BKK Architects and KTA have been officially recognised as the successful lead design team for the Whitehorse Centre Design Competition at a Special Committee of Council Meeting on Monday 13 May 2019. Whitehorse Mayor Councillor Bill Bennett said the winning design team submitted a functional concept design in response to the provided brief that integrated seamlessly with the existing precinct whilst demonstrating it can be achieved within Council’s nominated budget. This concept design is to be further developed throughout the schematic and design development phases before an end design is finalised. “The successful outcome of the Design Competition has resulted in Whitehorse City Council appointing a winning design consultant team to engage with stakeholders and community groups throughout the design phases of this exciting redevelopment of the new Performing Arts Centre and multi-deck car park for the Whitehorse community,” Cr Bennett said.

Local School Goes Green with Council Grant Students at Parkmore Primary School in Forest Hill have received a Council grant to put into practice their vision for a school food garden. The project, called Green Graffiti, teaches students that even small spaces can be used to produce food and that everyone’s actions can impact the environment.
Students were involved in building the pallets, as well as planting, nurturing, harvesting and preparing the produce. The pallet gardens are on castors so they can be moved around to make the most of changing weather conditions. For more school grant opportunities, visit www.easl.com.au

Nunawading Community Hub Site a Hive of Activity The new Nunawading Community Hub site in Springvale Road is a hive of activity with works now happening in all areas, including the heritage school building and public car park. Construction is progressing well and expected to be completed in early 2020. Major construction activities over the next few months will include restoration of the heritage school building including brickwork and roof repairs and timber floor replacement to match the original. The pouring of concrete slabs, installation of underground services and steel framework for ground floor areas will also take place. Now in the final stages of construction, the latest additions to the carpark are the full steel frame and concrete slabs to level five. The car park faรงade is being installed and the external wall infill areas are being planted with a combination of trees, shrubs and ground covers. The new light-filled building will offer the community 550 car parking spaces as well as electric vehicle charging points, bicycle racks, motorcycle spaces and a dedicated community space fronting Harrow Street. A welcoming entry plaza adjoining Pioneer Park will be paved and will include external seating. Following completion, Pioneer Park will be completely redeveloped into an attractive green space and garden for the community to enjoy. What is e-waste? E-waste refers to unwanted or discarded electronic products that have either batteries, a cord or a plug.
State wide E-waste Landfill Ban coming this July. E-waste is the fastest-growing category of waste worldwide. It is estimated that one in five Australians has a stash of unwanted electrical goods (e-waste) in their home or office and that the amount of e-waste generated in Australia will increase by more than 60 per cent by 2024 – for televisions and computers alone.

Council’s Maternal and Child Health Service offers a free consultation with children when they reach three and a half years to ensure they are given the best start to kinder and school. At this check, parents and carers can discuss any concerns they have about their child’s development as well as discuss physical and emotional health, growth, speech, nutrition, safety, care of teeth, kindergarten information and immunisation. The maternal and child health nurse will also perform a vision test.

Awesome Times in Box Hill for Victorian Youth Week Youth Week was a huge success in Whitehorse, with two fun events. First there was a special info day at the Box Hill Mall Community Kiosk with staff from Council, UnitingCare Harrison and Box Hill Tafe Reconnect. There was music, snacks, giant games, stress ball making and information available about services for young people. Later that week we celebrated our young people with a special event at the Box Hill Skate Park. A bbq, free skate lessons from a former pro-skater, frisbee, music, activities and information all made this day a blast. It was a sunny and fun afternoon with lots of people hanging out and getting involved, including staff from youth mental health service Headspace, Vermont South Learning Centre and The Workshop. Help Stop the Spread of Flu The flu isn’t like the common cold; it’s highly contagious and can cause severe illness and life-threatening complications. That’s why Whitehorse City Council is encouraging everyone to stay well this winter and help stop the spread of flu. It’s as easy as following three steps: cough or sneeze into your elbow, wash your
hands regularly and if you or your children are sick, stay home. If you do get the flu, the best things you can do are see a GP, rest, stay at home and drink plenty of fluids.

Young Person of the Month At just fifteen years of age, Udeni Undugodage already represents the spirit of community service and active participation. As a member of the 3rd Box Hill Extreme Guides for the past nine years, Udeni’s contribution to her local community has been immense. She has organised and led two Mother's Day High Tea fundraiser events, led patrols of Guides to win the Maroonday Whitehorse Lady Stradbroke Cup and a gold pennant at Scout Cohen Shield 2016. She has also completed her Queens Guide Award, which involved coaching a local girls' basketball team, serving food to the disadvantaged, learning French, performing in a choir (all the way to the USA!) and completing her first aid qualification. Udeni has also achieved excellence at school both academically and musically – well done Udeni!

A planning permit is also required for any works within four metres of a protected tree in the SLO9. SLO9 is currently a temporary protection control, however Council would like to make this control permanent and has made a request to the Minister for Planning. Environmental Significance Overlay (ESO) Development in an ESO area needs to be compatible with identified environmental values and land may be affected by environmental constraints. A planning permit is required to remove, destroy or lop any vegetation and may also include dead vegetation. We take tree protection seriously. Established canopy trees provide us with shade, habitat for birds and beautiful neighbourhood character, so it’s concerning when those trees are not adequately cared for. Council’s planning enforcement officers regularly step in when tree protection controls are ignored. A recent case involved work on a multi-unit development where the temporary fence marking the tree protection zone had been removed and several roots cut. The Magistrate imposed a significant fine and court costs.

Top Tips for Your New Tree
ou’ve decided to add a new tree to your den? Here are some tips to get you started:
f you want your tree to provide summer shade and winter sun, opt for a deciduous tree. They can drop he temperature on a hot day by many degrees.
f you want to bring birds, choose a local tree with high nectar load.

f you don’t have room for a bigger Gum Tree consider a Banksia or smaller tree.
Choose a good quality tree from a reputable nursery. Bigger is not always better because trees hat have been in their pots too long may have poor root structure.
6. Buy a younger tree if you can because it will suffer less shock when planted and quickly catch up. 7. Plant your tree in a hole no deeper than the root ball – many tree problems are caused by trees being planted too deep. 8. Avoid importing new soil so your tree can get used to the native soil. 9. Staking is not necessary – swaying in the wind will make the trunk stronger. 10. Mulch over the root ball to a depth of about 8cm keeping the mulch from touching the bark. When they visit, the volunteer will talk to you about ways you can create more habitat by adding wildlifefriendly features. Some of the gardens we visit are already established but we can suggest some small changes that will help our local birds, insects and frogs. As I write this column, it is Volunteer Week, recognising the outstanding contributions of all volunteers.
Council will be deliberating the upcoming budget, with the final adoption considered later this month.
I acknowledge all our volunteers far and wide. The tasks you do are endless and our community is lucky we have a volunteering culture. Thank you.
I am delighted to announce the budget proposes improvements/capital works at Elgar Park South, Sparks Reserve and Strabane Hall, transport and parking strategies focused on the Box Hill Metropolitan Activity Centre (MAC), placemaking/ space activation, and inclusion of an Energy Performance Contract as part of our Sustainability Strategy. If adopted, the Energy Performance Contract will deliver a comprehensive suite of energy conservation and efficiency measures for major Council sites, including Aqualink Box Hill, Box Hill Town Hall and Box Hill Community Arts Centre.
Where is the year going? It’s June already and I’m not sure about you, but it seems to be getting colder every year.
Central Ward Projects Council has been very busy this financial year with projects and there are a couple of very noticeable projects underway in Central Ward. Firstly, the redevelopment of the Morton Park Pavilion is progressing well and due for completion around December, which is very exciting as many people use that facility for sport and recreation. The Morton Park precinct will also have improved parking areas on the eastern side of the oval.
The Box Hill Mall Pedestrian Underpass has recently undergone maintenance improvement works, which is part of our ongoing effort to enhance accessibility in Box Hill. North East Link
In the southern part of Central Ward, the middle ground oval at Mahoneys Reserve has also been undergoing an upgrade to its surface and drainage and this will be much valued by the users. Private Streets in Blackburn After many years, some private streets in Blackburn are having their responsibility for maintenance transferred to Council. There have been varying interpretations but some requirements have been necessary to prevent situations such as flooding onto private properties. The re-surfaced spoon drains certainly look very different but over time the character of the leaves and natural environment will return and the new spoon drains will allow appropriate direction of water flow. I attended the recent North East Link (NEL) community drop-in session in Whitehorse, and had the pleasure of speaking with residents and NEL representatives about the proposed project. Council, along with a legal and expert technical team, has been working on a submission for the North East Link Inquiry and Advisory Committee in response to NEL’s recent release of their Environmental Effects Statement. Other Highlights I had the pleasure of presenting awards at the Surrey Park Swimming Club’s Presentation Night. Congratulations to the club, its staff, coaches, swimmers and their parents on their achievements and success over the last 12 months.
Events Some of the highlights since my last column were the Women in Business luncheon with the delightful Helen Parker OAM from The Babes Foundation as the entertaining guest speaker; Bungalook Nursery’s Biggest Morning Tea where everyone was very grateful for the rain pounding down; and a very interesting tour of tiny homes organised by Forest Hill Rotary. As coordinator, I also attended the Australian Local Government Bursary Award presented to a member of staff and the 130th Anniversary Concert of the Box Hill City Band. I have also participated in various internal sub-committees. Council held their first Women’s Forum for 2019 on 1 June. Unfortunately, I was an apology for this event and judging by the feedback, I missed a very informative talk by presenters. I did, however manage to attend The Gospel According to Paul performed by Jonathan Biggins who is such a masterclass performer and hilariously funny. Proposed Budget If you have any concerns around the Proposed Budget, I hope you managed to lodge a submission. I would like to congratulate the Hon Michael Sukkar MP on his re-election to Deakin and Ms Gladys Liu on her election to Chisholm.
There are a number of initiatives for Spring field Ward included in the Proposed 2019/20 Budget, which has been out on public exhibition.
I look forward to working with both local members and the Morrison Government to assist the implementation of the the commitments made to improve the lives of the Whitehorse community.
These include funding to continue the Nunawading Community Hub, the Whitehorse Centre, Open Space Development at 21 Wattle Valley Road, Mitcham, and the redevelopment of the pavilion at Walker Park, home to the Mitcham Football Club and Mitcham Cricket Club.
Local Government Transformation Series On 8 May, I attended the Local Government Transformation Series where I heard about ways Council can make your experience when dealing with councils easier and more efficient, primarily through better online tools. It is pleasing to see that Whitehorse City Council is responding to these challenges by training continuous improvement champions and rolling out the digital strategy. Electronic Signage in Whitehorse Currently within the City of Whitehorse, there are no large electronic signs. In my view, Whitehorse City Council should consider a policy which encourages electronic signage if, as part of conditions, local not-for-profit groups have a period of exposure on the signs for free. I am interested in your views on conditions which should be placed on large electronic signs. Budget 2019/2020 At the April Council Meeting, nine out of 10 Councillors approved the Proposed Budget for 2019/2020 financial year. I personally voted against the budget as I believe more can be done to reduce rates and support families. Nevertheless, I support the Council decision to seek your feedback and thank you for participating in the process. I will take all submissions seriously, and look to incorporate suggestions where possible. Multicultural Festivals On 18 May, I attended the Buddha’s Day and Multicultural Festival at Federation Square and participated in the World Peace Blessing Ceremony. On 19 May, I attended the Japan Festival held at Box Hill Town Hall. Both events gave an insight into different cultures and alternative experiences and are well worth attending. The Japan Festival had a tuna demonstration where a whole tuna was processed to form different types of dishes.
I would like to thank those people who took the time to make a submission to the budget, which will be considered prior to the adoption of the budget later this month. Whitehorse Centre I am pleased to announce that Council has chosen a winner of the recent design competition for the Whitehorse Centre. More work needs to occur to develop these high level concept designs to a detailed design, which will include further consultation. There were a number of high quality proposals which were assessed using a number of criteria by a panel appointed by Council.
Community Briefs Volunteers needed Eastern Volunteers is seeking volunteers to assist in delivering the recently launched Assisted Transport Program. Through the new program the ageing community will be able to maintain their independence while developing valuable social connections. The program matches clients with a volunteer who can then assist them with errands such as grocery shopping or paying bills at the post office. The activities aren’t limited to just shopping. If someone would like company in the waiting room before a doctor’s appointment, a volunteer can be there. For more information on volunteering, call Eastern Volunteers on 9870 7822.
