Whitehorse International White Ribbon Breakfast The annual Whitehorse International White Ribbon Breakfast recognises the great work happening in our community around family violence prevention. This free community event raises awareness of how to prevent family violence and violence against women in everyday life. The theme of this year’s breakfast is ‘Action today and everyday’ and focuses on how individuals as active bystanders can effect change, challenge attitudes and take safe and considered action to prevent violence in all forms.

The event will be hosted by Whitehorse Mayor Councillor Sharon Ellis and guest speakers include Dr Peter Streker and a survivor advocate presenting “Anissa’s Story”. This event forms part of Council's 16 Days of Activism campaign which runs from 25 November to 10 December. All are welcome to attend this event.

An active bystander is someone who safely intervenes where disrespect and pro-violent attitudes are being expressed at work, home or in social situations.

A Year in Review: Annual Report Highlights Whitehorse City Council is proud to present its Annual Report for the 2018/2019 financial year. The Annual Report 2018/2019 includes a summary of the Council Plan 2017/2021, detailing Council’s achievements and measures of success. Fast-Tracked Energy Efficiency Upgrades at Council Buildings Whitehorse City Council is set to become more energy efficient with the implementation of an Energy Performance Contract (EPC). The program will install $2 million worth of energy efficiency upgrades at eight of Council’s highest energy-consuming sites over the next two years, including Aqualink Box Hill, Sportlink, Box Hill Town Hall, Box Hill Community Arts Centre, Eley Park Community Centre, Whitehorse Civic Centre, Whitehorse Operations Centre and Whitehorse Recycling and Waste Centre. What can we achieve? Permanent energy and financial savings of around $277,000 annually

Keeping Trees Clear of Power Lines Council manages tree pruning on public land to ensure a safe distance between trees and power lines. This month, pruning will occur in Burwood, Burwood East, Vermont and Forest Hill. Pruning is done in accordance with the Electricity Safety (Electric Line Clearance) Regulations 2015 and also with Council’s Electric Line Clearance Management Plan. EPCs are increasingly used as a proven and holistic way to deliver energy efficiency measures. By upgrading multiple types of equipment at the same time, EPCs typically achieve a simple payback periods of less than 10 years. This means projects pay for themselves with the savings achieved within 10 years.

How much will this cost? The annual savings from these energy efficiency measures will allow Council to recuperate the full cost of the project after just seven years. After this, our operational costs will be permanently and significantly reduced, due to ongoing lower energy consumption. This will reduce exposure to future energy price rises and will ensure our buildings continue to be comfortable for the community.

Accelerate Council's progress towards its target of becoming carbon neutral by 2022

An Energy Performance Contract is where a service provider installs energy efficiency equipment for a large business or organisation and guarantees a return on investment and energy savings that are verified using international measurements and verification standards.

In the past, Council has delivered energy efficiency measures project to project through a 10-year capital works program. The nature of this delivery means measures aren’t all integrated, and energy savings are difficult to verify.

Are You Ready for the Ban on Plastic Shopping Bags? From 1 November, the Victorian Government has banned retailers from supplying lightweight plastic bags, including degradable, biodegradable and compostable bags. The ban is part of the State Government’s broader goals towards reducing single-use, unnecessary and problematic plastics. This new law will apply to all retailers from supermarkets, greengrocers, bakeries, pharmacies, clothes stores, restaurants, cafes, markets and food outlets. The ban does not include: ■■

barrier bags for fruit, vegetables, meat and fish

garbage bags and bin liners

■■

animal waste bags

Building better bag habits To help our community adjust to the ban on lightweight plastic bags, Council is encouraging everyone to build better bag habits. Everyone forgets sometimes, so make it easy on yourself by keeping multiple bags in your car, by the front door and stashed at work so that you always have reusable bags on standby.

BANNED BAGS The ban will apply to all lightweight plastic shopping bags with a thickness below 36 microns (µm). This includes degradable, biodegradable and compostable plastic bags.

Early Works to Begin for a New Open Space at Wattle Valley Road Demolition works of the property at 21 Wattle Valley Road, Mitcham, have commenced as part of the first stage in creating open space links between Antonio Park and Yarran Dheran Reserve.

North East Link Update The North East Link Inquiry and Advisory Committee (IAC) hearings wrapped up in September, with expert witnesses presenting on a range of disciplines including traffic and transport, ecology, noise, air quality, traffic modelling, economics, urban design, landscape and visual impacts, surface water, ground water and open space. Whitehorse City Council submitted a joint response alongside Banyule and Boroondara Councils which focused on concerns of the three councils throughout the project corridor, including: ■■

November Immunisations

Vermont South Children’s Services Centre is changing the way children play when it’s wet.

Council provides free vaccinations against infectious diseases for children from six weeks to 19 years of age and a limited range of vaccines for eligible adults in accordance with the National Immunisation Program Schedule.

Just because it’s wet and rainy doesn’t mean children have to stay indoors. At Vermont South Children’s Services Centre, children are supplied with waterproof overalls to explore their natural outdoor environment in all types of weather. Wet weather play helps children learn about rain and clouds and experiment with natural materials. They enjoy investigating what happens when water and dirt are mixed together. The children navigate large rocks and logs which provide endless opportunities for them to take risks and develop critical problem solving skills, spatial awareness and negotiation skills. The mud pit supports opportunities for them to get creative and use their imaginations. Getting dirty is the best part of play, boosting their immunity, mental health and brain development all while having fun. Help with feeding by providing practical support, encouragement and reassurance to your partner. 6. Have some one-on-one time with your baby to connect, bond and build trust. 7. Get the information that you need by visiting parenting websites, talking to other dads and attending parenting groups. 8. Learn to accept and ask for help from family, friends, colleagues or neighbours. 9. Look after your relationship by supporting each other and staying positive. 10. Look after yourself by making healthy lifestyle choices, including getting enough sleep and rest.

Eric attends Koonung Secondary College, where he participates in a wide range of sporting, musical and artistic activities. He is a member of the football and badminton team, runs the Skipping Club and is part of the Koonung School Band. Eric is also on the Student Representative Council and has been twice awarded Koonung Secondary College’s artist of the week award. Outside of school, Eric has performed with the Starbound Musical Company and Chinese Broadway Company and was recently nominated for a Lyrebird Youth Award for best comedic performer. In 2018, he started his own business and won a prestigious Illuminate: Education NextGen Challenge entrepreneur award. On Sundays, Eric volunteers at Balywn Aged Care centre and has embraced the opportunity to give back to his community and provide help, support and friendship to older people. He has also volunteered as a classroom assistant at Box Hill North Primary School and with the Scope Australia Balloon Football League. Chair’s Award – Britney Gutknecht from Box Hill Senior Secondary College Britney’s significant achievements make her a role model for younger girls in the AFLW program at Box Hill Senior Secondary College. She is captain of the Box Hill Senior Secondary College AFLW team and vice-captain of the NAB League Under 18 Northern Knights. Britney was also selected to play in Carlton’s VFLW team, the 2019 AFLW Academy and NAB League 2019 Team of the Year. School of the Year – Antonio Park Primary School Over the past few years, Antonio Park Primary School has revamped its physical education and sports program and now leads the way in the Whitehorse and wider Eastern region. Some key highlights for the school include being the School Sports Victoria District Competition premiers in tennis and boys cricket, as well as the overall aggregate winners for the Ringwood North District Athletics. The Antonio Park Girls Basketball team were runners up in the Schools Sports Victoria Regional Championship

and the Boys T20 Blast Cricket team were School Sports Victoria Division premiers. The school has also actively developed partnerships with a number of local sports clubs to give its students the best opportunity to participate and increase their skills in a range of sports. Volunteer of the Year – Ritchie Toomey from Surrey Park Lacrosse Club As a life member of the Surrey Park Lacrosse Club, Ritchie has given more than 30 years’ service to the lacrosse community. He has served as club president for the past 10 years, coached the senior men’s team and under 17 team and also refereed games. Ritchie is also actively involved in state level lacrosse and has coached representative Victorian teams. Ritchie is a strong advocate for lacrosse and increasing the participation of women and children in the club. Coach of the Year – James Dunn and Scott Young from Eastern Gymnastics Men’s Artistic Program

The past year has been an incredibly busy and successful one for Brendon. As well as winning 23 Victorian medals in the over age and open championships, Brendon won a gold medal for the Australian Swim team at the USA Open Swimming Championships and bronze medal at the 2019 World University Games in Italy. He was awarded 2018 Victorian Junior Lifesaver of the Year and represented Australia at the 2018 World Lifesaving Championships where he broke two world junior records. Brendon is described by his club as a humble, extremely hardworking and

James and Scott are co-coaches of the Men’s Artistic Program at the Eastern Gymnastics Club and are passionate about growing the sport of gymnastics. They are actively involved in challenge days and pre-school programs that encourage children to participate in gymnastics. As advanced coaches, they are both working towards their Fédération Internationale de Gymnastique coaching qualifications. Junior Sportsperson of the Year – Ryder Cheesman from Surrey Park Swimming Club At the age of 12, Ryder has already excelled in three different sports: basketball, swimming and AFL. He is a member of the School Sports Victoria basketball and swimming teams and has also won individual medals at the Victorian State Sprints. He was recently awarded the School Sports Victoria Award for basketball and selected to play in the Southern Cross Challenge tournament. Sportsperson of the Year with a Disability – Kimberly Larkin from the Victorian Netball Team for Females with an Intellectual Disability Recently swapping from basketball to netball, Kim has already been chosen to represent Victoria at the 2019 National Championships for Players with an Intellectual Disability in Brisbane. She is passionate about encouraging all athletes with a disability to participate in sports and conducts clinics for students and mentors younger players. Kim also has a national Basketball Australia Award named after her with the ‘The Kim Larkin Award’ given to the team that best demonstrates fair play at National Basketball Championships. In my first term as Whitehorse Mayor I introduced a community dinner in lieu of the expensive and perhaps outdated annual Mayoral Ball.

I’m delighted to report one of the great improvements I have been a part of at Council is improving our ‘listening and consulting with the community’.

I would like to take this opportunity to pay thanks to our community in supporting my term as Mayor of the City of Whitehorse.

The community dinner is an excellent opportunity to provide an update on Council activities for the year and to get direct feedback on the trials and tribulations of the many groups operating within our city without whom we would be much poorer.

Councillor Bill Bennett made greater community engagement one of his Mayoral term objectives in 2018-2019 and it has always been a personal objective of mine.

It has been a privilege and an honour to serve in that capacity. I have been welcomed throughout this past year by the many clubs and organisations that I visited as part of my role of representing Council, which has confirmed in my view that we are fortunate to live in such a wonderful community.

I am pleased that subsequent Mayors have continued this initiative to celebrate the contribution of the many and varied organisations in our city. This year I was pleased to host representatives from Blackburn Football Club Juniors, Blackburn RSL, Koonung Neighbourhood House, Blackburn Primary School and 1st/8th Blackburn Scouts. 2019 Whitehorse Business Awards While Central Ward businesses were among the nominees at this year’s Whitehorse Business Awards we did not have any category winners. The annual awards are a great showcase of what happens each day in our city, from single person business to large employers and many in-between. Local Blackburn dance school Topaz had a starring role on the night as their young students entertained those in attendance with two spectacular dance numbers. Well done students of Topaz. So in closing a call out to Central Ward businesses to get you nominations in next year for the 2020 awards and take the opportunity to shine. .

I am deeply appreciative of the thousands of comments, suggestions and contributions by the community on topics as diverse as domestic animals, sport ground lighting, integrated transport, tree controls and the future of Box Hill, to name just a few. I can assure you every comment is carefully considered and they all help shape and improve Council’s policy and approaches.

Another Welcome Dinner event was held at the Box Hill Community Arts Centre in October. A Community Welcome Dinner provides opportunities for newly arrived and established Australians from all walks of life to share delicious food and make new connections. The idea is to bring along a dish from your culture or one that has special significance and then tell a short story about your dish. My offering was a steak and onion pie and fortunately it turned out well (I think!) Whitehorse Excellence in Business Awards This year was the 19th anniversary of these awards organised by the Whitehorse Business Group.

Council regularly engages world-class experts to assist with special projects, yet it is local people that are the closest to the issues, understand them best and always have excellent ideas for improvements. It is pleasing to report that the methods of consultation used continue to evolve. While we still use traditional letters and adverts in the local paper, Council now uses Facebook and other social media, internet-enabled surveys and even staff deployed on our streets with clipboards. As some may know the genesis of our exciting new on demand park lighting trial idea emerged early one morning chatting with some locals while walking our dogs. Spring Festival, kindergarten fetes, cricket season launch, RSL volunteers awards afternoon and many other events have been a privilege and delight to attend recently. Thank you for your ongoing efforts to make our city a better place.

Whitehorse Business Awards has became an exciting event that councillors look forward to each year.

The last two months since my September Ward Column have been jam packed with resident and community group meetings, events, board and committee meetings as well as normal council meetings!

Whitehorse is proud to have many outstanding businesses in our city and the calibre of finalists each year is extremely high. Over the years councillors have become familiar with many businesses in their local area and it is always exciting when one takes out an award. Bennettswood Bowls Club is a well loved icon in Riversdale Ward so it was great to see them receive the Community Award. Cr Davenport and I are frequent visitors to the club for their special events and always receive a warm welcome. Spring Festival This year's festival was a huge success, with more than 20,000 people in attendance. There were so many stalls that people were frequently asking us for directions. Many of our community groups had stalls as well as some local businesses. I was particularly taken by the Floral Art display inside the Civic Centre and can only dream of having the patience and skill that would be involved in such magnificent creations. Such a wonderful day only happens because of the hard work and dedication of our wonderful staff. Congratulations to all involved. Sharon Ellis

Each of these positions has involved many hours, offering great opportunities for learning and networking, as well as being able to contribute my own set of skills and expertise to the roles. It has been a wonderful opportunity to represent the community.

Nunawading Community Hub Takes Shape The transformation of the former Nunawading Primary School site into the new Nunawading Community Hub is now well advanced with the distinctive 'saw-tooth' shaped roofline and curved building perimeter clearly visible to people passing by. The site is a hive of activity with the majority of trades working on all parts of the inside and outside of the

building structure. Installation of the roofing, façade, glazing and internal services such as electrical and mechanical systems are progressing. Restoration works to the heritage building are also continuing.

The broader Whitehorse community will also benefit from the diverse array of learning, social and recreational opportunities on offer from the hub. The hub is expected to open to the community mid-2020.

The hub will be the new future home of Silver Grove, Nunawading user groups, including Council’s Meals on Wheels service. This service currently delivers 1200 meals to approximately 300 residents each week.

Strategic Planning Projects Update Council's Strategic Planning Unit is part of the Planning and Building Department and is responsible for the development of planning policies and strategies. The Unit also reviews the Whitehorse Planning Scheme, including amendments to the scheme. Project: Whitehorse Tree Protection Controls

Project: Box Hill Metropolitan Activity Centre (MAC) – Vision and Strategic Direction Review

The interim tree protection controls applied across the municipality under a Significant Landscape Overlay were extended until 30 June 2020. Council is seeking to introduce these controls on a permanent basis via Amendment C219. Current status: Council received 307 submissions to the exhibition of the amendment which took place between July and August 2019. On 16 September 2019, Council asked for an independent planning panel to consider and review all the submissions received.

What is a Significant Landscape Overlay (SLO)? Whitehorse has a number of SLOs that aim to identify significant landscapes as well as conserve and enhance these special areas in the municipality.

A review of the vision and longer term strategic direction for the MAC is underway. This work will update the 2007 Structure Plan and provide an urban design framework for Box Hill.

Project: Tally Ho Major Activity Centre A review was conducted into the most appropriate zoning for the Tally Ho Major Activity Centre to continue as a major business and employment hub. Current status: The review showed that Tally Ho is well positioned to maintain its role as an employment hub within the municipality and broader region. On 26 August 2019, Council agreed to release the review for consultation with land owners and occupiers.

Current status: Council received 221 submissions from a range of community consultation activities, including an online survey and consultation sessions at the Town Hall and Box Hill Mall. These submissions are being reviewed and will be used to inform the next stage of the project.

What is an Activity Centre? Activity centres are vibrant community hubs where people shop, work, meet, relax and often live.

Project: Heritage Assistance Fund Project: Former Healesville Freeway Reservation This amendment was initiated by VicRoads to make the section of the former freeway reserve between Springvale Road, Forrest Hill and Boronia Road, Vermont into public open space. Current status: The amendment was approved by the Minister for Planning and gazetted on 26 July 2019.

Built Environment Awards 2019 The Built Environment Awards Program champions good planning and design outcomes and recognises the people who contribute towards them. Current status: The Built Environment Awards event was held on 6 June 2019 at Deakin University, Burwood. What are Heritage Overlays? All municipalities in Victoria are covered by planning controls, which are prepared and administered by state and local government authorities. Heritage Overlays are an example of a planning control and cover places of local heritage significance as well as heritage precincts.

The Heritage Assistance Fund provides grants of up to $2000 to eligible home owners and occupiers to assist with the maintenance of their heritage properties. Current status: Applications closed on 16 September 2019 and successful applicants will be notified by early November 2019.

Interim and permanent heritage protection controls were sought for this property. Current status: Interim controls (Amendment C215) were gazetted on 16 May 2019 to allow the permanent controls to be exhibited.
