This month, the annual Australian Local Government Association General Assembly will be attended by Whitehorse representatives.

Local government authorities from around Australia gather to share insights and advocate for the interests of our local and regional communities.

This year’s theme is ‘Our Communities, Our Future’ and it’s with this spirit and intent that we will be advocating for the interests of Whitehorse.

We’ll be looking for opportunities to partner with the Commonwealth on the delivery of infrastructure projects that will have an impact for many who live, work, play or travel through Whitehorse.

The assembly also presents a lens into what other councils are doing and how we can bring back great ideas to Whitehorse. Our Proposed Budget 2023/24 will be considered for adoption by Council later this month. I’d like to thank those who attended our information sessions at Box Hill Town Hall and the Nunawading Civic Centre.

Advocating for Whitehorse

New lights for Surrey Park Baseball Field

The Melbourne Baseball Club now has competition standard baseball field lighting installed at its ground at Surrey Park. The new lights will enable year-round access to the baseball diamond into the evening, allowing for more players to participate in the sport through training events and night games.

The Level Crossing Removal Project has been using the northwest part of Surrey Park as a location for its equipment and site offices during the Level Crossing Removal at Mont Albert. As a consequence, the Victorian Government authority was obliged to mitigate the impact on community sport and amenity. While the LXRP was willing to fund lighting at the baseball diamond up to the standard suitable for training, other stakeholders thought we could do better.

With top-up contributions from Melbourne Baseball Club and Melbourne Cricket Club, and Council providing in-kind support of project management, we were able to negotiate for competition grade lighting to be installed.

A constructive, creative approach, with good faith negotiations between the parties has resulted in a better outcome with much greater enduring benefits to the community. Council will continue to stand with the community to negotiate for the best possible outcomes.

Sportlink Opening

The new and improved Sportlink is officially open!

Sporting groups, clubs and players are enjoying the new facilities at Vermont South’s Sportlink with its $8.6m upgrade officially unveiled.

Construction on the project began in April 2022 and was completed in February 2023, and the new facilities became available in early March.

The redeveloped Sportlink was officially opened in a ceremony on 29 April by Whitehorse Mayor, Councillor Mark Lane, and attended by dignitaries including Michael Sukkar MP, Federal Member for Deakin.

The $8.6m redevelopment was jointly funded by Whitehorse City Council and $1.5m from the Federal Government’s Community Development Grants program.

The major highlight of this project has been the new roof constructed over the outdoor courts and spectator seating, transforming the space into an all-weather venue. The new courts, which have also been upgraded with an acrylic surface, can

accommodate a wide range of sports and activities from basketball, netball, skating and even roller sports. Along with the new roof and court surface upgrades, a gravel carpark between Livingstone Primary School and the centre has been sealed, along with some fresh landscaping around the venue.

The project also has a number of key environmentally sustainable elements, including the addition of 240 solar panels on Sportlink’s existing roof, rainwater harvesting, and improved drainage. Terrara Ward Councillor Raylene Carr, who has the centre in her ward, said she was delighted to see the expansion of Sportlink completed.

“This upgrade will make Sportlink an even more popular destination for sport in Whitehorse, and is a great example of Council’s continued efforts to provide more facilities for the whole community, and especially for women and girls,” Cr Carr said.

Train services have resumed between Box Hill and Camberwell railway stations following extensive level crossing removal works on the Belgrave and Lilydale lines.

The State Government’s Level Crossing Removal Project has removed the crossings on Mont Albert Road, Mont Albert and Union Road, Surrey Hills, with trains now running underneath both roads through a new rail trench.

The works involved permanently closing the Mont Albert and Surrey Hills railway stations, and building a new Union railway station with entrances at Montrose Street, Lorne Parade Reserve and Mont Albert Road. Council acknowledges the disruption and continues to advocate to the LXRP on behalf of residents and businesses, as the project will continue for many months.  Works will continue into spring on station car parks, open spaces, landscaping and other finishing touches, including the creation of a public plaza featuring restored buildings from the old Mont Albert railway station.

The completion date for the plaza will be confirmed by LXRP. Once completed, Council will take ownership of the refurbished old station building which is intended to become a destination within Mont Albert Village. The services to operate at the building will be announced in the near future.

Prepare for temporary closures as we upgrade Aqualink Box Hill

Council is forging ahead with the third and final stage of the retiling project at Aqualink Box Hill. This will ensure its facilities remain in good shape for years to come.

From Monday 26 June, we have scheduled the following works and these areas will be closed:

▪ Warm water pool, spa and sauna: Until Wednesday 5 July.

▪ Unisex / accessible change rooms in the warm water pool area: Until Friday 14 July.

▪ Group change rooms outside the warm water pool: Until Sunday 16 July.

▪ Indoor pool (25m pool, dive pool and learn to swim pool): Until Sunday 1 October.

Meet Michelle Eeles, one of Council’s community laws officers who is also a proud Whitehorse resident.

Michelle has been working in Council’s Community Safety department for six years and helps educate locals about the things they can and can’t do in line with local laws. Her role helps ensure Whitehorse remains a clean, comfortable and accessible part of Melbourne for everyone who lives here.

And Michelle is keen to emphasise that she and her fellow community laws officers aren’t focused on tracking down and penalising those who are caught doing the wrong thing.

“If I see someone in a park with a dog off a lead, I’m not there to give them a fine, I’m there to tell them it’s an on-lead park and they need to have their dog on a lead.

“I play a role in helping people establish good habits, and that makes the city safer and look better too.”

Michelle’s designated suburbs include Box Hill and Box Hill North and she monitors situations such as long grass, dumped rubbish and overhanging branches on trees near footpaths.

She said she enjoys being out and about in the community and working remotely through her laptop, along with occasional visits to the office.

“I do my whole job outside and I work in the field all the time… it suits me to a T.”

Strategic Planning projects update

Here’s the latest news on five of the most important projects planned for Whitehorse.

AMENDMENT C220 – IMPLEMENTING THE WHITEHORSE RESIDENTIAL CORRIDORS BUILT FORM STUDY

This involves setting development guidelines for land in the Residential Growth Zone along the Burwood Highway and Whitehorse Road corridors.

After receiving 16 submissions during public exhibition, Council asked State Planning Minister Sonya Kilkenny to appoint a planning panel, and a hearing was held on 4–5 May.

AMENDMENT C230 – 490-500 BURWOOD HIGHWAY, VERMONT SOUTH (FORMER ARRB SITE)

The amendment proposes to rezone the former ARRB site to a Residential Growth Zone. After 41 submissions were received, a panel hearing was held from 7–10 February 2023. The panel’s report was received on 16 March 2023 and will be considered at a future Council meeting.

AMENDMENT C241 – IMPLEMENTING THE WHITEHORSE DEVELOPMENT CONTRIBUTIONS PLAN (DCP)

The DCP proposes to apply to all land within Whitehorse, and 133 community and development infrastructure projects have been identified in the plan. The DCP proposes to collect $32.3m from new development toward the cost of these projects over 20 years. The State Planning Minister appointed an independent planning panel to consider the 14 submissions received on the amendment. While a formal hearing was not needed, the panel’s report has been received and will be considered at a future Council meeting.

AMENDMENT C245 – DRAFT MINISTERIAL AMENDMENT TO THE WHITEHORSE PLANNING SCHEME FOR BOX HILL CENTRAL NORTH PRECINCT

The owner of Box Hill Central, Vicinity Centres, applied to the State Planning Minister for an amendment to the Whitehorse Planning Scheme to approve a Specific Controls Overlay (SCO) for the Box Hill Central North precinct. The overlay has a proposed masterplan, which includes seven multi-level buildings ranging

BUILT ENVIRONMENT SHOWCASE AND EDUCATION PROGRAM

This initiative promotes and encourages the value of good design, creative thinking, innovation and sustainability in the built environment within the municipality. This year’s Built Environment Education Event was held on 2 May as part of Council’s Sustainability Week. It focused on passive house design and included a keynote speech from Gruen Eco Design founder Simone Schenkel.

Have your say now on East Burwood Reserve

Council’s East Burwood Reserve Masterplan is out for public consultation – and we want you to help us shape the future of this amazing precinct.

The proposed plan will guide the future use of the reserve for the next 15 years to meet the needs of our changing and growing community.

Many major projects are proposed in the Draft Masterplan. Some highlights include:

▪ a 2.5m wide shared pedestrian and bike path circuit

▪ a large scale play and communal space including BBQs, shelters and public toilets at the north-western corner of the reserve

▪ creating a new youth area including a pump track for BMX riders, multipurpose sports courts and skating facilities at the south-western part of the reserve

▪ a new fenced dog park, also nearby at the south-western part of the reserve

▪ progressively renewing and upgrading sports pavilions –of which shared use facilities will be explored to increase their use and benefits.

‘Fun Australian Musical’ hits Blackburn

Theatre lovers will be transported back to Brisbane in post WWII when The Sunshine Club lands in Whitehorse next month.

The production follows the story of Aboriginal solider Frank Doyle and was written by Noonuccal Nuugi man Wesley Enoch AM, with songs composed by John Rodgers.

Frank returns home from serving in WWII and discovers that while the world may have changed, the same attitudes and prejudices still exist at home.

Filled with a desire to change things for the better, Frank starts The Sunshine Club, a place where all people are welcome to come together, laugh, romance and dance, and he sets out to win the heart of the girl next door, Rose.

The Sunshine Club stars a cast of emerging talent including Trent Owers (pictured), who plays the role of travelling salesman Peter.

Owers said he was delighted to be reprising his character following a season in Brisbane during 2022, describing it as 100 per cent fun to play the ‘smarmy’ role.

Council congratulates the Whitehorse Youth Representative Committee (WYRC) on reaching a major milestone and celebrating its 21st year of operation this year.

The Committee was established in 2002 and provides a formal link between young people and Whitehorse City Council.

The musical covers themes of racism, mixed race relationships and discrimination.

“There is not a lot of original Australian theatre, about Australia, about First Nations people,” Owers said. “Come and see a fun Australian musical.”

The Sunshine Club is at One Community, Blackburn on 7 and 8 July, and is touring nationally with support of the Federal Government’s Australia Council.

It comprises a group of young volunteers aged 12–25 years that act as a voice for young people, advocating on their behalf to Council and to the wider community on important youth related issues.

Every year, WYRC members learn various training and leadership skills and deliver a diverse range of activities, events and projects.

The key objectives of the Committee are to develop a positive profile of young people in the community, consult with the broader youth population, report to Council on the aspirations of young people and to assist in the creation of new opportunities for young people to be involved in their community.

Moses shows us ‘The Scenery of Things’

A respected photographer from Melbourne’s east has taken photos of ordinary things in his neighbourhood and transformed them into striking artworks for this month’s feature exhibition at Whitehorse Artspace, Box Hill Town Hall.

Moses Tan has created more than 40 pieces for his exhibition ‘The Scenery Of Things’, which opens at Artspace on 3 June and continues until 1 July.

Moses was a longtime photography tutor at Box Hill Institute and science teacher at Vermont Secondary College, and has had a lifelong passion for photography.

During the COVID-19 pandemic, he began taking photos during walks near his Wantirna home of basic scenes such as cracks and water marks on a road bridge underpass, and the textures on a wooden bench. He then digitally edited the photos at home and reimagined them into new landscapes with different colours and gradients. The results are art pieces depicting scenes such as rain storms, flower petals in a pond, garden scenes and satellite images of the earth.

The exhibition provides an insight into his creative mind and shows how the most

basic scenes can be transformed into breathtaking pieces of art.

Moses said he hoped the exhibition inspired people to explore the potential of the images they capture and how they can be reimagined into something new.

“There is an image to be captured everywhere around you if you know where to look… you just have to be open to whatever’s there in front of you and what it possibly suggests,” he said.

‘Living Memorial’ created by Artist in Residence

The Box Hill Community Arts Centre hosts an active Artist in Residence program, supporting both emerging and established artists to develop their practice within a community setting.

This program aims to contribute to the rich cultural diversity within the City of Whitehorse by connecting the local community through art and promoting the centre as a leading Victorian arts facility.

Recently, the centre presented ‘Hero’, an exhibition showcasing the site-specific creative practice of its award-winning artist in residence, Marynes Avila.

This immersive exhibition intersected history, art and science and was the culmination of Avila’s three-year artist residency at Box Hill Community Arts Centre.

Hero’s visual narrative incorporated bronze sculpture, digital photographs on silk, embroidery and solid sculptures of pine needles, pen and ink drawing on paper, photo-micrographic video and soundscape.

Paying homage to the living ANZAC emblem, Avila’s heartfelt installation encapsulated the journey of the Lone Pine tree seeds collected from the site of the historic WW1 Battle of Lone Pine in Gallipoli. These seeds were collected by Private Thomas Keith McDowell and given to his aunt Emma Gray, who planted them. As one of these seedlings grew, it was transplanted to Wattle Park in Burwood 90 years ago. Today, this is the oldest surviving Lone Pine/Pinus Brutia in Australia.

Avila collected millions of pine needles from this tree, and used these to create her moving installation. Avila considers the tree as a living memorial, and this became the basis for her final Artist in Residency exhibition.

Make sure your house number is on display

Did you know that it is a legal requirement to have your house number visible from your street?

Council’s Local Laws team is reminding residents to make sure their house numbers are displayed either on their letterbox or elsewhere at the front of your home.

Under Council’s Community Laws 2014, the owner or occupier of land which has had a number allocated to it must mark their land with that number so that it is clearly visible from the front of the road.

Street numbers make it easier for an Uber driver to pick you up for your next ride, the postie to deliver your mail and online shopping to the right address, and for emergency services to respond to urgent situations.

As we see growth in sporting participation, this month I want to acknowledge the great growth that is occurring at Blackburn Tennis Club, in particular the number of junior teams.

I recently attended the Junior Winter Season Opener Fun Night and the room was buzzing with the excitement of junior players and their families. The club now has purchased equipment for racquet restringing and provide this service from their clubrooms. Head Coach, Andrew Caldwell, has received a grant from Tennis Victoria to support a trial for players with a disability. In May each year we celebrate our Sister City relationship with Matsudo in Japan with the planting of a tree in Whitehorse. This year we planted a Japanese Elm tree out the front of the Nunawading Community Hub to provide valuable shade.

The Boite held a world premiere concert at the Box Hill Community Art Centre, “Blue on Blue”. It included several instruments including the shakuhachi, flute and didgeridoo, shells and stones from beaches plus vocals and recordings of birdsongs. It was a very memorable concert. Telstra have placed signs on electricity poles at various locations advising they will be erecting 5G small cell towers. I have heard from several residents and Council is actively advocating in the interests of residents. Winter sport season is well underway and I wish all participants a fun and enjoyable season.

WOW! June already and winter is certainly upon us.

What a very busy time of year with the conclusion of the festival season, community group AGMs, ANZAC memorial events and of course the everyday happenings of Council. We hosted Sustainability Week in Whitehorse with many sessions on a variety of topics for our community to engage and discover what we can do to support sustainable living. The week began with a fascinating presentation by Matthew Evans (the Gourmet Farmer) and Adam Grubb (Very Edible Garden).

A very heartening visit to Crown Coaches to hear about their initiative to fuel their entire fleet through Viva Energy with Carbon Neutral Diesel, certified by Climate Active. Viva Energy has opted to purchase fully Australian carbon credits to support Australian carbon projects, to offset the diesel emissions. Well done to one of our premier businesses in Whitehorse.

It was also great to attend the Eastern Cricket Association presentation night and to see some of our Whitehorse clubs doing really well and picking up some flags. Matsudo Week is always a fun way to celebrate our Japanese community, and of course our Sister City relationship with the City of Matsudo. I was quizzed by students from Mabashi Elementary School on many things about Whitehorse. We concluded the week with the fabulous Japan Festival at the Box Hill Town Hall.

In May, we celebrated the anniversary of Whitehorse-Matsudo Sister City relationship, with a series of events and programs held across the municipality. As part of Green Tree Day, to mark this special occasion, I attended the live stream hosted by our Whitehorse Mayor Cr Lane with Mayor Hongoya and the students of the City of Matsudo.

It was great to have the Japan Festival back again at Box Hill Town Hall. The event showcased the very best of Japanese culture, traditions, arts and cuisine. Well done again to all those involved!

Community connection

I had the pleasure of attending a number of events recently, including the Launch of Village Well – Box Hill Community Hub. It was great to see members of Whitehorse Interfaith Network and other representatives from local community groups and organisations at the Launch. Supported by Suburban Rail Loop’s Community Projects Fund, Village Well - with its Opening Doors Social Inclusion Program - aims to invite the broader community to come together, support and connect with one another. Well done again to Eddie Chapman and Box Hill Baptist Church for kicking-off this wonderful initiative.

The new Sparks Reserve Upper Pavilion development, including improved site access and parking, recently opened and provides much-needed amenities for users. Our Lady of Sion’s Year 12 Mentor Breakfast was another highlight. As a former Sionian, it was great to be back, speak at the event and engage with current students.

New Park - Cumming St

On 21 May I attended the opening of Cumming St Park, built by the Suburban Rail Loop Authority to replace Sinnott St park, which was closed for the construction of the Burwood SRL Station.

In addition, a new BBQ area was installed at Lundgren Chain between Station St and Finch St, which will prove suitable for get-togethers in spring and summer.

Dog off-lead – Bennettswood Oval

On 20 May I attended the Wattle Park Amateur Football Club game at Bennettswood Oval to chat with spectators and club patrons about using the oval for a dog off-lead area when the football club is not playing or training. I heard the idea maximised the use of the ground for all users and was generally well accepted.

Matsudo Week

On 13 May I was also pleased to attend the Box Hill Community Arts Centre to witness the Boite presentation of the world premiere of ‘Blue on Blue’. This was Anne Norman’s response to a commission from the Peter and Susan Yates Foundation to incorporate the Shakuhachi to celebrate Victoria’s coast from Point Lonsdale to Apollo Bay. I also attended the annual Japan Festival at Box Hill Town Hall to see many Japanese traditional cultural activities.

I was pleased to go past Scott Grove and see the progress on the new park in Burwood, which opens next month. I look forward to using the adult fitness equipment installed in the park.

Congratulations to the Avenue Neighbourhood House for turning 40!

I was delighted to join in celebrations and attend their AGM. President Garry thanked Manager Melinda, and announced after more than a decade of service she was handing over the reins to new Manager Tyrene.

I also attended the Vermont South Neighbourhood House Community Lunch in May. Delicious food and always a pleasure spending a couple of hours chatting with members of the community. At the recent Visual Arts Advisory Committee meeting, it was an honour to pay tribute to Geoffrey Weeks for 40 years of valued service to this sub-committee. Geoffrey has been a treasured member during this time, and we thank him sincerely for his dedication and commitment.

At a recent Neighbourhood Watch meeting, Inspector Lisa Gilham warned thefts from carpark lock up cages were increasing, and suggested residents secure them with high tensile steel locks or at the very least conceal the contents with a sheet.

A recent visit to the construction site at Morack Golf revealed the pavilion was on track to be completed by October followed by another three months for the operator’s contractor to do their internal fit-out. Until next time.

Blackburn Square shopping centre update

I’m excited to see the progress with an important hub in my ward – the redevelopment of Blackburn Square Shopping Centre – on the corner of Springfield and Williams Roads. A key feature of the centre’s redevelopment is expected to be completed by the end of this month – and will include a new supermarket, fresh food outlets, a gym and more parking for shoppers. It will also be the new home for the Blackburn North Community Centre.

Train

services resume

It is great to see train services fully resume on the Belgrave and Lilydale lines following the level crossing works at Mont Albert and Surrey Hills. This means trains are again running unrestricted through Blackburn and Laburnum stations and will bring more foot traffic and commuters back to these precincts. As Council’s representative for the Whitehorse Business Group, I encourage you to go visit your local traders and show them your support if your shopping habits changed due to the works.

Parks and playgrounds

Open space is so important in our municipality, and I’m pleased that plenty of great walking tracks and playgrounds are available for all to enjoy in Cootamundra Ward.

Green Living Champion: Helen Rommelaar, Nunawading

In this new feature, Whitehorse News speaks with local residents who have embraced environmentallyfriendly lifestyles and practices, and invites them to give their tips on how you can do the same!

1. How did you start your green living journey?

In our youth, my brother and I were taken on frequent camping trips to the bush, where our parents introduced us to the wonders of nature. It stands to reason then that this Nature Appreciation Journey gradually evolved into a lifelong Green Living Journey. Because our family has never been financially affluent, we instinctively followed the 7 R’s system of Rethink-Refuse-Reduce-Re-chooseRepair-Reuse-Recycle, well before it became ‘a thing’.

2. What have you learned along the way and how did this influence your lifestyle?

These foundation years have led me to a lifestyle that is based around sustainability, simplicity and respecting our natural world. Living simply, I’ve learned, does not mean doing without or having less than others. I get a buzz from being frugal and hold back on buying excess stuff to fill the home.

I’m always trying to be mindful about respecting our environment and doing the right thing by it. As such I make time to compost, bake bread and make my own shampoo/conditioner, washing liquid and cleaning products. I have also set up a small veggie garden and reap much joy, and food, in tending it.

3. What are your three top tips for people starting out on their green living journey?

▪ Follow the Sustainable Living in Whitehorse Facebook page! And read books on reducing waste, recycling, downsizing and living simply, such as ‘Down To Earth’ by Rhonda Hetzel.

▪ Start your green living journey s-l-o-w-l-y. You might too easily fall back into old habits, if you feel overwhelmed, so focus on changing and becoming more sustainable, a few things at a time.

▪ When you are in need of some building material, try to avoid instinctively heading for the shops and buying. Instead, rummage around to see what you already have at home that will suffice just as well. It’s a great opportunity to be creative, prevents accumulating stuff and saves on the hip pocket.

Hop on a free bus tour to learn more about food and garden waste recycling

This month, you can join us on a free bus tour to our compost processing facility to learn what happens to the food and garden organics waste after we collect your lime-green lid FOGO bin.

This tour is organised as part of the Smarter Living Series and we’re offering the tour on 15 June, 20 July, 15 August and 12 September.

We have 12 Parkland Advisory Committees that work to protect and maintain our beautiful parks and reserves. Each committee runs local working bees, host Committee meetings and work with Council for the improvement of their local parkland. Getting involved with our committees and meeting like minded people offers fantastic social benefits too!

club’s big honour for Jim Burrowes

The Box Hill RSL Bowls Club has honoured one of its stalwarts after he reached a massive personal milestone.

Blackburn South’s Jim Burrowes, who turned 100 years old in March, was honoured for his outstanding contribution over the years when the club held the Jim Burrowes Perpetual Trophy day on 29 April.

Mr Burrowes joined the former Box Hill Bowls Club in the 1970s and won the Club Singles Championship in 1990.

The club merged with Box Hill RSL in the mid 2000s, and he continued to play pennant bowls, only stopping two years ago. Vice Chairperson Judy Smith said the club loves to see Jim when he occasionally visits, and his trophy is designed to recognise a rising star of the

World Elder Abuse Awareness Day – 15 June

club. Jim presented his trophy to its inaugural winner – Pam McCormack – as part of the celebrations, which also included a barbeque and some of his favourite tunes.

Outside of bowls, Mr Burrowes served in the Army during WWII as a Coastwatcher, and received a Medal of the Order of Australia in 1991 for his services to lifesaving.

On 17 May, Council celebrated IDAHOBIT – International Day Against Homophobia, Biphobia and Transphobia.

IDAHOBIT is a day to celebrate the diversity of our community and reflect on the history of stigma faced by LGBTQIA+ members. Our staff enjoyed tea, coffee and snacks whilst hearing from keynote speaker Daniel Witthaus on his journey challenging homophobia and working on LGBTQIA+ inclusion “one cuppa at a time”.

New rules for e-Scooters

Privately owned e-Scooters can now be legally used on low-speed roads and bike paths in Whitehorse under strict conditions.

The Department of Transport updated the rules surrounding privately owned e-Scooters on 5 April, and will monitor their use throughout Victoria over the next six months. You can legally ride your e-Scooter in Whitehorse under the following conditions:

▪ you only ride on shared-use bike paths and on roads with a speed limit of 60km/h or less

▪ you’re over 16 years and wearing a helmet

▪ you ride at a maximum speed of 20km/h or less

▪ your e-Scooter is capable of reaching a maximum speed of 25km/h or less.

As part of the new rules, riding on footpaths is banned due to concerns about public safety.

Riders will also face penalties if they are caught riding while under the influence of alcohol and drugs, using a mobile phone, or carrying a passenger on their e-Scooter.
