National Sorry Day Everyone in the community is invited to attend Whitehorse City Council’s National Sorry Day flag raising ceremony. National Sorry Day is held each year during Reconciliation Week to acknowledge and recognise members of the Stolen Generations and the trauma, grief and loss they experienced as a result of being removed from their families. It is also an opportunity for Indigenous and non-Indigenous people to reflect on Australia’s reconciliation journey so far. The day will be marked in Whitehorse with a Welcome To Country with a Wurundjeri Elder, a smoking ceremony and a cultural performance.

Strategic Planning Projects Update Council's Strategic Planning Unit is part of the Planning and Building Department and is responsible for the development of planning policies and strategies. The Unit also reviews the Whitehorse Planning Scheme, including amendments to the scheme. To keep our community up to date with major strategic planning projects in Whitehorse, we publish this planning update twice each year. Project: Residential Corridors Built Form Study Project: Voluntary Affordable Housing Grant In June 2018, changes were made to the Planning and Environment Act 1987 to support and encourage the development of more affordable housing. Current status: Council was successful in securing a $50,000 grant from the State Government’s Voluntary Affordable Housing Agreements Grants Program. The grant will be used to develop an affordable housing local planning policy in the planning scheme. Consultants have recently been appointed to assist Council with the project.

Burwood Highway and Whitehorse Road corridors

This study will provide guidelines for new buildings on land in the Residential Growth Zone along key road corridors. Current status: Council considered community feedback at its meeting on 29 January 2019 and decided to adopt the guidelines and the proposed planning controls. The proposed amendment will be sent to the Minister for Planning for permission to start the planning scheme amendment process. Affected residents will be notified about exhibition of the amendment and how to make comment.

Landscape Overlay (SLO)?

Whitehorse has a number of SLOs that aim to identify significant landscapes as well as conserve and enhance these special areas in the municipality.

The Residential Growth Zone is considered a substantial change area where medium density housing growth and diversity of housing types are encouraged.

Project: Burwood Brickworks Development Plan 78 Middleborough Road, Burwood East

The development plan allows mixed use development of this major site, which will include housing, commercial development and public spaces. Current status: In October 2018 developer Frasers Property proposed changes to the development plan to add entertainment-related uses, such as a cinema, to the mix of potential uses in the retail centre. The updated development plan was on display for community comment from 15–29 October 2018. Council considered the community’s feedback and approved the changes to the development plan on 10 December 2018.

What is a Planning Scheme?

Each municipality in Victoria is covered by a planning scheme that regulates the use, development and protection of that land. A planning scheme can only be changed by a formal amendment process and must be approved by the State Government’s Minister for Planning.

Project: Whitehorse Tree Study In July 2016, Council adopted the Whitehorse Municipal Wide Tree Study Options and Recommendations Report. Tree protection controls using a Significant Landscape Overlay (SLO) were approved and have been extended to 30 June 2019.

Current status: On 18 March 2019 Council adopted the further work required by the Minister for Planning to justify the SLO on a permanent basis. Council has asked the Minister for permission to begin a planning scheme amendment for permanent tree protection controls. Affected residents will be notified about the exhibition of the amendment and how to make comment.

What is an Urban Design Frameworks (UDF)?

UDFs are strategic planning tools that set out an overall design vision for the desired future development of urban places.

Project: Heritage Assistance Fund Properties in the Heritage Overlay

The Heritage Assistance Fund provides grants of up to $2000 to eligible owners and occupiers to assist with ongoing maintenance of heritage properties, with a total of $40,000 available in the 2018/19 program. Current status: 22 out of 48 applications were successful in receiving funding this year.

Project: Box Hill Metropolitan Activity Centre – Vision and Strategic Direction Review Box Hill Metropolitan Activity Centre (MAC)

A review of the vision and longer term strategic direction for the MAC is underway. The work will update the 2007 Structure Plan and provide an urban design framework for Box Hill. Current status: Ideas for the future of Box Hill were gathered from the community via an online survey and a pop-up consultation session in the Box Hill Mall in February. A Stakeholder Reference Group for the project had its first meeting on 5 March 2019. The group is made up of state government, key landowner, community group and agency representatives. Let’s Hear It for the Nurses International Nurses Day on 12 May is a chance to acknowledge the amazing contribution that nurses make towards people’s health. In Whitehorse, our experienced nurses provide immunisations and maternal and child health services to thousands of families each year.

Maternal and Child Health nurses offer support, advice and guidance on the health and development of babies and young children across six family centres. Our nurses see between 1800 and 2000 new babies each year and approximately 8,families!

Whitehorse’s immunisation service offers free vaccines to protect children from communicable diseases. The highly qualified nurses administer more than 20,000 vaccinations per year.

Council Raising Rainbow Flags for IDAHOBIT Day Council is joining the International Day Against Homophobia, Biphobia, Intersexism and Transphobia (IDAHOBIT) to support lesbian, gay, bi-sexual, trans, intersex and queer (LGBTIQ) people.

Do you know an outstanding young person who deserves some recognition? Nominate them for Council’s Young Person of the Month Award, which celebrates the efforts of local young people and the contributions they make to the community. Monthly winners receive a JB Hi-Fi voucher and will feature in Whitehorse News. Award winners go into the running to be Whitehorse Young Citizen of the Year for 2019, which is announced as part of Council’s Australia Day celebrations.

Council provides free vaccinations against infectious diseases for children from six weeks to 19 years of age and a limited range of vaccines for eligible adults in accordance with the National Immunisation Program Schedule.

A Budget for the Future Proposed Budget 2019/20 Whitehorse City Council is pleased to release its $209 million Proposed Budget to the community for their input, comment and consideration. Whitehorse Mayor Councillor Bill Bennett said the Proposed Budget is financially responsible, which ensures Council can continue to meet the community’s demand for high quality services and facilities. "This budget has been carefully prepared following consultation with the community throughout the year," said Cr Bennett. "I encourage everyone to take this opportunity to have their say on how Council budgets for the next financial year."

Rates The proposed average rate increase is 2.5 per cent. This average rate increase is in line with the rate cap set by the Minister for Local Government.

How to Have Your Say on the Proposed Budget 2019/20 Whitehorse City Council is inviting residents, businesses and community organisations to make a submission on Council’s Proposed Budget 2019/20. ■■

Community Services Council continues to deliver and fund more than 100 services for the local community, including sustainability, waste and recycling, home and community services, recreation and leisure, health and family services, arts and cultural services, libraries and maintenance of sports fields, parks and gardens, footpaths, drains and roads. This year’s Proposed Budget allocates $153 million for these services.

Gathered around the Blackburn War Memorial, more than 800 local residents stood solemnly pre-dawn on ANZAC Day to remember those that had been deployed to conflict for our country and who died in service or were killed in action.

It is always a great privilege to thank the volunteers in our community and I have been active with lots of local clubs with the change from the summer to winter sports.

The Box Hill Reporter District Cricket Association (BHRDCA) includes local teams from Forest Hill and Vermont South.

In our area, there are many sport and community organisations powered by volunteers that enable people to be active and connected. Thank you to all – your efforts make a massive contribution to our area being the best part of the most liveable city in the world.

Recently I had the pleasure of attending the BHRDCA presentation evening to celebrate fantastic premiership success by our local teams. Forest Hill Cricket Club won the Ray McIntosh Shield and Vermont South Cricket Club won the Howard Wilson Shield. To top it all off, Heshan Wanniarchchige (Gus) from the Vermont South Club won the 2018/19 Fred Watson medal as the best player in the overall competition.

The memorial is inscribed: "Erected by the Blackburn Residents As a Tribute To The Memory of Their Brave Men Who Fell in the Great War." The Service is hosted by Blackburn RSL and is strongly supported by local Scouts, Blackburn Football Club and Surrey Hills Australian Army Cadets. Cr Massoud and I placed a wreath at the memorial as part of the service on behalf of Whitehorse. 2nd Blackburn Scouts Congratulations 2nd Blackburn Scouts who once again cooked a hot breakfast for the public and returned veterans following the annual ANZAC Day service. Over 450 breakfasts were served and the Scouts also did a fantastic job in cleaning up when it was all done. 2nd Blackburn meet weekly at the Scout Hall at 34 Pakenham Street, Blackburn, adjacent to Laburnum Primary School. Scouts is for boys and girls aged from 10 to 14 years, to enjoy learning life skills and Scouting values in a safe, fun and youth-driven environment. My son Ben was part of 2nd Blackburn Scouts a decade ago, and I can recommend the great opportunities Scouts provide our young people. Hard Waste Collection As we see out the last days of autumn and before winter sets in, it may be opportune to avail yourself of Council's Ring and Book Hard Waste Collection service. Residents get two free collections per financial year. Ring our contractor WM Waste Management on 9721 1915 to book.

Proposed Budget I am delighted to report continued good progress on my election promise to deliver innovative and cost effective methods to unlock existing facilities, ease cost burdens and improve the local environment. The 2019/20 proposed budget has seen great ideas from our community fought for and proposed for funding. Solar park lights for the Galwer Chain of Parks in Mont Albert and trials of on-demand lighting at Morton Park and Mont Albert Reserve will enable those currently unwilling to venture out after dark to be more connected and active, which will encourage greater use of our parks year round, more passive surveillance and safer public spaces. Solar lights are not just a gesture about the environment; they are cheaper, safer and faster to install than traditional lights. Major Projects I continue to keep a very close watch on some of the major projects that will impact our community, including the North East Link Project and rail separation in Mont Albert. The North East Link Project team released an Environmental Effects Statement and has an information session at New Hope Church Blackburn North on 7 May, 4pm-8pm. I hope to see you there. I can also confirm there is no time frame from the state government about the rail separation, yet I am assured Mont Albert train station will remain fully operational at the completion of the project.

Congratulations to all our winners! Aged Care It was an honour to be invited to help celebrate the 20th anniversary birthday party at the Uniting AgeWell aged care facility in Box Hill. It was pleasing to see how well our senior citizens were being looked after and to meet a former mayor of Box Hill, Alwyn Charlesworth, who is a much loved resident at this facility. Art Galleries Deakin University Art Gallery at the Burwood Campus is open to the public and I recently enjoyed the opening of an exhibition by world renowned sculptor Andrew Rogers, which runs through to 17 May. I learnt that our own Whitehorse Artspace works closely with Deakin to bring the very best exhibitions to our community. The first Women’s forum for 2019 will be held on Saturday 1 June at the Whitehorse Centre.

A big call-out of thanks to all volunteers who do so much for our community. You are the “glue” that sticks us together in good times and bad!

The Forum’s topic will be Healthy Body, Healthy Mind and we can be assured that the speakers will be inspirational. For anyone wishing to attend I suggest that you book quickly as these exciting events often book out early. Whitehorse 2019/20 budget The Proposed Budget was passed for community consultation by Council on 15 April. As in previous years, many months have been dedicated to developing a budget to provide a high level of services and infrastructure which reflect the needs of our diverse community. Community consultation has been part of this process and I encourage you to view the document online or at Council’s service centres or library branches. Residents now have the opportunity to assess the Proposed Budget and make submissions to Council by 19 May 2019. In addition those making submissions may request the opportunity to speak to their submission at the Special Committee of Council meeting on 11 June 2019.

Recently I was honoured to attend meetings of the Rotary Club of Nunawading and the Rotary Club of Mitcham. Rotarians are committed to enhancing communities and they develop projects which address many of today’s most critical issues. Below I am pictured with Bob Hoskins, an original member of Nunawading Rotary, which started in 1965. Bob is the only 'Charter Member' remaining out of the 29 who set the club up all those 54 years ago.

Out of Nunawading Rotary came the Rotary Club of Mitcham, which commenced operations in 1979. I’m pictured below with longtime volunteers Jenny and Merle. Merle is the Manager at the Mitcham Rotary Op shop.

The 70-piece Whitehorse Orchestra will be performing a beautiful children’s program on Saturday 1 June at Kingswood College, 355 Station Street, Box Hill, at 2pm and 3.30pm. Each concert lasts about an hour and is particularly suitable for primary aged children. This year the feature story is Babar the Little Elephant, together with melodies by Mozart.

Anzac Day Each year Box Hill RSL holds a special ANZAC commemoration service in which local schools participate. Each year it gets bigger! This year 18 local schools attended and each laid a wreath in memory of those who lost their lives in active service.

The proposed budget 2019/20 has an allocation of $200k to demolish the house and return the site to parkland to complete a linear park between Antonio Park Newlands and Yarran Dheran. This is something I have been advocating hard for in my two and a half years on Council and this year Cr Stennett and I got the project onto the Proposed Budget!

Shine a Light on Road Safety Council is supporting the national Shine a Light on Road Safety campaign this month to raise awareness of the devastating effects of road trauma. Organised by the Blackburn-based Road Trauma Support Services Victoria, Shine a Light on Road Safety runs from Monday 6 May to Sunday 12 May and raises funds to support those impacted by road trauma. PayStay Comes to Whitehorse Whitehorse City Council is changing the way people pay for parking. Parking meters across Whitehorse have been updated to give motorists the opportunity to pay through a wider variety of methods, including PayStay. There are four simple options to pay for parking using the PayStay system, including the mobile app, website, SMS or via phone. You can also use credit card and coins at all parking meters across Whitehorse. You can use the PayStay app in other municipalities where the system has been introduced. There are more than 1700 contemporary art pieces in the Artspace collection.

The Whitehorse Artspace is Council’s premier art gallery, located in the Box Hill Town Hall.

The first work in the collection was a 1927 portrait by Australian artist Ernest Buckmaster, who went on to win the Archibald Prize in 1932.

Early works in the collection include those by Tom Roberts and Frederick McCubbin from the Australian Impressionist movement.
