We are aware that many residents and businesses in our community are experiencing financial hardship under the COVID-19 pandemic. The situation has evolved so quickly, and people are in circumstances that they could not possibly have foreseen. In recognition of this, Council has approved an immediate $2 million relief and support package to help residents, local businesses and community and sporting organisations. The measures ensure Council can provide a fair, flexible response to those experiencing genuine hardship. More information on the package is on page 4 and on our website. Council has also begun work on a $2.5 million stimulus and recovery package. More details of this will be considered at a Council meeting in June.

Council adopted a Proposed Budget on 20 April. More details are on page 8 and 9. We have taken a measured approach to this budget. We have deferred decisions on some very worthy new initiatives and projects, as we wait to see the full impact of the pandemic. The budget provides for Council to continue to provide services, and to carry on with scheduled capital works. We will evaluate the pandemic impact and provide an updated forecast or even a formal budget revision later in the year. I want to thank the community for the goodwill, cooperation and kindness shown to each other and to Council officers in recent weeks. Our sanitising teams are out cleaning bins, benches and hand rails, and receiving appreciative beeps and shout-outs from passing cars and pedestrians. Our finance team received touching messages of appreciation when we wrote to tell our suppliers we’d speed up invoice payments to help with their cash flow. Our customer service and home care staff are so appreciative that clients are taking time to ask how they’re holding up. This empathy and compassion reflects so well on what kind of community we are. Book a Hard Waste Collection An increase in hard and household dumped rubbish over the past two months has cost thousands of dollars in rate payers’ funds to clean up. Council has reported a 50 per cent increase in dumped rubbish throughout Whitehorse during March 2020, when compared with the same month last year. Removing the dumped rubbish left on nature strips and other sites across Whitehorse in March this year has cost Council almost $44,000, with funds coming from rates that could be much better spent in ways that benefit the community. Bin it! Council cleansing service has been removing a large number of discarded face masks and disposable gloves from streets and public spaces in Whitehorse since the COVID-19 pandemic began. Please remember to place this material in a bin when you have finished using it. When left lying around, face masks and gloves carry and spread germs, can be harmful to waterways and wildlife and damage the environment.

Unbooked hard waste is considered dumped rubbish and because it is often not reported it can pile up and become hazardous to the community. The clean-up and disposal of dumped rubbish cost Council more to collect. This cost can be avoided by booking a hard waste collection and ensuring that you place the correct items out. Households in Whitehorse entitled to two free hard rubbish collections each financial year. Any extra collections you may need can be organised for a small fee. If you live in a unit or apartment block of 6 or more dwellings, please get in touch with your property manager to organise your collection. Dumping rubbish is illegal and can result in a fine being issued so book a collection at your convenience via our website or by phoning our contractor by 3pm Wednesday for a possible collection within the following two weeks. Bookings will be confirmed by SMS and/or email. Only place accepted items out the Sunday night before collection week. Council Services Many Council services that keep Whitehorse so liveable are still up and running, and cleaning is just one of them. To slow the spread of the Covid-19 virus, Council’s City Works department has been hard at work cleaning public areas throughout Whitehorse. This includes disinfecting and pressure washing in areas around shops, council buildings and other frequently used public areas. The cleaning is targeting surfaces that are frequently touched, such as benches, handrails, outdoor tables, bins and traffic light buttons.

Hard waste Council’s hard waste collections continue to operate. Residents can book up to two free hard waste collections each financial year by phone or online with Council’s hard waste removal contractor, WM Waste Management. Pruning, mowing and litter removal Whitehorse’s many tree-lined streets, parks, ovals and other green spaces are being well looked after. Council continues to monitor public spaces, parks and ovals for litter and we have increased our regular street sweeping program.

Our ParksWide department is busy with a full program of pruning street trees, mowing and planting in public green and open spaces, so Whitehorse will be ready when the time comes to once again enjoy picnics, organised sport and other outdoor activities. Keeping Whitehorse safe Our Community Laws department has officers monitoring council facilities that are temporarily closed to ensure everyone is respecting the restrictions places on their use and, in turn, helping to slow the spread of COVID-19. This includes local parks and the Box Hill skate park. Community Laws officers are ensuring that council properties, such as leisure and arts facilities, are safe and well maintained while they are closed.

Council Outlines $4.5 Million Pandemic Support Package Council has committed to an immediate coronavirus support and relief package valued up to $2 million. Cr Ellis said, “Our response acknowledges that many residents and local businesses have experienced a significant financial impact as a result of the coronavirus COVID-19 pandemic. Many people are in circumstances they could not possible have anticipated. We don’t want to add to their burden, so we have put together a package that will directly assist community groups, businesses and residents." Rates

Community and sporting groups

The due date for all final rates payments for the 2019/2020 year has been extended until 30 June. Ratepayers by instalment, and any lump sum ratepayers with outstanding rates will receive an updated notice reflecting the extension.

Our community, sporting and leisure groups are an essential part of what makes Whitehorse a vibrant and cohesive community. We are very keen that they should be in a strong position to resume usual activities when it is safe to do so. Measures to support local groups include:

Parking We had previously made arrangements for free parking in Council car spaces in central Box Hill on Saturdays between 10am and 2pm for March and April, and we will extend that for May and June. We encourage residents to support local businesses across Whitehorse, while abiding by the stay at home and social distancing restrictions. This parking measure acknowledges that Box Hill precinct traders began experiencing severe impacts from coronavirus way back in January. We have also provided parking permits to Box Hill Hospital and other hospitals in Whitehorse, so that hospital staff can go about their essential business without worrying about parking. Local businesses Other support for local businesses includes: ■

Cr Ellis explained, “Many of the measures will be implemented automatically and don’t require an application. I encourage those with complex or difficult circumstances who are having trouble paying a Council fee or invoice to make contact through our website or by calling our Customer Service team.” Council has also begun work on a recovery and stimulus package worth $2.5 million. Both the support package and this additional recovery package will be included in the Proposed Budget 2020/2021 that Council considers for final approval in June.

Caring for Our Community Whitehorse community members and organisations are showing resilience, kindness and innovation as they help others amid the COVID-19 pandemic. When a Sikh temple in Blackburn began preparing free, fresh, homemade meals to community members in need, 50 take-away meals were gratefully received. A week later that number had grown to 250 meals prepared and given away at the Sri Guru Nanak Satsang Sabha Temple. Temple chairman Anterpreet Arneja said it is a Sikh religious tradition to open temple doors to all who want to come and eat there, with the temple usually offering three meals a day. But with government restrictions in place to slow the spread of COVID-19, the temple has been shut and temple volunteers have found other ways to provide those in need with a meal.

“We are open seven days a week at the moment from 5pm until 7pm for those in need to come and receive a packaged vegetarian meal to take home,” Mr Arneja said. “While the temple is closed, people in need can also call for any other help they need or to get a pack of raw materials if they want to cook their own meals.” “There is a real need for this support, with the virus affecting the community. We have found the meals have been taken up by international students, people who have lost their jobs and those who are really lonely, by people who can’t cook as well as people who need ingredients to do their own cooking.”

Mental Health and Wellbeing

Mindfulness in the time of Coronavirus. The COVID-19 pandemic has impacted people in different ways across the globe, including here in our Whitehorse community. The uncertainty of the situation can prompt people to feel worried, afraid or lonely. We must take care of our own mental health and wellbeing and that of the people in our care. Below are some ways to be aware of and manage your mental health and wellbeing during this unprecedented and challenging time: ■

Remain calm: Don't panic. Don’t be concerned with the situations that are beyond your control and don’t dwell on unknowns. Be kind: Whether it be the people that are 1.5 metres ahead of you in the supermarket queue or your own family our community will be strengthened through supporting one another in solidarity rather than being uncaring.

With the annual religious festival of Vaisakhi occurring in April, the Sikh community were not able to celebrate in their usual way and instead celebrated together virtually, watching a live stream from home of the celebration from Gurdwara (temple) Blackburn. Strategic Planning Projects Update Council's Strategic Planning Unit is part of the Planning and Building Department and is responsible for the development of planning policies and strategies. The Unit also reviews the Whitehorse Planning Scheme, including amendments to the scheme. Heritage controls – 42-48 Glenburnie Road, Mitcham

Tree protection controls (Amendment C219) Interim tree protection controls in the form of a Significant Landscape Overlay (SLO9) were extended to 30 June 2020 while Council undertakes Amendment C219 to introduce the SLO9 on a permanent basis.

Interim and permanent heritage protection controls were sought for the property. An interim Heritage Overlay (HO) (Amendment C215) was gazetted on 16 May 2019. Current status: Amendment C225, gazetted on 19 March 2020, extends the interim HO until 29 January 2021. The amendment for the permanent HO (Amendment C216) is still being considered by the Minister for Planning.

The tree protection controls apply to all residential land not included in SLO1-SLO8. Current status: An independent Panel Hearing was held in December 2019. The Panel’s favourable advice to Council was received on 23 January 2020. At its meeting on 16 March 2020, Council resolved to adopt the amendment with minor changes and send Amendment C219 to the Minister for Planning for approval.

What is a Significant Landscape Overlay (SLO)? Whitehorse has a number of SLOs that aim to identify significant landscapes as well as conserve and enhance these special areas in the municipality.

Box Hill Metropolitan Activity Centre (MAC) vision and strategic direction Review of the vision and longer term strategic direction for Box Hill will update the 2007 Structure Plan and provide an Urban Design Framework for the MAC. Current status: A Draft Structure Plan and Urban Design Framework is expected to be presented to Council in the coming months.

Review of Commercial 1 Zone – Tally Ho Major Activity Centre In 2018/19, Council completed a review of the Commercial 1 Zone (C1Z) in the Tally Ho Major Activity Centre. The review assesses whether the existing C1Z is the most appropriate zone to achieve the vision for the centre as a major business and employment hub.

Review of Nunawading Megamile (East) and Mitcham Structure Plan The existing Structure Plan for the Activity Centres was adopted by Council in 2008. A background review completed in 2018 analysed the key changes, major projects and development that had occurred in the 10 years since the plan’s adoption. Current status: Consultants have been appointed to update the Structure Plan. Community consultation will commence shortly.

Current status: On 26 August 2019 Council resolved to release the review for a period of consultation. The consultation commenced in March 2020.

What is a Heritage Overlay? (HO) Heritage Overlays are part of local council planning schemes and include places of local significance as well as places of state significance included in the Victorian Heritage Register.

Design and Development Overlay for key residential corridors (Amendment C220) The Residential Corridors Built Form Study provides development guidelines that are proposed to be applied to land in the Residential Growth Zone along key road corridors using a Design and Development Overlay. The Study was adopted by Council on 29 January 2019 and a planning scheme amendment has been initiated. Current status: A request for authorisation was submitted to the Minister for Planning on 11 October 2019. A decision on whether Council can commence exhibition of the amendment is yet to be received.

What is a Design and Development Overlay? (DDO) A Design and Development Overlay is a planning control that applies to land that requires a specific design treatment. The purpose of the overlay is to give direction to the specific design and built form requirements.

Heritage Assistance Fund The fund provides grants of up to $2000 to eligible home owners and occupiers to assist with the maintenance of their heritage properties. Current status: 22 recipients have been funded in this year’s program.

Proposed Budget 2020/2 Council has adopted a $214 million Proposed Budget 2020/2021 and released it for community feedback. At an Ordinary Council Meeting on 20 April, Whitehorse City Council adopted a $214 million Proposed Budget for 2020/2021. This budget makes provision for our usual Council services and works, which must continue throughout the pandemic. Mayor Cr Ellis “It is clear that the 2020/2021 financial year will not be an ordinary year. The social and economic impacts of the COVID-19 pandemic on our community will be very significant. Council has taken a measured approach to this budget. We have deferred final commitment to some otherwise worthy new initiatives and projects, and included only new measures that are required to give effect to statutory obligations. Instead, Council has committed to an immediate support and relief package valued up to $2.0 million, to support our community and business stakeholders experiencing hardship. Read more on the relief package on page 4.

Cr Ellis explained that “Council has also commenced work on a recovery stimulus package of up to a further $2.5 million making Councils combined pandemic response up to $4.5 million in total. This combined financial support commitment will be included in the final budget to be considered in June.” As the full extent of the pandemic becomes clearer, it will be necessary to update the budget outlook and to release a forecast or revised budget. Council will be transparent about this process and ensure it is communicated clearly to the Whitehorse community.

Community Services Council continues to deliver and fund more than 100 services for the local community, including sustainability, waste and recycling, home and community services, recreation and leisure, health and family services, arts and cultural services, libraries and maintenance of sports fields, parks and gardens, footpaths, drains and roads. This year’s Proposed Budget allocates $160 million for these services.

Operational Initiatives Council has committed a modest net $0.15 million in funding for new operational budget initiatives in 2020/2021. With the growing impact of the COVID-19 pandemic in mind, only new initiatives that are required to address new legislative or audit related requirements have been approved for inclusion in this Proposed Budget. These include: ■

Council had to unexpectedly close the Furness Park Playground, Blackburn, last December following a safety audit, so there was great excitement in February when the new and expanded rebuilt playground had the construction fence removed.

With a lot of us spending more time at home in recent months, some have taken the opportunity for home improvements and garden makeovers. Invariably there is waste generated that cannot be reused or recycled.

It even resulted on the first evening with an impromptu opening ceremony with a locally sourced ribbon and a pair of scissors and some neighbouring children.

I can assure you that like the State and Federal Government, Whitehorse Council will never be viewed as an organisation that failed in a critical time. Council's financial position is very strong and elected, executive and operational teams are working well in an energised, yet thoughtful and considered manner by plotting a course to recovery. Whitehorse COVID-19 infection rate is relatively low compared to major Melbourne municipalities. This marvellous community is responding with typical Australian care for one another, courage, patience and ingenuity.

That was the good news. Unfortunately, by the end of the month Council had to close it and all playgrounds across the city following advice from the Federal Government. No doubt the current situation will pass, and our children will once again get to enjoy Furness and our other playgrounds. At the same time, we are seeing a large increase in use of our parks (not playgrounds) and gardens and Parkswide have been most busy in keeping maintenance up to scratch. Support Available Council is continuing to serve residents as best it can at this time during the COVID-19 pandemic. Information is available on our website, but I, and I am sure my colleagues, will be happy to take your calls to offer any assistance we can. At time of writing, Council is working on expanding its hardship policies as well as providing practical assistance to groups that use Council facilities and land that they cannot access during the current restrictions. If you are facing any difficulty due to circumstances that are no doubt beyond the control of many, please do not hesitate to make contact.

Box Hill RSL President John Haward, spoke to me very concerned for his hospitality staff when forced to close. The RSL emptied the fridges of piles of food, and made sure it went home with employees who had been stood down. My son’s swimming coach, Patrick O’Sullivan, from Surrey Park was stood down when group fitness was banned. Forty kids, addicted to high intensity training and important social contact, were put first. Patrick devised an online land-based training program for them and delivered it for free. I am incredibly proud of and grateful for the wonderful efforts shown by all. This virus might be temporarily restricting some of our liberty, it will never take our Australian fighting spirit and care for one another. My days are at home, enjoying talking to many residents by phone, catching up with friends all over the world and doing many meetings by video, keeping fit, gardening and enjoying time with the family. Teleconferencing With clubs and organisations not able to meet face-to-face, the alternative to keep in contact seems to be via teleconferencing. The Vermont South Learning Centre (Community House) held their AGM using this technology and it worked quite well. The Vermont Men’s Shed have a Zoom meeting every Wednesday and the South Vermont Lions Club have had morning coffee catch ups also using this platform. Council also conduct some of our meetings online, but the Local Government Act stipulates being physically present in the Civic Centre Chamber for our statutory meetings. Community Spirit During these testing times it has been great to see how much we care for one another. The kindness and compassion shown by most in our community has been uplifting and confirms in my mind that we live in a wonderful area. Long may it continue! Please keep happy and well. Bill

Being a Mayor and councillor in 2020.

These are tough times, and we are all affected. One thing I know, though, we are all in it together, and together we’ll get through this!

How quickly our lives have changed since my last Ward column! As a result of COVID-19 we are now seeing unprecedented restrictions and health monitoring that we could never have anticipated a few months ago.

Pruning Keeps Trees Clear of Power Lines

Council reacted quickly to ensure that we kept our residents and staff safe. Unfortunately this also entailed making the painful decision to pause some of our services.

Council manages tree pruning on public land to ensure a safe distance between trees and power lines.

We have endeavoured to keep our residents informed with regular updates on our website. The role of the Mayor and Councillors changed overnight when social distancing came into practice. Suddenly there were no sporting events to attend, no art exhibitions or community events, no speeches or citizenships. All the community events we had in our diary for the next few months were cancelled.

New Whitehorse Emergency Relief Centre

Pruning will occur in Box Hill, Box Hill North, Mont Albert and Month Albert North this May.

This centre has recently been set up as a joint venture of Whitehorse Churches: Stairway, One Community, and All Saints along with Mitcham Community Meal.

Pruning is done in accordance with the Electricity Safety (Electric Line Clearance) Regulations 2015 and also with Council’s Electric Line Clearance Management Plan.

However, it was still business as usual when it came to decision making and meetings. We quickly learned how to use technology to ensure we could function fully as a council. Same responsibilities but a different way of working!

This service is available for all people in need and is located at One Community Church. The centre has limited opening times, accessed by appointment and by first completing an online eligibility form at http://flr.ms/3Tt

The last few weeks have probably been the busiest I have ever experienced as Mayor. Lots of phone calls, emails, face-time, virtual meetings - all from home!

Re-new Collection Update

The venture provides essential supplies of nonperishable food and personal care items for individuals and families who are experiencing hardship right now. They also accept these items as donations, and also welcome new or as new children’s activity sets, but they are unable to accept toys. Please drop off at One Church on Mondays from 10am-12pm or 2pm-4pm or at Stairway Monday-Thursday 9am-4pm.

Please hold on to your reusable items rather than disposing of them so that we can keep them out of landfill!

Free Influenza Vaccinations for Children Whitehorse City Council will provide free flu vaccines for all children aged 6 months to 4 years and 11 months.

May Immunisations Council provides free vaccinations against infectious diseases for children from six weeks to 19 years of age and a limited range of vaccines for eligible adults in accordance with the National Immunisation Program Schedule.

Vaccinations save lives and prevent children from suffering debilitating, avoidable illnesses. To slow the spread of COVID-19, Council has introduced a number of control measures during immunisation sessions including implementing a booking system, social distancing and additional hygiene measures. ABC Takeover Melbourne Competition

International Nurses Day

Whitehorse City Council is proud to be supporting the Australian Broadcasting Corporation’s Takeover Melbourne competition.

12 May is International Nurses Day and commemorates Florence Nightingale's birthday.

Takeover Melbourne is an initiative from the ABC calling on high school students across Greater Melbourne (and those outside formal education aged between 12-18) to share stories about their life. Takeover Melbourne will showcase the voices of young Melburnians and help them shape the future of their city.

This year is the 200th year anniversary of Nightingale's birth. She is acknowledged as the founder of modern nursing and 2020 has been designated as the year of the nurse by the World Health Organisation. Nurses make up more than 50 per cent of the worldwide health workforce.

This competition provides a wonderful opportunity for our youth to communicate their personal narratives to a broad audience. Competition winners will have the chance to work with ABC producers to have their story featured on ABC TV, radio or online.

Council employs highly qualified and experienced nurses who provide Immunisation and Maternal and Child Health Services.

If you know a young person with a story to tell, be sure to let them know about Takeover Melbourne. Entries are open until 26 June 2020.

Council’s immunisation service offers free vaccines in order to protect children and adults from communicable diseases and administers over 20,000 vaccinations per year across four Council venues and local secondary schools.

Maternal and Child Health staff across six family centres offer support, advice and guidance on the health and development of children aged one week to 4 years of age. At Whitehorse our nurses see 1800-2000 new babies each year and approximately 8500 families. Over the recent months, both teams of nurses have worked tirelessly and shown a great deal of dedication, flexibility and resilience.

Stay in Touch with Youth Connexions Youth Connexions are still able to provide remote support to young people and the community. Young people, parents and carers can organise a time to meet with a youth worker by video chat, a phone call or Facebook messenger/text message. We are hosting Youth ConneXions online Zoom video chats for people to hang out and chat with workers and other young people online, discuss issues, talk about how they're going, activities and ideas for staying at home, having fun and looking after their wellbeing.

Add Checking Your Smoke Alarms to Your Home-To-Do List Now With many Victorians doing their part by staying home to slow the spread of COVID-19, firefighters are asking people to add checking their smoke alarms to their at home to-do list.

If you have recently started working from your home, it’s also a good time to check your home for any potential fire hazards by: ■

As we head into winter, it is important to make sure your smoke alarm is regularly checked, tested and cleaned to ensure that it is working effectively. Recent research shows that having a properly maintained smoke alarm can save lives by increasing the changes of escaping from a fire. The Metropolitan Fire Brigade and the Country Fire Authority recommend that:

Not overloading powerboards or having loose cables Ensuring monitors, laptops, televisions and other equipment have good air flow around them and are not in confined spaces or covered Not leaving electronic equipment like laptops and phones sitting or charging on beds Turning off all electrical appliances at the power point when not in use.

It’s also important to update your fire plan and talk about it with your household and practice it regularly.

Have you registered your swimming pool or spa? Under new regulations, all owners of permanent and relocatable swimming pools and spas are required to register their pool or spa with their local Council by 1 June 2020.

The City of Whitehorse will show its support for Reconciliation with a live-streamed flag raising ceremony in honour of National Sorry Day on Tuesday 26 May.

On 1 December 2019, the State Government introduced statewide legislation to assist in preventing young children tragically drowning in private swimming pools and spas. Register your pool or spa to save a life by 1 June 2020.

Whitehorse City Council Mayor Councillor Sharon Ellis will raise the Aboriginal flag at the Council offices and a Wurundjeri Elder will perform a Welcome to Country. National Sorry Day recognises the impact of Australian historical policies, practices and attitudes on First Nations people. Council’s flag raising ceremony will commemorate past injustices and honour the ongoing survival of the world’s oldest living culture. National Sorry Day is the start of Reconciliation Week, which runs annually from 27 May to 3 June. The theme this year is ‘In This Together’.

Il Comune delinea l’intervento di 4,5 milioni di dollari in risposta all’emergenza coronavirus Il Comune ha approvato un pacchetto immediato di misure per il valore di 2 milioni di dollari per fornire supporto e sollievo ai residenti di Whitehorse, alle attività commerciali e alle organizzazioni comunitarie che si trovano in difficoltà.
