Community learns about Nunawading Community Hub
M
ore than 150 local people attended the Nunawading Community Hub Community Information Day at the former Nunawading Primary School site late last year. The event was a wonderful opportunity for local residents and other Whitehorse community members to learn more about the project and get to know many of the community groups moving into the hub when it opens in late 2019. Council’s project team and representatives from architectural firm Francis-Jones Morehen Thorp attended. Whitehorse Mayor Councillor Andrew Davenport and Councillors Prue Cutts, Ben Stennett and Bill Bennett were also on hand to explain the plans and design, discuss the project construction program and answer questions on the facility’s operation. Future tenants also set up information displays including the Nunawading & District Lapidary Club, Nunawading U3A, Whitehorse Arts Association and EACH Whitehorse Child, Youth and Family Services. The day was an opportunity for them to make new connections and let residents know about their programs and activities. Positive feedback Many of those attending had fond memories of the site, having been former students of the school or having sent their children there. Several mentioned that they were very pleased that Council took the initiative to purchase the site from the state government for the continued use and enjoyment of the community. Overall, feedback received from the community about the hub was extremely positive.

3-D Model on Display The 3-D model of the Nunawading Community Hub is now on display in the foyer of the Whitehorse Civic Centre, 379-397 Springvale Road, Nunawading.

Residents were happy about the integration of the hub with the adjoining Tunstall Park, preservation of the heritage school building and new community facilities such as barbecue areas, linked paths and landscaped areas. In particular, they were looking forward to the new learning and social opportunities the hub would create for the local community. Car Parking Car parking and the site entry off Esdale Street were an issue for some residents who were concerned about the potential impact from traffic. It was explained that VicRoads, as the road authority, determined the entry to the hub via Esdale Street as the safest option given the traffic flow and sight lines along the Springvale Road boundary. Council has worked closely with traffic engineers to determine the appropriate number of car parking spaces needed on site and to minimise any potential on-street parking in Esdale Street. Council’s annual awards program honours the outstanding efforts of people who live, work or volunteer in the municipality. Congratulations to all the winners.

Edgar Montgomery David Inglis (David)
Michaela Clare-Cover
David Inglis has dedicated himself to the local community for over 45 years and has held numerous and varied volunteer roles during that time.
Michaela receives her award for her academic achievements as a student at Koonung Secondary College where she completed year 12 last year. Michaela contributed positively to her school and the broader community through sporting and artistic achievements, and her volunteering and charitable endeavours.
He has been a member of the Wandinong Sanctuary Advisory Committee since 1974 and was treasurer until 2017. As part of the Wandinong Sanctuary, David joined the Blackburn and District Tree Preservation Society and is still an active member. David is a tireless attendee at monthly working bees and gives his personal time to watering plants in the warmer months. David was also previously a volunteer driver for the Eastern Transport Register, driving the Bendigo Bank Community Bus to pick up elderly residents and take them to different activities. He has also been involved in Neighbourhood Watch for more than 30 years and is currently a zone representative, attending monthly meetings and distributing newsletters to residents.
Eastern Gymnastics Club Eastern Gymnastics Club is the winner for the second year in a row of the Whitehorse Sports and Recreation Australia Day Trophy. The club is a not for profit organisation that provides recreational and competitive gymnastics programs for all ages and abilities. The club has continued its efforts this year to be truly inclusive, welcoming children and adults of all ages, abilities, gender, backgrounds and personal attributes.
In her role as Koonung Student Representative Council Captain, Michaela organised several fundraising events including World’s Greatest Shave Day, Hoodies for Homelessness and free dress day to raise funds to support youth education in Tanzania.
In addition to his volunteer activities, those who know him best say that David is a wonderful neighbour and supportive to his fellow community members. Congratulations David on being the Whitehorse Citizen of the Year for 2018!
Eastern Gymnastics Club has also been proactive in engaging with local schools to expand the range of services offered, including gymnastics and aerobics programs. The club has a warm and welcoming atmosphere, with one of its values being ‘A friendly and supportive club for all’.
Michaela was also a mentor captain, acting as a role model to younger students at Koonung Secondary College. Michaela immersed herself in a range of extracurricular activities including hockey, athletics, swimming, gymnastics, ballet, singing, piano, choir and school productions.
Community Achievement Awards David Knowles
Paulina Chong
Emeritus Professor David Knowles has been a member of The West of Elgar Residents Association for many years, making valuable contributions to the group's campaign on a number of major issues in the area.
Paulina arrived in Australia from Malaysia in 1989 and since that time has made a significant contribution to the Whitehorse community.
David has also been an active member of the Bennetswood Bowling Club since 2013, where he has dedicated many hours to securing the future of the club, as well as encouraging new members and acting as Board Secretary. David was also successful in applying for grants on behalf of the club to replace a roof and drove the purchase and installation of solar panels at the club.
Paulina has been an active member of U3A Nunawading since 2009, where she is currently on the committee of management and leads a number of classes. She has also organised Zumba dance performances for Whitehorse City Council and Seniors Week at Federation Square. Paulina has also been a member of the school council at Mitcham Primary School and Parkmore Primary School and has worked in their canteens and as part of their fundraising committees.

Cecily Falkingham Cecily has devoted her time to environmental sustainability and protection over many years. She has been an active member of a number of environmental committees and worked closely with local and state government on environmental projects. Cecily also leads nature walks of the Mullum Mullum Valley to help the public
understand the ecology of the area and appreciate how unique it is. She also continues to give her time to advise and consult state and local government on local conservation issues. Cecily’s extensive local knowledge and expertise as a naturalist are highly regarded at both a local level and more widely around the state.

CHINESE NEW YEAR SATURDAY 17 FEBRUARY, 11AM-11PM With 80,000 people in attendance each year, the Chinese New Year Festival in Box Hill is the biggest annual event in the City of Whitehorse. Central Box Hill will come alive this February with people, colour, movement and sound. The festival showcases music, singing and dancing from our local community, as well as games, rides, firecracker displays and market stalls selling souvenirs and delicious food. Each year, local residents come along in droves as do many visitors from across Melbourne. It’s a wonderful way to showcase Box Hill and all that it has to offer to regular and new visitors.
Council is committed to improving the safety, health and sustainability of our community, and walking and cycling are great ways to achieve this.
This event is organised by the Asian Business Association of Whitehorse with the support of Whitehorse City Council.

HARD WASTE ETIQUETTE • Wait until you have made a booking and been given a collection date and “booked” sticker before you place any items out on the kerbside. •W ait until the weekend before your assigned date to place items out on the kerbside. • Place the “booked” sticker clearly on one item in your hard waste pile facing the road. • Present your hard waste in a neat and compact pile so that it does not become an eyesore.
• Do not rummage through your neighbour's hard waste collection pile as this often leaves an unsightly mess across the nature strip. • Do not present more than three cubic metres of waste for collection, or any items that cannot be easily lifted by two people.
Whitehorse Councillor Tina Liu said that items collected as part of the hard waste service are either recycled (particularly metals and bundled branches) or sent to landfill.

Pre-schoolers are invited to explore the sounds of nature. How are these sounds made? Who makes them? Come along and listen to different sounds of the bush. The children will also explore how objects from the bush can make different sounds and music.
Public litter bins should never be used for domestic waste. Council provides three bin options for kerbside waste services as well as drop off services at the Whitehorse Recycling and Waste Centre. If you are frequently overfilling your bins and are tempted to illegally dump your rubbish in public litter bins, here are some tips for reducing your household waste: • reduce your waste by composting at home • increase the size of your rubbish collection service by upsizing or adding bins. Youth ConneXions is an information, support and referral centre based at Box Hill Central shopping centre, offering a comfortable and supportive environment. Friendly youth workers are available to help, answer questions or simply have a chat.

Professional tutors are on hand every Thursday during school terms at Box Hill Library as part of the Whitehorse Homework Support Program, Cruzin’ Study.

ouncil’s Think Local Buy Local program continues throughout 2018, shining a spotlight on the benefits of buying locally, such as improved job security and helping to maintain a sustainable, vibrant community.
This month we focus on Mitcham-based online business, Jacana Kids.
T
he exciting Boost program is back in 2018 with a series of workshops and seminars designed to assist, grow and boost your business.
Run by best friends Jacqui Di Benedetto and Ana Garcia, the business is now 18 months old and is “a unique online kids clothing label which raises money for organisations that support kids with disabilities and special needs”, Jacqui said. “We use kids’ drawings to design clothing which we sell online and at markets. We also hold workshops for kids where they design their own t-shirts and backpacks using non-toxic products on 100 per cent cotton ethically made products.

Businesses are encouraged to support the campaign by displaying a Think Local Buy Local sticker in a prominent location on their shopfront. Shoppers then have a visual reminder of the need to support local business.
BALCONY SAFETY
A
balcony collapse in Doncaster East late last year has highlighted the importance of the safe construction and maintenance of balconies.
Property owners are reminded that a building permit is required when undertaking any structural works, such as the construction of a balcony or deck. Once the building permit is obtained and the works are completed to the satisfaction of a building surveyor, it remains the property owner’s responsibility to ensure the balcony or deck is well maintained. Depending on construction material and location, balconies can be impacted by termites, wet-rot, loadings and other weathering effects. As a safety measure, property owners should conduct yearly maintenance checks, looking for any signs of damage or potential collapse. If you identify any problem areas, it is recommended that you stop using the balcony until the damage can be inspected and a maintenance plan developed by a qualified engineer or building surveyor. Some things that homeowners and tenants should look out for, include: •
Puddles of water at the base of posts or on the deck or balcony surface
•
Rotting or loose balustrades/handrails and loose or rusted brackets and bolts
•
Cracked concrete or signs of leaning and cracked or weak mortar, or dislodged brickwork/masonry
The Victorian Building Authority also recommends using a registered builder or a structural engineer to conduct maintenance checks and repairs to balconies and decks, including balustrades.
Before you entertain on a deck or balcony think about the reasonable number of people that the structure can support. The deck may not have been designed to accommodate larger groups of people or dynamic activities, such as dancing, which can impose a significant additional load. Before starting work on the project, builders should talk to the homeowners to understand how they intend to use the deck or balcony and whether they plan on placing heavy items such as pot plants, barbecues, large tables and furniture on the structure. This extra weight may require the size of the footings, supporting members or fixings to be increased.

I hope you all had a wonderful Christmas and New Year break. Responsible pet ownership For dog owners, our pet dogs are special members of our families. In hot weather do consider providing opportunities to keep your pets cool, especially on the very hot days. In off-lead areas, dogs still need to be managed by their owners so that they
socialise in a friendly manner and do not bother other people and pets. Last November, Council committed to discuss with Melbourne Water the potential use of retarding basin land for off-lead dog areas. Retarding basin land is a low lying area set aside to temporarily store stormwater during high rainfall. Masons Road retarding basin has been substantially re-vegetated by the community with further plantings planned. This is already an off-lead area for dogs and is an example of how retarding basin land can be used by the community. Blackburn Lake Visitors’ Centre Blackburn Lake Visitors’ Centre is not currently open to the public due to works in the display area. This is an exciting project which will support the community and the education program, which is highly
sought after by schools and community groups. The Visitors’ Centre should reopen around the end of May. Blackburn Lake is highly prized by our community. I encourage you to take a picnic with family or friends and enjoy a leisurely walk around Blackburn Lake and see the wonderful native vegetation and wildlife it offers.

Lending a hand at The Barn Along with Rotary MASH members, friends and Whitehorse Rotaracts, I had the pleasure of taking part in and assisting with the Christmas and New Year First Friday Dinner at The Barn in Box Hill. Organised by Rotary MASH, this monthly initiative aims to offer
additional meals for those in need in our community. It was great working alongside the Rotary volunteers to assist hands-on and provide an avenue where members of the community can convene in a friendly and welcoming environment for a healthy, Barn-prepped meal. Council Update At the December meeting, Council passed two motions on matters which relate to the Elgar Ward. Motion one included Council’s official position that it does not support Yarra Valley Water locating the proposed recycled water plant on Whitehorse-owned land. The second motion was in relation to the North East link – that Council does not support option A and is requesting more information from the North East Link
Authority regarding the project and its potential impact on Whitehorse. I have been receiving correspondence from Elgar Ward and Whitehorse residents regarding these two matters and I share similar concerns. As we tackle these issues moving forward, I will continue to work with our community so that our views are duly represented. Please feel free to get in touch. Celebrating the Year of the Dog Box Hill will once again come alive for the vibrant and colourful Chinese Lunar New Year celebrations to usher in the Year of the Dog on Saturday 17 February (11am11pm) in central Box Hill. Council budget In December, the Minister for Local Government announced the rate cap for the 2018/19 financial year to be 2.25 per cent. This rate will form the basis of our budget discussions which are well underway with Cr Bennett and myself nominating several capital works projects relative to the Morack Ward.
North East Link You would have heard of the North East Link Authority (NELA) and their proposal to more than double the width of the Eastern Freeway. I strongly encourage all residents to log onto www.northeastlink.vic.gov.au and analyse the effect this will have on Whitehorse. It is very disappointing the authority decided to go with Option A without holding any consultation sessions in Whitehorse. Last December, Council passed a motion to reject Option A and seek further information on the impact the project will have on open space and traffic within Whitehorse. Council will be closely monitoring this development including seeking information about impacts on traffic and on properties, including noise levels, and
other negative impacts we fear will be of concern to the surrounding Whitehorse community. Budget 2018/2019 The planning for the 2018/2019 Budget is underway. The good news is that the average rate increase has been capped at 2.25 per cent, however as properties are being re-valued this year, if you have experienced strong property prices, your rates may increase more than 2.25 per cent. On the other hand, if you have experienced weak property prices, your
rates may not increase at all. I see my role on Council as working hard towards the goal of having Council continue to provide quality services to our community. Chinese New Year The Asian Business Association of Whitehorse is hosting the Box Hill Chinese New Year Festival Celebration at Box Hill Mall. Central Box Hill will be filled with food, music and a spectacular traditional parade during the 12 hour event running from 11am-11pm on 17 February. Whitehorse City Council is proud to once again support the Asian Business Association of Whitehorse in this great event. Victoria Walks Walking is one of the main recreation activities undertaken by Whitehorse residents
in order to maintain a healthy lifestyle. Over the New Year period, I have undertaken a number of walks with my family, one of my favourites being Gardiners Creek trail which passes through much of Riversdale Ward. I found the Walking Maps website particularly useful in finding walks outside Whitehorse. The website is located at www.walkingmaps.com.au The website allows members of the public to provide details of walks. I encourage you to participate and document your favourite walks within Whitehorse.
Know your Council Website The Know Your Council website is an opportunity for you to access consistent information about the performance of Victorian councils. The latest information on Whitehorse’s performance was released in November 2017 and it was pleasing to see that Whitehorse provides many services at a lower cost than comparable councils, which is one of the reasons why Whitehorse has the second lowest rates within metropolitan Melbourne. Ward Forums You are invited to attend one of our community forums in February. Please come along on either Saturday 17 February or Monday 26 February. Both are being held in the Willis Room at the Civic Centre from 10am. This is an opportunity to hear from your Ward Councillors, and raise and discuss any local matters important to you.
Council has recently formally opposed the state government proposal to construct the North East Link Option A. Of the four options proposed by the government, this is the one that has drawn the most criticism from a number of councils in the eastern region including Banyule, Boroondara and Manningham. Council has met with representatives of the North East Link. It is my hope that Council will work with the community and other local councils who oppose option A to send the government a strong message. Option A will involve a freeway from the end of the M80 Ring Road South to the

Eastern Freeway at Bulleen Road. It will cause the number of lanes on the Eastern Freeway to double and therefore widen the corridor between Bulleen Road and Springvale Road. This widening will mean much more noise and pollution, which will affect thousands of residents along this corridor. The North East Link was designed for freight traffic, and the Eastern Freeway is not a suitable place for such traffic since it heads into the CBD. Please contact me if you would like to know how to join with Council to lobby against Option A. Hail Storm in December I would like to personally acknowledge the impact the December hail storm had on our local community. There was damage to property including cars and homes. After such a major event Council is also
impacted, contributing to a large cleanup program and we thank you for your patience while that occurred.

To perform this ancient ceremony, leaves from the balga (grass tree), wattle and other plants are smouldered on a small fire. hitehorse Artspace is a sublime gallery space within the Box Hill Town Hall. With free entry and an incredible line up of exhibitions in 2018, we encourage you to visit, pause for a while and discover the joy of art. Artspace showcases the exceptional talent of local and internationally renowned artists as well as the extensive City of Whitehorse Art Collection. A diverse program has been created for 2018 with seven main exhibitions throughout the year featuring paintings, photographs, ceramics, sculptures, textiles, etchings, linocuts, mono-prints, woodcuts and woodblock prints. The opening exhibition is on now until 3 March and is an exquisite display of Chinese brush paintings perfectly timed to coincide with Chinese New Year celebrations. Titled Echoes of Nature, this exhibition from Echo Wu features a beautiful collection of pieces reflecting the natural world. From 8 March to 28 April, an inspirational exhibition of art by women from the Whitehorse Art Collection will display significant works from
both local and international artists. A must see! Between 3 May to 2 June, visitors will be treated to a photography exhibition like no other. John Street is an award-winning photographer who is known for his unique method of ‘painting with light’. Free from negatives or transparencies, Street uses photosensitive paper and exposes his photographs to various light sources. The results are truly breathtaking.

ADULTS Basket Weaving Learn how to make traditional and contemporary coil-woven baskets. Play with different materials from locally sourced indigenous grass to recycled fabrics and wool. Botanical Dyeing Join us for a day of extracting colour from local plants, flowers and food scraps to dye fibres. You will learn how to identify suitable dye sources, get multiple colours from one plant, methods to preserve and set the dyes and how to work in a sustainable way in your environment.
Collographs and Collage Learn to make and prepare a collograph plate to produce your own original collograph prints. Study the principles and techniques of collage and have fun combining your collographs with other materials to create exciting and unique collaged works of art.
Chinese Brush Painting Learn the unique art of Chinese brush painting. Discover brush strokes and techniques using water, ink and colours on Xuan paper. Fridays 23 February – 2 March, 11am-2pm Cost: $130 / 2 weeks
The Art of Watercolour Explore watercolour painting techniques, including mixing colours, laying washes, glazing and incorporating mixed media. Materials list will be provided.
