POTABLE WATER Potable water is the water that enters homes that is safe for human consumption. For 2024, the base fee for water will be $22.79. The monthly rate increase goes into effect February 1, 2024 and will be reflected on the March 2024 bill for Windsor utility customers. For an average Windsor household that uses 5,000 gallons of water per month, this equates to an approximate increase of $5.37 per month. Some of the factors that determine Windsor’s potable water rates include the cost to: • Maintain and repair infrastructure when needed. • Send water through treatment facilities for cleaning and testing. • Provide a secure and resilient water supply for residents and businesses.

STORMWATER Windsor’s stormwater sewer system is a collection of pipes, ditches, detention ponds and other conveyances that carry water runoff from rain and snow melt directly into the Cache la Poudre River. The stormwater system is an integral part of our infrastructure because: • It directs water away from homes, streets and buildings. • It reduces flooding. • Decreases erosion. • Impacts lake and waterway conditions for plants, wildlife and people. The new monthly charge for stormwater basin fees will be $5.78. This amounts to an additional $0.89 per month, or $10.68 annually.

WASTEWATER Wastewater is the water that leaves your home down drains in areas like your sink, shower, washing machine, toilet, dish washer and water heater. Wastewater is directed from homes and is treated locally at Windsor’s Wastewater Treatment Facility. Residents who utilize wastewater services are charged a flat rate which goes toward the cost of collecting and treating water to Federal Environmental Protection Agency standards before it is released back into the Cache la Poudre River. The new flat rate/base fee for sanitary sewer service will increase to $28.62 and is set to be effective February 1, 2024. This amounts to an additional $2.12 per month, or $25.44 a year for residential properties.

2024 ELECTION

Filing Window for Mayor, Town Board Candidacy Ends Jan. 22 If you are interested in running for elected office here in Windsor, the time to file the required paperwork is now! In order to qualify as a candidate in this year’s general town election in April, a petition with the required number of valid signatures must be completed and submitted to the Town Clerk’s office at Town Hall, 301 Walnut St., by no later than 5 p.m. Monday, Jan. 22. Additionally, anyone seeking be to a candidate for elected office in Windsor: •

Must be a registered voter.

Must be a citizen of the United States.

Must be at least 18 years of age by election day.

Must be a Windsor resident who has lived in Windsor and in their respective district for at least 12 consecutive months immediately preceding the date of the election.

Cannot have been convicted of a felony.

Cannot be an employee of the Town of Windsor.

2023 REDISTRICTING Last year, an automatic revision of Windsor’s district boundaries was triggered after certain criteria in the town’s Home Rule Charter were met. This process helps ensure all voting districts in Windsor have a roughly similar number of registered voters. In September 2023, the Windsor Town Board approved revised district boundaries that comply with the charter’s requirements. Make sure you know your district, as your Town Board representative may have changed! View the new boundaries at windsorgov.com/Districts.
