From late May, we’ve been reminded that the COVID-19 pandemic is not over. While we’re all impacted in different ways, everyone has a role to play in getting our community through as safely as possible. Playing our part We can all contribute by complying with restrictions and looking out for others in COVIDSafe ways. Another major contribution is through getting vaccinated. Vaccination protects us from serious illness and death, and protect our healthcare system and workers from being overwhelmed.

I’ve had my two doses of Astra Zeneca with no issues. All Victorians over 18 can now make an appointment and get a jab, and some Victorians from 12 and above are also eligible. Your GP or a qualified clinician at a vaccination hub can talk over the options and help you make informed vaccine decisions. Remember that two doses are better than one and immunity takes a few weeks to kick in – so the sooner you start, the sooner you’re protected. Get your vaccine information from reliable sources such as your GP or www.coronavirus.vic.gov.au/ vaccine or www.health.gov.au and book online or via 1800 675 398.

Whitehorse making waves at the Tokyo 2020 Olympics Whitehorse City Council was represented by four fantastic athletes at the Tokyo 2020 Olympic Games. With humble beginnings at our Aqualink Centres and local little athletics programs, these Olympians have been training hard and we are so proud of their efforts.

Brendon Smith Hailing from the Nunawading Swimming Club at Aqualink Nunawading, Brendon had a fantastic run at the Olympics. He brought home a bronze medal in the Men’s 400m Individual Medley. Brendan also achieved a new personal best and Commonwealth record in the heats with a time of 4:09.27. Brendon and his family have a long history with Nunawading Swimming Club. Brendon’s grandmother Margie Smith was one of the original swimming teachers when the club was established over 60 years ago, and his family have been long term supporters of the club. Brendon is the club’s first athlete to progress from the Learn to Swim program, to the swimming club where he trained as a high performance athlete, all the way to the 2020 Olympics. Image: www.vis.org.au

Matt Temple Matt Temple, also of Nunawading Swimming club, won two bronze medals following his outstanding efforts in the Men’s 4x100m Freestyle Relay and the Mixed 4x100 Medley Relay. In the Men’s Relay, Matt achieved a 48.07 PB split and split a sub-PB of 50.26 in the Mixed Relay. Matt started training at Aqualink Nunawading with the Nunawading Swimming Club in Year 12. His interest in swimming was waning and he had to decide whether he would stop or continue with the sport. He and his family decided to move from his small club in Greensborough to Nunawading. In Sporting News’ ‘Remember the Name’ podcast, Matt described this decision as one of his “best yet.” “Nunawading was about an hour from where I lived at the time. That was it... we moved everything over to that side of town and now we’re pretty much operating from that side of the town and I couldn’t have done it without them.” “It’s a big part of my career and that’s pretty much what’s got me this far.” Image: www.vis.org.au

Mubal Azzam Ibrahim Mubal (pictured far left) was born in the Maldives and came to Australia to complete his Year 12 studies. A member of the Maldives National Swim Team, Mubal has been training with Surrey Park Swimming at Aqualink Box Hill since 2018. Mubal had the honour of representing his birth country as one of the flag bearers for the Maldives at the opening ceremony. At the games, he competed in the Men’s 100m Freestyle Heat where he placed sixth. Image: www.facebook.com/OlympicMDV

Brooke Stratton Brooke represented Australia in the long jump at the Tokyo games, placing seventh in the women’s final. Brooke’s athletics career began at Nunawading Little Athletics Centre, where she won the under-9 state title in long jump. There began an illustrious career in the sport, including a personal best of 7.05 metres that broke the 14-year-old Australian record in 2016. Image: www.instagram.com/brookestratton

Working for Whitehorse Taking the pinch out of vaccinations Although the importance of vaccines is a hot topic at the moment, it’s nothing new for Alex Flintoff. Alex is an immunisation nurse and the Nurse in Charge at Whitehorse City Council. Alex and her team work hard to ensure Whitehorse residents of all ages are healthy and vaccinated. “Most days, we do vaccinations for kids who are 6 months to 4 years of age. We run 10 vaccination sessions per month and see between 35 and 50 clients in a 1.5 hour session,” said Alex. “A typical day involves preparing the vaccines for that session, vaccinating the children with a team of nurses, caring for the clients postvaccination and preparing for the next session.

The immunisation nurses at Whitehorse also serve 12 local schools and run yearly flu vaccination programs for eligible residents and Whitehorse staff. “I love working here, it’s a friendly environment and we have a great team that are committed to vaccination and making sure it all goes well,” said Alex. “Our nursing team are excellent, they’re all very experienced with a broad range of knowledge.”

In July, we asked our community to tell us how we could improve the distribution of Whitehorse News. Three quarters of our 262 survey respondents agreed with our plan to make the paper edition of Whitehorse News more readily available by displaying it outside supermarkets, libraries and civic outlets. Respondents agreed that this would decrease paper waste and improve access to paper copies of Whitehorse News. October 2021 will be the last month that Whitehorse News is distributed to letterboxes. From October 2021 to March 2022, we will start distributing:

“A lot of people, young or old, get stressed about having a needle, so we try and make it as fast and easy for them as possible,” she said.

When it comes to any anxieties you may have about any type of vaccination, Alex’s advice is simple: talk to the experts.

“Distraction is the best thing. For adults, we distract with conversation. For children, we might use bubbles, videos or colouring in books, for example, but with COVID restrictions we haven’t been able to use many of our usual techniques.”

“We’ve spent a lot of time making sure people have got the correct information.”

This has been one of the many challenges that COVID has brought upon Alex and her team. “Although Council doesn’t have a direct role in COVID vaccinations, the past year has been fairly intense as vaccines in general have never been under such a

Have your say on Sportlink redevelopment

Have your say

Council is inviting the community to have their say on the redevelopment of Sportlink in Vermont South.

During the program of works, there will be staged temporary closures to the outdoor courts, indoor facility and parts of the car park.

Sportlink is set to undergo an $8 million redevelopment that includes a new roof over the outdoor courts, upgraded court surfaces, LED lighting, basketball rings including associated line-marking on two of the outdoor courts, improved drainage, sealing the gravel car park adjacent to Livingstone Primary School, landscaping works, solar panels and fire services upgrades inside the facility.

The project is jointly funded with $6.57 million from Council and $1.5 million from the Commonwealth Government’s Community Development Grants program.

Deputy Mayor Cr Raylene Carr said the Sportlink redevelopment will help meet the needs of sporting and community groups now and into the future. “The redevelopment will transform the outdoor area, allowing netball and basketball to be played in all weather conditions. Upgraded playing surfaces will provide better traction. The new roof will also cover the existing spectator seating providing a sheltered area for people to watch competitions and matches.” Works are expected to start mid-2022 and finish late 2022.

Learn more at our information session at Sportlink on Thursday 9 September from 6.30pm – 7:30pm COVID safe requirements will apply when attending the in-person session at the facility. Bookings are essential for the information session. If lockdown restrictions are in place, then the in-person session will revert to an online session. To book, call 9262 6371. You can also book or have your say online at yoursay. whitehorse.vic.gov.au/sportlink Feedback is open until Friday 17 September 2021. Have your say on Council’s meeting schedule Council is seeking community feedback on proposed changes to its monthly council meeting cycle and governance rules. Currently, Council meetings are held once a month, with a delegated committee meeting also held monthly. It is proposed that the delegated committee meeting be replaced with a second Council meeting, to be held on 1st and 3rd Monday of the month (excluding January). We propose to introduce a public presentation segment to Council meetings, so community members can have their say on a range of topics. These proposed changes will simplify the Council meeting cycle, but also provide greater accessibility to council and enhance transparency. Council’s governance rules set out how meetings are conducted, including presentation of items, meeting structure and timing. With completion of the open double storey car park, the stage is set for the start of construction of the Whitehorse performing arts centre. Ahead of early works starting later this year, we asked George Huon, Principal Architect of BKK Architects (pictured) about what inspired the design and how it achieves Council’s vision for an accessible, flexible and contemporary venue for the

performances and functions.”

“This is a once-in-a-lifetime opportunity to design an enduring asset for the Whitehorse community,” George said.

“Much time has been invested to ensure that the interior spaces have a sense of texture and warmth. People loved the intimacy of the original building and we are extremely proud that the design has maintained this sense of intimacy.”

“Council wanted a new centre that would provide a range of opportunities for different arts, cultural, community and business uses. We feel we have designed a building that is genuinely flexible and can operate at different scales – from large theatrical events and festivals to community

“We love how the building will accommodate smaller humanscaled moments, places for people to meet, and then open up for some surprising ‘wow’

Credit Card fees – better spent on facilities and services Until now, Council has absorbed the bank surcharges incurred when our customers pay by credit card. The cost to Council has grown significantly and these funds could be better spent on facilities and services for our community.

How do I calculate the surcharge? The surcharge rate is based on actual costs as advised by Council’s bank and reviewed annually. In this case, the credit card surcharge is 0.60%.

We’re starting to pass on the bank fees to customers who pay by credit card. As a result, we expect to have an extra $200,000 to spend on facilities and services this financial year.

More information www.whitehorse.vic.gov.au/payment

The system will calculate the surcharge amount for you and you will have the option to cancel and select another payment method.

The surcharge will be progressively applied to a range of payments across Council services. Some services will remain exempt from this fee including Whitehorse Home and Community Care Services and Children’s Services Centres. Whitehorse City Council is divided into 11 single-councillor wards. Our Councillors have been elected to serve until October 2024. By Cr Andrew Munroe

Similarly to my column two months ago getting out and about in the ward has been limited in recent times.

COVID and Climate – equally important

In Whitehorse’s annual community satisfaction survey, it was pleasing to see even higher levels of approvals for “the appearance of public spaces”.

Cootamundra Ward residents can contact me directly or the Council’s customer service centre if you are experiencing difficulties at this time. Council also maintains detailed and up-to-date information on COVID restrictions and impacts to our facilities and services. In May I received my first AstraZeneca dose and in August my second. I had no issues following either jab and I would encourage all eligible residents to get vaccinated as soon as they can so we can open up and get back to our usual way of life. Whitehorse Business Group (WBG) Breakfast In July, in-between lockdowns, I was pleased to join a range of local business people for an economic update delivered by local MP and Assistant Treasurer, the Hon. Michael Sukkar. Mr Sukkar’s message on the economy was a most positive one with the Australian economy defying almost all of the negative predictions of just eighteen months ago. WBG is a very cost effective option for our local businesses to network to customers, other businesses and to access information and training that is likely to prove to be of great benefit.

Above: Cr Andrew Munroe and Community Bank Manager Peter Grierson.

The United Nation’s Intergovernmental Panel on Climate Change issued its latest report in August; www.ipcc.ch While global climate urgency has taken a back seat to pandemic response, global warming in excess of 2°C is still a stark threat in front of us all. Deep reductions in CO2 and other greenhouse gas emissions remain the only workable mitigation. Whitehorse is not a Council that has declared a ‘climate emergency’. I’m less focussed on whether we should and more focussed on our local climate action. This means electricity from renewables, solar capture, environmentally sustainable design, and much more – all towards net zero Council emissions. When I contribute in the Council Chamber, I am always voting as if climate emergency were declared. It will become normal that an environmentally responsible lens is applied to every piece of strategy, policy, planning and other decision making. Consider the two biggest shopping centres in Eley Ward. Burwood Brickworks has become the first retail centre anywhere to achieve the global Living Building Challenge certification. Burwood One has had further development (western end) approved by August Council, including things like Green Star design for energy and water, and diverting at least 80% of construction waste from landfill. Importantly, Whitehorse is one of 29 Councils currently in a collaborative research project aiming to further elevate environmentally sustainable targets for new development. While COVID continues to be the front seat disruption to our lives, here’s a shout out to Blackburn Clinic where I’ve now been fully vaccinated.

Thanks to your efforts, there has been a dramatic improvement in the tidiness of the streets in the Elgar Ward. High levels of Snap Send Solve use has enabled targeted education to households that didn’t understand the hard rubbish system. I thank Michelle from Community Laws for her educational work and the major supermarkets for trolley collections. Thank you to our parks and turf team that have enhanced the appearance and usefulness of our open spaces that have been widely enjoyed. Please do not hesitate to thank Reece, Rob, Timmy, John Boy, Shane and Jackie if you see them out and about. Our family recently endured 14 days of home quarantine, where our home effectively became a prison. This time spent in isolation confirmed my views and pride in our community: neighbours and friends from this area extended kindness, compassion and generosity to us, from baking cupcakes, walking our dog and delivering essentials to encouraging waves and words as they walked past our home. It occurs that no government can respond to individual needs in the same way that community and friends can. It’s a reminder that individual efforts and care for one another matters more than hoping that ‘government’ can solve our problems.

I have been fully vaccinated against COVID-19. In order to support our community and make vaccinations accessible, Eastern Health vaccination clinic has opened up at Box Hill Town Hall.

Wattle Day 2021

Welcome to Spring! Hopefully some better weather and relaxed restrictions will be on the way.

Bookings are essential and can be made by calling the vaccine hotline on 1800 675 398. Locally, you can also book an appointment to get vaccinated at some GPs and pharmacies.

September 1 marks Wattle Day, which was proclaimed in 1992 by the then Governor General of Australia just four years after the previous Governor-General proclaimed the Golden Wattle as Australia’s floral emblem in 1988. The wattles at Yarran Dheran Mitcham are spectacular at this time of year.

To check your eligibility, find out where you can get the vaccine, or to book an appointment, visit www.coronavirus.vic.gov.au/book-yourvaccine-appointment . The latest Surrey Hills and Mont Albert LXRP designs were released on Monday 16 August by the State Government. Council and the community have had a win with the inclusion of a wider deck at Hamilton Street to accommodate the heritage Mont Albert Station Building and a plaza connecting Hamilton St with Beresford St. The first significant tree was removed at Lorne Parade Reserve also on 16 August with major tree loss planned for this the only local park and all along Lorne Parade. The community and Council will continue to strongly advocate for the best outcome for our shopping villages and community. Early works are starting now with major works commencing in 2022. To view the updated designs, and stay informed on the project, visit levelcrossings.vic.gov.au/media/news/ design-enhancements-unveiled-for-surreyhills-and-mont-albert During this challenging time we encourage you to support local businesses but to be mindful to social distance and wear your face mask correctly (Unless you have a medical exemption). We all want to see everyone safe and put this virus and all lockdowns behind us, get back to some sense of normal life. Please do the right thing!

Britannia Mall Update Works at Britannia Mall are due to conclude soon. I want to thank residents and traders for your patience during this time. The work includes installation of a new pavement and street furniture, improved lighting and greening of the garden beds under the trees which line the mall. I believe the new look will enhance the mall as a destination in the heart of Mitcham, a more attractive and welcoming place to enjoy. Whitehorse Historical Society I attended the 56th Annual General Meeting of the Whitehorse Historical Society on Zoom in August. I would like to congratulate the excellent work of the committee in the past 12 months and commend the incoming committee for their work in advance for the 2021/22 year. During the meeting the new paths at Schwerkolt Cottage were discussed, as well as the annual Heritage Week events. This year subject to COVID restrictions you can book a tour of the Schwerkolt Cottage and Museum during Heritage Week – check Council’s website for details.

It has been a particularly hard time for all Melburnians these past few weeks. Thank you to our community for doing the right thing, and helping to keep everyone safe. Stay strong! We have done this before, we can do it again, but I know it is hard. Please reach out if I can help in any way. We are lucky in Simpson Ward to be surrounded by beautiful parks and gardens. I recently went walking with my border collie Buddy to Campbell’s Croft in Vermont. It is a place like no other around these parts, with a magnificent English countryside feel with deciduous oaks, elms and silver birches. There is a daffodil meadow which is an absolute delight. I highly recommend you pay a visit if you haven’t been already. In happier and more carefree times earlier this year, I was delighted to spend time with the Senior Women’s team at Vermont Football Club. As the only senior women’s football team in my ward, I am keen to see their progress and success into the future! In capital works news, we have a number of projects in the pipeline – new playgrounds in Vermont at Scott Street and Culbara Drive, and another at Berry Avenue in Mitcham. The new multipurpose nets at Vermont Reserve are progressing well and should be completed in time for the cricket season. Exciting! Please take care and stay safe!

20-Minute Neighbourhoods – Think Local Buy Local

Whitehorse Business Grants

Have you ever thought about the concept of a 20-minute neighbourhood? 20-minute neighbourhoods are a strategic planning approach to creating resilient, sustainable, vibrant communities. The concept centres around ‘living locally’ – allowing residents to meet most of their daily needs within 800 metres or a 20 minute return walk from home. These connected and walkable places are where people can live, work and play; buy their groceries, work from home or

local business, access services and meet their neighbours at the central gathering places. Whitehorse is fortunate to be peppered with many walkable precincts, native parkland and community hubs. Most are linked by green cycle trails and a quality public transport system. As we all hope to leave our homes more after a winter hibernation (and lock-downs), check out your own 20 minute neighbourhood.

Your shopping decisions count. Think local and buy local to support the local traders and create this reality in your community.

Garage Sale Trail 2021 – Pre-register now and win!

Composting made easy Council has joined the Compost Revolution to provide discounted prices that will help more businesses, community groups and schools to compost. The Compost Revolution makes it easy to turn food scraps into rich soil and fertiliser at home, reducing landfill and greenhouse gas emissions. This award-winning platform inspires, educates and equips users with educational materials and tools to help recover food waste at home.

The website has a range of online tutorials on different composting systems and an integrated ordering system that allows you to have your choice of composting gear delivered straight to your door. About half of what the average Australian household throws out is compostable organic material, so using home composting systems significantly reduces waste sent to landfill. It also reduces the impact on climate change because food waste releases harmful greenhouse gases as it breaks down in landfill. More information www.compostrevolution.com.au

Preserving Whitehorse’s history with the 2021/2022 Heritage Assistance Fund The 2021/22 round of Heritage Assistance Funding opened on Wednesday 18 August 2021 and will close on Wednesday 22 September 2021. Now in its 16th year, the fund aims to provide funding support to individuals, community groups and organisations in their endeavours to maintain items of heritage significance in the City of Whitehorse. The new and improved Garage Sale Trail will be hosted over two weekends on 13-14 and 20-21 November. Participate by hosting or shopping at a garage sale at home or online to divert valuable resources from landfill and make or save some money in the process. We encourage you to pre-register to shop or host a garage sale this year. Register by 1 October 2021 to go in the running to win one of three prizes: ■ 1st prize – Restaurant voucher and large merchandise pack ■ 2nd prize – Aqualink voucher and medium merchandise pack ■ 3rd prize – Strathdon House and Orchard voucher and small merchandise pack Whether you’re a household, community group, street, school or local business, anyone can join and participation is free. In 2019, over 400,000 Australians got involved at 18,000 garage sales across the nation. These efforts resulted in over 3,200 tonnes of potential waste being diverted from landfill. Get involved now to shop and sell sustainably, make or save money, and support local. More information www.garagesaletrail.com.au

Caring for the Community Improving playgrounds in Whitehorse and beyond Since early 2020, Whitehorse City Council has been part of the Rotary Overseas Recycled Playground (RORP) program that is brightening the lives of children around the globe. The program gives life to public playground equipment from play spaces that are being renewed as part of Council’s play space renewal program and repurposes them for use in less privileged countries. Council agreed to join the program with Rotary Flemington-Kensington in January 2020 and now works in partnership with Rotary Nunawading to facilitate it. “The program started with sending a single playground to a girls’ home in Sri Lanka about five years ago,” said Bob Allardice

from Rotary Nunawading, who leads one of the three collaborative groups in Victoria who operate the program. “We learned that many perfectly sound playgrounds end up as scrap or landfill when replaced. That’s where the RORP story began.” Council renews play spaces to ensure they are compliant with current Australian standards. Much of this play equipment is still safe to use, so the RORP program repurposes this equipment for reuse overseas where standards differ. Rotary groups here liaise with those overseas to send over playground equipment to be repurposed. Since joining the program, Whitehorse has donated equipment from 10 different playgrounds for reuse overseas. Two playgrounds have already been installed in Sri Lanka using equipment from Feiglin Park in Nunawading and Charlton Street Reserve in Blackburn North. Five more playgrounds are currently in transit to Sri Lanka and one is in transit to Timor-Leste. The impact of Council’s contributions to the RORP program to these communities has been life-changing.

“It is an understatement to say it has been seen as a gift from heaven,” said Bob. “The opening of many of the repurposed playgrounds has featured on the evening news in Colombo. The smiles on the children’s faces have to be seen to be believed.” “The children in Sri Lanka now have somewhere to play and explore that would not otherwise be available – think bare ground and not much else.” “Whitehorse Council and its residents get to see their investment in their children’s playground extended to children overseas. We’re also helping the environment by saving playgrounds from going to the tip.” Council is excited to keep working with Rotary Nunawading to continue improving and empowering our community as well as those around the world. “Rotary is all about making a difference in the world and changing lives,” said Bob. “Through RORP, Whitehorse has directly made a huge difference to the lives of children they will probably never meet.”

2021 Victorian Seniors Festival Reimagined The Whitehorse Seniors Festival is part of the Victorian Seniors Festival, which is hosting radio broadcasts and online programming until October when live events will resume. For details, visit www.seniorsonline.vic.gov.au/ festivalsandawards Tackling Ageism Together Council has joined forces with six other eastern Melbourne councils to tackle ageism across the region. Ageism is stereotyping, discrimination and mistreatment based solely on a person’s age. When it is aimed at older people, ageism comes from negative attitudes and beliefs about what it means to be older. Ageism affects people’s selfconfidence, quality of life, job prospects and health. To find out more about ageism and how you can support Council’s Ageism campaign visit www.whitehorse.vic.gov.au/ ageism
