Whitehorse makes history in Mayoral elections Continuing our strong tradition of female representation, Whitehorse City Council elected women to the positions of both Mayor and Deputy Mayor in November 2021. Councillor Tina Liu was elected Mayor and Councillor Denise Massoud was elected Deputy Mayor. Both are experienced councillors, having served on Council for five and nine years respectively. New Mayor Cr Tina Liu grew up in Box Hill and has spent most of her life in the area. She serves on the Whitehorse Business Group, the Eastern Alliance for Greenhouse Action (EAGA) Executive Committee and the Eastern Transport Coalition (Deputy Chair). She is also an honorary advisor to the Melbourne Taiwanese Chamber of Commerce. Accepting the role, Cr Liu spoke of her commitment to working together with her fellow Councillors, the administration and Whitehorse community.

She notes that the road ahead is one of recovery from the pandemic, with ongoing support for our community, and driving the revitalisation of Whitehorse. She acknowledged her heritage and the importance of having Whitehorse’s diversity reflected in leadership roles. Deputy Mayor, Cr Denise Massoud has served on Council for nine years. She is a Board Director and President for the Victorian Local Governance Association (VLGA), a Deputy Chair for the Eastern Affordable Housing Alliance and is on the Executive Committee as Metro Vice President for the Australian Local Government Women’s Association. She is also a member of the Whitehorse Disability Advisory Committee and is particularly proud of her advocacy for lift access at Blackburn Station. Outgoing Mayor, Cr Andrew Munroe, and outgoing Deputy Mayor, Cr Raylene Carr, were both commended by Councillors on their excellent service throughout 2021.

Working for Whitehorse Helping our youth Whitehorse is proud to have a range of support services available for young people aged 12-25. Youth Participation officer Jacqueline Piper is part of Council’s great Youth Services team. “I’m based at Youth Connexions and run several youth participation programs,” she said. “I am also involved in various networks across the East and connect with youth organisations, Council departments and community groups to advocate for and support young people across all areas of their lives.” Youth Connexions is Council’s youth information, support and referral centre based at Box Hill Central Shopping Centre. “The team at Youth Connexions provide one-on-one support to all young people who utilise the centre. These vary from young people seeking a safe space to hang out with friends after school to those with more complex needs. Issues that we support young people with are varied and include mental health, suicidal ideation, homelessness, drug and alcohol issues, LGBTIQA+ sexuality and gender identity, violence and safety.” Jacqueline coordinates the Whitehorse Study Support Program, which is a free service that runs on Tuesdays and Thursdays to assist young people with their studies. She also coordinates young volunteers on the Whitehorse Youth Representative Committee and the Flying Pig Events FReeZA Committee. Jacqueline represents

Council on the Eastern Q-East Alliance, an organisation that supports and advocates for LGBTQIA+ people in the eastern suburbs. She also represents Youth Services on the Eastern Youth Representative Committee. Jacqueline has been in youth work for 15 years in different Local Government Areas and communitybased organisations. Her interest in this line of work came from her desire to make a positive impact on the world and leave it in a better place. “Young people have always been a big passion for me,” she said. “I am really lucky to be part of the Youth Services team here at Whitehorse. We work together to create a positive environment as a team and this benefits us and the young people we support.” Jacqueline’s job is rewarding, but it’s not without its challenges. “It can be difficult for people to understand what reality is like for young people from diverse and marginalised groups in our community and why they need our guidance.” “Youth Services provide our young people with safe and inclusive spaces and opportunities to get involved world around them. We offer support and understanding of the issues they’re dealing with and provide consistency and reliability to their lives, which they may not get anywhere else.” Whitehorse Council’s Youth Services is looking for young volunteers aged 12-25 to get involved in their local community in 2022. Strathdon House and Orchard Precinct The Strathdon House and Orchard Precinct redevelopment is nearly complete and will open to the public by mid-December. The final steps of the redevelopment include the following landscaping works: ■ Replanting the apple orchard using grafted stock from the original orchard ■ Landscaping the gardens ■ A Nature Play area for children’s programs ■ An educational kitchen garden The iconic Strathdon windmill will be brought back to life to allow the blades to spin freely. The redevelopment project incorporates sustainable building standards, actions and materials, including: ■ Using recycled or sustainable materials (such as Low Volatile Organic Components paint and FSC certified timber) where possible ■ Installing LED light fittings ■ Installing higher rating roof insulation to better control internal temperatures ■ Using local trades where possible Other sustainable measures that will assist with the effective operation of the site include a 5kW solar system to offset electricity consumption and a 13,000 litre rainwater storage tank used for toilet flushing and garden watering. Diverting household rubbish from landfill Whitehorse has joined 14 councils in Melbourne’s south east to form a company that will transform how household rubbish is managed in our community. The South East Metropolitan Advanced Waste Processing Pty Ltd will help Council deliver an advanced waste processing facility. The facility can process household rubbish, recovering valuable materials and producing energy from it, instead of burying it in landfill. The facility is due to open in seven years. This new company will be established as a special purpose vehicle (SPV). “By signing up to the SPV we are strengthening our ability to secure the economic, environmental, and social benefits from the advanced waste processing facility,” said Mayor Cr Tina Liu. “This is a great solution for household rubbish that would normally go to landfill. We will still need to continue kerbside recycling and green and food waste collection services as part of a total approach to managing waste.” Advanced waste processing facilities are currently being safely and reliably used around the world. The rising cost of waste In 2018, we listened to your feedback and you helped us develop Rubbish to Resource! - Whitehorse City Council’s 10 year Waste Management Strategy. The Strategy confirmed our commitment to reducing the waste we send to landfill. We also undertook to review how we manage and communicate the cost of our waste services. The costs of waste are rising faster than our rates revenue, putting pressure on Council’s ability to deliver other services and facilities. We invite you to complete a survey and tell us what you think is fair and important in how we charge for waste. Your feedback will guide a more detailed engagement program early next year on how we make waste charges more sustainable, transparent and fair. Strategic Planning Projects Council’s Strategic Planning Unit is part of the City Planning and Development Department. It prepares and implements planning policies and strategies. The Unit reviews the Whitehorse Planning Scheme, including amendments to the scheme. To keep our community up to date with major strategic planning projects in Whitehorse, we publish this planning update twice each year.

Tree Protection Controls Amendment C219 This amendment implemented the Municipal Wide Tree Study and protects trees in residential areas. Amendment C219 replaced tree protection controls that were in place since February 2018 for land in the Significant Landscape Overlay Schedule 9 (SLO9). Current status: SLO9 an interim measure while the Department of Environment, Land, Water and Planning (DELWP) completes a review. Across Victoria, a state-wide approach to tree protection controls and consultation by DELWP is due to commence this year. Council will seek to extend the interim SLO9 controls if the State government work is not completed and implemented by 24 June 2022.

Heritage Assistance Fund (HAF) The annual fund provides grants of up to $2000 to eligible home owners and occupiers to help with the maintenance of their heritage properties. The total budget for the fund is $40,000. Current status: Applications for the 2021/22 round of the HAF closed on 29 September 2021. 39 applications were received and have been reviewed by the Heritage Steering Committee in October. 23 projects have been awarded funding.

Residential Corridors Built Form Study The Residential Corridors Built Form Study includes draft development guidelines for areas along Burwood Highway and Whitehorse Road that are located in the Residential Growth Zone (RGZ). Current status: The Study was adopted by Council in January 2019. Amendment C220 was authorised by the Minister for Planning in February 2021. However, the conditions of authorisation have been reviewed against the intent of the Study and a response to the conditions was considered by Council on 20 September 2021. Council has submitted a revised planning scheme amendment to the Minister for Planning for re-authorisation.

Infrastructure and Development Contributions Framework The Framework looks at factors that drive change and development in the municipality. It reviews the infrastructure needs of the municipality and how contributions from new development may be used to help deliver infrastructure projects that benefit our community. Current status: Information gathered for the Stage One report has determined that Council has a sound basis for the introduction of an infrastructure funding mechanism. On 20 September, Council decided to proceed to Stage Two of the project to prepare a municipal wide Development Contributions Plan (DCP) to consider at a future meeting. It will need to progress through a planning scheme amendment process before it can be implemented.

Council Alliance for a Sustainable Built Environment (CASBE) – Elevating Environmentally Sustainable Development Targets Council is part of CASBE and has joined 30 other Victorian councils on a collaborative research project to elevate environmentally sustainable development (ESD) targets. The goal of the project is for zero net emissions in new developments. Current status: Council has signed up to the first stage of the project. Stage 1 will develop technical evidence, a cost benefit analysis and include legal input. Stage 2 will involve a planning scheme amendment process and advocacy to Victorian and Federal Governments, however there has been no commitment by councils to participate in Stage 2 at this point. The findings of Stage 1 will be reported to Council for consideration before deciding whether to participate in a future planning scheme amendment.

Nunawading/Megamile East and Mitcham Activity Centres – Update to Structure Plan The Nunawading/MegaMile East Major Activity Centre and Mitcham Neighbourhood Activity Centre Structure Plan was adopted by Council in 2008. A Background Review in 2018 looked at the changes that have occurred in the 10 years since the Plan’s adoption and will inform an update to the Structure Plan. Current status: Consultants were appointed last year to assist with updating the Structure Plan, however the impacts of the COVID-19 caused delays. The community will be asked to contribute at each stage of the project. Initial consultation has commenced on Your Say Whitehorse with the release of a discussion paper. Festive season supports for families

Ella from Burwood has been named as one of the winners of the 2021 Takeover Melbourne program.

The Festive Season can sometimes be a stressful and emotional time for families and many of the usual services that might usually be relied upon may be temporarily closed.

Ella’s story focused on spending time on a farm, and how this helped her connect with her neighbours during lockdown. Takeover Melbourne creates a powerful platform for young Melburnians to be heard.

Young Person of the Month – Olivia Gargano We all have the same number of hours in a day, but Olivia Gargano makes the most out of every one of them. At 12 years old, Olivia is an accomplished athlete and participates in Karate and both Inline and Ice Hockey. She found her love for Karate at age 5 and is currently a Black Belt, working towards her 1st Dan. In 2020 she was selected to be part of the State Victorian Team Squad, and this year was selected to represent Victoria at the Karate Nationals in both Kata and Kumite. Earlier this year, Olivia set her sights on being a Goaltender for Inline and Ice Hockey. Starting in March, she has

The weather has been improving and there is a real feeling of things returning to more enjoyable times for so many of us. I hope everyone is enjoying the benefits. I spoke with a resident who had not been able to catch up with grandchildren for months. Their greatest wish was for a hug and it has now happened. Many are catching up with friends and family and smiles and laughter are shining though. The new pavilion at Morton Park was officially opened on 3 November 2021 via a virtual Zoom meeting. It is a wonderful facility and deserved a much greater celebration. As the summer season progresses the pavilion will provide great facilities for supporters and participants. On Remembrance Day, I chose to lay a wreath at the Blackburn cenotaph and took a few moments of silence with locals who attended. I was privileged to be joined there by Tony Bowden, a past president for Box Hill RSL for many years, Glenda Veale, Treasurer for Blackburn RSL and her father, Mr Ron Jackson. It was a special day.

I hope everyone is ready for a Christmas break with family and friends. I think we all deserve a great break after the tumultuous two years we have gone through. It has been a rewarding yet challenging first year of this council term. Amazingly busy in a time of lockdowns; I am well and truly over online meetings. It was great to visit Brentford Square recently with the Council CEO to review progress of the upgrade works, which are looking good. It is time to pay a visit and do some shopping, have a meal, or just pick up some supplies. I recently visited Strathdon Homestead and was pleased to meet Bruce and Fran Miller. Bruce is a great grandson of Charles and Mary Matheson who were the first of the Matheson family who named and called Strathdon their home. What a brilliant job on the restoration works and the great blending of the new and the old, whilst maintaining the old world charm.

The recent Sports Awards and the Business Awards were both held virtually this year. Congratulations to all nominees and award recipients for their fantastic efforts and participation with in the city.

Suburban Rail Loop The Suburban Rail Loop Environmental Effects Statement (EES) for SRL East is available for public view and comment until 11.59pm on Thursday 16 December 2021. Visit https://bigbuild.vic.gov.au/projects/ suburban-rail-loop/planning/ees Council recently held online community forums to provide more information on the project and to hear any concerns from our community, which will be taken into consideration as part of Council’s EES submission. Whitehorse Council, along with the Councils in SRL East, is jointly advocating to the Minister for Transport Infrastructure and the Suburban Rail Loop around better engagement with Councils, the community, clarity over the project precinct boundary and connectivity and integration. Planning Reforms The State Government has made a number of changes to the Victorian Planning System in the past 18 months, with significant planning reform being considered and undertaken as part of the Planning Reform Program 2020-2024. Council is advocating to the Minister for Planning for consultation with Councils and the broader community to ensure transparency and consistency in the planning framework. Given the extensive strategic work occurring in Whitehorse, it is imperative that proposed State planning reforms go through the proper consultation processes to ensure that it supports local planning policies and better outcomes for the community. With restrictions easing, I had the pleasure of attending a number of community events - it is great to see the energy and vibrancy return to Whitehorse. Suburban Rail Loop Currently, the State Government is seeking feedback on the Suburban Rail Loop as part of the Environmental Effects Statement (EES). Responses to the EES are due by 11.59pm on 16 December 2021. The project impacts Box Hill and Burwood, so if you live nearby, please make a submission. Council is planning a response to the EES as well, so please share your views with me so I can effectively represent you. Budget 2022/2023 Council is now starting to prepare the Budget for 2022/2023 which includes a consideration of rates, fees, charges, operational expenditure and capital expenditure. I invite you to please contact me if you have a view on the level of rates, and areas of service that we can increase or streamline. In my view rates should be as low as possible, and I will work towards this aim. Streetscape additions Council has undertaken additional street tree plantings during the course of the year in order to improve the level of tree canopy cover in years to come. I would like to congratulate Cr Tina Liu as the new Mayor of Whitehorse City Council. Cr Liu was elected as Mayor on Monday 8 November and has already shown she is more than capable of taking on this challenging and important role. Cr Massoud was elected Deputy Mayor. As outgoing Deputy Mayor, I would like to thank residents, Council Executive and staff as well as my Council colleagues for their support over the past 12 months. Unfortunately, due to COVID the year was relatively quiet as far as events were concerned, however, I considered it an absolute honour to serve as the inaugural Deputy Mayor of Whitehorse during 2021. On Sunday 14 November on a cold and blistery day I walked in a hailstorm to the opening of the State Government funded shared use bike trail connecting Camel Corner in Wantirna to Morack Road, Vermont South. The Mayor of Whitehorse, Cr Tina Liu and myself joined The Hon. Shaun Leane and Jackson Taylor MP and along with members of MEBug and Whitehorse Cyclists to cut the ribbon to officially open the bike trail.

This was a small but wonderful celebration of a fantastic improvement for cyclists and road users. This path allows cyclists and pedestrians to safely cycle/walk along Burwood Highway. It also allows motorists to drive along the busy Burwood Highway without the challenges of negotiating with cyclists. A win for all. I wish you all a very Happy Christmas and may everyone’s New Year be much better than our last. Take care everyone and please, party safely.

New state and federal electoral boundaries STATE Victoria’s Electoral Boundaries Commission (EBC) has released new state electoral boundaries that will come into operation at the next state election in November 2022. The EBC reviews electoral boundaries and regularly adjusts them to make sure each electorate has about the same number of enrolled voters. This gives Victorians equal representation in Parliament.

Comparing the existing boundaries with the new ones, a total of 910,384 electors (21.28 per cent of all electors) have been transferred to different districts. The redivision has also replaced nine existing districts with nine new ones. FEDERAL A federal boundary redistribution came into effect in Victoria in late July 2021. This was a separate process conducted by the Australian Electoral Commission (AEC). Pavilion projects underway in Whitehorse MORTON PARK PAVILION

RHL SPARKS RESERVE (WEST) PAVILION

Council launched the new Morton Park South Pavilion in early November.

Works have kicked off on the sporting new pavilion at RHL Sparks Reserve (West).

This new facility was designed to create an inclusive sporting environment and support the growth of recreation participation in Whitehorse, particularly through female participation. It has unisex facilities, unisex umpires’ rooms, a dedicated first aid room and covered spectator area.

Council received $500,000 from the Victorian Government’s World Game Facilities Fund for the project.

The redevelopment took place over many COVID lockdowns which contributed to construction delays and material supply issues. Council persisted and the pavilion is now ready to be used and loved by the community.

Current works to date include: ■ Site scrape, set out and preparation of building foundations ■ New access driveway to the west of the site underway ■ Installation of plumbing and electrical services The new pavilion will feature female-friendly change rooms, a kiosk, toilets, spectator viewing area and car park reconfiguration. Works are expected to be completed in June 2022.

Burwood Highway shared user path The Burwood Highway shared user path was recently completed and has opened for use. The new path is an all-weather, offroad connection from Morack Road to the Eastlink Trail. The new path was funded by the Victorian Government through the $100 million Safer Cyclists and Pedestrian Program. It will provide a safe off-road route for cyclists and

Caring for the Community Celebrating International Volunteer Day Box Hill South’s Marsha Lenin gets immense joy from volunteering when she sees a smile on the face of someone she has helped. “It inspires me to do even better and to work even harder to improve the quality of my community,” Marsha said. The 17-year-old volunteers as secretary on the committee of Council’s FReeZA Flying Pig Events which organises supervised drug and alcohol-free music and cultural events for local young people. Marsha’s role involves communication and organisation. She works with the committee and local businesses to host events for young people. “Over the past two years, I have helped organise events including trivia, mindfulness events, art, and music showcases, and recently, the Battle of The Bands. Most of these occurred during the lockdown, and the fact that we have successfully executed them using online platforms is an awesome achievement in itself,” Marsha said.

Marsha volunteers because she wants to make a difference in her community. “I want to help the youth in Whitehorse feel safe and included in everything we do. I aim to help upgrade Whitehorse into a place that is welcoming of people from all backgrounds.” Sunday 5 December is International Volunteer Day. At Council we are proud to have over 300 active volunteers, making an invaluable contribution to the community.

SCHWERKOLT COTTAGE AND MUSEUM COMPLEX

Schwerkolt Cottage is a historic museum complex surrounded by 2.25 hectares of bushland. Established in 1884, the historical buildings, walking tracks, cottage garden, barbecue area and family playground are the perfect place to explore early Colonial history in Whitehorse. The Complex is located on Deep Creek Road in Mitcham and will be open to visitors from 2pm to 5pm every Saturday and Sunday and most public holidays.

Ủy viên (Uv) hội đồng Tina Liu đã được bầu chọn làm Thị trưởng của Whitehorse City Council. Ủy viên hội đồng Denise Massoud được bầu chọn làm Phó Thị trưởng.

La Consigliera Tina Liu è stata eletta alla carica di nuova Sindaca del Whitehorse City Council. La Consigliera Denise Massoud è stata eletta Vice sindaca.
