Sustainability Whitehorse News is printed on paper manufactured at a PEFC and FSC Certified Paper Mill and is produced using soy based inks.

Our programming over the coming months has something for everyone, from Heritage Week in September, to the Seniors Festival and the Spring Festival in October.

The results reveal that Council’s performance on core measures are significantly higher than the state-wide average. We received strong positive ratings on the core measures of customer service, sealed local roads and overall performance. We also performed well on individual service areas, with significantly higher ratings for appearance of public areas, waste management, recreational facilities, elderly support services, family support services, environmental sustainability, community decisions, lobbying, consultation and engagement, planning and building permits.

Here at Council, we are excited to be entering our Whitehorse Festival Season, which features an exciting line-up of events.

In this month’s edition of Whitehorse News you will find your Seniors Festival lift-out to help plan your month. Heritage Week runs from September 8 to 15 and this year’s theme ‘we came to Whitehorse’ explores and celebrates our area as a place where people of all backgrounds have met, made homes and lives over many years. I hope to see you at a Whitehorse event soon.

Residents rated waste management, sealed local roads, making decisions in the interest of the community, elderly support services and appearance of public areas as Council’s most important services.

Council officers are happy to discuss fire prevention issues or suitable maintenance programs with property owners.

Maintaining your home to reduce fire hazards Fire prevention is a community responsibility. The Fire Rescue Victoria Act (1958) and Council’s Community Local Law 2014 requires property owners and tenants to maintain their properties so that they do not become a fire hazard.

From spring each year, Council officers inspect properties in Whitehorse to ensure that long grass and any materials that may pose a fire hazard are removed.

Now is a perfect time to ensure your property is free of any potential hazards. Grass should be cut and maintained to a height of 10cm or less. Other hazards to check for are stored dry grass, dry tree branches, dry or dead vegetation and any other rubbish or debris. We encourage you to implement a maintenance plan that ensures your property is hazard-free all year round.

All owners or occupiers of heritage listed properties are able to apply, with up to $2000 of funding available per property.   Heritage conservation and restoration works are eligible, especially if the works are visible from the street and will improve the appearance of the property.

Construction of the new Whitehorse performing arts centre continues to progress well, with Mayor Cr Tina Liu (pictured) laying the first bricks in late August. From large-scale theatrical performances to intimate shows and concerts, the centre will enable a large and diverse range of performances.

Dancers will be able to perform more expansive movements, cast members will be able to move around the sets more freely, and musicians will be able to move comfortably in and around the orchestra pit.”

Whitehorse is home to a number of significant heritage properties that are important to preserve. The Heritage Assistance Fund can provide funding support to individuals, community groups and organisations to maintain heritage properties.

“The new centre will provide a wonderful venue for people to come and enjoy the performing arts,” said NOVA Music Theatre’s Artistic Director Noel Browne. “What I’m looking forward to is the ease of use of the place and the extra room and facilities for performers, production teams and the orchestra.”

If the inspecting officer thinks a property is a potential fire hazard, a notice will be sent to the landowner giving them a direction to remove the hazard from their land. If it is not removed within the specified timeframe, an infringement may be issued.

“At Aqualink, we are trained as multi-skilled guards who take on many duties outside of just supervising the pools and applying first aid,” he said. “This includes setting up all of the various stadium bookings (soccer, volleyball, table tennis), keeping the centre looking good with regular cleaning and also assisting patrons with on-the-fly problem solving.”

With clearer actions, we can more easily report our progress back to the community each year. We have also transformed the way we engage with the community about our annual budget. This year we are asking for your ideas, projects and priority actions much earlier on to give us more time to consider building them into next year’s budget.

Our Council Plan was adopted last year following an extensive community engagement campaign. We’re now reviewing the plan to refine the actions to ensure that the progress of these are measurable and reportable to the community.

Thomas Warrick has worked for five years at Aqualink Box Hill as one of the trusty pool lifeguards and has recently moved into the customer service department, working at both Aqualink centres. “As a bright-eyed seventeen year old in my last year of school, I found myself desperate for an income that was sizable enough to support my extra-curricular activities yet flexible enough to work around them,” said Thomas. “Lifeguarding was that!” Thomas explained that there is a lot more to being a lifeguard than people may realise.

Works have commenced to clear space for the new mini golf area. The first week of September will see the demolition of all existing buildings, to make way for the new multipurpose pavilion. A cut-through from the first to the tenth tee has been created to allow improved access for golfers during works.

Since then, the average number of survey responses per engagement has nearly doubled from 80 to 154. The number of people who look at a consultation and fill out a survey before leaving the webpage has also increased from 20% to 42%.

A greater understanding of the social value of our facilities will help inform the development of a set of pricing frameworks that will support a healthy and connected community. We also invite you to express interest in attending a facilitated group discussion, where we can learn, in depth, more about how you use and enjoy our spaces and places. Open Space Strategy

You’re invited to have your say on our new Whitehorse Open Space Strategy.

The strategy will be an innovative and forward-thinking guide to how we sustainably manage, protect and grow our open space network to support a healthy and liveable community over the next 15 years.   At Whitehorse, we’re fortunate to have more than 170 playgrounds, over 20 bushland reserves and more than 350 parks, with ‘open space’ representing more than 10% of the Publicmunicipality.  openspaces are great community assets. They support health and wellbeing, enhance social cohesion and are an important tool to tackle environmental challenges such as the urban heat island effect, biodiversity loss and climate change.

Prices for using Council places and spaces

Our population has grown by more than 25,000 people since our existing strategy was developed in 2007, changing the way we use and need open spaces.    Have your say Help us understand your experiences and ideas for our open space network, including where we need more open space and how we can improve existing spaces.   Learn more at one of our six pop ups across Whitehorse. Council Officers will be there to listen to your ideas and there will be giveaways and activities for children.   You can also share your ideas at our facilitated workshop on (date).

Our new Your Say platform, launched in June 2021, has almost 1100 registered users, compared to about 180 on our previous platform.

Submissions open on 17 September and close on 13 November 2022.

Council owns a number of community facilities that many people and groups can enjoy.

During the pandemic, isolation was difficult for Gina. When her next door neighbour’s cat started coming over regularly it was a bonding experience Gina would look forward to. Gina said that being creative during the pandemic was her saving grace. It was one of the things she could look forward to each day and gave her an outlet to express her feelings.

WIN is an extraordinary collective of very diverse faith and life stories. The ability of the WIN member groups to meaningfully connect across such wide difference is an outstanding role model. I encourage all to consider engaging with the Inclusion Forums, and with WIN. The conversations in September and October will be listening exercises to discuss the place of social media in our connectedness, and, generally, how we all play a part in growing authentic inclusion, social justice and community driven harmony.

A winter sport season wraps up, I extend my sincere thanks to all of the participants and volunteers that make community sport possible. Our areas continues to enjoy growth and success with girl’s and women’s football. I am thrilled that we have an AFLW game at Box Hill City Oval on 4 September. Female cricket and football is having a positive influence on the entire community – it establishes in the minds of all that equality of access and opportunity has progressed beyond an expectation into a reality. This is pleasing social progress.

On the last Sunday in July, on National Tree Day, I was pleased to join with the Blackburn & District Tree Preservation Society, local residents and members of the Smith family at the Blackburn Triangle to unveil a plaque commemorating Les’ contribution to our city. The Triangle is bush parkland that runs north along Blackburn Road from Canterbury Road. Les was Nunawading Citizen of the Year in 1975 and right up until his passing in 2018 Les was an active environmentalist in ActivelyWhitehorse.involved in Environment Victoria, Bungalook Nursery, Antonio Park, Yarran Dheran and Wandinong park advisory committees, his environmental knowledge and passion was second to none in our city. Les, affectionately dubbed the ‘Godfather’ of environmental advocacy in the City of Whitehorse and beyond, was honored with a Medal of the Order of Australia (OAM) for his community service in the Queen’s Birthday Honors in June 2017.

Amidst the mounting challenges all communities face, there is no more powerful opportunity than the motivation, identity and belonging created by real inclusion. Real inclusion is about sitting alongside difference, instead of buffering ourselves by only being surrounded by what looks, thinks, believes, and talks, ‘like me’.

The state government recently released its assessment of the Suburban Rail Loop Inquiry and Advisory Committee recently. I congratulate the Council officers for a very high quality submission. While I have enduring concerns about the impact of the project, certain encouraging concessions have been made. These include provision of replacement parkland for the people of our city, and the establishment of a voluntary acquisition process – a preferable alternative to issuing residents close to the works and noise for years with earplugs.

I’m delighted to be part of the Whitehorse Interfaith Network (WIN) Inclusive Narratives conversation. These community dialogues are about ways to inclusively connect regarding faith and culture; and they are for everyone. An opening forum at the end of August discussed what it is like to come together again in learning to live with the pandemic. Narratives to come are “How Social Media is Shaping Whitehorse”, via Zoom, on Wednesday 21 September, 7pm to 8.30pm, and “Evolving Together as a Culturally Diverse Community”, Wednesday 19 October, 6pm to 7.30pm at the Box Hill Town Hall. Whitehorse City Council is divided into 11 single-councillor wards. Our Councillors have been elected to serve until October 2024. Citizenship Ceremonies Due to COVID, Whitehorse has somewhat of a backlog of candidates awaiting to receive their citizenship. Hence, in recent months, we have been conducting ceremonies every few weeks at Box Hill Town Hall with around 140 adults and several dozen children each time.

I am so pleased that Mullauna College students were able to participate once again in the Model United Nations Assembly (MUNA). As the nominated delegate of India, they successfully argued for the other 19 represented countries on resolutions on climate change, violence against women and space governance. They also took away the “Best Overall School” award! Well done Alex, Casper, Andrew and liaison teacher Ms Leahy! Very exciting! The MASH Rotarians had their first Car Boot Sale on 28 August. The next two are 25 September and 23 October. There are 43 stall spaces available. It runs from 10am to 1pm in Hamilton Street. If you want to clear your home of clutter, raise some cash and support the community, approach David Winter in Bread Street and sign up for a stall now! It’s a fantastic community initiative well supported by Council. Council has made some changes to improve car parking within a 5-minute walk of Mont Albert Village, including changing Stanhope Street to 2P on both sides. The detours can be very frustrating but please be patient and persistent and enjoy the Village Vibe.

Giving old clothes new life Council staff providing both indoor and outdoor services wear out many pieces of uniform and gear each. What happens to Council uniforms when they’re beyond their useful life as garments? Council has partnered with Upparel to collect and recycle these old uniforms. From April to June, we stopped 71kg of textiles from being sent to landfill. This has prevented approximately 294kg of greenhouse gases from polluting the earth’s Climateatmosphere.change is a key focus for Whitehorse City Council and our work is guided by Council’s Sustainability Strategy and Climate Response Plan. We will continue to invest in initiatives that benefit the environment and reduce our climate impact. We’re looking forward to sending off another load of uniforms in September.

New trees have been planted in Whitehorse to improve the health and wellbeing of the community.  Trees provide clean air, improved biodiversity, cooling and shading in the summer and reduced impacts of flooding. The initiative is part of our Urban Forest Strategy Vision for a diverse, healthy and resilient urban forest.  Council planted over 3,900 trees during the 2021/22 financial year. We are aiming to increase tree canopy cover to 30% by 2050. Many of us have fond memories of greeting our local school crossing supervisor when commuting to school or dropping our kids off in the morning. It was a chance encounter with the supervisor at her own children’s school crossing that set Bette Benjamin on the path to become one herself. 41 years later, she is still holding the bat with no plans of retiring any time soon. “I was taking the kids to school one morning and the supervisor told me that her colleague around the corner was retiring. She asked me if I would be interested in the job,” Bette recalled.

“I thought, will I or won’t I? It was my eldest son who told me, ‘go for it Mum!’”. And so she did, operating the crossing on Woodhouse Grove in Box Hill North near Kerrimuir Primary School. She eventually moved nearby to Molbray Street where she still works to this day. “I thoroughly enjoy it, the kids and parents are absolutely fantastic,” said Bette. “I treat the children as if they’re my own. They greet me every morning and I make sure to say hello to every one of them. They’re absolutely great.” The Box Hill North community in which she has lived and worked for more than 50 years thinks just as highly of Bette. “I went on holiday about 20 years ago and when I returned, the kids came running around the corner screaming ‘Bette’s back!’.” “Sometimes I’ll be out in the shopping centre, I hear my name mentioned, turn around and its one of the students saying hi. It’s a lovely feeling,” she said. “Some parents whose children are now at university still come and say hi. I think, I must be doing something right, otherwise they wouldn’t bother.”

Bette’s passion for her work is clear.

Bette has a wealth of heart-warming and funny anecdotes from her many years as a school crossing supervisor, including a time 10 years into her role when she turned up to work only to notice a beehive hovering over her crossing. “That was when we wore those white coats and I thought, oh no, white attracts bees – what am I going to do!”

Ray Lawler’s much-loved tale of two Queensland cane cutters and their Melbourne barmaid girlfriends triumphed at its 1955 premiere. For 16 years, the cane cutters have worked the punishing routine in the sugar cane fields. This summer, everything is different. This ‘off-season’ will prove challenging for them all as truths are told and lives unravel.

A talented printmaker, painter, poet and maker of artist books, Jeff Gardner’s artwork delivers a sprinkle of whimsy to the Artspace program. This exhibition draws on new and past creative work.
