Celebrate Chinese New Year Saturday 1 February, 11am-11pm
Celebrate the Year of the Golden Rat at the Chinese New Year Festival in Box Hill. The festival is the biggest annual event in the City of Whitehorse and is a funfilled day for all the family with delicious food, music, entertainment and rides.

Thank You to Our Volunteers! Council held our annual Volunteer Recognition and Thank You Celebration late last year to celebrate the contribution of our wonderful volunteers. A number of volunteers were recognised for reaching significant milestones in their volunteering journey. Two volunteers received a certificate for their incredible 46 years of service to the Whitehorse community: Mary Burgess from Meals on Wheels and David Inglis (pictured below with Whitehorse Mayor Councillor Sharon Ellis) from the Wandinong Sanctuary Advisory Committee. Council’s community grants offers financial aid for all sorts of community groups to get new ideas off the ground, or secure a resource they need. Applications for the annual program open this year on Monday 10 February and close on Friday 13 March. To be eligible for a community grant you need to apply as a not-for-profit or incorporated organisation, or groups can approach a local neighbourhood house or community organisation to sponsor/auspice them. Rubi the Support Dog Is Back for 2020! Rubi will be at Youth ConneXions on the first Monday of each month, from 3pm-4.30pm for pats, play, to offer a listening ear and to welcome anyone who drops in. That means Rubi will be at Youth ConneXions on Monday 6 January.
‘Shining a Light’ – Whitehorse Youth Forum Written by Alan Wu, Whitehorse Youth Representative Committee On 19 August 2019, the Whitehorse Youth Representative Committee (WYRC) held its fifth annual Whitehorse Youth Forum at Box Hill Town Hall. 2019’s theme was ‘Shining a Light’, with the intention that the forum promotes discussion and awareness of stigmatised youth issues in a friendly and supportive environment. In contrast to previous years, 2019’s forum had a broader focus. Six issues were covered including mental health, healthy lifestyles, healthy relationships, safety, career and employment and body image. Forum attendees from five high schools in Whitehorse were given the opportunity to participate in three interactive workshops covering three of the six issues, as well as the keynote address for body image. During the lunch break, attendees visited stalls set up by youth and community organisations to learn about the services and opportunities available for young people in Whitehorse.
At the end of the event, students and teachers also took part in an informal feedback session about the event as a whole and each workshop. Overall, the event was a great way to encourage conversations about difficult youth issues and motivate young people to take action to address these issues. The WYRC would like to welcome other secondary schools in Whitehorse to participate in the 2020 Forum, as well as young people aged 12-25 to join the 2020 Committee. It Is Illegal to Leave a Child Alone in a Car Children left alone in hot cars can die. Hundreds of Victorian children are rescued every year after being left alone in a hot car. Even on mild days the temperature inside a parked car can be 20-30 degrees hotter than the temperature outside. During a 30-degree summer day, a child could be suffering in up to 60-degree heat. There is no safe time limit for a child to be alone in a hot car. As a child’s body temperature rises three to five times faster than an adult, the impact of this heat on a child’s body is almost immediate. This puts them at greater risk of life-threatening heat stroke, brain injury, heart and lung failure and dehydration. In Victoria, it is against the law to leave children unattended in a car. Supported Playgroups Natasha has recently joined Whitehorse City Council as the Supported Playgroup Facilitator delivering Smalltalk Supported Playgroup Sessions. Smalltalk is a short term playgroup that usually runs for 10 weeks (a school term) and is designed to increase positive child parent/caregiver interactions, and increase confidence to do the things we know can have a positive impact on children's learning, social, and emotional development. It is about using everyday opportunities and activities that many parents and caregivers already do in the home. By attending the Supported Playgroup with your child, you will learn tips and lots of relevant advice. Information is shared about the way parents and caregivers can talk, listen and play with their children, read together and how they can engage them in interesting and stimulating activities. Smalltalk also encourages self-care and, where needed, it also helps build relevant links within our community and local services. Some families may also be eligible for in-home support. Pruning Keeps Trees Clear of Power Lines Council manages tree pruning on public land to ensure a safe distance between trees and power lines. Pruning will occur in Box Hill South this January. Pruning is done in accordance with the Electricity Safety (Electric Line Clearance) Regulations 2015 and also with Council’s Electric Line Clearance Management Plan. Just Chillin’: Try These Heat Busters This Summer Heatwaves can have serious impacts on people's health so it's important to take care of yourself, loved ones and neighbours. Plan ahead and be prepared for extreme heat with these tips. 1. Drink plenty of water or other cool non-alcoholic fluids even if you’re not thirsty. Avoid drinking extremely cold liquids as they can cause stomach cramps. 2. Reduce activity and avoid exercise. If activity is unavoidable, try to schedule it for the cooler part of the day and rest often. 3. Stay indoors or in the shade whenever you can.
4. Keep air circulating around you. Keep windows covered and turn on your fan or air conditioner. 5. Eat smaller meals more often and make them cold meals such as salad. 6. Wear light-coloured, loose-fitting clothing made from natural fibres like cotton and linen. 7. Place wet towels on your body, put feet in cold water and take cool (not cold) showers. 8. Abbey Walk Footbridge Repair Works Council is responsible for the maintenance of 73 bridges and path structures including a variety of road bridges, footbridges, boardwalks and viewing platforms. There is an ongoing program of inspections, maintenance, repair and renewal of these structures. Most recently, Council completed major repairs to the Abbey Walk footbridge over Dandenong Creek, Vermont. The project included: ■ ■

Cute critters: Renowned Victorian mural maker artist Jimmi Buscombe created one of his 3D artworks at Britannia Mall in Mitcham in December. The permanent work features the fauna of Whitehorse in a colourful mood!
The works mean the bridge will provide a safe path for pedestrians and cyclists travelling the Eastlink Trail for many years to come.
Get to Know Your Council Whitehorse City Council is proud to announce its results in the state-wide Local Government Performance Reporting Framework (LGPRF) indicators for 2018/2019. LGPRF is an initiative of the state government that aims to give the community a greater understanding of the work Councils do and how they are performing. Through the Know Your Council website, residents can see how Whitehorse compares with other Councils across a range of services and measures. More information www.knowyourcouncil.vic.gov.au
Transparency The percentage of Council decisions made at meetings closed to the public for Whitehorse was 4.39 per cent compared to the metro* average of 7.17 per cent.
Financial Performance Indicators Council performed well across all indicators demonstrating Council’s financial sustainability.

Animals reclaimed from Council increased to 72.05 per cent, compared to the metro average of 54.69 per cent. Council continues to focus on reunification as a priority through continued education initiatives.
Council scored 72 out of 100 in satisfaction with sealed local roads, significantly exceeding the metropolitan group and state-wide averages.
Recycling Governance Satisfaction with Council decisions scored 60 out of 100 in the 2019 Community Satisfaction Survey. This was consistent with the metro average and exceeded the state-wide average of 55 out of 100.
The amount of waste sent to organics and recycling facilities in Whitehorse was 50.46 per cent compared to the metro average of 45.87 per cent.
Councillor attendance at Council meetings was 100 per cent.

Council’s recreational facilities are one of the top performing areas in Council’s Community Satisfaction Survey, significantly exceeding the state-wide averages for the period 2016-2019.
Participation in this service remains high at 84.36 per cent compared to the metro average of 77.67 per cent.

Whitehorse Centre’s 2020 Season was launched in December at a fabulous night with musical performances from several artists who will be performing in the new season.
It was wonderful to see so many at Council’s free Christmas carols event.
Eastern Health is one of Melbourne’s largest metropolitan public health services. It includes Box Hill Hospital as well as our local Peter James Centre in Mahoneys Road, Burwood East.
It was also announced that in August, Rhonda Burchmore, Michael Cormick, David Hobson and Silvie Paladino will perform in The Event. This will be the last season performance at the Whitehorse Centre before it is completely closed. During the closure many of the professional events will be held at One Community Church in Surrey Road, Blackburn, which I am sure will prove a great venue. Box Hill to Ringwood Shared Use Path Council passed a motion at its December meeting to enable the Department of Transport to complete the missing link from Blackburn Station to Middleborough Road. While not a Council project the Department needs to work with Council as Main Street, Laburnum Street and Laburnum Park are our assets. Cr Massoud and I would have preferred a separated path, however once the Blackburn Road grade separation was completed that option was effectively closed. I note that there will be some improved traffic treatments with the South Parade, Main Street intersection and lights for people and bikes crossing at Laburnum Bridge. Morton Park Pavilion The complete rebuild of the Morton Park Pavilion is underway with the old building now demolished and the build to be completed later this year. The facility, costing almost $6m, will be a great asset to the Blackburn Football Club and Cricket Club for both juniors and seniors and in particular, will deliver facilities that will assist female participation. There has been a delay of several months to the start date of the works as changes to the building regulations required that the temporary buildings, which were to be in situ for more than six months, should be fully environmentally compliant and accessible. I will always support this marvellous traditional celebration and thank all of the community and faith-based groups and volunteers that have powered it for years. I’ve been privileged to spend time with local people recently, including selling the Big Issue in Box Hill, Mont Albert Dog Walkers Christmas Drinks, U3A, Surrey Park Swim Club and Greenlink and various Cricket Clubs. All are powered by amazing volunteers that give up their time for others so our area is more liveable and people are more connected. I thank all sincerely.
There are over 50 facilities in the Eastern Region providing a wide variety of services. I recently attended a forum where Eastern Health provided an overview of their operations with the keynote speaker focussing on mental health and the outcomes from the Royal Commission. I was pleased to be able to speak at Council about our own Whitehorse Health and Wellbeing Plan and to highlight mental health challenges in our community.

Opening Doors
Community sport offers a multitude of community benefits over just physical fitness and mental health benefits. It unites and connects people, develops social skills and resilience and brings people together. I’m incredibly proud of Surrey Hills Cricket Club who have been in the news recently after they bought Romanian Cricketer, Pavel Florin, to Australia to play some games. Pavel is a wonderful ambassador for the game, reinforcing to us that ability and financial riches will always be secondary to the game's inclusivity for anyone and everyone. Also super proud of Elgar local Caitlin Morando who has been selected to play for Victoria in the U18 National Championships. Caitlin is following a tradition of our area producing talented Australian players such as Meg Lanning and Rachel Haynes. I’ve coached cricket alongside Caitlin. She is not just a prodigious talent, and great lady, she continues to invest back into the game and its inclusivity by running Kerrimuir Cricket Club's Friday night kids' clinic. Go Caitlin and thank you to her new sponsor IconSports Geelong.
This is a community leadership program which aims to build stronger, more inclusive and connected communities. I had the privilege to attend their 10th anniversary celebrations and listen to inspiring stories from their 2019 graduates.

The Whitehorse Centre Season 2020 'Bravo' begins in February with Bobby Fox: The Irish Boy. I attended the season launch and it promises once again to be fantastic local entertainment of world class. The season continues through to August this year at the Whitehorse Centre and will then be temporarily relocated to One Community Blackburn whilst the new Whitehorse Centre is constructed. At the end of October I had the great honour of being elected mayor for a third time.
Happy New Year to all!
Thank you to all who sent me messages of congratulations. Since that time I have had endless events in the lead up to Christmas. Whitehorse Christmas Carols As usual, this was a highly successful event with an estimated 10,000 in attendance. Marina Prior, David Hobson and Michael Cormack were a great hit with the large crowd and we were provided with perfect weather. Chaucer Park Just before Christmas I was delighted to officially open the wonderful new park in Chaucer St, Box Hill South. This beautifully designed park has been constructed on a double block and has fabulous play equipment for the children and seats for the parents to relax while watching them. There is even a bench seat named after the previous owners of the house who were active volunteers in the community. Of course if you don't happen to have small children it is an ideal spot to read a book. I hope you all have a healthy and happy 2020.
What a marvellous year of delivering on capital works we are looking forward to in Springfield Ward! So many projects are due for completion and others soon to start!

We look forward to the completion of the $3.6 million Walker Park pavilion early in the year, and the $30 million Nunawading Community Hub mid-year. The Whitehorse Centre will be closing mid August for demolition and a rebuild will follow taking two years. 21 Wattle Valley Road in Mitcham will be turned back to parkland and we will be delivering more playgrounds for our young families. Plans for the Heatherdale Reserve pavilion are moving along at a cracking pace, with detailed design soon to be completed. So much activity! These are all important community building projects.

Chance Meeting with Former Mayor and Councillor I was delighted to meet former Mayor and Councillor of Nunawading, Savvas Athan, at the U3A Nunawading Christmas lunch recently. Savvas was the first non-English background Councillor to be elected as Mayor. Savvas has spent the last 20 years as a “Philosophy of Life” tutor at the U3A but at the ripe age of 80 something, he has decided to step down. Thank you for your ongoing commitment to community! Queen Scout Award Congratulations Emma Rahman for achieving your Queen Scout award! Less than 3% of Venturers achieve this prestigious award representing only one or two per year across the whole municipality. Emma spent over 360 hours in achieving this award! I was thrilled to be invited by Emma to her award ceremony. My son and Emma both attended 1st Heatherdale Scout Group five years ago. There’s a big future awaiting Emma! Good luck to any other students aiming for this acclaimed award!

Community Briefs Start the New Year with a film! Join the Whitehorse Film Society and meet some fellow film lovers in a relaxed and friendly social environment. The Whitehorse Film Society offers local screenings of a variety of dramas and comedies, international art house and recent commercial films.
