You’ll be transported in a time capsule to discover the story of early transport in Whitehorse from carting orchard fruit to the markets, to Box Hill having the first electric tram in the Southern Hemisphere in the late 1800s. What you will not see is electric vehicles or charging stations but learn about the technology behind more sophisticated transport with the Victorian Tunnelling Centre tour. I encourage you to get involved.

Congratulations to the many community groups and individuals who received a 2023 Community Grant. The opportunities you provide for meaningful social connection and support is extremely important helping make Whitehorse a great place to live, work, play and study. With community at the heart of everything we do, results from the 2023 Local Government Community Satisfaction survey indicate Whitehorse performed better than the overall state average. While satisfactory, the survey identified key areas of improvement. Council will use these results to inform future service delivery planning and implementation.

With spring in the air, I encourage you to book a free HomeCycle collection – so get rid of your clutter and help those doing it tough. Since January we’ve collected more than 45,000 kgs of household items with 70 per cent being rehomed to communities that need them the most. Find out more on page 13.

Advocating for Whitehorse:

It is important for Council to advocate for our local community’s needs throughout the development of major transport projects to ensure they are supported by well designed, quality areas that complement the locality, and are used by the community for years to come.

Council’s advocacy throughout the LXRP project has seen a lot of deliverables that otherwise may not have been delivered. This has included:

▪ A new plaza space instead of a bridge crossing delivered at Mont Albert Village, showcasing local and loved heritage pieces within it.

▪ The relocation of the old Mont Albert station building, externally refurbished and located onto the plaza.

▪ Lorne Parade Reserve redesigned with a new play space, open space and significant planting works that stemmed from community demand.

▪ The creation of the pick-up and drop off area (off Mont Albert Road) linking to the station concourse access.

▪ An additional 470+ street and open space trees being delivered for our municipality.

▪ Council also received funding to construct flood lights at the Surrey Park baseball diamond, north-east oval.

Announcing our Community Grant recipients

Council congratulates the 101 community groups who were successful in their applications for the 2023 Community Grants program.

Applicants were awarded grants of up to $10,000 in 12 categories, while others recieved discounted support such as free tipping at Council’s Waste and Recycling Centre.

Council has proudly allocated more than $187,400 in funding and support through this year’s program. Applications for next year’s program will open in February 2024.

More off-lead dog areas open in Whitehorse

There are even more places in Whitehorse to take your dog for some exercise – with 10 newly-declared offlead dog areas now available for owners and their four-legged friends to enjoy!

Councillors approved the creation of the new spaces at their meeting on 24 July, following a review which began in February 2023. It involved a one-month community consultation period which attracted more than 1250 responses. We reviewed the feedback and recommended a change to allow dogs off-lead in parts of the following parks, reserves and open space areas from 1 September:

▪ Have the dog under control and can prevent it behaving in a manner which threatens or causes a nuisance to any person or animal.

▪ Carry a leash, chain, cord or similar for the dog, not exceeding 1.5m in length.

▪ Stay within 25m of their dog and maintain a clear unobstructed view of the dog at all times.

▪ Can ensure the dog will immediately return to them upon command.

Sparks Ward Councillor Tina Liu, who loves hiking with her dog, said the new off-lead areas would greatly benefit residents, visitors and their four-legged friends.

“For pet owners who can responsibly manage their dogs, this opens up many new options for them to exercise and enjoy these fantastic open spaces in our city together,” she said.

“Locals can be confident Council Officers will assist all users to follow our off-lead dog rules, and our parks team will continue to maintain these spaces in the fantastic conditions which they expect.”

As part of the approved actions, 14 premium sports grounds in Whitehorse were declared areas where dogs are not allowed.

Meet Bruce Will, a lifelong Whitehorse resident who fills his retirement days helping the community in not one, but two roles for Council.

Bruce, 76, ran his own plumbing business for more than 40 years and found himself looking for things to do after he retired.

He saw an advertisement in the former Whitehorse Leader newspaper eight years ago and applied to be a school crossing supervisor with Council. In his role, he helps young students cross the road safely as they arrive and leave school.

Bruce has become a familiar face for Vermont Secondary College students, assisting at the crossing on Boronia Road near the school from Monday to Friday in the mornings and afternoons.

Working for Whitehorse

“I enjoy it because you get to know the kids,” he said. “I’ve been going there now for six to seven years, so I’ve seen some of the children grow from grade six right out to leaving school.”

On at least two days every month, Bruce has a jam-packed day, as he also works as a Whitehorse News delivery driver in between his crossing supervisor shifts. He teams up with fellow drivers to drop off the latest issue of this publication to retirement villages, shopping centres and other distribution points.

Bruce recommends working as a school crossing supervisor to people of all ages, saying a handful of university students are also part of the team.

He also recommends retirees consider parttime or casual roles with Council if they are keen to give back to the community and stay busy during retirement.

“It keeps you active in the community –I’m not just sitting at home retired, I’m getting out and doing things for the community and the city, and it feels great being a part of it.”

Final touches being added to The Round

Construction of Whitehorse’s new performing arts centreThe Round - is in its final stages as staff put the finishing touches on this landmark venue for our community.

Our team has been working tirelessly to ensure the state-of-theart facility is ready to welcome our community home, with the first performances to grace the stage later this month.

The Round’s technical team is deep into a commissioning period, thoroughly testing and fine tuning all equipment to ensure a premier audience experience.

Meanwhile, our front-of-house and box office staff are getting ready to deliver a warm, welcoming service and a friendly face for all visitors. Mark your calendars for the debut public performance at The Round with the extraordinary Death of a Salesman, opening on Friday 15 September.

The Round will officially launch on Friday 13 October with our Opening Night concert, headlined by Lucy Durack and Gary Pinto. All ticketholders get to walk the red carpet and attend a special post-show cocktail party.

Older people speak up

We invite you to join the growing number of older people sharing their views about what’s important to them as they age.

Through our Positive Ageing survey, we’re hearing older people’s key priorities include:

▪ well-maintained footpaths and parks

▪ diverse employment opportunities

▪ disability-friendly transport

▪ accessible health services

▪ opportunities to socialise or volunteer.

We still need your feedback to help expand our Positive Ageing service. The service will ensure Council programs and facilities are developed with the priorities, interests and needs of older residents in mind.

We encourage people aged 55+ years to join the conversation. Your experiences and suggestions can shape our community into a more inclusive and vibrant place for our older residents.

Results from 2023 Community Satisfaction Survey

Whitehorse City Council has achieved satisfactory results in the 2023 Local Government Community Satisfaction Survey, which has also identified areas for further improvement to meet the needs and expectations of our community.

The survey was conducted by an independent market research organisation between January and March on behalf of the Victorian Government. Five hundred Whitehorse residents were randomly selected to share their views on Council’s performance over the past 12 months.

Whitehorse achieved an overall rating of 66 points, higher than the state average of 56. We also scored a rating of 60 points in terms of ‘value for money’ compared to the state average of 49.

The survey results also showed Whitehorse performed better than some Melbourne metropolitan councils and the state average in areas including waste management, appearance of public areas and sealed local roads.

Despite this positive feedback, the survey results identified key improvement areas for Whitehorse including planning and building permits, consultation and engagement, and community decisions made in the interest of the community. Council will use these results to continually improve our performance in these areas, and to inform future service delivery planning and implementation.

Council notes overall performance across the local government sector has fallen in the eyes of some community members. Whitehorse Council continues to review its performance against community expectations having regard to all feedback across all customer service channels.

At the recent Australian Local Government Assembly delegates in attendance were privileged to be addressed by Ukraine’s Ambassador to Australia, Vasyl Myroshnychenko.

The Ambassador, who only a few weeks before had returned from Ukraine, spoke about the challenges ahead, but underlined the resilience his country continued to exhibit in the face a most hostile invasion of his country. He also thanked the Australian people and the government for the significant support provided to date. The sentiment of local government representatives across the country was clearly a desire for the hostilities to end and for the Ukrainian people to be able to get on with their lives.

A number of years ago Whitehorse replaced the outdated Mayoral Ball with an annual Mayoral Community Dinner. Held recently at Box Hill Town Hall, the 2023 dinner brought together a diverse range of groups from across the municipality to celebrate their achievements, but also give them an opportunity to learn about Council’s wider activities and chance to meet Council’s leadership teams. This year I was please to host representatives from the Blackburn Bowls Club, Bellbird Residents Association, Laburnum Guides, Wandinong Sanctuary, and Blackburn North Cricket and Nunawading Lions Football Clubs.

Opportunity abounding in Eley

The rooftop at Burwood Brickworks has come back to life through the well supported tenancy of Cultivating Community. Until the end of 2023, Cultivating Community is hosting free one-hour workshops at the rooftop farm, running Thursdays from 2pm – on 14 September, 5 and 19 October, 9 and 16 November, and 7 and 14 December. You do need to register (via https://www.burwoodbrickworks. shopping/). This is one thread of many activities that the rooftop farm is trialling. It is a highly inclusive space. Many of the crops already being grown reflect the culinary interests of the surrounding, predominantly Mandarin speaking, community at Brickworks.

We also have some enthusiastic local residents exploring the possibility of a new Friends of Wurundjeri Walk group. September is the right time to consider if you’d like to express interest in joining in and supporting this vital stretch of bushland. You can contact enviro.volunteering@ whitehorse.vic.gov.au to be connected up with others involved.

Playground and open space renewal continues across Eley. Some winter activity has been the upgrade of Branksome Grove playspace and of the Fulton Road playspace (pictured) which is in the Wurundjeri Walk corridor. Plans are also being rolled out soon for sympathetic planting around the Eley Park half court installation. The creation of shade and screening vegetation is an important component of the whole picture of new installations in our open spaces.

One of my great joys is walking our dog ‘Paddy’ through Box Hill Gardens.

There is always so much to see! People meditating, Tai Chi, table tennis, others walking (some for fun some to work), picnics, playground adventures, BBQ’s, basketball, people snoozing on the grass, even people playing music! It is a treasured space and its use grows every year.

Infrastructure Victoria’s recent study (Measuring Home price Differences) discussed what locals in Elgar know, that housing values are positively influenced by proximity (within 1.6km) to infrastructure. Your house is worth more when near (and most of us are) a major activity centre (4.2%) Train station 2.2% Hospital 1.2% Tram stop 1.3% Secondary school .08%. I am committed to protecting and improving your home value by ensuring the areas always improves as a place to live. With average home values soaring above $1.2 million it is good news for those that purchased in the area 20+ years ago, it is a major challenge for those seeking to make Elgar ‘home’. Sadly, the Infrastructure Victoria study made no mention of the importance of great parks and public open spaces! It is an extraordinary omission! Great parks and open spaces are one the keys to ensuring a high standard of living for those in more affordable housing supply options include multi-unit developments and modern high amenity apartments. I promise I will never stop working to expanding and improving our parks and open spaces so we can all enjoy the highest standard of living.

Australia Post closures

It has been disappointing that Australia Post made the decision to close the post office recently at Box Hill and Mitcham. I believe it’s time for the federal government to review the arrangements they have with Australia Post to ensure everyone has access to this essential service.

The Round - update

Our new performing arts centre, The Round is almost ready for opening night! It’s been amazing to see it rise from the ground, and when completed it will be the jewel in the crown of arts and culture of not only Whitehorse but the whole of the Eastern suburbs. I was honoured to attend a few events on behalf of the Mayor.

I opened The Source Business Centre in Box Hill for recent Chinese migrants, and helped launch the new Whitehorse Meals On Wheels service. The new service provider has transitioned seamlessly maintaining its local volunteer base, and is funded by the Commonwealth Government to provide 85,000 meals annually to our 300 most vulnerable residents.

I also welcomed Ros Spence MP, Minister of Community Sport, to Vermont Recreation Reserve where she announced a $750,000 grant for more female friendly facilities to include lighting and change room upgrades. Whitehorse’s $212 million adopted budget for 2023/24 included these exciting developments affecting Simpson Ward:

▪ $1.38 million - sports field upgrade at Vermont Recreation Reserve

▪ $200,000 - reconstruction of Bellbird Dell North pedestrian boardwalk

▪ $131,000 - design stage of change room upgrade at Vermont Recreation Reserve pavilion

▪ 120,000 - drainage upgrade for Glenburnie Road

▪ $25,000 - fence upgrade at Bellbird Dell

▪ $25,000 - cricket wicket renewal at Heatherdale Reserve.

Here’s KRin’s top three tips for things you can incorporate into your life to improve the environment, without costing the earth!

Plant out your nature strip

“About 30 years ago I decided to plant out my nature strip. The planting has developed from cottage garden style to more Indigenous plants. The local Indigenous plant nurseries (Bungalook and Greenlink) have been a wonderful source of plants and you can’t really beat $2 tube stock.”

Break the fast-fashion cycle

“There are so many wonderful places and markets to buy good quality secondhand clothes. For the more voluptuous lady, the A+ market at Coburg Town Hall is a must visit, at least once every three months. The ‘Round She Goes’ market, for ladies of all sizes, is also held there. And keep an eye out for clothes swaps, they are so much fun, as are children and baby clothes markets which pop up from time to time. Just do a search on the internet.”

Use new services for hard-to-get-rid-of stuff

“For the more difficult to recycle items, groups and businesses are popping up to fill the need. I use Banish to recycle pill packets. Terracycle recycles a heap of different items. Some dentists have the toothpaste tube recycling boxes. Some Council waste and recycling centres allow you to recycle electronics, including Whitehorse’s facility in Vermont South. Check the website for more details.”

Maintain your property from fire risk

Whitehorse residents are reminded to ensure they have a regular maintenance program for their property, and to remove any long grass and other potential fire hazards.

With spring arriving, Council Officers are beginning to inspect properties in the City of Whitehorse for fire hazards. They will issue prevention notices to landowners if they believe there are identified risks. If the fire hazard is not removed within the timeframe on the notice, infringement notices and further penalties may arise.

Grass should be cut and maintained to a height of no more than 20cm. Other potential fire hazards include stored dry grass, dry tree branches and dry or dead vegetation.

Council Officers are happy to discuss suitable maintenance programs with property owners or any fire prevention issues. Landowners can find contractors to assist them with any required maintenance through an online search, local newspapers or the Yellow Pages.

The ‘best program ever’ to recycle your unwanted goods

Burwood East’s Susan Tan was blown away by the service provided through Council’s free HomeCycle service, a feel-good alternative to putting your items in hard rubbish.

Susan discovered HomeCycle when she was preparing to revamp her lounge and kitchen and needed to get rid of some hardly used items.

HomeCycle collects preloved clothing, bikes, furniture and household items and donates them to local charities to be reused and repurposed.

Susan said the team came and collected her items from her door and every part of the process was “stress free and manageable”. She said it was a “wonderful” way to stop her much-loved hi-fi system and tv entertainment unit from ending up in landfill.

“To me that was just wasteful and didn’t make sense as they were in pristine condition and could be of use to

someone who needed these items but could not afford them,” Susan said. HomeCycle is one way you can support those doing it tough and reduce the impact on the environment. More than 70 per cent of items collected in Whitehorse since January have been kept out of landfill and rehomed to communities that needed them most.

Giant harmony banner completed

A massive 10-metre banner with hundreds of messages collected across Whitehorse has been completed just in time for International Day of Peace.

The banner was an activity started by the Whitehorse Interfaith Network at this year’s Harmony Day Concert in March, attended by 1200 people at Nunawading’s Strathdon House and Orchard Precinct.

Explore Whitehorse’s newest walking trail

A new walking trail has been created near Schwerkolt Cottage in Mitcham featuring art from local Indigenous artists.

Since then, the banner has travelled across Whitehorse to various community and faith organisations, with locals invited to write their responses to the question “What does peace and harmony mean to you?” in messages and drawings.

The project’s coordinators wanted to display the final product to the community through this month’s issue of Whitehorse News, with International Day of Peace falling on 21 September.

Thank you to the Whitehorse community and everyone who shared their thoughts on the banner - the result is an expression of collective community wisdom.

Green thumbs boost Gardiners Creek Trail

Council’s National Tree Day event at Gardiners Creek Trail in Box Hill South on 30 July was a huge success with more than 450 volunteers taking part.

Council helped create the Eastlink 5km Indigenous Art Trail – in collaboration with Eastlink, Mullum Mullum Indigenous Gathering Place (MMIGP), Croydon Hills Men’s Shed and the Mullum Mullum parkrun. The trail was officially unveiled in late July and features 12 wooden art poles painted by local Indigenous artists, with many of the designs featuring flora and fauna found in the area. Our workers helped install two of the poles on Council land along the trail, which follows the same course used by Mullum Mullum parkrun on Saturday mornings.

The trail begins near the cottage on Deep Creek Road, and when walking it takes about 60-90 minutes to complete. You can find out more about the trail and view its course online by searching ‘Eastlink Indigenous Art Trail’.

More than 3500 plants were planted, mulched and watered on the trail. Council funded tubestock for the new plants from our local Indigenous community nurseries, Bungalook and Greenlink. The volunteers were rewarded with a barbeque lunch from our Parks and Natural Environment team and an interactive wildlife presentation from Reptile Encounters.

This large-scale planting event added to the amenity of the Gardiners Creek Trail and helped increase habitat for our wildlife. It also contributed towards Whitehorse’s target of reaching 30 per cent tree canopy cover by 2050.

Council would like to thank the nurseries, community groups, families and individuals who contributed to the planting day for their time, dedication and enthusiasm towards enhancing our natural environment.

Council manages tree pruning on public land to ensure a safe distances between trees and power lines.
