Preserving the Earth

Composting, global warming, and recycling are not exactly topics at the cutting edge of news coverage anymore. If you are reading this magazine, chances are you already have a compost bin, are up on the latest environmental changes and take cloth bags with you when you go to the Farmer’s Market to purchase your local organic produce. We may be preaching to the choir in covering Earth Day this issue, but it is still important to support the causes that have potential to create positive changes. Take a peek at the guide to Earth Day events in the Southland. Choose one to participate in and support. Find out how utility companies are involved in the production of solar energy projects for our area in Linda Harmon’s article. She also brings us up-to-date with what has happened to the PACE program that helped homeowners to finance their own solar energy systems. Tree Bernstein reports on the demise of the plastic bag in many cities and our own staff gardener, Randy Arnowitz, shares a few of his unique personal tips on recycling and saving energy. very year, Earth Day reminds us of our fight for a clean environment. What many of us are unaware of is that it started right under our feet; a singular incident occurred in Santa Barbara that birthed a movement that has since gone global. In 1969, an offshore oil platform sprung a leak and quickly became the worst spill the nation had ever known. After witnessing the detrimental effects off the coast of the beautiful southern California city, Earth Day’s founder, Gaylord Nelson, then a senator from Wisconsin, envisioned an event that would bring public consciousness to air and water pollution. As a result, just one year later, 20 million people showed up across the nation to voice their support of

a healthier environment in the world’s first-ever Earth Day. Other oil spills have since overtaken in size and scope, but the Santa Barbara disaster remains the third-largest spill in our nation’s history. That tragedy served as the impetus of a global awareness campaign that has now reached more than 184 countries. Though Earth Day is an important time and place to show our dedication to the modern environmental movement, a commitment to our planet should be made in the way we live our lives each and every day – but that can begin by adding your voice to the ever-growing movement on April 22nd. The State of Solar in SoCal Includes Mass Solar Projects by Linda Harmon

any Californians, not just environmentalists, are skeptical of any mass energy project launched by Edison and big business. Safety and the environment often take a backseat to the hunger for profit. However, climate change has already begun to rear its ugly head with “unusual and unprecedented” extreme weather. Temperature swings and massive storms are becoming the new normal and many are now clamoring for any energy project that can eliminate the need to burn fossil fuels, drill the far North, “frack” our mother Earth, or increase the number of nuclear power plants on the horizon. Enter the sun; a clean, renewable resource, which can be captured with very

little, if any, negative impact. According to the Environment California Research & Policy Center, ten years ago solar panels atop roofs were a rarity — but in the last two years the solar industry has installed more than 5,000 kilowatts of solar power in 10 different California cities. Our state and federal governments are finally making a serious effort to move toward renewables and solar is at the top of the list. Unfortunately, or fortunately, utility companies are big players and have the money in a tight economy to harness solar energy. Our government helped bring them into the equation in a big way. Electric utility companies are required by California state law to acquire 20% of their

power from renewable energy sources by 2010, and 33% by 2020. A main source of that renewable power will be solar energy. Since the Bush administration, the government has established subsidies for renewable energy development. President Obama added 45 billion dollars in Federal tax credits, guaranteed loans, and grants to further entice companies into the market. With the influx of funds, the California desert is one of the largest targets of solar development interests. The Federal Bureau of Land Management (BLM), which oversees much of this undeveloped land resource, has received 34 requests to build large solar thermal power plants, which would cover over 300,000 acres. All large solar thermal projects (above 50

MW) require approvals from both the BLM and the Energy Commission prior to construction. This includes scrutiny under the National Environmental Protection Act (NEPA) and California Environmental Quality Act (CEQA). In 2010, Secretary of the Interior Ken Salazar approved the first five renewable energy projects ever on public land – Imperial Valley Solar Project, Chevron Lucerne Valley Solar Project, Ivanpah Solar Electric Generating System and the Calico Solar Project. When authorizing these, BLM Director Bob Abbey said, “We have truly arrived at America’s new energy frontier.” The Ivanpah project is one of the first of these projects to begin construction as a joint undertaking of Southern California Edison (SCE) and Israel-based BrightSource Energy. The two signed a series of contracts for 1,300 megawatts of solar thermal power, planning the construction in three phases: two 100-megawatt (MW) phases (known as Ivanpah 1 and Ivanpah 2) and a 200-MW phase (Ivanpah 3). The three plants are collectively referred to as the Ivanpah Solar Electric Generating System (ISEGS). According to Brightsource, Ivanpah SEGS is currently the world’s largest concentrating solar power (CSP) plant under construction and, when completed, will double the amount of solar thermal electricity produced in the U.S. The first of these solar power plants, providing 286,000 megawatt-hours of renewable electricity per year, is now being built at Ivanpah Dry Lake on approximately 3,500 acres in the San Bernardino County desert. This rush for clean energy is making strange bedfellows; representatives from the Sierra Club, the Wilderness Society, Defenders of Wildlife, and the Natural Resources Defense Council have all helped to craft a project that will turn many miles of southern California desert into a solar plain. According to BrightSource, Ivanpah is a “power-tower solar thermal system.” Over 300,000 software-controlled mirrors will follow the path of the sun and reflect the sunlight to three 459-feet turbine boiler towers. The concentrated sunlight will strike the boilers’ pipes, heating the water to create steam, which then travels to a standard turbine to generate electricity. From Ivanpah, many miles of transmission lines will be needed to carry the (continued on page 38)

PACE Accelerates Consumer Rooftop Solar If the thought of tearing up the desert gives you pause, and giving power companies continued control of what solar energy will look like in the future galls, please keep reading. One of the most important things you can do may be to promote affordable solar for all Californians by supporting the fight to bring back PACE (Property Assessed Clean Energy.) PACE, a pilot program established in 2008, helped homeowners finance solar energy systems through their property tax bills. It worked by allowing local governments to create voluntary assessment districts to loan homeowners the upfront costs of installing solar, the biggest obstacle to going solar for most energy consumers. Homeowners then paid back their debt over time through a special assessment added to their property bills. If it sounds too good to be true, it wasn’t. Over 23 states started their own version of PACE, which quickly received the Obama administration’s backing and over $150 million in stimulus funding.

alone, $279 billion invested across the residential, commercial, and institutional markets could yield more than $1 trillion of energy savings over 10 years.

Then, two years ago, consumers interested in signing up for the program were told that it was “no longer available.” What happened? The Federal Housing Finance Agency (FHFA) decided the loans had “unusual and difficult risk management challenges” for lenders, i.e. Fannie May and Freddie Mac, and the FHFA stopped the two lenders from giving out the loans. That was the death knell for PACE during the deep recession years. Those two lenders accounted for upwards of half of all U.S. mortgages and the program wasn’t viable without them. PACE and solar proponents responded with new guidelines specifically established to address FHFA concerns regarding PACE assessment’s senior lien status, the major tumbling block. Remedies included financing limits based on positive equity and restricting loans to property owners with a timely record of payment, but none of these measures were accepted by the Federal Regulators, Fannie Mae, or Freddie Mac. Despite lower tax delinquencies and no record of defaults in Sonoma County among nearly 1,200 PACE participants, the FHFA refused to even consider a limited pilot program to assess PACE safeguards. The PACE program’s use of targeted special assessments is not out of the ordinary. There is a historical precedent of state and local governments levying assessments that have a senior lien status to finance them. Assessment districts already exist nationwide; there are levy assessments on over five million properties for parks, sidewalks, street lights, fire prevention, water and sewer systems, and even seismic strengthening in California which is based on voluntary opt-in plans. These municipal assessments have been accepted by mortgage lenders and acknowledged in their standard mortgage underwriting documents. This has been a truly tragic story for consumers, solar development, and our economy. At the time of the FHFA action, PACE was being considered in nearly 20 additional states. Early California programs in Sonoma County and Palm Desert went in before the programs were stopped and over 2,000 homes and commercial buildings used PACE to finance efficiency and renewable energy projects. The story of PACE is still being written. As a result of a California lawsuit, a federal judge required the FHFA to initiate an official rulemaking process and allow for consumer input in regards to its actions on PACE energy financing programs.

Ojai Joins More than 40 Cities Statewide to Ban Plastic Bags by Tree Bernstein

hat do you say when the bagger at your grocery store asks, “Paper or plastic?” Hopefully, this Earth Day you’ll say, “Neither, thanks. I brought my own bag.” Pretty soon that won’t even be a question. Plastic bags are heading for extinction, and not a moment too soon. The California Supreme Court upheld the right of cities to ban plastic bags in a 2011 ruling that determined a full-scale environmental review may not be needed for cities to prohibit stores from offering customers plastic bags. San Francisco led the plastic bag ban in 2007. Other municipalities soon joined the ranks: Marin County, San Jose, Malibu, Santa Monica, Long Beach, and Manhattan Beach have all followed suit. Los Angeles County said good-bye to plastic bags in 2010 when it banned plastic grocery bags in unincorporated areas of the county. Santa Barbara County is also currently considering the measure. “This is a great day for the Pacific Ocean,” said Dan Jacobson, in a Los Angles Times article. Jacobson is legislative director for Environment California, an environmental protection group. “Cities and counties can now move forward with plans to protect our environment — and to safeguard the significant portion of our economy that depends on a healthy ocean and beaches.” In Ojai (population 7,461), at the March 11th City Council meeting, the response was overwhelmingly in favor of the ban. The ordinance bans retailers within city limits from providing single-use plastic bags as of July 1, 2012. In an article posted on the Ojai Valley News Blog, Tiobe Barron reported that Deborah Pendry, executive director of the Ojai Valley Green Coalition pleaded with the council: “It’s time again for government to step in and say, ‘We, the people, care,’ even when individuals say, ‘I don’t care if this non-essential item uses up finite resources, clogs waterways, contributes to litter, pollutes oceans, [and] kills and injures marine life. I want the convenience for my purchases and I want the convenience for my trash cans and dog poop.’” Pendry relayed a story from David Todd, who witnessed the stomach contents of a starved gray whale found dead near Seattle. The contents included rope, a towel, a golf ball, and several plastic bags. Meg Goodwin, Ojai resident and small business owner, brought hard facts to the sizable crowd at the City Council meeting: for just one year’s worth of plastic bags (in the United States) it takes 20 million barrels of oil; and an estimated 300,00 tons of plastic bags wind up in landfills. “If not now, when? We have to start somewhere,” Goodwin said of the proposed ordinance. The council will consider a approval at their next meeting in April. Still, some local grocers were concerned about the inconvenience to customers, including waiting longer in line. Along with the ban on plastic bags, the new ordinance would require a 10-cent fee per paper bag — to cover retailer’s costs and to dissuade consumers from using disposable bags altogether — requiring a new approach to business in retail. Former Ojai City Council member Suza Francina wrote on the OVN Blog, “People all over the world of every income level manage to shop without taking home their purchases in plastic bags. Sturdy wicker baskets, cardboard boxes, canvas bags, back packs … there are lots of easy, convenient ways to carry home your groceries besides plastic bags. Plastic carry-out bags are banned in over twenty countries around the world. China, Canada, Ireland, Sweden, Germany, Italy, South Africa, Australia and India are just a few of the places that have succeeded in banning plastic bags in the majority of their states, cities, towns and provinces.” Now the question is can we do it? Say yes. Carry on and carry your own. You may even find you actually need less—which might just lighten your load.

PLASTIC BAG FACTS:

• Approximately 380 billion plastic

bags are used in the United States every year. That’s more than 1,200 bags per US resident, per year.

• Approximately 100 billion of the 380 billion are plastic shopping bags.

• An estimated 12 million barrels of oil is required to make that many plastic bags.

• Only 1 to 2% of plastic bags in the USA end up getting recycled.

• Thousands of marine animals and more than one million birds die each year as a result of plastic pollution.

• The United Nations Environment Programme estimates that there are 46,000 pieces of plastic litter floating in every square mile of ocean.

• Plastic bags are often mistakenly

ingested by animals, clogging their intestines which results in death by starvation. Other animals or birds become entangled in plastic bags and drown or can’t fly as a result.

• Even when they photo-degrade in

landfill, the plastic from single-use bags never goes away, and toxic particles can enter the food chain when they are ingested by unsuspecting animals.

• Greenpeace says that at least 267 marine species are known to have suffered from getting entangled in or ingesting marine debris. Nearly 90% of that debris is plastic.

• Americans consume more than 10 billion paper bags per year. Approximately 14 million trees are cut down every year for paper bag production.

• Most of the pulp used for paper

shopping bags is virgin pulp, as it is considered stronger.

• Paper production requires

After intense public scrutiny (public input started in 2007), scientists and environmentalists still fear the permanent scarring of one national resource, the desert, to provide another: energy. According to Salazar, the BLM has already significantly altered the original BrightSource proposal in response to public comments, minimizing environmental impacts by reducing the size of the project by 15 percent and the number of solar mirrors to 173,500. The company must also compensate for impact on wildlife, water, and other resources through a compensation fund created by Federal and State agencies and operated by the National Fish and Wildlife Foundation. To satisfy federal and state requirements, BrightSource will acquire and set aside more than 7,300 mitigation acres. In addition, pursuant to a U.S. Fish and Wildlife Service approved plan, the endangered desert tortoises onsite are being tested for disease, then moved to a comparable habitat and monitored. The BLMs already had an ongoing desert tortoise conservation plan, where the organization set aside more than threemillion acres of habitat in California for the endangered tortoise. The success of “relocating” the tortoise is yet to be determined, but the project construction necessitated that they be removed behind barrier fencing ringing the project’s perimeter. “I am pleased with the changes we have made to improve this project,” Salazar said. “It is important that we learn from our experience to ensure that environmentally-responsible clean energy is developed wisely and in the right places.” Brightsource, who has wildlife biologists on site, is open about their impact, but maintain that their project is better than competing technologies. It boasts more efficient land use, 25% less land use than competing solar technologies, and a closed-loop system, which uses 95% less water than competing wetcooled solar thermal plants. They state on their website that they have, “limited impact on the land, unlike competing technologies, which require the majority of a project site be fully graded.” There is no question that Ivanpah is no exception when it comes to the studies

conducted on environmental impact. The “Recommendations of Independent Science Advisors” are available online as the “California Desert Renewable Energy Conservation Plan, (DRECP) for the Renewable Energy Action Team (REAT).” The document is meant as a guideline for REAT’s primary mission, to streamline and expedite the permitting processes for all renewable energy projects, while conserving endangered species and natural communities at the ecosystem scale in the

According to the document, arid ecosystems are developed over millennia and cannot be replicated by human actions: Ecological impacts of projects that disturb the soil surface should be presumed permanent … The advisors strongly agree that increasing the U.S. and California supply of renewable energy can yield numerous environmental and societal benefits … and that California’s deserts have great potential for wind, solar, and geothermal energy

production. However, siting and developing renewable energy developments must be done carefully, guided by best available science, to avoid undue damage to fragile desert ecosystems. Despite a widespread perception that our deserts are relatively pristine and secure, many desert species, natural communities, and ecological processes are already severely stressed by myriad human-induced changes to the landscape ... Additional stress from direct and indirect effects of energy developments, in concert with a changing climate, portends further ecological degradation … This requires that the plan be developed and implemented incrementally in an adaptive management framework — with continuous monitoring and scientific evaluation to reduce uncertainties and improve plan actions over time. According to David C. Briery of BLM California Desert District External Affairs, “The Ivanpah Valley, in which ISEGS is located, certainly would not be considered pristine. The valley is traversed by Interstate 15, the Union Pacific Railroad, a multitude of transmission and pipe lines, and is home to a large fossil-fuel electric power plant, several large casinos, and ancillary businesses.” The entire Ivanpah Solar Electric Generating System Federal Process & Documents are online for public viewing and include a 50-page report on the project’s impact on the desert tortoise. y wife Alison and I are in the red desert of central Australia, near Uluru, the sacred, mountain-sized rock that used to be called “Ayers Rock” before it was relegated to Aboriginal ownership a few years ago and took back its proper name. We are not hiking in the desert (we did several hours of that earlier this day.) Rather, we are participants in a quintessentially civilized, organized event called, “The Sounds of Silence.” Each night, here, a busload of humans choose to be transported into the 50 kilometer desert between Uluru and Kata Tjuda from a very small nearby town. Out here in the open desert, between Kata Tjuda and Uluru, is an unlikely scene: about ten tables, each surrounded by eight chairs, and each set for an informal yet elegant outdoor dinner. And off to one side, a buffet area offers a wide range of meats, salads, and pastas. We have sipped wine as the sun went down below the distant desert horizon. We have talked with one another and met new friends, from a variety of countries, and we have just about finished our dinner. Attendants are moving from table to table, blowing out the candles, until the only lights left are a few subtle lanterns at the buffet. The young man who is the de-facto master of ceremonies for the evening calls for our attention, and he recites a short poem, which ends with: “I invite you to listen — now and forever — to the sounds of silence.” And at that moment the few remaining lights are extinguished.

And the only sound is a few stunned gasps, as all of us settle into the most perfect silence I have ever heard, as the incomprehensible vastness of this place washes over us. And as unutterable beauty often does, this moment moves me to tears, this silence, this sky of dazzling darkness, across its middle the great band of the Milky Way, with such an impossible number of stars that it forms a wide ribbon of granulated whiteness, within which is a visible shaped-darkness that the Aboriginal people have identified as a great cosmic bird. Never before in my life have I seen anything like this: a vibrant clarity of darkness, with a backdrop of so many, many, many stars as to give shape to the darkness itself. Where the native people have seen and named constellations of darkness, as we have seen and named constellations of stars (which they have also done). As I sit here in this infinity, sit out here on this outer arm of the Milky Way galaxy, my tears overflow silently. In this wilderness, I am crying.

Randy Arnowitz Last year I went to the Earth Day Festival and I was so fired up about what I saw and what I learned that I wanted to go buy it all, do it all — compost it all. I found out that the worms in a compost pile are not the same type that live in a worm box. On the same subject, I learned that worm tea is not a refreshing beverage that you serve to your worms, but a nutritious concoction that is brewed from your worm’s castings that you drench your garden with. There were vendors demonstrating solar-powered everything and samples of lumber that were not actually made of wood but of recycled plastic milk cartons. Biofuel, chicken tractors, bicycle-powered sewing machines, hydroponic tomato plants — yikes, by the time I left the fair I was ready to go home and build a solar-powered worm bin/chicken coop combo that automatically fed the excess worms to the chickens, composted the waste, collected the eggs and turned out a perfect breakfast — over easy. Soon I came to my senses and realized that I can’t do it all but I can do some. And some is better than none. I’ve discovered that by doing small, earth-friendly practices daily I could celebrate Earth Day every day instead of just once a year. These are a few of the things that I’ve found to make my men’s 8 1/2 - 9 size carbon footprint a little smaller.

This is an easy one: not only am I being more vigilant about recycling, I’m also not buying stuff that has to be thrown out in the first place. I’m using the jars I already have and filling them with the items that are available in bulk such as rice, millet and quinoa. I bathe my dog with an earth-friendly shampoo and always on the lawn or near the garden so the runoff isn’t wasted. I’m running errands on my bike instead of in my truck. I bought a rack and a bungee for the back, which saves gas and works up a sweat. Now I just need a bell.

Speaking of that — I replaced my thirsty, hungry, and labor-intensive lawn with a drought tolerant garden. If you can’t give up your lawn, how about making it smaller and cutting it with an old-style, reel-type push mover that returns the clippings back into the lawn. I’ve been riding my bike more, buying my oats in bulk, working out the details on that chicken coop, and now have a whole different relationship with the worms in my compost tumbler. I have to admit that I feel a little guilty when it comes time to give that thing a turn, but I know it’s good for the compost. “Ready wrigglers. Hold on, we’re going for a ride.”

THRIVE, the movie According to Webster’s Dictionary, thriving is a condition of ultimate health and of vigorous growth; it means to be fortunate or successful. I liked the film. Thrive is an ambitious and well-executed project of vast implications and multiple levels of connectivity. There are interviews with a number of credible experts on economics, health, sciences, engineering, physics, activism, biology, and medicine.

47 Credit is given to a handful of brave souls, the scientists and inventors like Nikolai Tesla, who dared to challenge the powerful energy cartels only to have their inventions confiscated and their reputations and lives destroyed. There’s even an extra-terrestrial component. For me, the elegant argument in favor of alien contact and its connection to free energy are the astonishing crop circle images. Over 5000 of these staggeringly complex phenomena have appeared since the 70’s. In Thrive, they are presented as proof of both the existence of free energy and the interference of world governments as co-conspirators on behalf of powerful energy companies. NASA engineers, Air Force pilots, and even astronauts lend credibility to the cover-up. See the movie. Thrive provides good food for thought. Still, for all its beauty and positive messages, it skates over the darker side of human nature. We are not going to be suddenly freed from ignorance, greed, wars, and anger just because the Federal Reserve Bank is dismantled, or the energy companies succumb to pressure and pour billions into free energy research and development. I think I still prefer the Buddha’s answer and solution: that suffering exists as a fact of life, and freedom from that suffering comes with training the mind, taking refuge in virtue, and being kind — that can change the world.
