TO COMPLY WITH IMO SULFUR CAP 2020, ONE OF THE OPTIONS IS CHANGING TO COMPLIANT FUEL
With the deadline of IMO Sulphur Cap 2020 drawing closer, we
understand the owner’s pressing
need to keep vessels operational while simultaneously preparing
to comply with this environmental regulation.
A ship specific detailed changeover procedure must be available
onboard all ships trading between areas with different Sulphur
limitations. A calculation system (e.g. FOBAS) shall be used,
if required. Crew involved in the
changeover process must be fully
immersed in all relevant procedures and tasks. This is crucial to prevent potential technical issues such
as engine or boiler malfunction.

NO TIME TO LOSE Wilhelmsen Ship Management recommends owners, charterers and ship managers to start the discussion regarding switching to compliant fuel as
early as eight months in advance to ensure that the plans materialize and are implemented effectively. If you have chosen to comply by using low Sulphur fuel, begin planning today.
The processes for change must be detailed and precise to minimize complications and non-compliance.

For owners choosing to use compliant fuel, we have enumerated some recommendations below to assist smooth transition:
• Contact bunker suppliers at least six months ahead to ensure compliant fuel availability • Any bunker with over 0.5% Sulphur must be consumed before 31 December 2019
• Any bunker tank previously containing fuel CHANGING BUNKER ONBOARD
with more than 0.5% Sulphur must be cleaned
and records maintained with relevant evidence latest by 29 February 2020
• Document your tank cleaning process with

photographs and dated evidence.
• Bunker Delivery Notes (BDN) displaying less
than 0.5% Sulphur bunkers to be kept on board • BDN must also show less than 0.1% Sulphur
compliant bunker for use in Emission Control Areas (ECA)
• Bunker changeover procedures for engines and boilers are prepared and explained to ship staff DOCUMENTATION
• Develop detailed plans for prevention of any
accidental contamination of fuel meant for ECA • Diligent documentation of compliance strategy is highly advisable to declare best efforts to inspecting authorities
• There may be a need for structural modification and one of the initial plans for an owner is determining
the configuration of bunker distribution basis number of tanks on the ship

modification of tanks and pipelines require Class approval
Consulting makers and suppliers
• Consult the makers of the main and auxiliary
engines, boilers and lubricant (lub) oil for guidance on continuous use with compliant fuel
• Should a change of cylinder lub oil be required,
lub oil and main engine makers must be consulted for recommendation to change the cylinder lub oil to one that is compatible with the compliant fuel • For vessels with single cylinder lub oil tank,
documentation regarding procedures on how to
change the cylinder lub oil to low sulfur compatible grade must be in place Monitoring and trial
• As this is an environment-related regulation,
we expect stringent Port State Control (PSC) OPERATION
inspection so a clean and detailed line of operations must be in place before the regulation is enforced • A sea trial of main engine, aux engine and boilers
should be scheduled to confirm smooth operations with compliant fuel once all compliant bunkers are on board
• Clear segregation of crew duties is detailed in the

Remember: FAILING TO PLAN IS PLANNING TO FAIL!
Having a good implementation/ fuel oil changeover plan is just the beginning of the transition phase. A very important aspect of the plan is to address the potential risks that may arise.
Wilhelmsen Ship Management recommends the development of a holistic risk assessment that addresses all aspects of vessel operations, fuel
compatibility and safety when operating with compliant fuel. A potential
challenge that may develop when using compliant fuel is engine malfunction. Wilhelmsen Ship Management suggests the following risk assessment and mitigation be added to your hazard watch:

PROCUREMENT DURING TRANSITION TO IMO2020 With the IMO2020 kicking in, Wilhelmsen Ship Management recommends reviewing your procurement strategy to better support the transition process.
12
WManager
For owners opting to use compliant fuel, Wilhelmsen Ship Management recommends
the following considerations when reviewing your procurement strategy for continuous vessel operations.
Since charterers generally supply the fuel, owners do
not always have full control over the sources or quality
of the fuel. However, owners can influence the outcome Choosing the right fuel testing laboratory
of the situation significantly by having a competent and responsive fuel quality testing laboratory to ensure that the fuel used is fit for purpose.
Engine makers may recommend changing parts,
especially piston rings, for use with compliant fuel. With

new parts, action should be taken now to ensure that your engines are fully prepared. Be warned – lead times for
replacement parts will increase, the closer we get to 2020!
Owners should also stock sufficient spares on board in
the event of breakdowns as demand might outstrip supply Securing enough

Engine manufacturers will experience very high
demand for these replacement parts in the coming
months. Manufacturers and their sub-suppliers have finite production capacity and orders will therefore be prioritized on a ‘first come, first served’ basis.
Our advice is to order your replacement and spare parts early to avoid delays!

BUILDING THAT CYBER SAFETY NET IN WILHELMSEN SHIP MANAGEMENT Looking at Industrial Revolution 4.0 where electronic systems including unmanned vehicles, augmented reality, the Internet of Things (IoT), sensor technology, geo-spatial technology and artificial intelligence, the biggest threat to this advancement is cyber security. Hyper-connected systems that integrate human, physical and digital environments, carry risk of potential compromise. And one of the simplest ways to break a secure forcefield is human weakness.
Issue 1 - 2019
15
Cyber security training for crew
Cyber security training for crew is a mandatory and high focus area
to mitigate human error that may lead to cyber security breach. In Wilhelmsen Ship Management, we have established and enforced a cyber security policy, onboard cyber security awareness training, training videos and frequent periodic updates on cyber security measures.
Our training program comprises of the following elements: • Raising the awareness of cyber security
• Kinds of threat that could breech cyber security and how it works
News Update
• Password policies to build a strong password • What to avoid and look out for
• Preventive measure – best practices The training is applicable to existing and new crew before on-boarding.
Once on board they are presented with a list of do’s and don’ts as reminder of their training.
Besides training, we also launch campaigns on board to raise cyber security awareness with a core message that highlights cyber security is everyone’s
responsibility. To reinforce the message, on-shore vessel IT specialists going on board for vessel visits will reiterate this manifesto to our crew.
Working closely with ship owners is the way to enforce and build strong cyber protection
Owners are as aware as ship managers that any breach of cyber security
can lead to potential damage in the delivery line. In tandem with the reliance
of automation and digitization onboard, we see growing risks and implications of cyber security breach.
We believe that working closely with ship owners is the way to enforce and build strong cyber protection. Forward leaning owners are more willing to
invest in providing additional IT infrastructure onboard for risk management.
16
WManager
Cultivating the right culture
A robust cyber security framework can be easily compromised by end user
vulnerability. Hence it is important to cultivate a culture on board and on shore focusing on protecting it.
To have the right culture in place, we need to create the right motivation
for the seafarers and staff to learn. At sea, we lowered the threshold and
language used in training materials so that seafarers can identify and relate to the importance of cyber security. We also carry out IT Penetration Tests and Security Assessments on board.
On shore, constant communication and security measures are enforced to drill in the importance of creating a safe digital environment.
The added bonus is that with all these learnings, seafarers and staff have made this applicable at home and at play for protecting their own cyber presence outside the workplace.
Upheaval of the maritime cyber safety
We look forward to having more guidance from regulators and class
society since cyber security will become a concern when the industry goes full speed into connectivity and digital transformation.
As a whole, we must have internationally acknowledged guidelines of high standards to continue operating safely at sea in the digital environment.
We note that IMO has included maritime cyber risk management into its
list of Information Security Management Code but that is still being lobbied for adoption from 1 January 2021. Cyber security enforcement will need to happen within companies to protect ourselves from jeopardy.
As Wilhelmsen Ship Management continues to be the leader in making a digital shift, building a safe cyber security net through education and
infrastructure will be constant priorities with technology advancements.

WILHELMSEN SHIP MANAGEMENT RE-ENTERS CRUDE SEGMENT
This year, we will be chartering our way back into
the crude oil tanker market. In early 2009, Wilhelmsen Ship Management exited the oil tanker management market when ITM was divested to V.Ships due to the
possibility of unlimited liabilities that could be passed on to the Wilhelmsen group company with the enforcement of OPA 90.
It is notable since the decision was passed, double
hull/skin oil tankers are now mandatory and significant improvement in the safety standards that we have
today compared to a decade ago. We note significant improvement in preventive systems in regulations, engineering and human competence had further
attributed to the reduced oil tanker spill statistics. We are currently undergoing evaluations to re-establish the necessary documentation and certifications to
provide ship management for oil tankers. There are still
some steps ahead of us before we can officially manage an oil tanker. That said, we are very positive that we will be able to provide this service to customers very soon.
