At a recent Council meeting, we received a presentation from the Whitehorse Youth Representative Committee. The committee consists of a group of 12 young volunteers aged 12-25. It acts as a voice for young people, advocating on their behalf to Council and to the wider community on important youth issues. The presentation covered the past two years of activities the Committee was involved in, or organised. Council was very impressed at the range of activities and opportunities the committee were involved in. Well done to all!

Design of Whitehorse’s new performing arts centre unveiled After 18 months of planning and extensive engagement with the community, we are delighted to reveal the final design of Whitehorse’s new performing arts centre. The design brings to life Council’s vision for a contemporary, community-centred theatre, festival and function centre that is welcoming, flexible and accessible to all. The scalloped architecture, brick facades and extensive use of glass connect the building to the parkland. Inside is light-filled and spacious; outside offers inviting spaces to gather, relax and play. The new centre will provide an expanded array of arts and cultural opportunities for the entire Whitehorse community to enjoy for decades to come. Key features of the new centre will include: ■ 626-seat auditorium - large stage and modern backstage area ■ 200-seat studio theatre ■ multipurpose rehearsal/dance studio ■ multipurpose function room ■ improved soundshell for community festivals and other outdoor events ■ improved car parking for easy access to the performing arts centre, library, Council offices, parkland and the nearby Walker Park sports precinct.

The large foyer enables easy access to the box office, bar and outdoors, and with a variety of seating, it’s the perfect place to catch up before a show. The flexible function space on level one can be configured for any type of event, from a business meeting to a special celebration.

Working for Whitehorse Keeping fit is a group effort With over 3700 classes under her belt, Susan Bonnar knows a thing or two about Aqualink’s fabulous group fitness program. Susan’s career in fitness began at Aqualink 15 years ago. She currently works as a personal trainer and group fitness instructor, teaching Pilates, Stretch & Stabilise and the Postnatal Health and Happiness class. Susan’s favourite thing about group fitness is the encouraging environment it creates. “The social aspect, the music, the instructors motivating; there’s the feeling of being part of a team.” “The benefit of group fitness is that you don’t have to think about what you’re doing. You can just rock up, have fun and get fit.” Aqualink’s classes have been a great way for the community to catch up after the COVID lockdowns. “Everyone was so happy to be back,” said Susan. “The wonderful thing about Aqualink being

Council-run is that there are rules set in place with hygiene and structure to keep people safe. It makes people feel comfortable to come back to the centre and work out.” Aqualink offers over 300 classes a week across its Nunawading and Box Hill locations. In addition to Susan’s classes, each centre also offers Cycle, Tai Chi, Yoga, Zumba, Les Mills® and Aqua classes. Each class is 30-60 minutes in duration and includes a warm up, cool down and pack up. Whether you’re a complete beginner or fitness expert, enthusiastic instructors like Susan are there to provide guidance, encouragement and a welcoming environment that is guaranteed to get your endorphins flowing. Casual basketball on a hot streak Hot Streak Basketball is back and is proving to be a slam dunk at Sportlink. Hot Streak Basketball is a casual basketball program consisting of short and sharp (eight-minute) social games between 6pm9pm on Wednesday evenings at Sportlink. Games are played across two half and full courts to maximise court time for everyone to have a go. Sportlink Facility Coordinator Chris Gipps said the program was a good fit for our community because there were no commitments. “There are many large, established competitions around – we are trying to offer something different,” he said. “It’s there when you need it. You don’t need

to have 5-10 players or commit to a particular time. You can just play pick-up ball.” “We have a very high interest of casual bookings throughout the community. Most nights it is hard to book space to have a shoot around. This program is purely rock up and play.” Everyone is welcome. Turn up with friends or on your own and you will be placed in a team for the night, or just the next game. Casual basketball is held every week and no bookings are required. COVID vaccine COVID-19 vaccinations have started. It is important to get information from reliable, trustworthy sources. COVID vaccines will be administered by GPs and other health authorities.

A hub for all Nunawading Community Hub opened its doors to the public in January and the community is making the most of its brand new facilities.

The impressive looking Hub has a variety of spaces to hire, including an indoor stadium, three dance/ activity spaces with sprung floors, three art rooms, eight classrooms and a kitchen.

The Hub was declared open via Zoom in September 2020 and groups are now starting to flock to the complex after the lockdowns.

Dream Army Taekwondo director Jong Park said the Hub was one of the best facilities that he and his students had trained at.

Hub coordinator Melinda Brown said the hub was “the new, vibrant heart of Nunawading”.

“The Hub is bright, it’s tall, and it’s got the latest technology. Everything is just spot on”.

“The Hub is a place where people of all ages and abilities feel welcome and can come together to embrace new opportunities for learning, social interaction and getting active,” she said.

“The staff are really helpful and the security is fantastic. I would definitely recommend it to others.” U3A Nunawading, Eastern Access Community Health, Nunawading Lapidary Club and Meals on Wheels are the four tenants of The Hub, while more than a dozen groups use it for events or classes. This includes the Chinese Women’s Association, arts groups, singing and dancing groups and sporting groups for basketball, fencing, badminton and taekwondo. The Hub, which is centrally located on Springvale Rd in Nunawading and has about 200 car parking spaces, has vacancies for meeting rooms and spaces on weekends and after hours during the week. Time to get your gas heater serviced As the weather gets colder, it is important to ensure that your gas heater has recently been serviced and tested to reduce the risk of carbon monoxide poisoning. Carbon monoxide is an odourless, colourless gas that may cause a range of symptoms including headache, nausea and vomiting, flushing, muscle pain, weakness, shortness of breath, dizziness, coordination difficulties, confusion or chest pain if inhaled. Symptoms of poisoning are non-specific and can be mistaken for a flu-like illness or even food poisoning. Very high levels of carbon monoxide poisoning can cause loss of consciousness, seizures and death.

Any gas heater has the potential to leak carbon monoxide into indoor living areas. Energy Safe Victoria recommends that all gas heaters are serviced and tested at least once every two years by a licenced or registered gasfitter with an endorsement to service Type A gas appliances. It is also important to remember not to leave your gas heater running continuously overnight, and to never use portable outdoor gas appliances indoors. Keeping kids active when it is cold It can be a little more challenging for families to keep their children active and entertained when the weather is cold and wet. Traditional winter sports can be a great way for older children to stay active, but there are plenty of other fun and inexpensive options for families.

Youth ConneXions is open for visitors once again

Outdoor options ■ Put on coats, hats and gloves and head outside to explore your own neighborhood. ■ Visit rivers, creeks and streams to see how the flow changes after rain. ■ Gather leaves, sticks, shells and stones from outside. You can take them inside and use them for sorting, painting or building.

Council’s youth centre offers local young people a safe, fun, friendly and supportive environment. Youth ConneXions is open to young people aged 12-25 and provides games and activities like pool, table tennis, video games, musical instruments, a recording studio and arts and crafts. The centre is open for drop-ins on weekdays between 2-5pm for young people who need support. You can also make a time to chat with one of the Youth Workers between 1-2pm. The team provides support, information and referral to a range of services to empower young people to achieve their goals and tackle any issues they may be facing. They can also assist with resume writing, job seeking and exploring vocational pathways. Youth ConneXions hosted a Healthy Gaming Week during the school holidays, celebrating

Indoor options gaming culture and promoting healthy gaming habits. Young people earned awards for positive gaming behaviour like being supportive and inclusive, having a go and being a good sport. The team also hosted skateboarding lessons and a barbecue at Box Hill Skate Park, encouraging kids to learn to skate and have fun getting outdoors and being active. Youth Connexions is at Suite 2, Level 1 in Box Hill Central Shopping Centre’s southern building, near the bus terminal and above the Kitchen Republik restaurant. Enter via the bus terminal or take the lift next to the restaurant.

If indoor activities are more your thing, there are plenty of fun options. Try dancing to music, dressing up and putting on concerts, building a fort together out of chairs and blankets or setting up an indoor treasure hunt. A letter from the Community Panel Dear Community, We, the 2040 Community Panel, wish to share our vision with you. We welcome all, and acknowledge the Traditional Owners of the land, the Wurundjeri people of the Kulin Nation, and all Aboriginal and Torres Strait Islander Peoples and Elders, past, present and emerging. Throughout the process of creating the Vision, this has been our constant consideration. This Vision was created in the midst of the COVID-19 pandemic, which has highlighted to all of us the importance of our local environment and community.

As a small group we were selected to represent the diversity of Whitehorse. We have learnt the importance of a united community and recognise that through collaboration and teamwork, together we have the power to shape our future. We invite everyone to embrace the Vision and its themes and priorities. We thank the community and all its participants for entrusting us with this responsibility. How the vision was developed The process for developing the Community Vision was rigorous. The broad community engagement program was undertaken from 2 July to 13 December 2020 and worked to inform the panel and the final Vision. The aim was to gather views from a broad cross-section of the Whitehorse community – those that live, work, study, run a business or visit the City of Whitehorse – to understand what they love about Whitehorse and how they would like their community to be in the future.

1. Diverse and Inclusive Community We will make decisions that encompass the rich cultural, linguistic, and diverse abilities of all people represented within the City of Whitehorse.

2. Movement and Public Spaces Our community works best when its people can move freely and connect with each other in a healthy and safe environment.

3. Innovation and Creativity These engagement activities successfully reached 1,670 participants. The community feedback was collated and analysed and presented in a community report. Subsequently a panel of 50 community members were selected (at random) as a demographic representation of the municipality, to answer the remit: Imagine Whitehorse in 20 years’ time. What do you hope our community will look like, and what do we need to prioritise to get there? The panel met over four sessions and worked together to process the broad community engagement feedback, hear from a range of experts and deliberate and draft the Vision.

Our City is prepared for the future. We embrace creative thinking and innovation in civil (people) and civic (governance) infrastructure, society and community.

4. Employment, Education and Skill Development We will address the critical need for continuous improvement in upskilling our intercultural community and its diverse human resources to meet future work requirements.

5. Sustainable Climate and Environmental Care We will grow and improve the unique biodiversity and landscape of Whitehorse.

6. Whitehorse is an Empowered Collaborative Community Active citizenship and Council engagement with all sectors of the community from the outset is vital for success in meeting all other priorities in this Vision.

Community Briefs Youth network celebrates 10 years on air A Whitehorse-based youth radio network will take part in a worldwide push to raise awareness and funding for endangered species during June as a way to commemorate its 10th anniversary. For World Environment Day on 5 June, the School Broadcasting Network (SBN) will collaborate with organisations and media platforms around the world for the SwitchOn Global Telethon. SBN is an Australian charity and youth media network that produces award-winning media, in particular radio programs for the Australian Community Radio Network. Be wary of scammers Door-to-door scammers can trick you by posing as a Council worker and offering to do maintenance works. Some of the warning signs you may be dealing with a scammer include them visiting unexpectedly or at an unusual time of the day, or coming back after you have said ‘no’. Scammers generally don’t provide ID or contact information and won’t be wearing a council uniform. They might demand that you accept their offer or make a payment on the spot. I was recently very pleased to advocate on behalf of Blackburn Vikings for relocation of basketball rings, only six years old, to Slater Reserve court 2.

As the chill starts to descend upon us it is great to see what amazing things our residents are achieving.

This reuse of an asset is a great outcome and a significant cost saving for the club. The Anzac Day dawn service held by Blackburn RSL at the cenotaph was a well-attended opportunity to recognise all servicemen and their efforts and sacrifice. 2021 is the centenary year for the Royal Australian Air Force and we heard about a Whitehorse resident who served as a bomber flying on 37 missions and returning home successfully. I attended a virtual recycling tour for Whitehorse. Should we leave lids on or off? I discovered it is different for different recycling contractors. As Whitehorse Council currently use Visy for our recycling, they require lids on bottles and also on jars. Also a reminder that soft plastics should NOT be put in the yellow bins and should instead be dropped off at either Coles or Woolworths supermarkets. Recently, we have been able to reflect on those who volunteer with Council to help make our city a better place. From those who help with Meals on Wheels or our various parks advisory committees, all our volunteers are great people doing great things for all of us. The Healesville Freeway Reserve (HFR) was due to make an important step in May with the government finally moving the land to be a park in perpetuity. After years of many of us lobbying to protect the land it appears our hard work has paid off. More to come on the HFR, as we know it, later. We will continue our discussions with Department of Environment, Land, Water and Planning and our local member on securing the future of the reserve. If you run a business in Whitehorse or know someone who does, I suggest becoming a member of the Whitehorse Business Group (WBG). This group provides opportunities to network with other businesspeople and professionals from around Whitehorse. The WBG has their business awards coming up and now is a good time to meet or be a future winner of an award. Council will be considering the adoption of the budget later this month - I would like to take the opportunity to thank all those who have submitted feedback.

New park for Scott Grove, Burwood

Many have noticed the roadworks along Burwood Highway, Vermont South and asked the reason.

Despite challenges around COVID-19, the budget presents a sustainable way forward, ensuring that we continue delivering essential services. We will see a number of asset upgrades in Sparks Ward, including streetscapes, facilities and ovals/parks. A grant of $500,000 through the World Game Facilities Fund will also go towards the development of Sparks Reserve Upper Pavilion. We will continue to implement the Integrated Transport Plan and investigate more green space opportunities through a review of the Box Hill Open Space Strategy. I am pleased to have advocated for a ‘Revitalise Whitehorse’ plan which looks to further support and strengthen our Whitehorse economy into the future. We are continuing to work with the Suburban Rail Loop Authority to ensure that our community is informed and that impacts of any works are minimised. Vicinity has also submitted plans for the first phase of their proposed redevelopment of Box Hill Central – the North Precinct. Redevelopment of the area is long overdue - I look forward to working with community and stakeholders in the revitalisation. A number of special milestones were reached recently, including the 50th anniversary of the Whitehorse-Matsudo Sister City relationship, one of the longest in Australia. A Zoom call was arranged between the Mayors of both cities. In the spirit of giving back to the community, we also held our Whitehorse Volunteer Recognition Event. I thank all Whitehorse Volunteers and also offer my congratulations to the Whitehorse Rotary Clubs and Rotarians on their recent 100 years of Rotary in Australia.

I’m pleased to advise that Council is planning a new park at 14-16 Scott Grove, Burwood. As part of Council’s open space strategy, Council identified and purchased 14-16 Scott Grove last year for the purpose of a park. The State Government has assisted the development of the park by providing a $300K grant through the State Government Revitalisation Grant Program. More female friendly sporting facilities On Saturday 15 May 2021, I attended a State Government announcement for $500K funding to support the construction of a new sporting pavilion at Sparks Reserve Upper through the World Game Facilities Fund. The new pavilion will allow better usage of Sparks Reserve Upper as there will be facilities close to the field, rather than crossing busy Canterbury Rd. The balance of the pavilion is being funded by Whitehorse City Council.

Rate valuations Rating valuations are completed in January each year. New valuations do not cause a change in the overall rate income to the municipality. They redistribute the amount of rates across individual properties. This is why individual residents and neighbouring suburbs might see a different average rate increase or an average rate decrease. Residents are welcome to lodge an objection to their rate valuation. Council is always looking for ways to be more efficient and financially responsible in our service delivery. The Department of Transport are constructing a dedicated bike lane between the overpass at Mountain Highway and Morack Road. The widening of the bridge will extend the works until September. In the interim, traffic is flowing pretty well through the area. As Deputy Mayor, I was delighted to assist the Mayor a few weeks ago with planting a tree to celebrate Whitehorse City Council’s 50 years of friendship with Matsudo City, Japan. Friendship between the two cities started when a young Japanese schoolgirl from Matsudo wrote to the Australian Ambassador to Japan asking for some eucalyptus seeds. A decade later (1971) the Sister City partnership was established. This is the longest Sister City friendship in Victoria and the second longest in Australia. The planting of a tree in honour of the sister city relationship is undertaken in both cities and in Matsudo Mayor Kenji Hongoya’s words, the eucalyptus trees planted in Japan are a symbol of the strength of our relationship. Mention was made of our similar geographical areas with Matsudo covering only 2 kms more than Whitehorse, however with a significant difference in population, with Matsudo boasting 490,000 residents and Whitehorse 177,000. “Cootamundra is a well-connected ward, with Blackburn station located in the middle with its interconnecting bus network. A key feature of Cootamundra is its natural beauty, with several parks lining Cootamundra Walk in the north and Furness, Kalang and Blacks Walk in the south. Located even further south is Wandinong Sanctuary, a hidden gem of natural and remnant bushland just off Ronley Street and Canterbury Road. The residents of Cootamundra play an important role in maintaining this beauty. Spears identified as Solomon Islands artefacts returned Works to transform Strathdon House and Orchard into a vibrant, multi-use community precinct commenced in May. Whitehorse Deputy Mayor, Councillor Raylene Carr said Council developed the project in consultation with the local community. “The project celebrates the rich history of the site while transforming Strathdon into a community precinct that will host educational programs and provide a space for the community to rest and relax and enjoy community events,” Cr Carr said. Councillor Mark Lane said that as part of the redevelopment, three spears found in the Strathdon Collection have been returned to the Government of the Solomon Islands. “The Strathdon Collection is made up of items that were found and kept from Strathdon House where the Matheson family lived until 1993,” Cr Lane said.

The Matheson family were prominent orchardists in the Vermont area and previously owned Strathdon House and Orchard. After having the spears assessed it was established that they were from the Solomon Islands. They may have been collected by Charles Davy Matheson during his time as a senior officer in the navy. The spears measure more than 3m long and are made of flexible wood. They have now been sent to the Solomon Islands High Commission in Canberra. The redevelopment project includes: ■ refurbishment of the homestead (including creating two public meeting rooms) ■ replanting the fruit orchard from successfully grafted stock ■ installing a new ‘packing shed’ to host educational and sustainability programs ■ creation of a demonstration kitchen garden ■ a self-guided heritage walk

Illegal dumping

Whitehorse City Council is taking part in the Plastic Free July challenge to help our community reduce plastic waste and protect our environment.

Illegal dumping costs Melbourne’s councils $11 million annually. It clutters our streets, creates environmental damage and poses a hazard to both humans and wildlife.

The impact of single-use plastics has been a major environmental focus in 2021, with the release of the Federal National Plastics Plan and the Victorian government announcing a phase out and ban of single use plastics like straws, cutlery, plates and polystyrene containers by 2023. This challenge encourages participants to take small, practical steps towards reducing the use of single-use plastics.

Leaving unwanted goods on the kerb without a booked hard waste collection is considered illegal dumping and can attract fines of up to $320. Council responded to over 1630 illegal dumping incidents in Whitehorse in 2020.

Start by choosing to refuse straws, take-away coffee cups, plastic shopping and produce bags and plastic water bottles. With many cafes, restaurants and grocery stores starting to accept reusables again, this challenge is the perfect opportunity to start making environmentally-friendly swaps.

Implementing these small changes in our daily routines can make a significant difference. In 2020, Plastic Free July participants collectively avoided 900 million kg of plastic waste. Hard Waste Collection Our hard waste service is open to any renters or homeowners with council kerbside rubbish and recycling bins. Residents can book two free hard waste collections of three cubic metres per financial year and additional collections can be booked at a small fee. If you live in an apartment, unit or townhouse, you can arrange a collection through your body corporate.

Caring for the Community Rev. Jim Barr is passionate about helping others When he joined Box Hill Baptist Church two years ago, he was excited to continue its tradition of serving the community. “I feel privileged to contribute to the amazing work that this Church has done for 120 years.” One of the Church’s longest running services is Jubilee Housing, a social housing provider founded 40 years ago in collaboration with other churches in Melbourne’s east. More recently, the Church began hosting Vietnamese and Chinese congregations as well as a service for ex-prisoners. This has been a great opportunity to unite communities from different backgrounds.

Visit the Box Hill Community Arts Centre (BHCAC) during June and July to experience a thought provoking exhibition that explores this concept. The School of Plastic Fish responds to a study that predicts there will be more plastic than fish in our oceans by 2050. World Elder Abuse Awareness Day World Elder Abuse Awareness Day (WEAAD) takes place on 15 June each year to highlight elder abuse, one of the worst forms of ageism and inequality in our society. Elder abuse is any act which causes harm to an older person and is carried out by someone they know and trust, such as a family member or a friend. The abuse may be physical, social, financial, psychological or sexual and can include mistreatment and neglect. From 8-20 June, Box Hill Town Hall will be lit purple – the official colour of WEAAD around the globe – to signify Council’s support of this cause. Whitehorse City Council is a part of the Eastern Elder Abuse Network which has a vision to create ‘a world where older

people are safe, valued and respected’ and is participating in the regional campaign ‘Tackling Ageism Together – EveryAGE Counts in Melbourne’s East’. Everyone has the right to live in safety, to be treated with dignity and respect, and to make their own decisions. WEAAD is an opportunity to bring awareness to the issue of elder abuse and celebrate the vast contributions made by older community members throughout Whitehorse. Hành vi đối xử tệ bạc có thể là về thể chất, xã hội, tài chính, tâm lý hoặc tình dục và có thể bao gồm sự ngược đãi và bỏ mặc. Từ ngày 8 tháng 6 đến 20 tháng 6, Box Hill Town Hall (Tòa Thị sảnh Box Hill) sẽ được thắp đèn màu tím để biểu thị sự hỗ trợ của Hội đồng Thành phố cho mục đích này. Le caldaie a gas possono rilasciare perdite di monossido di carbonio nella vostra abitazione causando avvelenamento da monossido di carbonio.

Η Energy Safe Victoria συνιστά να συντηρούνται και να ελέγχονται όλες οι θερμάστρες αερίου κάθε δύο χρόνια από εξουσιοδοτημένο ή αναγνωρισμένο τεχνίτη φυσικού αερίου.

Energy Safe Victoria (l’ente per la sicurezza delle fonti di energia) raccomanda che ogni due anni, tutte le caldaie a gas vengano testate e sottoposte a manutenzione da parte di tecnici del gas o installatori autorizzati.

Nunawading Community Hub Το Κέντρο άνοιξε στο κοινό τον Ιανουάριο. Nunawading Community Hub Il Community Hub ha aperto al pubblico nel mese di gennaio. Il Community Hub dispone di una serie di spazi che possono essere affittati, inclusi uno stadio al coperto, tre sale da ballo/ per attività, tre sale per l’attività artistica, otto aule e una cucina. Situato sulla Springvale Road, a Nunawading, il Community Hub ha sale per riunioni e altri spazi che possono essere affittati nel fine settimana e durante la settimana dopo gli orari d’ufficio. Dall’8 al 20 giugno il Box Hill Town Hall (Palazzo del Comune di Box Hill) verrà illuminato di viola per manifestare il supporto del Consiglio comunale a questa causa.
