other than $90 in mobile phone charges (the minimum possible).

My neighbour in Vermont South, Joyce, is a life member of this club and it was my absolute pleasure to be able to present a special award to her. Probus is a local, national and international association of retired people who come together in non-political, non-sectarian, non-profit, autonomous clubs which provide regular opportunities for members to meet others in similar circumstances, with similar levels of interest, make new friends, and maintain and expand their interests. There are many Probus Clubs in the City of Whitehorse and they always welcome new members.

Box Hill Hand Spinners and Weavers Exhibition Opening This group has been meeting at the Box Hill Community Arts Centre since it opened in 1995. The annual exhibition is a colourful and skilful display of handspun, knitted and woven garments as well as homewares and toys. I recently had the pleasure of being invited along to officially open the 'Fabulous Fibres' exhibition. Until next time, Bill

On 24 June Council passed the 2019-2020 Budget.

Not since 1980 have the Nunawading and Mitcham areas seen such a large investment by Council into sporting infrastructure!

The development and deliberation of this budget occurred over many months and had input from not only Councillors and officers but also members of the community. It can be a balancing act to meet the expectations of our diverse community while ensuring that the budget is financially responsible. There is huge demand for our existing services, and infrastructure built many years ago often needs to be upgraded or replaced to ensure it meets the current and future needs of our community. Now that the current budget has been completed the preliminary stages for the next one will commence! Local Sporting Clubs Whitehorse is fortunate to have many vibrant clubs who offer a variety of sports to cater to all ages, abilities and interests.

Walker Park Pavilion The Walker Park grandstand was built in 1957 and since then not one spectator has been able to view a game of football or cricket out of the elements. I’m now thrilled to announce the $3.62 million redevelopment has actually commenced! The project includes an internal refurbishment of the grandstand and a new enclosed viewing addition. Largely funded by Council (83 per cent) the completion date is expected to be early 2020. Heatherdale Reserve Pavilion Woo Hoo! Council has allocated funding in the 2019/20 budget to allow scoping and costing of this redevelopment! We thank Federal Member Michael Sukkar MP for the $2 million election pledge for this important community project.

During the last decade the growth of female participation has been phenomenal. It is great to see so many young people involved in sport, not just for the health benefits but also for the social benefits it provides for them and their families.

Ondru – Yumarrala Ngulu: Give Voice Until 21 July To coincide with NAIDOC Week, Box Hill Community Arts Centre, in collaboration with Ondru, presents Yumarrala Ngulu: give voice, stories of courage and strength by the Stolen Generations. This art project aims to honour the Stolen Generations, embodying their courage and strength through their own voice and creating a space for healing. The project primarily focuses on providing a voice for women’s experiences of the Stolen Generations while sharing their stories of family, love, hope and their dreams for the future. The project strives towards a more compassionate and connected society, creating a space for dialogue with the broader community that encourages shared understanding of the historic struggles of Aboriginal women. This dialogue begins by acknowledging and respecting their unique stories and communicating the need for recognition.

Yumarrala Ngulu means ‘give voice’ in the language of Woiwurrung. Woiwurrung is an Indigenous language spoken by the Wurundjeri people of the Kulin Nation of Central Victoria, from Mount Baw Baw in the east to Mount Macedon, Sunbury and Gisborne in the west.

The Whitehorse Artspace is available for artists and independent curators living, working or studying in Whitehorse to exhibit their work as part of the Invited Artists Program. Artspace welcomes a range of exhibition proposals across all media including ceramics, painting, printmaking, photography, installations, sound works and textiles. If successful, the artist or curator will form part of the 2020 Artspace exhibition program at the Box Hill Town Hall.
