PLAN 2024-2029 STRATEGIC

To clearly capture the Town Board's most important priorities and help direct the development of the budget and resource allocation, the town develops a tool called the Strategic Plan. This guiding document helps pave the way for future decisions by the town to ensure they align with the community's overall goals.

Windsor's five-year Strategic Plan is updated every other year in a process that involves the Town Board, town staff and our community. Staff then use the finalized plan as a roadmap for planning through the next five years by implementing action steps that work toward accomplishing each of the three areas of focus.

Current FOCUS AREAS

Through meaningful engagement with our community, key Focus Areas are determined in which we can improve our efforts, as well as those areas which we can continue to excel. The key Focus Areas reflect what is most important for the town in the coming years. They are broad areas that are further defined through Goals and specific Action Steps.

The Town of Windsor Museums is creating a strategic plan to use as a guide for the next 3-5 years. Windsor Museums provide an array of cultural and educational opportunities to the community through historical sites, parks, and buildings. The goal of Windsor Museums Strategic Plan is to help guide Windsor Museums as it continues to grow and expand, striving to create exceptional experiences for the Windsor community.

Windsor Museums include the Art & Heritage Center and the Windsor History Museum. These museums feature a train depot, a collection of historical buildings, and other

Windsor places significant value on building and maintaining a safe multimodal public transportation network, consistent communication systems, efficient wastewater and stormwater management, reliable water delivery and storage systems, and accessible and equitable public facilities that provide a high quality of life for our community.

Windsor is business friendly. We maintain a viable, stable, diverse and strategic economic base which supports the needs and enhances the lifestyles of those living and working in our community.

In the next two years, the Town of Windsor Museums anticipated opening the Historic Halfway Homestead and the Eaton House as additional museum sites. By opening these two sites, the Town of Windsor will offer more space to connect and explore historical stories and connections.

To achieve this, the Windsor Museum has created a survey to in efforts to have you share your experiences and what you might like to see at the Windsor Museums in the future. By participating in the Museums Strategic Plan survey, we can understand and achieve our

mission “To build community through creativity and discovery,” in our community.

KODAK OPEN SPACE MASTER PLAN UPDATE

Have you heard about the Kodak Open Space Master Plan project?

The 145-acre site, which currently includes the Kodak Archery Range and access to the Poudre River Trail, is undergoing a master planning process to guide additional future access and improvements. In June, the Town of Windsor conducted a comprehensive community outreach effort, soliciting feedback at four in-person events and through an online survey. We heard that our community values trail and nature experiences, balanced with preservation. The top desired amenities, in no specific order, included natural play areas, trails and access to the river’s edge. From this input, along with professional wetlands and wildlife studies, two draft concepts were crafted and, through an iterative design process, a final draft master plan evolved. We invite you to share your thoughts on the elements of this plan!
