Whitehorse Mayor, Cr Andrew Munroe recently wrote to Minister for Transport Infrastructure Jacinta Allen MP expressing concerns with a number of elements of the project including: 1. The lack of open and transparent communication with the local community. 2. The impacts of the project on the MCC Baseball Club and other users of Surrey Park and the need for a solution to be found. 3. The proposed pedestrian bridge over the rail trench, between Hamilton St and Beresford St, which is not the wide deck or plaza that Council and residents are calling for. 4. Whitehorse Excellence in Business Awards 2021 Nominate and support your favourite local business

Working for Whitehorse Home is where the heart is

“I have two main fields of work – home maintenance and home modifications,” said Gary. “Maintenance jobs can involve changing light globes, fixing or installing new smoke detectors or unsticking doors.” These tasks seem simple, but they make a considerable difference in the lives of his clients. “If people can’t get up on a ladder to fix their kitchen lights, they end up making dinner in the dark – it’s awful,” said Gary. “Even just relighting a pilot light means they can turn on their heating.”

A world-class performing arts experience in the making The new Whitehorse performing arts centre will be a contemporary community performing arts venue that delivers a world-class experience.

After more than a year of being stuck indoors, we all know the significance of making our homes feel like a safe sanctuary. This is why Gary Dunn’s work is so important. Gary is a Home Maintenance Officer with Whitehorse Home and Community Services (WHACS). WHACS provides a range of services to Whitehorse’s older residents to support their independence, wellbeing and strengthen their community connections. Gary contributes to this vital work by making homes more accessible and functional.

From community-based theatre, musicals and dance shows to national touring shows, the 626-seat main theatre is designed to deliver an exceptional experience for patrons, performers and production teams alike.

Home modifications make up the majority of Gary’s work. “I work with an occupational therapist to install aids around the home, such as a grab rail in the shower, a bannister rail on the front steps or a wheelchair ramp.” Having these aids around the home gives older residents confidence and independence. “A lot of these people have lived in their homes for decades and want to stay living there,” said Gary. “We make that possible and ensure they’re safe.” The proof of Gary and his team’s work is in the glowing feedback he and his team receive. Clients have commended his “kind disposition and friendly attitude that make the process smooth,” and his “cordial, efficient and professional” manner.

Shaping Whitehorse Council would like to thank the 2021 Shaping Whitehorse panel for their time, commitment and engagement in the development of our Council Plan, Municipal Public Health and Wellbeing Plan, Financial Plan, and Asset Plan.

Gary and his team’s impact on his clients goes beyond his handiwork. “For many of my clients, I’ve been to their homes numerous times so they know me well,” said Gary. “It’s an extra comfort for them to have a friendly face around to help out.” “My team and I always ask if there’s anything extra they need done, whether it’s taking the bins out or moving some furniture.” For Gary, every day of his work is rewarding. “You really see the difference you’re making in people’s lives. Whatever it might be, when you make these modifications, you can see within the clients that they’re empowered and happy in their own homes.”

The panel members attended five workshops to hear what the wider community had to say and contribute to the development of principles and strategies that will form these important documents. Council officers are now continuing your work to further develop these plans with Council and look forward to sharing the outcomes with the community in the near future.

Come for a swim, stay for the banter If you come down to Aqualink Nunawading on a Friday morning, you’ll notice a friendly group of men sitting around, enjoying a coffee and having a yarn. This has been a tradition for this group for fifteen years now. What began as a friendly invitation for a chat after a swim has evolved into a weekly gathering of close friends from all walks of life. “For years we’d bumped into each other in the change rooms and said hello,” said Peter Moore, a retired teacher. “Eventually we started catching up for a coffee and a real friendship developed from it.” “More and more people started to come along,” said David Graham, a retired defence scientist who helps coordinate the weekly catch-ups. “If someone comes into Aqualink, we always invite them to come join us.” The group currently consists of 15 men from fascinating backgrounds who come and go from week to week. With former policemen, engineers, technicians, army veterans, truck drivers and more represented at this cheery table, there is never a shortage of stories to be shared. “The knowledge among this group is absolutely brilliant,” said Norm Whybro, who himself was a taekwondo champion.

“Everyone listens to each other, asks each other questions and we all treat each other as equals. I’m really proud to be a part of this group.” The friends will bring in cakes for each other’s birthday, food that they’ve grown at home and sometimes even gadgets to share with the tech-savvy crowd. Although they kept in touch over the phone throughout COVID lockdowns, the men love coming to Aqualink each week to see each other after having a swim, exercising in the gym or using the steam room. “We all met using the facilities here. Some of us have been members for over 30 years, we love it,” said David. “Aqualink is great, all the staff and patrons are so friendly.” “As older men, it’s great to have that social outlet where we feel comfortable to talk, listen and share advice with one another.”

Whitehorse Study Support Program Council’s Youth Services Whitehorse Study Support Program (WSSP) is getting even better! Thanks to funding from Gateway Local Learning and Employment Network, the Study Support Program will be facilitating an additional online session on Tuesday afternoons from 3-6pm from the start of Term 3. The program is currently delivered face to face at the Box Hill Library on Thursday afternoons from 4-6pm, so

Nunawading Community Hub Some community groups at Nunawading Community Hub were invited to participate in an art project to revamp the low-lying retaining walls on the exterior of the hub. Assisted by the talented artists at Blender Studios, members of the Nunawading U3A, Whitehorse Arts Association, Whitehorse Activities Club and Rock City Church joined forces to design and deliver the beautiful murals around the hub. In May, participants attended a stencil art workshop to create their own reusable stencils. The workshop focused on designing symbols that represented the community and were incorporated into the final mural designs.

As part of #ActivateWhitehorse, a number of eyecatching murals have been painted to beautify our business activity precincts and assist with graffiti maintenance. All murals have a specialised antigraffiti coating to help Council’s cleansing team maintain these ephemeral works.

Clothing and Electronic Recycling Hubs and Trailers Update Have you seen our clothing and electronic waste (e-waste) dropoff trailers and hubs around Whitehorse?

We have collected 3,870kg of clothing and accessories and 1,680kg of electronic waste at our three trailer sites in the past three months. Well done to the community for utilising this service. By doing so you are keeping valuable materials out of landfill. The e-waste collected is recycled and the clothing is donated to those in need or recycled, depending on the quality. Items not accepted: Toys, furniture, large electrical appliances (such as fridges and stoves), soiled or torn, clothing, mattresses, books, doonas, pillows, bric-a-brac (household items like photo frames, glassware and kitchenware). If the trailer or hub is overfull or there is dumping, a sensor will automatically alert the collection company to empty the trailer/hub. Food waste recycling is coming to Whitehorse We’re excited to announce a new service that will allow you to put food scraps in the green waste bin from July 2022. More than 50 per cent of Whitehorse’s household waste is spoiled food or food scraps, which currently goes straight to landfill. The new service will divert food waste from landfill and instead turn it into a valuable compost that is used for parks, gardens and farms across Victoria. The introduction of the service is a new way for households to easily reduce waste to landfill and become more sustainable. It is also a key action in our Waste Strategy, Rubbish to Resource, developed following community consultation. We still strongly support and encourage you to try or continue home composting in the meantime with our home composting incentives.

A recent event I was excited to attend was the Blackburn Football Club (BFC) Ladies Day Luncheon held in the new pavilion at Morton Park.

WOW! Over the past few weeks, I have been distributing a survey throughout Mahoneys Ward and soon will have covered the whole ward.

It was a great venue for many tables of women to enjoy meeting in person again and to hear the inspirational message of Susan Alberti, the guest speaker. The room was truly abuzz with conversations. On the oval we could see the BFC Women’s Development Team enjoy a great win. Susan Alberti has been a great advocate for women and was pleased to note women umpiring the match too. It was great to see a club have the opportunity for fundraising as it has been difficult for many.

I have been encouraged by the number of people who have responded with thoughts, questions and helping to build the scope for what is most important to people in our wonderful ward. Thank you.

I have also been attending many online events including the Australian Local Government Association national conference, MAV Gender Equality Act Implementation, Advanced Waste Processing webinar and Housing Key Workers in Australian Cities webinar. I was able to attend in person VLGA’s Leading the Agenda – Audit and Risk Committees. It is essential to keep informed within the local government sector. The 2021-2022 Budget was passed at Council and I am pleased with what we have been able to include to support our community. The second round of the Community Grants Program 2021/2022 will open for applications in August. If you need support to fund your activities within the community, please apply. With Victoria experiencing another lockdown recently, it continues to be a trying time for many.

Rooming houses – time for a strategy? Recently, many members of the community have contacted me about rooming houses in the municipality, especially applications to build new rooming houses. They have asked for a more refined approach on how applications should be considered. I believe that Council should develop a strategy on how to handle rooming house applications, in a similar way that student accommodation is handled. Advocacy – state and federal governments Many residents have told me that they are tired of local, state and federal governments working in different directions, and spending taxes and rates on different priorities. That’s why I agree with Council preparing a Partnership Opportunities package for presentation to other levels of government, so that together, all levels of government can achieve more for the community. Riding at night – bike paths In 2020, VicHealth and Monash University surveyed 4000 people across 37 local government areas to understand how confident people are with Cycling. The results for Whitehorse Council indicated that approximately 78% of people were interested in cycling but concerned about traffic, and would ride more if bikes were separated from cars. Whitehorse has many bike paths, however very few are lit at night, making it difficult to navigate. I’ve heard from residents that reflectors / lighting could be considered to make bike paths more useable at night. If you have a view on any of these matters, please contact me on my email.

The pavilion will include female friendly change rooms, multi-purpose room, fully functional kitchen, first aid room, public toilets, mixed gender umpires’ rooms and storage areas. While on track at the moment, the State Government COVID restrictions may impact the scheduled end of year completion date. There doesn’t seem to be much happening on the VicRoads Burwood Highway shared path I mentioned in my last column. This is scheduled to finish in September and while I am no expert on roadworks, they will need to get their skates on to finish on time. On Monday 28 June, Council voted 9/2 to consider and NOT accept the Department of Environment, Land, Water and Planning’s (DELWP) offer for Council to become Committee of Management for the Healesville Freeway Reserve (HFR). Instead, Council agreed to support a counter-offer to convert the Crown land to freehold land and transfer to Council for a nominal consideration, and that the total funds held in trust by the Department of Transport be simultaneously transferred to Council, and finally once the transfer has been completed, Council undertake a commitment to establishing and maintaining the HFR. At the same meeting, Council unanimously supported writing to the Minister for Planning seeking an amendment to restrict VicSmart applications for tree removals to no more than one per property/per calendar year. This is to stop one property submitting numerous VicSmart applications for the removal of multiple trees on one property. Until next time, take care.

Easy ride routes Council is forming a network of low-stress cycling routes across the municipality called Easy Ride Routes. The aim is to encourage more residents to hop on their bikes for short, local trips. There are many benefits to riding a bike for short trips, including getting outside and active and reducing urban air pollution and greenhouse gases. Six priority routes have been identified that are easy and safe to navigate. The routes use on-road bicycle line marking to encourage drivers to be aware of people on bikes and to help direct bicycle riders along routes that have low traffic volumes and speeds to make riding safer and more pleasant for everyone.

What are the different markings along the Easy Ride Routes? Current routes in action

Construction of the Easy Ride Routes began in May 2021. The East West 6 route was completed in June 2021. While routes East West 2 and East West 4 have been completed, the linemarking works, signage and civil works will be implemented during the 2021/2022 year.

This road marking is designed to encourage bike riders to move to the centre of a traffic lane and ‘claim the lane’. These are installed in locations where the road narrows due to a traffic treatment like a roundabout or traffic island. It’s important for a bike rider to ‘claim the lane’ to prevent a driver from overtaking where there isn’t enough room, which could cause the bike rider to be squeezed off the road.

Directional arrows This marking is a bicycle symbol with a left or right arrow, designed to indicate the route turns and help bike riders follow the Easy Ride Route. Bike reminder signs These markings remind drivers to watch out for bike riders along this section of road. They are placed near the centre of the road so they are not covered by parked cars or mistaken for a bike lane.

2021 Census The Census will take place on Tuesday 10 August 2021. Every five years, The Australian Bureau of Statistics (ABS) counts every person and home in Australia. Census data tells us about the economic, social and cultural make-up of the country and how we are changing. Households will start receiving Census instructions from early August. This year you can complete your Census as soon as you

receive your instructions, if you know who will be home on Census night. This is different to past years when you had to fill in your form on Census night. Yingtai “Tani” Liu recently started playing with the Sharks. Originally from Dongguan and speaking minimal English, Tani had never played football before joining the team.

“I played first game as an interchange a few weeks ago,” said Tani. “Although I have some way to go, the team has been so welcoming and supportive.”

For the past 10 years, Darrell Egan has worked hard to increase multicultural participation in Australian Rules football. He now has his sights set on making the Eley Park Sharks Football Club a hub where people from all walks of life feel welcome to enjoy this great sport. Darrell works in Community Engagement for the Eley Park Sharks, but he has always been involved in footy at the grassroots level. In 2011, he founded the Dongguan Blues – the first Chinese-Australian football competition team in China. “We worked with locals, adapting the sport to the culture and encouraging grassroots participation both on and off the field.” Darrell has since been determined to establish a relationship between the Dongguan Blues and a club in Australia. “I started getting interest from the Asian community following our work in Dongguan,

because our approach was focused on engagement, friendship and cultural exchange.” “We focused on clubs in the Victorian Amateur Football Association as they have a great social atmosphere and play for the love of the game.” Darrell struck up a sponsorship cooperation with the Eley Park Sharks through his business, Australian Education Encounters Pty Ltd, to initiate a coaching development program with the Dongguan Blues and encourage wider participation in football here in Australia. The club has plans to run immersion programs, host cultural events and perform community outreach. “We run activities where everyone can participate and learn from one another,” said Darrell. “It’s not just about footy – it’s about fun, friendship and engagement.”

Heritage Assistance Fund 2021/2022 Council is pleased to announce that applications for the annual Heritage Assistance Fund will open in August. Retaining the heritage character of homes and buildings across the City of Whitehorse is at the heart of the Heritage Assistance Fund. Owners and occupiers of eligible heritage properties may seek funding of up to $2000 to assist with projects which maintain, restore and enhance their property. Some examples of eligible projects include re-roofing, masonry works, window repairs, installing new guttering, and repairs to verandahs and facades.

“Communication is difficult, but it doesn’t affect how I interact with teammates during training,” said Tani. “Being immersed in training with English being spoken will help develop my language skills.” Darrell and the club hope that stories like Tani’s will encourage more people from the Asian community in Whitehorse to get involved, either on the field or as a social member. The club is keen to start working with community groups, schools, universities and more to reach out to people of all ages, genders and backgrounds. “Football promotes teamwork, communication, social networking and self-leadership skills,” said Tani. “These are important factors for a young person’s future and I encourage other immigrants to get involved.”

15 Pruning keeps trees clear of power lines Council manages tree pruning on public land to ensure a safe distances between trees and power lines. Cyclic street tree pruning for August will be undertaken in Nunawading. Annual streets (in multiple suburbs) will then be undertaken from mid September. Pruning is done in accordance with the Electric Safety (Electric Line Clearance) Regulations 2020 and also with Council’s Electric Line Clearance Management Plan. Kids Immunisations Council provides free vaccinations against infectious diseases for children aged from six weeks to 19 years old, as well as a limited range of vaccines for eligible adults in accordance with the National Immunisation Program Schedule. Il calcolo avverrà in maniera automatica e ci sarà la possibilità di cancellare e selezionare un altro metodo di pagamento.
